Pleas that Trump deport Iraqi Christians to safer country go unmet

The issue has gained attention after Michigan resident Jimmy Aldaoud died following his deportation to Iraq.

Long before Jimmy Aldaoud died in Baghdad, an activist trying to stop President Donald Trump from deporting Christians like Aldaoud to Iraq hit on an idea: What if the U.S. could deport them to a different, safer country?

Steve Oshana raised the suggestion with several people in the Trump administration, pointing out that Christians face discrimination and persecution in Iraq. He offered up his preferred alternative: Christian-majority Armenia, whose officials had signaled to him they’d be willing to consider taking the deportees.

But the idea got nowhere, even though he ran it by White House advisers, State Department officials and figures in the Department of Homeland Security. Oshana was still pushing the option when word came earlier this month that Aldaoud had died. The 41-year-old Michigan resident had been sent to Iraq in June despite speaking no Arabic and having spent nearly his entire life in the United States. He is thought to have died because he couldn’t get the insulin he needed for his diabetes.

“I feel so guilty about what happened to Jimmy,” said Oshana, executive director of the Christian advocacy group A Demand for Action. “I don’t know if we could have done anything more looking back at all this, but it’s hard not to kick yourself wondering if anything else was possible.”

Oshana’s experience offers a glimpse into Trump’s hard-line stance on deportations — people who in the past were deemed relatively low priorities to deport are being removed from the U.S. It also reveals how hard it is for even well-connected advocates to navigate the system amid the crackdown.

Oshana still wants the Trump administration to consider the third-country option for the hundreds of other Christians in the U.S. facing deportation to Iraq. He expects it will be a struggle.

“The biggest impediment is the administration not making the request to another country and not even being willing to discuss it with us in a meaningful way,” Oshana said. “When we make an inquiry, it goes nowhere.”

The State Department and the White House would not say whether the administration was or has ever seriously considered the third-country option for Iraqi nationals facing deportation. They referred requests for comment on this report to the Department of Homeland Security.

Immigration and Customs Enforcement, the DHS division that carries out deportations, did not directly answer a question about the third-country option. It noted in a statement that “federal immigration law provides robust procedures for aliens to challenge their removal from the United States before an immigration judge.”

Emails, texts and other documents seen by POLITICO show Oshana reached out to several Trump administration officials in 2017 to discuss the third-country idea. “I would love to speak with you about this,” Oshana wrote to one official. “Their deportation appears to be imminent and I want to make sure they are not dumped in Baghdad where they are almost certainly going to be harmed.”

Within the White House, Oshana approached Garry Hall, then a senior National Security Council official, and Victoria Coates, another NSC official who now deals with Middle East issues. He also spoke to Barbara Gonzalez, an ICE official, according to notes from the session. None would offer comment for this report. Oshana said he also raised the idea to administration officials focused on religious freedom issues, hoping they’d lend a sympathetic ear.

In June 2017, Oshana and fellow activists scored a meeting with NSC officials, including Hall, and they used the get-together to bring up the third-country option.

Oshana said he also had been discussing the possibility with various officials from Armenia at the time. The country, which has a population of around 3 million people, is relatively poor, but it has a history of accepting vulnerable Christian refugees.

The Armenians did not rule out the idea, Oshana said. But they noted that diplomatic protocol required that the United States first raise the topic with them. Oshana isn’t sure whether the Trump administration ever approached Armenia — or any other country — about accepting the deportees. A former White House official said the suggestion didn’t go past that June 2017 meeting — at least not in the NSC.

In 2018, Oshana temporarily laid aside the third-country idea as he and other activists focused on pursuing legal challenges to the deportations. The court cases largely halted the deportations that year.

But in April, a federal court effectively gave the go-ahead on the deportations, and within weeks it became clear the administration would carry them out. Oshana began asking around again about the third-country option. In mid-June, he sent an email to the White House asking for another meeting on the topic. He said he never heard back.

By that point, Aldaoud had already been deported to Iraq — ICE removed him from the U.S. in early June without letting him contact his family.

ICE dropped him in Najaf, a Shiite Muslim stronghold in Iraq with few Christians. Aldaoud made his way to Baghdad, but he was in physical and mental distress, supporters said.

