CALIFORNIA STATE SENATE PASSES
TURKISH DIVESTMENT BILL

 

Author of the Bill Assemblymember Adrin Nazarian to Speak at
Armenian Assembly National Advocacy Conference

 

SACRAMENTO, CA – The California State Senate
passed the Turkish Divestment Bill, AB 1320, on September 11, with 33 out of 40
State Senators voting in favor and the remaining 7 abstaining, reported the
Armenian Assembly of America. CA State Senator Andreas Borgeas (R-8), whose
district covers California’s San Joaquin Valley, served as the floor manager of
this bill. AB 1320 now moves back to the California State Assembly, where it
has enjoyed broad bipartisan support, for a concurrence vote before it is sent
to California Governor Gavin Newsom’s desk.

 

Formally known as the
“Public employee retirement systems: prohibited investments: Turkey”
bill, this legislation was introduced and principally authored by California
State Assemblymember Adrin Nazarian (D-46). The bill would prohibit
California’s public employment retirement agencies – CalPERS and CalSTRS – from
making new investments or renewing existing investments in Turkish
government-issued and controlled debt securities and bonds, pending U.S.
government sanctions on Turkey for the latter’s state-sponsored denial of the
Armenian Genocide.

 

In addition to Assemblymember
Nazarian, AB 1320 was co-introduced by State Assemblymembers Laura Friedman
(D-43) and Jesse Gabriel (D-45), principally co-authored by State Senator
Anthony Portantino (D-25), and co-authored by State Senator Scott Wilk (R-21)
and State Assemblymembers Phillip Chen (R-55), Luz Rivas (D-39), and Chris
Holden (D-41).

 

Prior to this vote, AB 1320 was
approved on August 30 by the CA State Senate Appropriations Committee, on July
2 by the CA State Senate Judiciary Committee, and on June 26 by the CA State
Senate Labor, Public Employment and Retirement (LPER) Committee. Significantly,
Armenian Assembly of America Southern California Regional Council member, Helen
Haig, jointly testified with Assemblymember Nazarian about the moral and
economic merits of AB 1320 during the Senate Judiciary Committee hearing and
vote, while Armenian Assembly Western Region Director, Mihran Toumajan, joined
Assemblymember Nazarian to testify before the Senate LPER Committee’s hearing
and vote.

 

“On behalf of Armenian
Assembly of America activists and members in the State of California, we extend
our gratitude to CA State Assembymember Nazarian for authoring and shepherding
this bill in both state legislative chambers,” stated Armenian Assembly of
America Western Region Director Toumajan.

 

“I am hopeful that Governor
Newsom will approve this legislation, which would ultimately send a strong
message to the Government of Turkey. The fifth largest economy in the globe –
the State of California – deplores Ankara’s state-sponsored denial of the
Armenian Genocide, its publicly-known aiding and abetting of terrorist groups
like ISIL and al-Qaeda, and its continued human rights violations towards its
own Kurdish and Christian minorities, in addition to Muslim and Christian
populations living in neighboring Iraq and Syria,” Toumajan added.

AMBASSADORS TO SPEAK ON UNITED
STATES-ARMENIA RELATIONS AT ARMENIAN ASSEMBLY’S NATIONAL ADVOCACY CONFERENCE

 

WASHINGTON, D.C. – The Armenian Assembly of America (Assembly)
announced that a panel of diplomats will share their insights on “United States-Armenia
Relations: Democratic Reforms and U.S. Assistance” during the Assembly’s National
Advocacy Conference in Washington, D.C. on Monday, September 16, 2019.

 

The speakers
include John Evans, who served as U.S. Ambassador to Armenia from 2004 to 2006;
John Heffern, who was U.S. Ambassador to Armenia from 2011 to 2014 prior to his
appointment as Acting Assistant Secretary for European and Eurasian Affairs in
2017; Rouben Shougarian, who served as the Ambassador of Armenia to the U.S.
from 1993 to 1999; and Armenia’s current Ambassador to the U.S. Varuzhan
Nersesyan.

 

“We are
honored to have such a distinguished group of Ambassadors serve on what
promises to be a great panel discussion,” Assembly Executive Director Bryan
Ardouny stated.

