168: Do law-enforcement bodies continue “planting cases” on people based on “false accusations” in New Armenia?

According to a number of research publications, one of the main reasons why people emigrate from Armenia is Armenia’s judicial system. According to such publications, Armenia’s judicial system inherited from the Soviet Union is unable to provide for competitive protection of all parties of any litigation process as pre-investigation bodies are still allowed to develop accusations against any party of a criminal case even before the parties are able to protect their interests in a competitive and transparent environment in courts.

Last year’s revolution in Armenia brought hopes and expectations for positive change in Armenia, which, in its turn, according to different sources, triggered a wave of repatriation back to Armenia. This important achievement cannot last long, it cannot continue, and there will be no “New Armenia”, as long as courts and pre-investigation bodies continue working with the same extractive rusted practices inherited from the Soviet Union, which contain a lot of corruption risks and do not provide equal and transparent protection for all participants of a criminal proceeding.

This article will discuss details of an ongoing criminal case – an example of how a criminal case can be instituted based on unilateral biased information, by violating the presumption of innocence of a party, on the basis of the opinion of one party only, which is claimed to be a “false accusation” by the other party, who is not being given a proper opportunity to prove otherwise. The accused persons’ lawyer, Erik Alexanyan, believes this criminal case was instituted in a very biased manner and is being driven in a pre-decided direction, and discusses important details in his interview below.

In answer to a question about the essence and content of the accusation behind this case, the accused parties’ lawyer, Erik Alexanyan said, “In this case I am representing the interests of Smbat Avdalyan and Vahram Hakobyan, who are accused in criminal actions under Article 182/3, Point 2 of the criminal code of Armenia, which is about extortion. To clarify the meaning, Extortion is a crime in which one person forces another person to do something against his will, generally to give up money or other property, by threat of violence, property damage, damage to the person’s reputation, or extreme financial hardship. From the very beginning of this case, this accusation has been baseless as most facts highlighted in this case are showing that this accusation is a baseless one and has nothing to do with reality. From the very beginning, this accusation and case were built based on the accusing party’s and his brothers’ testimonies only, which the defendant party considers unreliable as they are not proven by facts under this case, but are refuted.”

The people above have given testimony to the investigation body saying that Vahram Hakobyan and Smbat Avdalyan attempted to extort one hundred thousand US dollars from the “accusing party” with a threat that they would publish a video recording with his sexual intercourse action with his girlfriend online.

Vahram Hakobyan, who has many achievements in bodybuilding championships and is a recognized sportsman with high respect and reputation, assures that this accusation is totally false and is pure defamation, and in legal terms falls under the category of a “false accusation”, which is a punishable criminal action under Armenia’s law. Vahram assures that he will continue protecting his reputation and rights, and, if needed, even to the extent of bringing this case to the attention of the European Court of Human Rights. Vahram assures that this is not only a “false accusation” against him, but also a highly undesirable fake statement of targeted defamation against him.

“From the first day of this proceeding, the investigator that was supposed to handle the case has been putting only the unilateral statements of the “accusing party” in the basis of this case, and is ignoring to consider the demands for self-protection of the other parties through his inaction and refusing to invite the brothers of the “accusing party” for confrontation, so that the “accused party” can ask questions as well. The lawyer believes the investigator has had an unilateral and biased approach to the case, which has been proven by the investigator’s statements a number of times. Specifically, on August 27, during a court session at Yerevan Court of General Jurisdiction, when the court was hearing the application of the defendants to change the decision of Smbat Avdalyan’s arrest and release him on bail, the investigator made the following statement: “Smbat Avdalyan has committed the crime he is being accused in”. This is a violation of the defendant’s right for presumption of innocence. Investigators, prosecutors or any other officials may say that Smbat Avdalyan is being accused in an action, but they do not have the right to say that the latter has committed such criminal action,” says the lawyer.

The investigator of this case is Edward Hovhannisyan, who is representing the administrative investigation body of Center and Nork-Marash communities of Yerevan.