U.S. officials previously stressed that Aldaoud was deported because of his criminal record, which includes convictions for assault with a dangerous weapon, domestic violence, theft of personal property, and breaking and entering.

Aldaoud’s supporters argued he had mental health issues that might have contributed to his criminal record and which also often left him homeless in the U.S. None of his crimes justified a deportation to Iraq, they insisted.

Like many Christians who have faced or are facing deportation, many of whom also have criminal records, Aldaoud never obtained U.S. citizenship. He is believed to have been born in Greece to Iraqi refugees who came to the U.S. while he was a baby. He grew up in the Detroit area.

It’s unclear whether U.S. officials considered sending Aldaoud to Greece. But he didn’t have Greek citizenship, and Athens would likely not have taken him.

At least 16 Iraqi nationals have been deported since the April court decision, legal advocates say. The overall number of people deported to Iraq since Trump took office — non-Christians included — is believed to be more than 100.

Iraq for many years refused to accept Iraqi nationals facing deportation from the U.S. Past presidential administrations also hesitated to repatriate the people involved given the dangerous conditions in the Middle Eastern country, which the U.S. invaded in 2003.

The Trump administration told Iraq that it had to accept the deportees if it didn’t want to be one of the countries subject to the president’s 2017 travel ban, which would have barred most Iraqis from entering the United States. Iraq reluctantly agreed.

Photographers who have arrived in Yerevan from different countries for the first Armenian International Photo Fest as well as volunteers from Armenian Bank of Volunteers youth NGO gathered at Dvin Music Hall on August 24 and were welcomed by the representatives of all.me – festival’s digital partner.

The first Armenian International Photo Fest will be held in Yerevan from August 24 to September 28, 2019. The festival will have at least 38 exposition venues in downtown Yerevan. The Tovmasyan Charity Foundation, all.me and Dvin Music Hall are among major supporting partners of the festival which will be held under the patronage of the Yerevan Municipality. 

According to the president of the foundation Artak Tovmasyan, they mainly support cultural, scientific and sports events.

“This is the first such a photo festival Armenia which features photographers from 19 countries. This is something new for Armenia, and we agreed to support organization of this event,” Tovmasyan said.

Arthur Vardanov, all.me general director in Armenia, added that the social network decided to support this event, since it is very important from the viewpoint of developing cultural ties.

“We are also trying to help them show their works to the viewers using our platform worldwide. Photographers are already registered on all.me platform, where they can also earn money, ”he said.

As of Sunday 11:30am, there are still five areas where smoke is coming out from at the foot of Mount Ara, in Kotayk Province of Armenia.

Seven fire and rescue workers are on duty at the area.

On Tuesday morning, the 911 emergency hotline received a call informing that grassland was burning near the sand mine at the foot of Mount Ara.

The total area of this fire was about 150 hectares.

As of 11:20pm, 82 firefighters, 100 villagers, and 18 forestry workers were fighting the fire.

The fire was contained at 2:15am the next day.

But on Thursday, around 1,300 hectares of grassland was burning in Kotayk Province, and 500 hectares—in Aragatsotn Province.

At 9:50am, a new fire was detected in the area leading from the cemetery of Zoravan village to Mount Ara.

The fire was contained at 7:54pm, and a patrol was set.

But there was still smoke on Friday. This fire was contained at 7:27pm, and a patrol was set.

Yesterday, the Armenian government’s secret document entitled ‘The Transformation Strategy of Armenia until 2050’ was published by one of the famous Azerbaijani websites. Approved on July 26 this year, the preliminary report, intended for an expert consultation, is listed as “confidential”. Indeed, no one had published this report before the Azerbaijani site Haqqin.az, no discussions had been held on it, and the fact that the Azerbaijani media got access to it before the Armenian is nonsense.

Official Yerevan has not commented on the situation yet, as if not noticing what is happening. And this silence describes the negligent attitude of Pashinyan’s government towards confidential workflow more eloquently than any words.

Meanwhile, the publication of a classified Armenian document by the Azerbaijani media is a symptom of a systemic problem, the root of which lies in the post-revolutionary confusion prevailing in Armenia and personnel policy based on the loyalty principles.

