Pashinyan to ask Amulsar-related questions on online conference with ELARD

Armenian Prime Minister Nikol Pashinyan met Friday with residents of Jermuk over the commissioning of Amulsar gold mine and told them that he will hold an online conference with representatives of Earth Link & Advanced Resources Development (ELARD) Company on Thursday or Friday over Amulsar, and they will answer all questions and comment on their expert examination conclusion.

“The entire conversation will be translated, recorded, and released to public,” Pashinyan said. He called on people to ask questions to the company.

In February, 2019 the Armenian government decided to allocate USD 396,900 from its reserve fund to Earth Link & Advanced Resources Development (ELARD) for carrying out a comprehensive expert examination of the Amulsar project. The mine’s operation was ceased.

Lydian is a gold developer focused on construction at its 100%-owned Amulsar Gold Project, located in south-central Armenia. However, illegal blockades have prevented access to Amulsar since late June 2018. Amulsar is expected to be a large-scale, low-cost operation with production targeted to average approximately 225,000 ounces annually over an initial 10-year mine life.

Estimated mineral resources contain 3.5 million measured and indicated gold ounces and 1.3 million inferred gold ounces as outlined in the Q1 2017 Technical Report. Armenia can receive up to $800 million for one decade from Amulsar gold mine commissioning

The Lydian Armenia Company’s  taxes and salaries paid  can ensure up to $800 million to the country for one decade, Armenian Economy Minister Tigran Khachatryan said Thursday in an interview with the Public TV. In his words, the Amulsar gold mine will bring $45 to 50 million every year within 10 years.

“If the one-ounce gold price remains unchanged at $1,500, then products worth up to $300 million will be exported from the Amulsar gold field every year, according to the most conservative calculations,” he said.
The minister said that the government budget will get up to $500 million as taxes.
Besides, he said, Lydian Armenia will pay salaries totaling $100 million.

Khachatryan said that in addition to the jobs created by Lydian Armenia other jobs will be opened at related companies.

“If we summarize the taxes and salaries to be paid by Lydian with profits of the related companies, we can say that the state is estimated to gain $800 million for ten years,” Khachartyan said in his televised interview.

Armenian public is concerned about uranium reserves in Amulsar field

ArmInfo. “Jermuk should remain a resort city,” said a resident of Jermuk, on whose door the Prime Minister of Armenia Nikol Pashinyan knocked and asked her opinion on  the exploitation of the Amulsar field.

To the prime minister’s clarifying question, will she change her mind  if the absolute security of the program is proved, a resident of  Jermuk said: “I don’t think that a mine can be operated in the  immediate vicinity of the resort town. This is the opinion of the  entire population of the city.” When the prime minister left the  building, the city residents met him, chanting: “Amulsar – without a  mine.”

Note that the Amulsar gold mine is located 10 kilometers in a  straight line from Jermuk. After Pashinyan gave a preliminary “green  light” to the program during a Facebook live broadcast on August 19,  stating that according to the international expertise, Amulsar does  not harm Sevan and the environment, residents of the surrounding  areas and Jermuk assured that they will take part in unlimited  protests, but they will not allow to continue the operation of the  mine.

It should be noted that earlier the Prime Minister during a live  broadcast on his Facebook page, the head of government said that the  Government of Armenia will conduct constant monitoring during the  development of the field. He once again assured that if facts were  suddenly revealed that would cast doubt on the feasibility of  exploiting the field, then the authorities would return to the  problem, as they were not constrained by anything.

On August 14, the Investigative Committee of Armenia presented the  expert opinion on the Amulsar project of the consulting company  Earthlink & Advanced Resources Development (ELARD). Based on the  conclusion of the examination, the SC of Armenia stated that there is  no direct connection between the underground waters located on the  territory of the Amulsar project and the thermal hot springs of  Jermuk.  There is also no connection with the waters of the Sevan  basin.