Lawyer Erik Alexanyan says that from the beginning of the case Smbat Avdalyan has been subjected to the strictest decision while the case is in process, which is an arrest warrant. the defendants’ lawyer Erik Arakelyan says that the investigative bodies “chose the strictest decision against Smbat Avdalyan, which is arrest from the very beginning of the investigation process, and this was done based on one party’s testimony only – a testimony by the accusing party and his two brothers. This testimony is not proven or supported by any facts. We believe such action of depriving one from his freedom based on testimony of one party only, which is stakeholder of the accusation and an interested party to it, whose allegations have not been proven or supported by facts, is an illegal action,” said the lawyer and added, “Freedom is not just a text written with black ink on white paper – it is a right with highest value, thus any limitation of freedom should be properly explained and supported with facts, which is not the case in this investigation as this deprivation of freedom is not supported by any reliable proof or fact”.

“It is the requirement of the law that the investigation body organizes a confrontation questioning face-to-face. This is about the law on confrontation. According to the sixth point of the European Convention, every person has the right to address questions to another person who is giving testimony against him, and the government is responsible for respecting that right and providing such person with that right of asking confrontation questions. I have filed a request for confrontation questioning to the investigation body twice, and they ignored it. The first application was submitted on June 25 (to organize confrontation questioning with the two brothers of the accusing party), and as it was not answered, I had to submit a second request on July 27. According to the law, it is the responsibility of the investigation body to make a decision within five days after receiving such request – either to make a decision to satisfy the request, or to refuse to satisfy, or to make a decision about adjourning the date of such decision due to certain reasons. The investigation body did not do any of these, which is inaction,” says lawyer Erik Aexanyan and assures that this is a violation of the confrontation right. “I think this inaction and refusing to organize a confrontation with the accused party is done on purpose, in order not to allow the defendant to neutralize the only explanation behind the decision to keep Smbat Avdalyan under arrest. They say there is a risk that if Smbat Avdalyan is not under arrest, he may impede the investigation process, but the investigator understands that if he organizes the confrontation with all witnesses, which is his responsibility by law, this only explanation behind their decision will not work any more, and they will have to set Smbat Avdalyan free because there are no other facts proving he he should continue being under arrest. Even the court has highlighted this fact,” said the lawyer and again highlighted the fact that from the very beginning of the investigation process it was evident that the investigator was showing biased approach to the case.

According to our information, the accusing party is a businessman, who is managing the business interests and funds of a former member of parliament, and has been managing this former MP’s finances for a long time. We are not writing the name of that former MP who is behind “the accusing party’s” business not to potentially influence on the investigation process, but we will publish that name at a future time.

The lawyer assures that the rights of the other defendant (Vahram Hakobyan) have been violated too as the investigator made decisions about him even without questioning him. Vahram Hakobyan did not even have an opportunity to give testimony for self-protection purposes. Vahram is a famous sportsman, and even before this accusation would be brought against him, he had left the country for the purpose of preparing in participation of an international sports competition. “During Vahram’s absence, even without giving him an opportunity for self-protection, the investigator brought accusation in a very short time and sent it to the court. This is illegal! The investigator knows that Vahram had left the country even before this case was opened. Accordingly, the allegation of the investigator that Vahram did not go there to give testimony, and for this reason he can bring up an accusation and send to court, does not make any sense,” said Erik Alexanyan.

The request to change the arrest condition for Smbat Avdalyan and set him free during the investigation and court proceedings was rejected by Vardan Grigoryan, who is a judge at the court of general jurisdiction of Yerevan (Nork-Marash administrative district).

Hopefully, this case will have enough resonance to be under the attention of the society and higher government bodies not to allow any further violations of people’s right for self-defence and presumption of innocence, and hopefully it will not become another case submitted to the European Court of Human Rights, for which Armenian taxpayers will have to pay penalties from the state budget because of inaction or wrongdoing on the part of the Armenian judicial system. Hopefully, the day is close when Armenia will have a justice system that is able to protect the rights of all participants of judicial proceedings equally, in a transparent and competitive environment.

It is worth mentioning that “false accusation” is a criminally punishable action under Armenian law (RA Criminal Code, Article 333, Section 2, Point 1), which envisages an imprisonment for up to five years.