For example, in June 2018, the wiretap of a conversation between the head of the National Security Service of Armenia Artur Vanetsyan and the head of the Special Investigation Service Sasun Khacharyan leaked. Two security officials discussed who should be “imprisoned” and what judge to pressure. Vanetsyan himself, by the way, admitted that he was “ashamed” that his conversations were bugged. The embarrassing remorse of wiretapped special services head Vanetsyan was appreciated by the leadership – he was not resigned. So far, the investigation of this incident has not led to any result, and apart from the Republicans’ camp, no one is interested in its further fate. For Prime Minister Nikol Pashinyan, political loyalty is more important than professionalism. And Arthur Vanetsyan’s tasks are somewhat different – to find dirt and put another Republican in prison instead of ensuring the information security of the country.

The revelatory article of the BBC News Russian service published on August 7 – Who shot the demonstrators in Yerevan in 2008? – points to numerous leaks in the confidential governmental workflow. The investigation pointed to a detachment from Karabakh. Referring to confidential documents of the Special Investigation Committee (headed by Sasun Khachatryan, whose conversation with Arthur Vanetsyan was taped), the article points out that Major General Samvel Karapetyan (Oganovsky) commanded the execution of demonstrators in Yerevan in March 2008, and the security forces brought from Nagorno-Karabakh opened fire on them. As in the case of wiretapping – zero conclusions and reaction from the authorities. Despite public demands, the Special Investigation Service did not even comment on the leak, not to mention the investigation.

And now, the Azerbaijani (!) site publishes a confidential document of the Armenian government, analyzes and ridicules it, and there is a traditional response from the Armenian authorities – silence. It seems that the leaky information security system is already becoming new normal in ‘new’ Armenia.

The Armenian government has announced the death yesterday of Yuri Harutyunyan, head of music at Armenfilm from 1967 to 1996 and founder of the Recording-Brevis label in the Armenian Composers’ Union.

On his own account, Harutyunyan composed 75 film scores.

A deputy of the ruling My Step faction [in the Armenian National Assembly], Hovik Aghazaryan, is against resolving the problem of the Amulsar gold mine, [which has given rise to widespread environmental concerns], through a referendum.

According to the MP, the votes of the residents of Jermuk, [where the gold mine is located] and communities adjacent to the mountain, are not going to reflect the real situation as regards the need, as their position is predictable. “It is clear that the residents of Jermuk will say that they do not want this,” Aghazaryan said.

The Armenian Revolutionary Federation – Dashnaktsutyun [ARFD] proposed to resolve the problem of operating the Amulsar gold mine through a referendum. A representative of the ARFD, Artsvik Minasyan, held the post of environmental protection minister in 2016.

The opposition ARFD urged the government not to regard the published [positive] conclusion by the international ELARD company as a final basis for the operation of the gold mine and to make through a referendum a decision acceptable to the public and the state.

The representative of the government [Aghazaryan] responded that the operation of a mine is not a question that is to be resolved through the votes of citizens, as it is a complicated question. People gave a vote of confidence to [Prime Minister] Nikol Pashinyan to govern the country and it is the government that should make a decision on the basis of the interests of the country.

“This is simply a question for the whole state and a question of the consistency of the state. It is true that we came to power through a revolution and thanks to the power of people, but anyway, there is a state and its obligations, contacts with the world, international obligations, and the observance of agreements. In this sense, the question has become common for the whole state,” Aghazaryan said and added: “Everyone understands that the mining industry inflicts damage on the environment. All of us understand this. It is a question of the size of the damage and the potential to counter the damage”.

The secretary of the executive body of the Citizen’s Decision party that is not represented in parliament, Suren Sahakyan, supports the idea of resolving such issues through referendums, as such decisions are democratic. However, as regards Amulsar, he regards the need in a referendum as doubtful, because, as he said, there is a professional conclusion on the operation of the mine that is negative, so it is not necessary to open it.

“Even without a referendum, we can see that the professional conclusion on the operation of Amulsar is negative. This was done for another purpose, but we can see that it is fraught with a lot of dangers. I question the need in a referendum, but the practice of resolving such issues through referendums can only be welcomed and this is one of the foundations for the creation of our party,” Sahakyan said in conversation with radio Liberty.