 

The keynote
speaker for the Advocacy Conference is David Bohigian, Overseas Private
Investment Corporation (OPIC) Acting President and Chief Executive Officer
(CEO), who will be discussing “Economic Developments and Investments in Armenia.”
Bohigian is the highest ranking Armenian American official in the
Administration and traveled to Armenia last year in his official capacity. OPIC
has helped finance numerous projects in Armenia over the years.

 

Other panels
include “Religious Freedom in Turkey and the Middle East” and
“The Importance of Advocacy.”

 

In addition
to the National Advocacy Conference and Gala honoring Congresswoman Jackie
Speier (D-CA) on Monday, September 16, the following day on September 17 will
include congressional meetings capped with a reception on Capitol Hill
celebrating U.S.-Armenia relations.

YEREVAN, SEPTEMBER 10, ARMENPRESS. The 74th session of the UN General Assembly (UNGA 74) will open on Tuesday 17 September 2019. The first day of the high-level General Debate will be Tuesday, 24 September 2019. The Prime Minister of Armenia will also participate.

The President-Elect of the 74th session is H.E. Mr. Tijjani Muhammad-Bande, of Nigeria, was elected on 4 June 2019. Professor Tijjani Muhammad-Bande has had an outstanding career as a scholar and diplomat. As Nigeria’s Permanent Representative to the United Nations, he worked with colleagues from all regions of the world to achieve common objectives. He served as the Vice-President of the General Assembly during the 71st session.

This year, in addition to the general debate, world leaders will participate in five summits or high-level meetings to boost action on climate change and accelerate progress on sustainable development, aimed at securing healthy, peaceful and prosperous lives for all.

The high-level week (23 – 27 September) provides a unique opportunity to demonstrate the value of multilateralism and highlight increased ambition and accelerated action on UN priorities, under the tagline “Action for People and Planet: 1 Week – 5 Summits – 17 Goals.

Climate Action Summit 2019 (23 September)

The UN Secretary-General is convening a summit, under the slogan “A Race We Can Win. YEREVAN, SEPTEMBER 10, ARMENPRESS. According to the Mediterranean Seismological Center a 4.8 magnitude earthquake was recorded in the territory of Armenia at 20:22 local time. The epicenter was 11 km north from Amasia region, hypocenter – 3 km.

ARMENPRESS reports underground shocks were recorded in Vanadzor, Gyumri and Yerevan.

YEREVAN, SEPTEMBER 11, ARMENPRESS. Following the September 10 evening magnitude 4,8 earthquake near the Armenia-Georgia border, the Ministry of Emergency Situations reported that currently all aftershocks are weaker than the first one, thus the seismic activity is decreasing.

According to authorities similar quakes are characteristic to the Javakheti Fault Zone.

The ministry said that its Seismic Protection Service continues daily monitoring and the data suggests that no abrupt seismic changes are expected.

According to preliminary information the tremors did not cause causalities or destruction in Armenian territory.

The September 10 earthquake was felt in several provinces of Armenia, including in Yerevan.

Nearly 30 aftershocks ranging from magnitude 1,8 to 3,7 were recorded afterwards.

YEREVAN, SEPTEMBER 11, ARMENPRESS. North Korean leader Kim Jong-un was present during Tuesday’s trials of a “super-large multiple rocket launcher”, TASS reported citing South Korea’s Yonhap news agency.

Kim, who is also the supreme commander of the Communist state’s armed forces, “gave field guidance to the test-fire of super-large multiple rocket launcher again on Tuesday”.

The North Korean leader said the test provided an opportunity to fully test the system’s combat operation, trajectory characteristics, accuracy and precise homing functions.

South Korea’s Joint Chiefs of Staff (JSC) said early on Tuesday that North Korea had launched two unidentified projectiles toward the Sea of Japan. According to the South Korean military, the projectiles were fired eastward, from an inland area in the South Pyongan Province in North Korea’s west.

The reports came against the background of Pyongyang’s declarations about its readiness to resume denuclearization talks with the United States.

YEREVAN, SEPTEMBER 11, ARMENPRESS. For the first time since 2015, a tendency of decrease of the foreign debt has been recorded in Armenia in August 2019, Prime Minister Nikol Pashinyan said on Facebook.

“Of course, the decrease of the state debt is not an end in itself, but this is the result of our concrete task to spend the state funds effectively.

This, of course, somehow slows down the pace of capital expenditures because the system is used to working with other, famous rules.

But this is definitely a right path: not to allow to waste state funds on low-quality constructions and kickbacks”, the PM said.