Moreover, as indicated in the UK, during an earthquake, a certain  concentration of acid drainage can penetrate into the basin of Lake  Sevan through the Spandaryan and Ketchut reservoirs. However, the  combination of this concentration will be insignificant on the scale  of Lake Sevan. The third important conclusion, on the Arpa, Vorotan  and Darb rivers, can be mitigated if LydianArmenia takes 16  environmental mitigation measures proposed by experts. As the head of  the UK Hayk Grigoryan pointed out, LydianArmenia representatives have  already expressed their readiness to implement 15 of the proposed 16  events: 10 events they are already holding, 5 will be ready to  conduct in the near future.  In addition to the water basin, the  public is also concerned about the possible presence of uranium  reserves in the deposit. So, in his work “Uranium bearing of  geological formations in Armenia”, the famous scientist, Doctor of  Geological Sciences Petros Gevorkovich Aloyan noted that the Amulsar  manifestation of uranium is located 4 km south-east of the village of  Ketchut and 5 km north-west of the top of the mountain of the same  name .

Approximately 76 tons of uranium were calculated for five sections of  the Amulsar manifestation, and taking into account uranium in the  thorium section, its total reserves can be estimated at 100 tons.   Moreover, according to the research of another scientist, Professor  G.S. Avagyan, according to 40 samples of Amulsar ore, there are 195  tons of uranium and thorium there. Meanwhile, the development of  uranium deposits requires special permission from the government,  which Lidian does not have.  According to the company, the deposit  contains about 73733 kg of gold with an average grade of 0.78 g per  ton, as well as 294.367 tons silver with an average content of 9.29 g  per ton. At the same time, about uranium – not a word.

Lydian Armenia is a subsidiary of British Lydian International The  total cost of the Amulsar project is $ 370 million. The field’s life  will be 10 years and 4 months, with an average of 200 thousand ounces  of gold being mined annually. Amulsar field is the second largest  reserves in Armenia.

Edgar Ghazaryan: Jermuk will lose the status of a health resort city if the Amulsar mine is developed

In order for Jermuk to  maintain its status as a resort and health city, appropriate  conditions must be provided not only within the city, but also its  circumference.  This opinion was expressed by Edgar Ghazaryan, former  Ambassador of the Republic of Armenia to Poland, now the head of the  apparatus of the Constitutional Court, former  governor of Vayots  Dzor region (2012-2014) in an interview with the Prime Minister of  Armenia Nikol Pashinyan.

According to Ghazaryan, in addition to other negative effects, it  must be understood that the operation of the mine involves about  10-25 explosions daily, which is about 25 tons of dust. In this  context, according to the head of the Constitutional Court’s  apparatus, no matter what the examination would say, this effect on  the resort and health town cannot be ignored. “Jermuk is the only  resort and health resort city of national importance, which means  that within a radius of 50-60 km the heavy metal industry is not  allowed (the Amulsar gold mine is 10 kilometers in a straight line  from Jermuk, Ed. note),” Ghazaryan said.

In addition, as the former governor pointed out, despite the fact  that, perhaps, the company operating the Amulsar mine compares  favorably with others by a higher level of social responsibility, it  must be remembered that initially the same Kajaran was built as a  mine, and only then settlements created around the mine. “In the  meantime, Jermuk was created as a health resort city, and the  development of a mine in the neighborhood will cause permanent damage  to the city,” he said.

To recall, Prime Minister Nikol Pashinyan visited Jermuk today in  order to ascertain the mood of the people regarding the development  program of the Amulsar gold mine. Residents of the city categorically  told the prime minister that they insisted: “Jermuk should remain a  resort city, Amulsar – without a mine.” Many tourists and guests of  the city, in an interview with the Prime Minister, noted that they  chose the city precisely because of its spa and wellness character,  and if the mine is developed in the immediate vicinity, it is  unlikely that they will visit Jermuk next time.

On August 21, during the promised “live broadcast,” the Prime  Minister gave approval to the development of the Amulsar mine.  According to him, the Armenian government will conduct constant  monitoring during the development of the Amulsar mine. “Today,  according to our clear data, Amulsar does not harm Sevan.  It will  work according to the highest environmental criteria. If we do not  fulfill the conditions set by us, they will not take us seriously. I  am 99.9% sure that the mine does not pose a threat to the environment  of the RA. Therefore , we must fulfill the conditions that we set,  “he said, concluding by expressing bewilderment by the protest  actions of disobedience arranged by citizens. 

