YEREVAN, AUGUST 3, ARMENPRESS. Armenia will continue acquiring “a lot of professional military hardware” this year and during next year, Chief of the General Staff of the Armenian Armed Forces Lt. General Artak Davtyan told reporters.

Not revealing details, he said that the process of acquiring and commissioning “quite much professional military hardware” has begun and will continue next year.

“Moreover, this hardware relates to air defense, anti-missile elements, long-range and precision targeting means. These will also increase the firepower of reconnaissance in our armed forces”.

Davtyan said he visited the Artsakh military two days ago.

He said the Artsakh military has already tested some of its locally manufactured defense equipment prototypes. He said the hardware is mostly sights, air defense and firing engagement measures. Davtyan said they consider buying these equipment from Artsakh since they are rather interesting when comparing the cost with the quality.

Earlier in July, Minister of Defense Davit Tonoyan had said that the Su-30 fighter jets which Armenia is buying from Russia will arrive sometime around year-end of 2019 or the beginning of 2020.

YEREVAN, AUGUST 3, ARMENPRESS. (Press release, Ministry of Foreign Affairs of Artsakh) On August 2, the delegation headed by Minister of Foreign Affairs of the Republic of Artsakh Masis Mayilian met with Mayor of the Australian city of Ryde Jerome Laxale.

Masis Mayilyan stressed the importance of the unanimous adoption by the Ryde City Council of the resolution on establishing friendly relations with Stepanakert, the Artsakh capital, on the eve of the Artsakh delegation’s working visit to Australia. According to the Foreign Minister, the adoption of such a resolution is another proof of the principled stance of the Ryde city authorities in supporting the aspiration of the people of Artsakh for free and peaceful development, which has already been expressed on May 22, 2018 resolution adopted on the 30th anniversary of the national-liberation movement of the people of Artsakh.

Touching upon the international relations of the Republic of Artsakh, Masis Mayilian noted that the establishment and development of decentralized cooperation between Artsakh and foreign cities is among the priorities of the authorities of Artsakh, which allows the communities and regions of Artsakh to be involved in international processes, aimed at strengthening the friendly relations between the peoples, exchanging experience in different areas and promoting human rights. The Foreign Minister stressed that the development of decentralized cooperation is also important against the background of Azerbaijan’s continuous efforts to isolate Artsakh and to deprive its citizens of the advantage of international cooperation.

For his part, Mayor of Ryde Jerome Laxale reaffirmed the commitment of the Ryde authorities to the realization of the right of the people of Artsakh to self-determination and support in their quest to build a democratic society.

During the meeting, Masis Mayilian handed the thank-you letter of Stepanakert Mayor Suren Grigoryan to Jerome Laxale, in which the Mayor expressed his gratitude for the adoption of the resolution and invited Jerome Laxale to visit Stepanakert.

Member of Ryde City Council Sargis Yedelian, member of the National Assembly of Artsakh David Ishkhanyan, Permanent Representative of the Republic of Artsakh to Australia Kaylar Michaelyan and Executive Director of the Armenian National Committee (Hay Dat) of Australia Hayk Kayserian also participated in the meeting.

YEREVAN, AUGUST 3, ARMENPRESS. The highly-anticipated traditional 11th Akhtala Barbeque Festival will take place August 18th, gathering tourists, chefs and food enthusiasts in the small town in Armenia’s Lori Province.

According to renowned chef Sedrak Mamulyan, who is organizing the festival through his Development and Preservation of Armenian Culinary Traditions NGO, the event is of great interest for both locals and foreigners.

The idea is simple, cooks and chefs compete to find out who can make the best barbeque, or as Armenians call it – Khorovats, one of the most popular dishes of the Armenian cuisine.

“We will have participation from Russia, Belarus and Georgia. They’ve already informed that tour packages have been sold especially for the participation in the barbeque festival. This reaction and interest inspires us, and it’s no coincidence that we are organizing this event already for the 11th time,” Mamulyan told ARMENPRESS.

The khorovats culture will be presented by participants during the event, and a competition will be held. A panel of judges will select winners for the categories “Best Taste”, “Best Presentation”, “Best Idea”, and a Grand Prix will also be awarded.

Mamulyan especially highlighted the festival’s significance in terms of boosting tourism in the region. He says it has developed the local infrastructures.

“If we look at the infrastructures of the town of Akhtala of Lori Province 10 years ago and now, we will see a significant difference. Today, the local communities and the Akhtala City Hall are seriously interested in the festival being organized every year,” he said.

RFE/RL – Three Arrested In Armenia Over Blast Targeting Ex-Lawmaker’s Car

Radio Free Europe / Radio Liberty

August 04, 2019

Former lawmaker Melik Manukian’s Ranger Rover vehicle was damaged in the explosion on the Yerevan-Sevan highway

Three people have been arrested in Armenia over an alleged attempt to assassinate a former lawmaker by setting off explosives on the Yerevan-Sevan highway on Friday.

The SUV belonging to Melik Manukian, a businessman who served as a lawmaker in the previous parliament with the faction of tycoon Gagik Tsarukian, was damaged in the incident, but no one was hurt, police said.

It was reported later that Manukian was not inside the Ranger Rover at the time of the explosion. Four people who were in the vehicle are recognized as victims in the case.

The Investigation Committee did not immediately reveal the identities of the arrested people.

