Armenia PM: If government were subjected to pressure on Teghut matter, over 900 people would again be unemployed Armenia PM: If government were subjected to pressure on Teghut matter, over 900 people would again be unemployed

YEREVAN. – Had the government been subjected to pressure on the matter of the Teghut copper and molybdenum mine, more than 900 people would again have been out of work. The Prime Minister of Armenia, Nikol Pashinyan, noted about this in a Facebook post.

“At the end of July, there was a great deal of uproar that, supposedly, the dam of the tailing dump of the Teghut mine was on the verge of collapse and could collapse at any time,” Pashinyan wrote. “Let me say at once that if those claims were true, the dam of the tailing dump of Teghut would have collapsed (or at least cracked, deformed) as a result of the earthquake that occurred the previous day, because an earthquake of 2-4 magnitude was registered in the mine area.

“This is exactly what I mean when I say to go after the truth until the end. In those days, there was a lot of pressure on the government to stop the work of the Teghut mine. Had we done so, more than 900 people would again have been out of work, and the unexploited mine would have become a bigger problem because there would not have been any entity accountable for it, before which it would have been possible to make demands, including in terms of ensuring safety and environmental standards.

“And we [the Armenian government] decided to go in another way. The inspectorate bodies went [to Teghut] and carried out a detailed inspection. As a result, they concluded that there is no risk of the dam collapsing, and the earthquake of the previous day proved the truth of that assertion.

“Thereafter, the mine operator was required to carry out expertise of the dam of the tailing dump and to ensure its long-term safety.

“If this condition is met, the mine will be operated—no matter how much I don’t like that. If this condition is not met, the mine will not be operated—no matter how much I like that; this is the lawful way of the truth.

“And will those who were claiming that the Teghut mine will collapse now bear any accountability? Of course not because they can claim everything.

“But had the government given in to the pressures, would it have borne any accountability? Of course yes: at least for lowering Armenia’s investment rating, 940 workers left unemployed, [paying of] less taxes, and economic indicators.”

Supporters and detractors of Armenia’s second President Robert Kocharyan on Thursday staged demonstrations outside the Shengavit Residence of the Yerevan Court of General Jurisdiction.

The court was set to start the first hearing in the case of Kocharyan, former Defense Minister Seyran Ohanyan, ex-CSTO Secretary General Yuri Khachaturov and former Deputy Prime Minister Armen Gevorgyan, at 1pm. The case has been assigned to judge Anna Danibekyan.

The ex-president’s supporters demand the court to implement September 3 ruling of the Constitutional Court to release Kocharyan.

A Kocharyan supporter, Zaruhi Sargsyan stressed their protest was peaceful and expressed conviction the justice would prevail.

“We hope Anna Danibekyan will find inner strength and will be smart enough to make a decision to immediately release Robert Kocharyan,” she said.

The former president’s supporters next marched towards Komitas Pantheon to lay flowers at the graves of cultural figures and prominent people.

Lyova Sargsyan is accused of abuse of authority related to the construction of the North-South Highway – the most expensive transport project in Armenia

A criminal case has been opened against the brother of the ex-president of Armenia Serzh Sargsyan for alleged abuse of authority during the construction of the North-South interstate highway.

The ex-president’s brother, Lyova Sargsyan, has been announced wanted.

This is not the first criminal case against both this brother and other relatives of the ex-president.

New government of Armenia to continue construction of North-South highway

The circle of relatives and acquaintances around Serzh Sargsyan came into the focus of law enforcement immediately after the Velvet Revolution of spring 2018.

They have been charged with numerous accusations of fraud, drug trafficking, illegal weapons possession, illegal enrichment and concealment of property.

Lyova Sargsyan has been accused of using his influence on responsible officials in choosing subcontracting organizations and money laundering the money received for these services.

The case concerns the North-South highway project, which is the largest and most expensive transport project of independent Armenia. The part of the road discussed here is expected to cost $250 million./

According to the press service of the Investigative Committee, the selection of subcontracting organizations was carried out along criminal lines.

According to the law, the main contractor was supposed to have chosen the subcontractor. In te case, that meant Spanish organization Corsan Corviam Construction.

In addition, it was necessary to obtain the consent of the program engineer and relevant officials of the project customer, that is, the Ministry of Transport and Communications of Armenia.