Are ecology and business compatible: Unlike Jermuk and Gndevaz residents, Saravan and Gorayk villagers support the Amulsar mine development

ArmInfo.Residents of the villages of Saravan and Gorayk, Vayots Dzor region of Armenia support the implementation of the Amulsar mine development project. They  announced this on August 23 during a meeting with Prime Minister  Nikol Pashinyan.

As one of the residents of the village of Goraik stated, perhaps some  residents of the village are against the development of the mine, but  the main part is for. According to him, they consider the program as  an employment opportunity. According to Gorayk residents, “for a  country in a state of war with a poor economy, it is impermissible  luxury to abandon the economic potential of the project.” Already  today, as he pointed out, 30 villagers are working in the Lydian  Armenia, which develops the Amulsar gold mine.

Another resident of the village immediately complained that there  were no representatives of the village of Gorayk among the Lydian  leadership. “There is no one hundred percent safe mining industry.”  But, if risk can be managed, the mine must be exploited, “said the  third. The latter, as it turned out, is a” second specialty “as a  geologist, and he received his education thanks to financial support   from Lydian ”

Ministry of Labor and Social Affairs proposes to continue the liquidation of boarding schools, rebuilding them in day centers

ArmInfo.The Ministry of Labor and Social Affairs of the Republic of Armenia proposes to close four boarding schools providing round-the-clock childcare, giving priority  to day centers and the establishment of community service centers in  more than 30 settlements. This is stated in a statement released by  the ministry on Friday.

In particular, we are talking about the closure of institutions: < Dilijan Boarding>, , , .

It should be noted that work to realize the right of children to live  in a family began several years ago, as part of it, three of the  seven boarding schools have already been converted to day care  centers.

Fyodor Lukyanov: The fragility of the situation around Karabakh by no means contain high risks of a war

ArmInfo.Editor-in-chief of the journal “Russia in Global Affairs”, Research Director of the Foundation for Development and Support of the Valdai Discussion Club,  Fyodor Lukyanov in an interview with ArmInfo shares his own vision of  the possibility of the Karabakh conflict developing into a military  confrontation. He analyzes the geopolitical regional background  around the conflict between Armenia and Azerbaijan, discusses the  causes and future prospects of the US-Iranian confrontation.

– Since the establishment of the ceasefire on the Line of Contact in  Artsakh in 1994, there has always been a threat of military  escalation of Karabakh conflict, which became especially clear in  April 2016. In your opinion, are there any geopolitical prerequisites  for the resumption of large-scale hostilities, taking into account  the interests of the co-chairing countries of the OSCE Minsk Group,  Iran, Turkey and the conflicting countries themselves?

Escalation of any frozen conflict should never been completely ruled  out. This applies to all conflicts, especially the Karabakh conflict,  given the outbreak of violence that took place relatively recently,  in April 2016. This outbreak showed that none of the major players:  Russia, the United States and Europe are interested in the escalation  of this conflict. Accordingly, as soon as something happens around  Karabakh, measures are immediately taken to extinguish it. And I  understand why this is done. The overall situation in the region and  in the world is tense to the degree of unpredictability. Accordingly,  nobody needs a new hotbed of escalation of war in the region, where  wars, as a rule, develop not only very brutally, but also spill over  its borders, involving many new forces, including non-regional ones.   Nobody needs it at the moment, because everyone has enough of their  own problems, moreover, more and more internal ones.  Therefore, it  seems to me that, despite the constant balancing on the verge of  collapse, on the verge of resumption of hostilities, the Karabakh  conflict has a rather high degree of stability of this very frozen  state.

– The frozen state, which is caused by external factors:

External factors, plus the presence of a certain military parity  within the conflict itself. Conversations and even outbreaks of  violence, of course, may occur. But, it seems to me, Azerbaijan  realizes that it cannot win the war. A similar understanding, I  think, exists in Yerevan. Accordingly, in this regard,  the fragility  of the situation around Karabakh, does not at all contain high risks  of its escalation. Often, rather passive conflicts contain a more  explosive potential than conflicts like Karabakh that are constantly  talked about.

– The military-political leadership of Azerbaijan periodically voices  threats against Artsakh and Armenia. But does Ilham Aliyev have the  opportunity today to make a sole decision on another aggression  against Artsakh and Armenia?