Portland State U Punishes Professor For Proving Gender Studies Is A Joke

Portland State University is punishing Peter Boghossian for demonstrating that grievance studies are nonsense. Dr. Boghossian, an assistant professor of philosophy at Portland State, joined two other academics to hoax the purveyors of gender studies and kindred fields committed to turning personal gripes into taxpayer-funded “studies.”

Boghossian and his colleagues submitted articles including an analysis of “canine rape culture” and an extract from “Mein Kampf” translated into the language of feminist theory. These were accepted by what counts as “major” journals in these pseudo-disciplines. In 2018, Boghossian and his colleagues made public these hoaxes, which elegantly and hilariously made the point that these fields’ “scholarship” cannot be distinguished from applesauce and horsefeathers.

Almost instantly Boghossian’s university brought him up on charges of “research misconduct.” The theory was that he should have told the editors of the journals that he was hoaxing them. Allegations of this sort multiplied. He was cleared of most of them, but Portland State stuck with the idea that he had carried out “improper research on human subjects.”

The theory was that the editors he hoaxed were the lab rats in an experiment. The university authorities were not completely clueless. They did drop the charge that the imaginary dogs in the paper about “canine rape culture” had been subjected to improper research techniques.

Boghossian was not subjected to this charade out of worry that his “research” posed a danger to innocent parties. Rather, he had embarrassed “grievance studies” professors, and they used the university’s bureaucratic apparatus to seek revenge.

His opponents wished to expel him from academia—and, at the very least, to make him endure an abrasive investigation. Persecuting Boghossian was also intended to intimidate into silence anyone else at Portland State University (and potentially anywhere else) who might consider criticizing the “grievance studies” complex.

On July 17, Mark R. McLellan, Portland State’s vice president for research and graduate studies, wrote to Boghossianthat he had been found guilty of “violations of human subjects’ rights and protection.” Boghossian is now “forbidden to engage in any human subjects related research” and “forbidden to engage in any sponsored research,” until he completes “protection of human subjects training.” McLellan added, “[Y]our research behavior raises concerns regarding a lack of academic integrity, questionable ethical behavior and employee breach of rules.”

The National Association of Scholars wrote in Januaryto Portland State President Rahmat Shoureshi, urging him to intervene against the ongoing persecution of Boghossian. We repeat our advice to Shoureshi. Portland State University has now made itself an official party to the harassment of Boghossian. The university, not just the grievance studies ideologues, is attempting to vitiate Boghossian’s academic freedom.

Boghossian’s next steps are unclear. Should he submit himself to being “trained” by his adversaries? Does he have legal recourse? If the latter, we will stand by him.

In the meantime, we affirm that Boghossian acted as an exemplary scholar by using a hoax to expose the intellectual hollowness of grievance-studies. Sometimes satire is the best tool. We decry Portland State’s abuse of its misconduct regulations. And we call on all defenders of academic freedom to keep state legislators in Salem in mind of how Portland State is using public funds.

Former Aide Disrupts Armenian Minister’s News Conference

Health Minister Arsen Torosian cut short a news conference on Tuesday after it 
was gatecrashed by one of his former aides who accused him of mismanagement and 
corruption.
Gevorg Tamamian, who until recently advised the Armenian Justice Ministry on 
child oncology, entered a conference room of the Yerevan-based Hematology 
Center where Torosian met the press. Tamamian said he too wants to ask the 
minister questions.
Torosian suggested that Tamamian hold a separate news conference instead. The 
latter refused, leading Torosian to end the news conference.
“I have no problem with him,” Torosian told reporters as he left the room. “But 
he probably has a problem with me because he is pursuing some other interests. 
I won’t say who I’m talking about.”
Tamamian then read out his questions to the minister in the presence of the 
journalists and a dozen doctors from the sate-run clinic specializing in 
treatment of childhood leukemia. Ester Demirchian, the executive director of a 
charity helping the Hematology Center’s patients, was also in attendance.
The charity called the City of Smile was founded last year by Prime Minister 
Nikol Pashinian’s wife, Anna Hakobian. Tamamian is a member of its board of 
trustees headed by Hakobian.
The former official, who now works at the Hematology Center, accused Torosian 
of disrupting government-funded treatment of cancer in Armenia. In that regard, 
he deplored the sacking of the head of the National Oncology Center, Armen 
Tananian. The minister has alleged corrupt practices in the hospital.
Tamamian also decried the fact that after taking office last year Torosian 
sharply increased government funding for a medical center owned by his wife. 
The center performs computer tomography and magnetic resonance imaging.
The health minister apologized to the journalists for cutting short his news 
conference in a live video address aired through Facebook later in the day. “I 
couldn’t concentrate in that tense atmosphere,” he said.
Torosian also accused his former subordinate of staging the “show” in a bid to 
discredit him.
Constitutional Court Set To Rule On Kocharian’s Appeal