However, in fact, it turned out that these processes were led by Lyova Sargsyan.

He acted in collusion with the program’s subcontractor, the Politransport organization, owned by Suren and Gevorg Vardanyan.

The Investigative Committee said in a statement that the ex-president’s brother “demanded from the director of one of the organizations 50% of the profits expected from the work, the receipt of which he organized by laundering.”

Sargsyan and the Vardanyans have been put on the wanted list, and a petition for their arrest submitted to the court.

The North-South highway will better connect the north of the country with the south.

From the north, it will connect Armenia with Georgia and through it will provide access to the Black Sea and EU markets. From the south, the motorway connects the country with Iran.

Thanks to this project, Armenia can become a transit country.

According to the most conservative estimates, the 490-kilometer highway will cost more than two billion dollars.

Construction work began in 2012, but so far only one of the five sites has been commissioned.

The authorities have to find financing to complete the construction, and most likely it will be the money of international lenders.

Since December 2018, construction has been suspended.

According to experts, this project is too costly, and instead say the country should be investing in other strategic programs which will also have a great economic effect.

The fact is that the construction of one kilometer of the North-South road costs $ 3.6 million, and in complex areas the price can rise to $12 million.

However, back in July 2019, the new authorities of Armenia, that is, the post-revolutionary government of Nikola Pashinyan, announced that the construction of the road would continue.

Leva Sargsyan has also been accused of embezzlement on an especially large scale.

In another criminal case, he is charged with concealing data that would expose illegal enrichment.

His daughter Ani Sargsyan is also involved in this case.

Criminal cases were also instituted against another brother of the ex-president – Alexander Sargsyan and his sons.

In July 2019, the court granted the motion submitted by the investigation for the arrest of Ara Minasyan.

This is the father of the son-in-law of the former president, that is, the father-in-law of the daughter of Serzh Sargsyan.

Armenian premier says Teghut Mine tailing dam is reliable

ARKA, Armenia
Sept 12 2019

YEREVAN, September 12. /ARKA/. Armenian Prime Minister Nikol Pashinyan, sharing his views on the fuss over Teghut copper and molybdenum field, wrote on his Facebook page that rumors are going around that the tailings dam is on the verge of collapse, and the collapse can occur at any moment.

“I will say at once that if this statement would have reflected the reality then the dam had been fallen as a result of the earthquake reported on September 10, when a four-point quake was recorded in the mine zone,” Pashinyan wrote on his Facebook page.

Pashinyan meant this when proposed to remain stuck to the truth to its all extent.
He said that in July the government went through a heavy pressure to terminate Teghut mine’s operation.

“If we did so, over 900 people would be rendered jobless, and the abandoned mine would become a graver problem, since there would be no entity responsible for that, from whom it would be possible to demand an answer for breaching environmental norms,” he said.

It was decided to do the following: the inspection agencies conduced a scrutiny there and came to conclusion that there was no risk of collapse, and the earthquake proved the reasonability of the conclusion.

“After that, it was demanded from the entity developing the mine to carry out an expert examination of the dam and ensure its long-term safety,” the premier said, “If the entity comply with the demand, the mine will be commissioned, if no – not, regardless of want it or not. This is a right way.”

Nikol Pashinyan wonders if those who alarmed the public by saying that Teghut mine is on the verge of collapse will bear responsibility.

“Of course, no, since they can state whatever they want, but if the government yielded to the pressure, would it be responsible? For sure. At least for driving Armenia’s investment rating down, for rendering these 940 jobless, as well as deterioration of tax revenue and economic indicators,” Pashinyan says. -0—-

Deputy Minister of Economy Artak Kamalyan said private entrepreneur Irina Kochoyan intends to invest 80 million drams in the purchase of equipment and 150 million drams in the purchase of raw materials. Prime Minister Nikol Pashinyan added that the companies will make about 2 billion drams worth investments.

“In this context, I would also like to note that we have now 604,000 officially registered employees in the country. Some people argued that the growth should be credited to the government’s effort to bring employees to the net, but the growth made already 64 thousand people and it’s impossible to determine how many people came out of the shadow and  how many of them are newly registered workers,” Pashinyan said.
