Supporters of Armenia’s ex-president Robert Kocharyan are holding a protest outside a Yerevan court of general jurisdiction demanding an extraordinary court hearing to release the ex-president from custody.

The protestors hold signs reading “Freedom to President Kocharyan” “Immediate release.” Speaking to reporters, one of the participants of the protest stated the Constitutional Court had declared unconstitutional Article 35 of the Criminal Procedure Code, which implies that the criminal prosecution and arrest as a measure of restraint against Kocharyan are ‘unacceptable’.

“We strongly condemn keeping Kocharyan under arrest longer. We demand to free him not on the basis of inviolability but for innocence,’ one of the participants stated.

“We are here to remind that the Court should reconsider the detention measure for Kocharyan immediately and that is not our desire but the requirement of the law,” said another one.

To remind, earlier, ex-President Robert Kocharyan’s lawyers filed motion to the Yerevan court of general Jurisdiction to lift the arrest as the preventive detention measure and suspend the criminal prosecution against their client. In the motion addressee to the chairman of the court the lawyers also requested for urgent consideration and hearing of the matter. The court hearing is scheduled for September 12.

Garbage crisis in Yerevan resolved, mayor says

YEREVAN, September 10. /ARKA/. Yerevan Mayor Hayk Marutyan has announced today that the garbage disposal crisis in the capital city has been resolved. “I’m not saying that the garbage has already been disposed from all the streets. An organization  has been created that will quickly tackle this problem,” he said.

The mayor recalled that Sanitek waste removal company, contracted earlier by the municipality, began its operations in Yerevan  14 months after the signing of the contract, while the municipality began operations after receiving the first five garbage trucks, and attracting additional equipment and employees.

“I will not allow Yerevan to once again encounter such a problem,” he said. According to him, in the coming months, a sharp improvement will already be visible, but for a final solution it is necessary to approach the solution of problems comprehensively.

“In particular, we started sorting garbage. Agreements have already been reached with entrepreneurs in Davidashen district so that they hand over cardboard to us, which we will separately send for recycling,” the mayor said.

For several months, residents of Yerevan have been complaining over the failure of Sanitek’s Armenian division to collect garbage throughout the city.

Earlier, Yerevan Mayor Hayk Marutyan publicly expressed displeasure at the work of the Sanitek company, stressing that Yerevan residents will no longer tolerate its ineffective work.

In the spring of this year, Sanitek was twice fined for failing to fulfill its contractual obligations in the amount of 13 million drams (more than $26,800) and 26 million drams ($54,100).

Sanitek Armenia, which is a branch of the Lebanese-headquartered Sanitek International Group, has a 12-year contract with Yerevan as a monopolistic waste management operator. It began its work in Yerevan in December 2014. The company has threatened to apply for international arbitration to resolve its dispute with the Yerevan municipality. -0-

Lawyer Nazeli Vardanyan commenting on prime minister’s statement on Amulsar

Armenia’s law gives a clear specification of commissioning of ore fields and gives all grounds for preventive measures, Nazeli Vardanyan, a lawyer, told Azatutyun TV commenting on Prime Minister Nikol Pashinyan’s statement that there are no reasons or legal grounds for terminating the development of Amulsar gold field.

The premier also stressed that monitoring will be conducted here regularly to prevent any violation of norms. If something wrong is found in the company’s activity, a warning will be issues with the demand to put things right. If the company doesn’t comply with the demand, then it will be possible to strip it of its license.   

“According to the present law, if the planned activity is not carried out within one year after receiving the expert conclusion, then the environmental conclusion loses its validity, and more than that – the document loses its validity if new circumstances of impact on environment appear,” Nazeli Vardanyan said in her televised interview.

“The law specifies that the concept “new circumstances” implies not only natural disasters, but also the facts found out by experts, and it is natural that appearance of this information prompts a new expert examination and conclusion,” Vardanyan said.   

She finds it wrong to make a final decision on the gold field development without a new environmental examination, since it would be made in a clear breach of the law.

The lawyer also pointed out that the Investigative Committee has opened a criminal case over the fact of suppressing the truth exactly because of new circumstances, particularly because of a mistake found out in the protective clay layer that covers the accumulation of cyanide.  

“Lydian Armenia has already showed that it is not a reliable entrepreneur and that it deceived the Armenian government for more than one decade by providing false data about safety of its activity. There are many facts of irregularities that have been noticed even by ELARD, and its representatives pointed out them at a skype conference,” she said.