Armenia’s Constitutional Court began on Tuesday final deliberations on former 
President Robert Kocharian’s appeal against his arrest and prosecution on coup 
charges.
Early this year, Kocharian petitioned the court to declare unconstitutional two 
articles of the Code of Procedural Justice used against him by law-enforcement 
authorities.
His lawyers maintain that the Armenian constitution gives him immunity from 
prosecution for his actions taken during the 2008 post-election violence in 
Yerevan. The Special Investigative Service (SIS), which indicted Kocharian 
shortly after last year’s “Velvet Revolution,” disputes these claims.
The court is due to announce its ruling on the appeal by Wednesday evening.
One of Kocharian’s lawyers, Hayk Alumian, expressed hope that the court will 
accept his and his colleagues’ arguments. In that case, he said, the 
ex-president will have to be freed and cleared of “overthrow of the 
constitutional order” alleged by the SIS.
The SIS specifically claims that Kocharian and three retired army generals 
illegally used Armenian army units against opposition protesters who 
demonstrated in Yerevan against alleged fraud in a February 2008 presidential 
election. The vote was controversially won by his preferred successor, Serzh 
Sarkisian.
The final deliberations unfolded amid demonstrations staged by Kocharian’s 
supporters and detractors outside the Constitutional Court building in the city 
center. Separated by riot police, the rival protesters chanted slogans and 
shouted insults at each other.
“We want freedom for Robert Kocharian,” one woman told RFE/RL’s Armenian 
service. “There are no grounds to keep Robert Kocharian in jail.” She dismissed 
the charges brought against him as “lies.”
“An honest person must be freed, right? It’s as simple as that,” said another 
Kocharian backer.
“Kocharian is a state criminal, not a hero,” countered a man who held the 
ex-president responsible for the deaths of ten people on March 1-2, 2008.
“I wish Kocharian a life sentence,” said another anti-Kocharian protester.
Late last week, Vahe Grigorian, the Constitutional Court’s newest member 
installed by the Armenian parliament in June, demanded that the court’s 
chairman, Hrayr Tovmasian, and two other judges recuse themselves from the 
case. He said that they cannot be impartial and objective because of having 
been previously involved in controversial decisions relating to the 2008 unrest 
case.
The nine-member court’s official response to Grigorian’s demand is still not 
known.
Grigorian himself was excluded from the consideration of Kocharian’s appeal in 
July. Tovmasian argued that he has represented relatives of the eight 
protesters killed in March 2008 in other courts.
Later in July, Prime Minister Nikol Pashinian signaled support for Grigorian 
and launched a scathing attack on Tovmasian. Pashinian accused the latter of 
cutting political deals with former President Sarkisian to “privatize” the 
country’s highest court. Tovmasian responded by warning the government against 
attempting to force him and his clients to resign.
Russian Activist Granted Asylum In Armenia

