The Defense Ministry of Artsakh Republic informs about upcoming exhibition of military equipment and armament to be held on September from11:30 to 14:00 local time at Revival square in capital Stepanakert. The exhibition will take place as part of the celebrations of the 28th anniversary of Artsakh Independence.

The exhibition will feature new weapons of local production, among other things.

 The ministry added an open-air canteen will be launched at the square for the resident sand the guests to try the food for military personnel.

Protest march against ratification of Istanbul convention to take place in Ararat

A protest march against the ratification of the Istanbul Convention will take place on August 31 in Artashat. As the organizers of the initiative announced on Facebook, the march will start from St Hovhannes Church in Artashat at 11:30 and head to the square next to Ararat Governor’s Office, aiming to voice the threats of the Convention and oppose its ratification.

To note, the Istanbul Convention which is subject to ratification by Armenia protects women against all forms of violence against them and obliges states to prevent, prosecute and eliminate violence against women and domestic violence.

The document has triggered a debate among the public and expert circles in Armenia over what they say some of controversial concepts that do not serve the purpose of preventing violence, but rather jeopardize the national identity.

Commanders Leonid Azgaldyan, Vladimir Balayan posthumously awarded with Artsakh Hero titles

Artsakh Republic President Bako Sahakyan signed decrees on posthumously awarding Artsakh Hero, the highest title of the republic, to commanders Leonid Azgaldyan and Vladimir Balayan in connection with the 28th anniversary of the NKR independence.

As the Secretary at Artsakh National Security Council wrote on Facebook, the Golden Eagle medals were handed to the family members of the commanders during a solemn awarding ceremony.

To note, the “Hero of Artsakh” is awarded for exclusive services in the defence of the state, strengthening its economic might, and for creating significant national values. Individuals awarded with this highest title are also awarded the Golden Eagle Order.

What has been happening in Armenia over the past 20 years and in what way has the country been “run”? To form a clear view of this, suffice it to look at what is happening in the ore mining industry: This is a picture of the situation in deep colours.

New leadership trying to ‘curb despoilment’, balance interests

The reality is quite “in conformity with the law”. Everything “is correct on the books”. However, this fails to ease the feeling that the country has been subject to an illegal seizure. After all, what kind of business is this and how can it be “useful” for the state, when mine owners are reaping large profits, leaving us with poisonous tailing dumps with an obscure future.

The political team, which assumed responsibility for the future of the country after the [Velvet] Revolution, is trying to develop measures to curb the despoilment, which is taking place in the sphere and to balance the mine owners’ interests and those of the country and society, at the least. In this context, the Lydian company’s programme of the Amuslar [gold mine] is a kind of exam, which the state still has to take to society and investors.

At any rate, it should be said that what has been happening in the ore mining industry is absolutely unacceptable and this was repeatedly said even before the revolution. It was also said that if we got rid of the logic of corruption, there was no explanation for all this. Correspondingly, putting things to order in this sphere is by and large also necessary in terms of systemic corruption.

PM to choose between ‘lesser of two evils’

In his public speeches, Prime Minister [Nikol] Pashinyan has presented a new approach in this direction: Zero litres of dirty water [poured] in the environment. For their part, environmentalists have raised the following question: How realistic is it to be using cyanide technologies, exploding rocks, [covering everything with] dust, and so forth, particularly in the case of Amuslar with its geographical location and possible interaction with the mineral water basin, rivers, and water reservoirs feeding Lake Sevan?

What will become of the tailing dumps created in different regions of Armenia, which are “correct on the books” and “safe”? What commitments do the companies, which are the authors of these tailing dumps, assume to rehabilitate these territories and within what timeframes? Does anyone intend to raise the issue? Except the animation clip presented by the Lydian company, which society has the right not to trust, no other company has said a single word about what will become of the tailing dumps created as a result of their activities and what will become of the territories, where raw materials are mined – in Zod, Syunik, Lori, and so forth?

In fact, Pashinyan has to choose between the lesser of the two evils. Therefore, he made a statement about the need in meeting the country’s balanced interest. On the one hand, it is obvious that had Lydian or some other company submitted a mining claim in Armenia today, they would unambiguously get a refusal. At least, we have reasons to think so based on the [list of] priorities for the country’s development, which have been repeatedly and publicly voiced and which does not include expansion of the industry. However, on the other hand, being a civilised country, Armenia has taken a number of international commitments regarding investments and investors, and the economic revolution and the ambitious objectives set for 2050 are not achievable without investments and investors.

Armenia, green activist to expand their capabilities

However, in the 21st century, one of the most important criteria for a civilised country is environmental culture, as well as the strictest observance of [international] standards, which the state is supposed to be a guarantor of. Correspondingly, yet another question remains open: Does the state have relevant institutional, inspective, and expert capabilities to “catch” the hypothetical “litre” leaking into the environment, as well as the hand, which pours this “litre” into the environment, keeping the state in the dark? I think that the state has to additionally convince society that it does have capabilities of the kind.