Nazeli Vardanyan found Jermuk residents’ protests justified. She said they has a right to protect their environment.  

In her opinion, arguments presented to the prime minister against the development of Amulsar gold field have been not so clear and comprehensive.  

“The premier’s statement was surprising to us despite all the arguments presented by environmentalists and lawyers,” Vardanyan said. “We though that the government would admit at least some of them and the decision would be reasonable, but the statement put experts and the country’s population, as a whole, into a tight corner.”

Vardanyan stressed that by its decision, the government assumes the whole responsibility for the development of the gold field and for Jermuk residents’ safety.

“The company is responsible only before the examination, but in the event of positive conclusion, the whole responsibility is borne by the government,” she said in her televised interview.

In February 2019 the Armenian government decided to allocate USD 396,900 from its reserve fund to Earth Link & Advanced Resources Development (ELARD) for carrying out a comprehensive expert examination of the Amulsar project. The mine’s operation was ceased.

Lydian is a gold developer focused on construction at its 100%-owned Amulsar Gold Project, located in south-central Armenia. However, illegal blockades have prevented access to Amulsar since late June 2018. Amulsar is expected to be a large-scale, low-cost operation with production targeted to average approximately 225,000 ounces annually over an initial 10-year mine life.

Estimated mineral resources contain 3.5 million measured and indicated gold ounces and 1.3 million inferred gold ounces as outlined in the Q1 2017 Technical Report. Existing mineral resources beyond current reserves and open extensions provide opportunities to improve average annual production and extend the mine life. Lydian International plans to get the first gold bar from Amulsar deposit no earlier than at the end of 2020 or Q1, 2021

ArmInfo. In the event of  gaining access to the Amulsar mine, Lydian International plans to  resume construction work no earlier than in April-May 2020. Further,  if everything goes according to the schedule, the first gold bar is  expected no earlier than the end of 2020 or the first quarter of  2021. The Interim President of Lydian International, Edward Sellers  stated this during a regular discussion in the government under the  leadership of Prime Minister Nikol Pashinyan on the Amulsar program.

Thus, according to the video posted by Pashinyan on his Facebook  page, during the discussion on September 7, the head of the Armenian  government first of all asked the company representatives for  guarantees regarding the prevention of negative environmental  consequences in the form of pollution of soil, air, water and  biodiversity for the city of Jermuk (the Amulsar gold mine is located  10 kilometers from Jermuk -ed. note) and neighboring communities. In  response, Edward Sellers said the company was not interested in  pollution and environmental damage. He reaffirmed the company’s  obligations under the EIA (Environmental Impact Assessment), which  would mean the conservation of biodiversity and mitigation of  environmental threats.

Then Nikol Pashinyan asked the responsible state officials whether  Armenia had the tools and levers for registering and responding to  all kinds of violations. As the Minister of the Nature Protection  Erik Grigoryan pointed out, according to the legislation of Armenia,  from January 1, 2018, all mining companies are required to monitor  the quality of air, water, biodiversity, waste and provide data not  only to the authorized body, but also publish them. According to  those in charge of the field, in case of detection of environmental  risks and violation of obligations undertaken by the Lydian  management, the mine operator company will be given 90 days to  eliminate the violations. Otherwise, the mine will be closed.

Summing up the discussion, Nikol Pashinyan noted that the Lydian  company at the highest level confirms the commitments made under the  EIA. “This means that the quality of air, water, soil, fauna and  biodiversity will not change as a result of the operation of the  mine,” he explained. In addition, as the prime minister pointed out,  Lydian is ready to provide the Government of Armenia and civil  society representatives with access to the data of the monitoring  conducted by the company. “We also record that in case of deviation  from the EIA, the company is given a certain period of time to bring  the work in line with the document. We also note that by the end of  2020 the Armenian government will have its own monitoring system,  which does not cancel the shared use of Lydian’s monitoring system’s  capabilities”, Nikol Pashinyan concluded.

To recall, the Prime Minister of Armenia Nikol Pashinyan said live on  Facebook today that at the moment there are no legal grounds to  prohibit the operation of the Amulsar mine. Nikol Pashinyan also  officially called on the residents of Jermuk to unblock all roads  leading to the Amulsar mine.