Armenia has granted asylum to a Russian anti-government activist who moved to 
the South Caucasus country in January after serving a four-year prison sentence 
in Russia, it emerged on Tuesday.
A document released by the Armenian Migration Service says that the activist, 
Vitaly Shishkin, could be persecuted for his political views if he is forced to 
return to Russia.
A spokeswoman for the government agency, Nelly Davtian, refused to elaborate on 
that explanation. She said only that an Armenian law on political asylum has 
never been invoked before.
“I have received the status of refugee in Armenia on the grounds that I am 
persecuted in Russia for my political views,” Shishkin told RFE/RL’s Armenian 
service.
The 47-year-old claimed that Russian law-enforcement authorities issued an 
arrest warrant for him after he left Russia in January. A spokeswoman for 
Armenia’s Office of the Prosecutor-General insisted, however, that it has 
received no extradition requests from Moscow.
Shishkin was arrested in 2014 after calling for anti-government protests in 
Moscow. A Russian court subsequently sentenced him to four years in prison on 
charges of plotting “mass disturbances” and spreading hate speech.
The Russian human rights group Memorial recognized Shishkin as a political 
prisoner in 2015. It also referred to him as a “representative of the moderate 
wing of the Russian nationalist movement.”
According to the Interfax news agency, Shishkin headed a regional branch of the 
Russkiye Ethnic-Political Association. A Moscow court declared the nationalist 
group “extremist” and banned it in 2015.
Some Armenian anti-government activists and news websites claimed that Shishkin 
was also involved in anti-Armenian riots in 2013 sparked by a murder committed 
in the Russian city of Arzamas. Shishkin denied those claims, saying that they 
are spread by Russia’s FSB security service.
The activist said that last year’s “Velvet Revolution” was one of the reasons 
why he decided to seek asylum in Armenia.“I know that for Armenia Russia is a 
very acute issue,” he said. “Something must be done about, a lot must be 
changed in [Russian-Armenian] relations because Russia is a dictatorial country 
while Armenia has been building a democratic society for more than a year.”
Yerevan’s decision to grant Shishkin asylum came almost one month after the 
Russian authorities refused to extradite Mihran Poghosian, a former senior 
Armenian official facing corruption charges in Armenia.
Poghosian, who was an influential figure in Armenia’s former leadership, was 
detained in the northern Russian region of Karelia in April on an Armenian 
arrest warrant. He asked the Russian authorities to grant him asylum, saying 
that the charges brought against him are politically motivated.

“Zhamanak” comments on the impending Constitutional Court hearings on the 
legality of coup charges leveled against former President Robert Kocharian. The 
paper suggests that if the court declares those charges unconstitutional either 
Kocharian will have to be released from prison or the authorities will refuse 
to comply with the court’s decision. “At any rate, any decision by the 
Constitutional Court will at least open a new page in the internal political 
situation,” it says.
“Haykakan Zhamanak” says that Monday’s official celebrations of the 28th 
anniversary of Nagorno-Karabakh’s declaration of independence were marred by a 
number of “irresponsible statements” that unsettled many people in Karabakh and 
Armenia. In particular, Vitaly Balasanian, a retired army general and former 
top aide to Karabakh President Bako Sahakian, accused the Armenian government 
of meddling in Karabakh’s internal affairs by sending observers to local 
elections that will be held there this month. The paper says Balasanian’s claim 
provoked “equally ludicrous” statements by some government supporters in 
Armenia. “As if that was not enough, several senior Karabakh officials led by 
Bako Sahakian congratulated Robert Kocharian [on his birthday anniversary] 
publicly and with a lot of pomp,” it goes on, adding that the congratulations 
also undermined “the Armenia-Artsakh unity.”
“Zhoghovurd” reports on a “final” split within the Yerkir Tsirani party of 
Zaruhi Postanjian, an outspoken politician who has challenged both the current 
and former Armenian authorities. The paper says that virtually all of 
Postanjian’s well-known associates have left the party “little by little” and 
Yerkir Tsirani is now “gradually leaving the political arena.” “And Zaruhi 
Postanjian seems to be getting back to her former profession: legal practice,” 
it says, adding that Yerkir Tsirani will either become a “one-person party” or 
simply be disbanded. The paper sees a lack of clear ideology as the main reason 
for the party’s collapse. Many other Armenian parties have proved short-lived 
for the same reason, according to it.