I think in the current situation, the decision to start hostilities  will ultimately be made by the parties to the conflict, and not by  external forces. At the same time, the rhetoric of Baku is still  political in nature. The transfer of conflict into the military phase  is not its purpose. Rather, this is due to the desire of the  military- political leadership of Azerbaijan to maintain the existing  state of affairs. The theme of Karabakh plays a very important role  in the political structure of Azerbaijan. Accordingly, it must be  constantly maintained.

May the development of confrontation between the United States and  Iran into the military phase become a catalyst for the resumption of  the Karabakh conflict?

This is a very difficult question. A new wave of destabilization in  the region, which includes not only the Caucasus, but also other  destabilization centers in the Middle East and around Iran and Turkey  in particular, is in fact capable of creating a new wave of  destabilization, even more powerful in scale. And this wave may quite  well sweep the South Caucasus, moreover, it will have absolutely  nothing to do with Karabakh. According to my estimates, at the moment  there is no similar threat directly to the Karabakh conflict. The  situation in Turkey is very complex, but nevertheless, it is far from  predicting any disasters.  The conflict around Syria has overcome its  most acute phase. And it seems to me that there will be no war around  Iran. Donald Trump is not a warrior. The current president of the  United States does not like to fight, he loves to intimidate and  strangle the enemy in every possible way. Accordingly, considering,  in general, the low chances of escalation in the surrounding region,  we can conclude that in Karabakh one should not expect escalation  linked to the region.

– What, in your opinion, determines Trump’s relentless focus on Iran?

Trump and his administration are the most pro-Israeli U.S. president  and administration for the first time in many years. Accordingly, his  worldview and views on the region are largely determined by the  position of Israel. Israel’s position is obvious – it is strictly  anti-Iranian. Further, specific people, such as Trump’s national  security adviser John Bolton, who has always been known by his  anti-Iranian moods, continue the same line. So Trump’s attitude  towards Iran is more determined by the personal factor than the real  politik.

– Then how do you see the settlement of the crisis around Iran? Can  this only become possible after Trump leaves?

I think that the matter may concern not so much a settlement as a  long-term mid-level confrontation between the US and Iran. Without  war, bombs and airstrikes, but with the United States trying to  squeeze Iran, put pressure on it economically even more. The  prospects for such a policy depend on a number of factors. First of  all, on the degree of resistance to such pressure from Iran itself.  Russia is also interested in resolving the situation. For Moscow,  Tehran is the most important partner in Syria, where Russia needs to  move forward. Without Iran, as well as without Turkey, such  advancement is impossible. Accordingly, Russia, of course, supports  Iran. Russia will demonstrate this support by refusing any  participation in the US campaign of pressure on Iran.

“Anahit” and Anahit: I witnessed 6-month-old babies boiled alive

“Maragha was the first village where I fought. After Maragha one could lose its mind. I witnessed in reality more than in horror films one could see – raped, mutilated and tortured corpses, 6-month-old babies boiled alive, beheaded elderly – what to tell, how to tell… ”

The first mournful news came form her friend, Anzhela, a pregnant woman in her 8 months who was undressed right in the street, mocked and burned alive. Then her husband’s turn came. “Thirteen people attacked Victor, the perpetrators stabbed him for multiple times, then one of the attackers beheaded, holding his severed head from hair and showing in front of Anahit’s eyes. ”

Those dreadful acts are even hard to read. They are so unimaginable, inhumane that one may not even imagine to speak about. Yet there were people who suffered these brutalities, and among those who witnessed –  That was a woman – Anahit Martirosyan.

Anahit insisted to be taken to frontline as a medical sister. The brave woman saved lives of 14 wounded soldiers. Those saved turned to Komandos to form a military  brigade under the command of Anahit Martirosyan.  The brigade was named “Anahit”. “Pargev  Srbazan (Primate of the Diocese of Artsakh of the Armenian Apostolic Church) merged the brigade with the group of “Holy Cross” 14 consecrates from Russia that had arrived to fight along with Armenians. Thus, our intelligence unit was formed.”

According to a release of the Foreign Affairs Ministry (MAE) sent to AGERPRES on Wednesday, it was voiced the satisfaction for the development of the bilateral cooperation and the support for further developing the human contacts and intensifying relations in other areas as well.
 