The reaction of the Jermuk residents was not long in coming – the  residents of the resort city said that the situation in the community  was tense and they were offended by the call of the prime minister.  According to them, Jermuk residents are not going to open the road.  So, as stated in the statement of the initiative group “I am against  the mining industry in Amulsar”, today at 8:30pm the residents of the  resort town of Jermuk will gather for a private discussion in  connection with the call to unblock the roads to Amulsar.  “After the  discussion, we will make a statement. Amulsar is our homeland and  that’s final,” the statement reads.

To note, Lydian Armenia is a subsidiary of the British Lydian  International. The life of the deposit will be 10 years and 4 months,  with an average of 200 thousand ounces of gold planned to be mined  annually.  Amulsar field is the second largest reserve in Armenia.  According to the company, the deposit contains about 73733 kg of gold  with an average grade of 0.78 g per ton, as well as 294.367 tons of  silver with an average grade 9.29 g per ton.

The operation  of the field will allow to increase the country’s GDP  by 1% – 4%, 1% of which will be a direct impact. Finished products,  which will be almost completely exported, will be about $ 250  million. As a result, the impact on export growth is estimated at  about 10%.

Nevertheless, local ecologists do not share the enthusiasm of the  government about the attractiveness of the mine exploitation plan.  The Amulsar mine is located in the valley of the Arpa and Vorotan  rivers, in the immediate vicinity of the spa town of Jermuk, famous  for its mineral springs, and not far from the largest freshwater lake  in the region, Sevan. Environmentalists fear that the exploitation of  the field, during which sodium cyanide will be used, could lead to  the oxidation of water in rivers. Contaminated waters will become  unsuitable for drinking and irrigation and may cause irreparable harm  to the mineral springs of Jermuk and the ecosystem of Sevan.

Jermuk residents in response to Prime Minister`s call to unblock roads leading to Amulsar: We will negotiate exclusively around the closure of the mine

ArmInfo. Environmentalists,  activists and residents of the resort town of Jermuk made a statement  in connection with the call of the Prime Minister of Armenia, Nikol  Pashinyan, to unblock the roads leading to the Amulsar field.

Thus, as stated in the statement of the Amulsar initiative group, the  call of the head of government was a complete surprise to them,  especially after the international consulting company Earthlink &  Advanced Resources Development (ELARD), chosen by the state, publicly  announced that the documents provided by Lydian are inferior and  unprofessional. “To exploit the mine in conditions where the entire  population of the resort town (the Amulsar gold mine is just 10  kilometers far from Jermuk -ed. note) opposes the operation of the  metal mine. Our response to the call is short and clear: the paths to  Amulsar will not be open, on the contrary the blockade will be  strengthened.

We will not allow the mine to be exploited; Amulsar will remain a  mountain. We will fight to the end, “the statement authors note. The  members of the initiative group also called on people concerned about  the issue to consolidate and protect the interests of Jermuk  residents.

Residents of Jermuk, who had gathered for an open discussion the  night before, said they would negotiate exclusively around the  closure of the mine. “We do not understand the position of the prime  minister, who agreed to open the mine solely on the” honest word “of  Lydian for its 100% safe operation,” they said.  According to  ecologist Shirak Buniatyan, the problem has long gone beyond the  Jermuk community, and there are many opponents of the operation of  the Amulsar field in the country. The meeting participants  unanimously declared that they did not intend to open the road. The  struggle for the interests of city residents, as noted by those  present, will be peaceful non-violent in nature – strikes, skipping  classes, blocking roads to Amulsar. As a result, it was decided to  give the government 10 days, until September 20, and only then take  retaliatory steps.  The Armenian Environmental Front also opposed the  unblocking of roads to Amulsar and reaffirmed its willingness to  support compatriots in the struggle to ensure that the Amulsar mine  was not exploited.  Environmentalists, activists and residents of the  resort town of Jermuk decided to organize a “March in the Name of  Amulsar. Not a Step Back”, which starts on September 11 at 6:30pm on  19 Baghramyan (National Assembly Park of Armenia).  To recall, the  Prime Minister of Armenia Nikol Pashinyan on September 9 live on  Facebook said that at the moment there is no legal basis to prohibit  the operation of the Amulsar mine. Nikol Pashinyan also formally  asked Jermuk residents to unblock all roads leading to the Amulsar  mine. As Pashinyan assured, the Lydian leadership committed  themselves to 100% safe operation. In addition, he said that he  ordered the inspection body to study the project in detail. He also  ordered to transfer the criminal case in the Investigative Committee  (under Article concealment or intentional misrepresentation of  information on environmental pollution), previously entrusted to Yura  Ivanyan, a relative of the former Minister of Nature Protection  Aramais Grigoryan, who had approved the Amulsar environmental impact  assessment,  to the deputy head of the Investigative Committee Arsen  Ayvazyan. “A new investigation team will be formed, which will  consider the facts, give answers to questions in the framework of the  criminal case,” Pashinyan said. According to him, representatives of  Lydian International plan to resume construction work no earlier than  April-May 2020, and the operation of the mine itself – by the 4th  quarter of 2020 or from January 2021.  To note, despite the  assurances of Lydian that about $ 400 million have already been  invested in the project, and another $ 450-500 million will go to the  state treasury within 10 years of operating the field, local  ecologists do not share the government’s enthusiasm about the  attractiveness of mine exploitation plan. I’m happy to be here, I haven’t had an easy recent period of football. I will do the best to reach the goals. The dressing room has a nice atmosphere. I talked to the manager and I think everything is there for me to do my best.