In this regard, the environmental movement has to carry out the most important mission in Armenia, encouraging the state to efficiently work in this direction. However, this is possible, provided the movement first and foremost holds back from the environmentally extremist philosophy, which is effectively destructive, halting progress and carrying a big risk of being turned into “useful idiots” within the frameworks of the interests of others. (We have European experience, when during the Cold War, Soviet special services channelled sincere concerns of a concrete segment of people into [a desirable direction].) And also, Armenian environmental activists need to increase their capabilities, so as to have concrete equipment at hand to help them to support their arguments with facts.

There is no doubt that in the long run, Armenia should be cleared of mines. Armenia should have enough money to buy all sorts of raw minerals for its industry, rather than sell crude minerals in order to just have money. Today’s Armenia already has something, but this is apparently insufficient. So far, our country has not reached this level. We have no Tesla or Silicon Valley of our own, where dozens of companies with multi-billion turnover would work. And the discussion, which was sparked in society, should speed up the country’s development, rather than poison the atmosphere and in moral terms, too. To this end, we need rules of the game. Is this possible? Armenian society has repeatedly proven that anything is possible.

TEHRAN, Aug. 30 (MNA) – Iran’s Ambassador to Armenia Kazem Sajjadi and Armenia’s Minister of Territorial Administration and Infrastructure Suren Papikyan met and held talks on Thursday to explore the avenues for energy swap between Tehran and Yerevan.
 
The officials conferred on a host of issues, including implementation of North-South Freeway, which would link the European countries to Iran and East Asian countries, as well as the transfer of energy to Armenia by completing the third line of the electricity network.
 
The Armenian minister pointed to his upcoming visit to Iran to attend the Conference on Tehran Urban Water Management, expressing hope that he would hold talks with the Iranian experts to find ways to promote economic cooperation.
 
Iran and Armenia hold longstanding relations in different economic and political spheres.
 
Bilateral trade between the two neighbors hit $364 million in 2018 – a record high since Armenia became independent after the dissolution of the Soviet Union in 1991.

YEREVAN, AUGUST 30, ARMENPRESS. Public zero tolerance to corruption should be formed and formulated in Armenia, and this is the political goal we are going to implement, Prime Minister Nikol Pashinyan said during the session of the Anti-Corruption Policy Council on August 30.

“It’s clear to everyone that the Armenian government has a political will to fully fight corruption, is consistent and will be consistent on this matter. When we say that we managed to eradicate the systematic corruption in Armenia, this is also seen from the public’s reaction because I saw data in this document that according to the polls conducted in May more than 84% of the Armenian citizens stated that they didn’t face corruption cases, which, is, of course, a very important record”, Pashinyan said.

However, he said that over the past one year they also faced certain institutional problems and difficulties connected with the fight against corruption.

“The fight against corruption, the investigations of corruption cases and also the restorations of damages caused by corruption are not going on with the volumes and scales we all and the public have a right to expect. There are many objective and subjective issues here, and among them the institutional problems are also very important. Some of these institutional problems are noticed from the first sight, but the second part is not noticed from the first sight, and I think that we need to be very consistent in this sense in order to strengthen the ongoing fight against corruption with the creation of some new institutional procedures”, the PM said.

Nikol Pashinyan added that during this period they have carried out quite a broad and qualified work to be orientated on anti-corruption strategy directions and fix how they imagine the future institutional development of fighting corruption.

“The political recording that is important today is that our government is going to be consistent in the fight against corruption, and here there cannot be any compromise. We have formed a political task that a public zero tolerance should be formed Armenia towards corruption, and this is the political goal we are going to implement”, he said.

YEREVAN, AUGUST 30, ARMENPRESS. Coordinated by the CIS Anti-Terrorism Center, the National Security Service of Armenia (NSS) organized a joint command-staff exercise on August 29 in Yerevan. Representatives of the Special Services and Security Bodies of Russia, Belarus, Kazakhstan, Krygyzstan, Moldova, Tajikistan and Uzbekistan participated in the exercises.

The NSS said in a news release that the drills were conducted as part of the preparations for the upcoming Ararat Anti-Terror 2019 joint Counter-Terrorism Military Exercises involving specialized bodies from CIS member countries. The event will take place September 25-26 in Armenia.

Issues related to anti-terror protection of fuel-energy complex facilities were also discussed during the exercise, the NSS said.

YEREVAN, AUGUST 30, ARMENPRESS. Rotterdam has been selected as the Host City for the 65th Eurovision Song Contest following a tight race with the southern Dutch city of Maastricht. The Contest will be held on Tuesday 12, Thursday 14 and Saturday 16 May 2020, Armenpress reports citing Eurovision website.

Addressing the difficult decision between Maastricht and Rotterdam, Jon Ola Sand, the EBU’s Executive Supervisor for the Eurovision Song Contest, said, “Rotterdam has shown fantastic enthusiasm and commitment and has the right facilities to welcome delegations from over 40 countries next May. We look forward to working with Rotterdam and NPO, NOS and AVROTROS on an incredible state-of-the-art Eurovision Song Contest in a great city next year.”

Shula Rijxman, Director General of NPO said: “It is our wish to organize a Eurovision Song Contest that is embraced throughout the Netherlands and also functions as a showcase for our country in Europe. We are happy that as a public broadcaster we can now really work together with Rotterdam and the Ahoy arena to organize a unique event that connects and inspires all inhabitants of the Netherlands and Europe”.