The Minister of Health of Armenia Arsen Torosyan revealed the real reasons for the disruption of his press conference today by oncologist Gevorg  Tamamyan.  According to the minister, the actions of Tamamyan were  directly coordinated and controlled by the rector of Yerevan State  Medical University named after Heratsi Armen Muradyan.

It should be noted that today a children’s oncologist, former adviser  to Torosyan, Gevorg Tamamyan, with his presence, disrupted the  minister’s press conference. He began to ask him questions, in  response Torosyan left the conference hall. ArmInfo. Armenian Health Minister Arsen Torosyan explained the reasons for the dismissal of the head of the Oncology Center after Fanarjyan Armen Tananyan,  accusing him of major international fraud.

As the minister noted during the video broadcast, the dismissal of  Tananyan should be considered in the same logic as the dismissal of  the head of the Medical Center, St. Grigor Lusavorich, matchmaker of  the third president of Serzh Sargsyan, Ara Minasyan, who is accused  of large-scale misappropriation and abuse. , Torosyan assured.

As a proof of his words, the minister cited a letter from the Iranian  company “Varan Armenia”, which is engaged in the installation and  operation of equipment for the diagnosis of cancer. As it becomes  apparent from the letter of the head of the company, Mohammad  Shahran, published on the minister’s page on Facebook, Tananyan  demanded to write down 50% of the company’s shares in his name for  the installation and operation of this equipment in the center of  Fanarjyan, explaining that in any business in Armenia , 50% should be < donated> in favor of the authorities. Having agreed to this  condition, Iranian investors, however, demanded that their new  “partner” at least repair the part of the medical center where the  equipment should be installed, as well as buy some devices for its  safe operation. Agreeing to this, Tananyan subsequently renounced his  partnership obligations, motivating it with the fact that elections  were held in Armenia, and he “spent a lot” over this period,  therefore, he could not afford to invest in a new diagnostic center.

However, according to the minister, Tananyan, after the hype raised  the day before, has already returned to the Iranian company 50% of  the selected shares.

Torosyan assured that under the jurisdiction of the Ministry of  Health the center will develop steadily, not a single professional  will leave the institution: .

ArmInfo.By and large, neither Armenia nor Azerbaijan solve anything in the settlement of the Karabakh problem. Everything is decided by Russia. Azerbaijani  political scientist Zardusht Alizadeh expressed a similar opinion to  ArmInfo.

“In this light, whether the next meeting of our foreign ministers  will take place or not is just a matter of secondary importance. It  is clear that if there is no war, then negotiations should be held.  The Azerbaijani Foreign Ministry declares the possibility of  escalation of the conflict in view of the recent statement by the  Armenian Prime Minister Pashinyan on Karabakh being part of Armenia.  However, in my opinion, in reality, only Moscow can make a decision  on such an escalation, “he said.  However, in view of Yerevan’s  obvious efforts to strengthen relations with Moscow, Russia,  according to Alizadeh, has no clear reasons for signaling a new  escalation of the conflict. In this light, he believes that  negotiations will continue.

On August 29, Armenian Foreign Minister Zohrab Mnatsakanyan told  reporters about his upcoming meeting with his Azerbaijani counterpart  Elmar Mammadyarov. According to him, the meeting is planned to be  held in the near future. The date of the meeting is being clarified.

According to Alizadeh, the next round of negotiations on the Karabakh  conflict settlement is the result of the lack of resources in Armenia  to legitimize the status of regions conquered from Azerbaijan. The  political scientist is convinced that today everyone understands  this, including the Armenians themselves.  On the other hand,  Azerbaijan, in turn, has no resources and opportunities to win the  war with Armenia. In this light, the political scientist predicts the  continuation of meaningless negotiations as long as it will be  beneficial to Moscow.

Since 1992, the OSCE Minsk Group, represented by the co-chairs from  Russia, the USA and France, has been engaged in the settlement of the  Karabakh conflict. Currently, the settlement process is nominally  taking place based on the Madrid Principles put forward by the OSCE  Minsk Group co-chairs in 2007 and updated in 2009.

he famous Russian singer Lyubov Uspenskaya, while in Azerbaijan, performed a song in Armenian.