I can play in any position in attack, the important thing is to help the team. My quality lies in starting on the wide. I’m fully at the disposal of the team.

Today I saw some of my teammates who were opponents [in the Italy-Armenia game]. I spoke with Florenzi after we faced Italy and we talked about Roma. Now the national team break is behind us and it’s important to focus on the next match.

With Armenia, I play behind the striker and I have more space. At Arsenal and at Manchester United, I started further back between the midfield and attack. My goal is to score as many goals and get as many assists as possible.

I received many messages from Roma fans after the games against Italy and Bosnia and Herzegovina, I’m happy they liked my performance.

There is always pressure when you play football. People follow every move of the players, and mistakes and success are exaggerated. You have to accept the pressure.

Playing for Roma is a big opportunity for me. We haven’t even talked about money. I’ve come to Roma to enjoy football and myself.

England is in the past and I don’t want to talk about it anymore. I haven’t taken a step backward because it’s a great league and I’m in a big club. It was time for me to change environment. For a player, it is important to take pleasure in playing football.

I wish Arsenal the best. I was on the bench in the last few games, so I decided to change something. I’m not in the management team so I don’t know why they decided to let me go. Thank you to sporting director Petrachi, who gave me the chance to come here.

I played in Turkey and never had problems in training camps or Champions League games. Armenia has different relations with Turkey and Azerbaijan (Roma will play Besiktas in Europa League group stage – Sport.mediamax.am).

Given my age and experience, it won’t be difficult to adapt to Serie A. I have one season to show my best.

I spoke with the manager about many things, but I haven’t trained properly with the team because I was involved in the games for Armenia. Tomorrow is my first full training with the squad. I’m going to work hard because I have big ambitions and I want to show what I can do.

Sports: Euro 2021: Armenia’s U21 football team suffers second defeat

In the second round of the 2021 UEFA European Under-21 Championship qualifier the Armenian youth football team lost 1-6 to Iceland in an away match.

At the match held in Reykjavik Karen Melkonyan scored the Armenian team’s only goal in the 60th minute 11 minutes after which guests’ forward German Kurbashyan was sent off of the pitch, the Armenian National Olympic Committee’s press service reported.

In the first round Antonio Flores’s team had lost to the Ireland U21 team with a minimal score in Dublin. The U21 national teams of Italy, Sweden and Luxenburg are also included in this group.

Relations: Democratic Reforms and U.S. Assistance” during the Assembly’s National
Advocacy Conference in Washington, D.C. on Monday, September 16, 2019.

 

The speakers
include John Evans, who served as U.S. Ambassador to Armenia from 2004 to 2006;
John Heffern, who was U.S. Ambassador to Armenia from 2011 to 2014 prior to his
appointment as Acting Assistant Secretary for European and Eurasian Affairs in
2017; Rouben Shougarian, who served as the Ambassador of Armenia to the U.S.
from 1993 to 1999; and Armenia’s current Ambassador to the U.S. Varuzhan
Nersesyan.

YEREVAN, SEPTEMBER 9, ARMENPRESS. Armenia’s minister of environment Erik Grigoryan will take part in the Climate Action Summit in the United States on September 22-26.

The respective decision has been signed by Prime Minister Nikol Pashinyan.

Minister Grigoryan will also attend the High-Level Political Forum on Sustainable Development on the sidelines of the 74th session of the UN General Assembly in New York.