“In this regard, the existing potential in the economy area was underscored, the opening of the Bucharest-Yerevan direct flight in the spring of the current year, being seen as a successful common project, able to strengthen the economic relations. The two interlocutors underscored the interest for organising a new session of the Romanian-Armenian Joint Inter-Governmental Committee for trade, economic and technical scientific cooperation, in the second half of 2019. Moreover, the possibilities to boost the dialogue, including at parliamentary level were also emphasised,” the release mentions.
 
Minister Manescu reiterated the support for the democratic reform process, as well as for the capitalisation, including in the bilateral relations, of the opportunities provided by the new cooperation framework between Armenia and the EU (the EU-Armenia Comprehensive and Enhanced Partnership Agreement — CEPA).

Mining operations at Amulsar gold deposit will speed up economic growth in Armenia, boost the countrys tax revenue and result in thousands of new jobs, a senior Armenian government official said on Tuesday.
 
A British-registered company, Lydian International, began building mining facilities there in August 2016. The construction process has been frozen since several dozen protesters began blocking all roads leading to Amulsar in June 2018. The protesters say that gold production there would inflict serious damage on the environment, a claim strongly denied by Lydian.
 
Prime Minister Nikol Pashinyan indicated on Monday that his government will enable Lydian to restart the controversial project. Pashinyan cited the newly released findings of an environmental audit conducted by a Lebanese consultancy, ELARD. It essentially concluded that the project does not pose serious environmental risks.
 
According to Deputy Economy Minister Avag Avanesyan, Lydian has invested $350 million in Amulsar and will spend another $130 million before launching mining operations there. Citing his ministrys estimates, Avanesyan said the U.S.-headquartered company will initially produce $250 million worth of gold annually.
 
This means that the direct impact on GDP will amount to 1 percent, he told RFE/RLs Armenian service. The indirect impact will be close to 1.4 percent, according to our calculations.
 
The Amulsar mine, Avanesyan went on, will employ some 750 people. Another 3,000 or so jobs should be created by Armenian firms that will be linked to the mining operation in one way or another, said the official. He also stressed that Lydian is due to pay around $50 million in annual taxes.
 
Hayk Gevorgyan, a senior pro-government lawmaker, defended Pashinyans decision to give the green light for the project, while saying that our economy can develop even without growth in the mining sector. He said the government decided not to pull the plug on the project because it does not want to be taken to an international court of arbitration and risk at least several hundred million dollars in fines.
 
Pashinyan announced his position on the Amulsar issue hours after meeting with local government officials and environmental activists strongly opposed to the project. One of those activists, Anna Shahnazaryan, stormed out of the meeting in protest.
 
Shahnazaryan and another activist, Levon Galstyan, deplored Pashinyans stance when they spoke to RFE/RLs Armenian service (Azatutyun.am) on Tuesday. They claimed that the prime minister was misled by his entourage and the Investigative Committee, a law-enforcement agency that commissioned the ELARD audit as part of a yearlong inquiry into the Amulsar project.
 
Shahnazaryan brushed aside Pashinyans argument that Lydian has pledged to take more than a dozen mitigating measures which ELARD believes would minimize environmental risks. She claimed that such measures would be too costly for the company headquartered in the U.S. state of Colorado.
 
Galstyan, for his part, dismissed as a gossip Pashinyans claim that the environmentalists vocal campaign against Lydian has been sponsored by other mining companies operating in Armenia.
 
Without naming names, the premier suggested that those companies want to thwart the Amulsar project in order to prevent the government from enforcing stricter environmental standards in Armenias entire mining industry. The industrys environment protection record is notoriously poor.
 
In July 2018, Lydian released a short video that purportedly showed the driver of a car belonging to Armenias largest mining enterprise, the Zangezur Copper-Molybdenum Combine (ZCMC), delivering food to the protesters blockading Amulsar. Lydian accused Vahe Hakobyan, a former government official linked to ZCMC, of involvement in the disruption of its operations in Armenia. Hakobyan denied that, saying that the car was driven by a ZCMC employee who accidentally met one of his relatives on a highway near the under-construction mine. 2019 Global Data Point.