The video, in which Russian singer Lyubov Uspenskaya confessed to singing an Armenian song in Azerbaijan, sparked outrage on the Internet and was criticized by Azeribaijanis, Sputnik News reports.

”At the height of the Karabakh war I went to Baku on tour. After the concert, Azerbaijanis invited me to dine at one of the famous restaurants in Baku. We drank so much alcohol there that we became really funny. Then the guests asked me to sing.  I was so drunk that I completely forgot where I was. I began to sing in Armenian. The musicians accompanied for several minutes, and then got up and left the room”, said Uspenskaya.

 After that, she sat at the piano and sang a song about her love towards Armenia. 


Music: Renowned Japanese pianist Nobuyuki Tsujii to perform in Armenia

An exceptional concert of outstanding Japanese pianist Nobuyuki Tsujii will open the Autumn season of the Yerevan Perspectives International Music Festival on September 6.

The first-ever Armenia recital of the Japanese pianist, blind since birth, will take place at Aram Khachaturian Concert Hall in Yerevan at 7:30pm, Panorama.am learned from the festival’s press service.

The concert program features pieces by Claude Debussy, Maurice Ravel and Frederic Chopin.

On September 15 legendary pianist Sir András Schiff will perform his first-ever recital in Armenia on the sidelines of the festival, while the festival will host world-famous cellist Gautier Capuçon on 24 September.

Legendary British vocal group The Swingles opened the Yerevan music festival on 29 April, followed by a recital of prominent pianist Ivo Pogorelich and the first performance of Grammy Award-winning Parker Quartet in Armenia on 28 May.

The Yerevan Perspectives International Music Festival is being held under the auspices of Armenian Prime Minister Nikol Pashinyan and with support of My Step foundation.

Music: Renowned Armenian composer Gagik Hovunts dies at 89

Famous Armenian composer, Honored Artist of Armenia Gagik Hovunts passed away on 1 September at the age of 89, the Ministry of Education, Science, Culture and Sport reported.

Born in Yerevan in 1930, he started his musical education at the Yerevan Special Music School after Alexander Spendiaryan. In 1954 Hovunts graduated from the Yerevan State Conservatory, the class of violin with Karp Dombaev, and in 1957 – the class of composition with Grigor Yeghiazaryan. He was a professor of the Yerevan Komitas State Conservatory since 1984.

His works were performed in Yerevan, Moscow, Petrozavodsk, Odessa, Minsk, Tbilisi, Riga, Tallin, Praha, Donetsk, Paris, Baku, Alma-Ata. He was a member of the Composers’ Union of Armenia. 

Music: Gala-concert within “Mansuryan-80” events took place in Stepanakert

“Yerevan Days” held in Artsakh on August 31-September 2 have been completed in Rebirth square in Stepanakert with a gala-concert which gave a start to “Mansuryan-80” series of jubilee concerts. The event was attended by the delegation of Yerevan municipality headed by Mayor Hayk Marutyan.

“During Yerevan Days in Artsakh we also visited some military units, took part in the jubilee event dedicates to Sparapet Vazgen Sargsyan’s 60th anniversary, communicated with our soldiers who are the guarantee of our today’s peace. I think there is a great symbol: Armenian soldiers, defending their homeland also defend our culture which has been existed for thousands of years. It’s not a coincidence that we complete the cultural days of Yerevan in Stepanakert prior to a very important for our nation day-Artsakh Independence Day”, the Mayor said in his welcome remarks.

As the Yerevan municipality reports, on the occasion of the 80th birthday anniversary, for significant contribution to the cultural life of Yerevan and fruitful activity “Argishti I” medal was awarded to composer Tigran Mansuryan. Maestro’s music from films was performed during the concert in Rebirth square. The State Symphonic Orchestra of Armenia conducted by Sergey Smbatyan performed Maestro’s works in a new instrumental arrangement and version. The series of concerts became an occasion to write down the notes of Maestro’s soundtracks in a new way and publish them.

The concerts will be continued in Yerevan and completed in the cultural capital of Armenia-Gyumri on September 13.