He said that the Amulsar conflict should have another solution – the operation of the mine must be forbidden. “Two sides of the conflict are taking shape: The government and the public. In the meantime, this conflict does not have these two sides: There is the former corrupt system plus the Lydian company that obtained the mine through swindling and illegal methods. Three laws were amended to enable Lydian to operate the mine. This is one side. The public and the government they have elected are the other side. In other words, this conflict was to be resolved through criminal cases filed against the former government. Our approach is as follows: The sides to this conflict are Lydian and the former government on the one hand and the public and the government on the other. Therefore, the government should simply have prohibited the operation of the mine,” the representative of the Citizen’s Decision party said.

MP Sergei Bagratyan of the Prosperous Armenia faction reminded that summing up the first 100 days of his rule back a year ago, Prime Minister Nikol Pashinyan declared the Republic Square, [where large rallies in support of Pashinyan were held during the 2018 velvet revolution], as a platform for making most important decisions of the government in the political and economic life in Armenia. Pashinyan said that people should authorise the government to take or not take specific steps or prohibit the government from taking specific actions.

Bagratyan, who was governor of Vayots Dzor Region until 2012, also supports the idea of holding a referendum. “The government has inherited this problem. However, it bears responsibility for this problem. It received documents prepared by the previous government. It would probably be correct in this case, if the government left this issue to the discretion of people. We say that we are building a democratic country and it is people, who should decide their future. This should not be regarded as a contradiction between people and the government. On the contrary, it is necessary to coordinate these opinions. If everything is all right in the documents, as the previous government used to say, it is not necessary to look at the documents. It is necessary to look at the mood of the people.”

The representative of the government, Hovik Aghazaryan maintains that the Amulsar problem is extremely professional, multilayered, and complicated. Therefore, people should entrust the government with it.

The Constitutional Court will examine Robert Kocharian’s application on August 29

On August 29, the Constitutional Court will examine the application of the key accused in the March 1 case, the second president of Armenia, Robert Kocharyan, in the written procedure. Accordingly, the accused Kocharyan asks the high court to check the constitutionality of two articles of the Code of Criminal Procedure: the grounds for applying a restraining order and the circumstances excluding the proceedings or prosecution of a criminal case, Azatututa writes.


Apart from this application, there are several other applications in the high court in the case of the second president. Months ago, Kocharyan’s representative appealed to the CC with a request to determine the constitutionality of Article 300.1 of the Criminal Code, the provision on subverting the constitutional order, and the essence of the institution of the president’s immunity.


Judge before suspension Davit Grigoryan appealed to the CC, asking to verify the constitutionality of Article 300.1 of the Criminal Code implicating Kocharyan. Grigoryan also asked to verify the essence of the president’s immunity institute. The Constitutional Court made a decision to consider the two applications under Article 300.1 and combine them in one proceeding. Then the high court decided to suspend the investigation of this case and send it to international institutions, the European Court of Human Rights and the Venice Commission of the Council of Europe, asking for an advisory opinion on Article 300.1 of the Criminal Code.


As for the other issue of the application of the judge Davit Grigoryan, whose authority was suspended in another criminal case a month ago, the institute of immunity of the president, the high court refused to examine it. At that time, Alvina Gylumyan, a member of the Constitutional Court, told “Azatutyan” that the high court refused to examine the issue of the immunity of the president, because they do not have a separate authority to interpret the constitutional norm, they can do it if the disputed issue is expressed in the corresponding norm of the law. In this case, the immunity of the president is mentioned only in the main law, there is no such provision in the Criminal Code.

On August 23, the Speaker of the RA National Assembly, Ararat Mirzoyan, received the head of the European Union delegation, Ambassador Pyotr Svitalsky, who is completing his diplomatic mission in the Republic of Armenia.


As reported by the press service of the National Assembly, the head of the parliament noted that he is very happy to meet the ambassador again, who has proven himself to be a true friend of Armenia during these years. Ararat Mirzoyan added that it was very pleasant for him to cooperate with Ambassador Svitalsky.


According to the EU ambassador, it was an honor for him to work at this stage of important developments for Armenia, and he emphasized that especially during the last two years, great progress has been made in Armenia-EU relations, in which the Comprehensive and Extended Partnership Agreement, the reform agenda implemented in Armenia also has a role.


At the end of the meeting, the Speaker of the National Assembly reaffirmed that the EU is an important partner for Armenia and we must make continuous efforts towards the final ratification of the RA-EU agreement and new successes in the remaining directions of the joint agenda.