It said that explosives had been set up beforehand under a bridge on the highway and were set off at the time the businessman’s vehicle and another car accompanying it were passing by. “The crime was not completed due to circumstances outside the will [of the perpetrator(s)],” investigators added.

The explosion took place not far from a bottle factory owned by Manukian, whose nickname is Shshi Melo (Bottle Melo).

The businessman could not be reached for comment. Earlier, talking to one of the local media outlets, Manukian said he could not say whether it was an attempted murder or just an “accident”.

According to preliminary data, among those arrested as part of the case is also Manukian’s bodyguard, who ignored police orders not to move the businessman’s vehicle from the crime scene.

Last January Manukian’s son Shant was among four people arrested over a high-profile shooting incident at a restaurant owned by his father. He was later released. Eight people were wounded in the shootout, one of them died later.

    Asbarez: P&P4P – 2

    Garen Yegparian

    BY GAREN YEGPARIAN

The goofy-looking “acronym” of a title refers to a previous piece of mine “Preening and Primping for President” which seemed a bit long. As we are now in debate season for the Primary Elections held state-by-state in Winter and Spring of 2020, it seemed like an updated look at the candidates for the U.S. presidency was due. Remember that this is all on the Democratic Party’s side of the fence since only one significant challenger to sitting President Donald Trump, a Republican, has arisen, and he’s not getting much traction yet.

A disclaimer is necessary here, in that given the limitations of the length of this piece, not all candidates will be discussed individually. No slight is intended in that respect.

The biggest change is that former Vice President Joe Biden has entered the fray and immediately leaped to first place among the field of 25 significant candidates. Of these, only 20 candidates are being invited to the debates. The current number of candidates of all parties is 799, up from 559 in March (270 Democratic, 109 Republican candidates, 34 Libertarian candidates, 14 Green) according to Ballotpedia.

Two debates have been scheduled and held so far, with no additional ones yet set. Each of these was held in two parts with ten candidates participating. I was able to watch most of three out of these four parts. The matchups, that is who was in each group, left many people wanting a better format. But with so many candidates, some randomized system had to be adopted in the interest of fairness (or minimize to UNfairness).

I think the best solution would be to have pairs of candidates debating, for real, not just answering questions, but challenging each other, getting deeper into issues after an initial query from the moderators. This way, voters could see how each candidate fared against every other. The candidates themselves would be able to present their thoughts and positions more fully. With the current set up, speaking time is so limited that they were often cut off by the moderators before completing their responses. I noticed that Joe Biden hit this obstacle often. They would also get much more practice in preparation for the looming battle with their Republican adversary. With 25 candidates, that would mean 300 debates. Running two a day, they could all be done in five months. Think of how much better informed voters would be, and how much more interesting and exciting the election would be!

The debates were reasonably informative, with candidates mostly sticking to the rules, though often speaking beyond their time limits. There were some amusing barbs exchanged, but nothing acrimonious, and the discussions were largely substantive, even if not fully satisfying because of the time constraints. Some candidates seemed to get called on by the moderators less often, and Tulsi Gabbard was one of them. This injustice should be corrected during future debates. Naturally, the front runners tended to get challenged more often by the others in order to try to expose their weaknesses. But ironically, this contributed to those same front runners getting more time to speak, thus more exposure.

To my mind, not much has changed. The top three candidates in order of preference are Tulsi Gabbard, Bernie Sanders, and Elizabeth Warren, from both an Armenian and overall-citizen perspective. All three are in the ANCA’s “supportive” category for rating presidential candidates. But Gabbard is the only one in that whole category with an A+. In fact, only one of other candidate in this field even has an A-.

One candidate that I was surprisingly impressed with is Washington governor Jay Innslee. His central focus is climate change, contending that all other issues should be seen through that lens. He should be appointed as “Climate Change Czar” in the next administration, but he is highly unlikely to become president. Plus, he got poor grades from the ANCA while in Congress. The other candidate who came off surprisingly strong is Andrew Yang who spoke concisely and brought almost everything around to his core proposal of instating a minimum guaranteed monthly income of $1000 for every American

Joe Biden is out because he was useless as Vice President on the Armenian Genocide. Plus, in general his approaches to the issues confronting the U.S. today are insufficient to resolving them. Kamala Harris, despite her significant support, is also out for me. While she got a B+ from the ANCA and is in the “supportive” category, her record on other issues is too conservative and her sources of financial support are too large and too corporate, not overwhelmingly small donors, which would indicate support from average folk.

Then there are what I’ll call “Republicans in Democratic clothing” candidates. These are otherwise reasonable people who would have fit perfectly in the Republican party of the 1960s-70s-80s, but are outside the realm of the Democratic party’s energized base today. There are also those who have no record of engagement with the Armenian community and are thus outside the pale of our interest, simply because they haven’t earned it yet. There are at least two who have anti-Armenian positions to their discredit. Former Rep. Joe Sestak of Pennsylvania opposed a Genocide resolution while serving and Montana Gov. Steve Bullock has issued a “Khojalu genocide” proclamation.

At this point, I think Armenians should rally behind Gabbard with significant fundraising and organizing of events where she can get more exposure and earn support. The idea is to give her a measurable bump in votes during the Primary elections of the states where we have the largest and densest Armenian populations – California, Massachusetts, New Jersey, New York – even if that bump is localized to the districts where our communities live. This way, not only do we assist our strongest supporter in the primary field, but we also demonstrate Armenian voting power. Get to work.
