The President of the Republic of Armenia Armen Sarkissian, who is on an official visit to the Federal Republic of Germany, took part in the working discussion organized by the Munich International Security Forum in Berlin today.


According to the press service of the president, the event was attended by the chairman of the forum Wolfgang Ischinger, representatives of the foreign political and defense departments of the GDR, members of the Bundestag and the European Parliament, well-known experts on security issues, heads of research centers.


At the meeting, discussions were held on global security, rapid changes taking place in the world, existing challenges and threats, and opportunities to face them.


In his speech, President Armen Sargsyan specifically noted that Armenia is open to cooperation and is ready to become a platform for various discussions.

Studies have shown that in general, about 5% of surveyed organizations have difficulty filling vacancies. The latter have a hard time filling vacancies for engineers, doctors, economists, programmers. And if the vacancies of engineers and programmers are difficult to fill due to having low qualifications and inadequate education in accordance with modern technologies, the difficulties in the case of doctors are mainly due to the lack of doctors with appropriate qualifications in the regions. As for turners, locksmiths, to the difficult recruitment of plasterers, welders, crane operators, motor operators, milling operators, elevator fitters, vacancies, the reason for this is also the lack of appropriate qualifications and work experience. Difficulties in filling a number of vacant positions are also related to unfavorable working conditions, low pay, unregulated or shift work hours, and age restrictions. In other words, it is not that there is no job vacancy in Armenia, but the question arises as to how the employer should be able to find the job seeker when there is no single platform. As for the requirements of employers, there are many are often so inflated that the average skilled person won’t even risk approaching a job posting, let alone apply. Ultimately, the success of an employer lies in having good employees. Therefore, it is natural that the interest should be bilateral. Otherwise, in this era of robotization, a person can completely lose not only his profession, but also the desire to have a profession at all.”

The Investigative Committee of the RA has accepted the criminal case initiated in the proceedings of the National Security Service regarding the case of embezzlement of particularly large amounts.


During the preliminary investigation, it was found that the former leader of the Karmrashen community of Aragatsotn marz, RA, using his official position between 2015 and 2017, wrote off a total of AMD 8,843,000 from the community budget under the pretext of providing financial assistance to the community’s indigent families, purchasing diesel fuel for the purpose of heating the community’s administrative building, and carrying out renovation of buildings and structures, but no financial assistance was provided, the community’s administrative building No diesel heating and no repairs.


In addition to what was described above, the former head of the Karmrashen community hired two people from the community’s employment list, but the latter did not attend work, but a salary of 5.556.000 AMD was deducted from the community’s budget.


A criminal case was initiated in connection with the fact, according to Article 179, Part 3, Clause 1 of the RA Criminal Code.

YEREVAN, NOVEMBER 27, ARMENPRESS. During the plenary session of the Parliamentary Assembly of the Black Sea Economic Cooperation (PABSEC) in Yerevan on November 27 some of the delegates refused from the Assembly’s Honorary Medals, reports Armenpress.

“The constructive position of the parliaments of the structure’s member states opens a broad path for the productive activities of the PABSEC”, PABSEC Secretary General Asaf Hajiyev said during the session.

Thereafter, the awarding ceremony of PABSEC Honorary Medals was scheduled, but the representative of the Georgian delegation announced that the delegation head refuses from the Medal without providing any comment. Head of the Turkish delegation Cemal Ozturk also refused from the Medal. “I think I do not have an honor to receive that Medal”, he said.

PABSEC Secretary General Asaf Hajiyev said the head of the Turkish delegation refuses from the Medal because he hasn’t received a mandate yet. Head of the Azerbaijani delegation Eldar Guliyev also announced that he is working at the structure for just two years and cannot receive such a Medal.

Speaker of the Parliament of Armenia Ara Babloyan received a Medal. Commenting on the aforementioned announcements, Babloyan said he understands their decision. He told reporters that he has discussed with the Secretary General the issue that it is necessary to give Medals to the heads of the delegations who chaired the delegation for many years.

“But our approach is different. By mentioning the name of the head of the delegation we hand over the Medal to the delegation, because we give it on the occasion of the 25th anniversary”, Babloyan said, adding that he agreed with Hajiyev to give the Medals to all. “And later the organization has an opportunity to separately award those for long-lasting work who currently are no longer heads, but chaired the delegation for many years. Armenia and I, as the organizer of this Assembly, are honest and ready to award all. Of course, all those who refused from the Medals, in fact they rejected their delegations to have that pleasure”, Babloyan said.

As for Turkey’s step Babloyan said that the head of the delegation was an acting head, therefore he found out that only the head can accept the Medal. “But as for Azerbaijan and Georgia, let them say why they refused. They stated that they have worked a short period of time and do not deserve a Medal. But we were ready to award”, Ara Babloyan noted.

He said he would not like to politicize this issue as this structure must deal with economic cooperation issues. “We have regional issues, if we politicize this issue, they can undermine our main goals in terms of economic and commercial relations”, he said.

Ara Babloyan informed that the head of the Ukrainian delegation was invited for the session, but couldn’t attend due to personal reasons.

YEREVAN, NOVEMBER 27, ARMENPRESS. Acting Prime Minister of Armenia Nikol Pashinyan says he is going to reduce extreme poverty within five years in case of winning in the upcoming early parliamentary elections, reports Armenpress.

“We will reduce extreme poverty in Armenia in coming five years, will eradicate unemployment. We will do this by creating new jobs, investments and factories. Today nearly 500 million USD investment programs in Armenia are being discussed with the government. We want to encourage you to be engaged in entrepreneurship”, Pashinyan said during the election campaign of My Step alliance in Spitak town.

The acting PM said they will provide the villager with everything in order to be able to independently build his/her welfare. “We must provide the villager with irrigation water, loan resources and ensure the consumption and export of their products outside Armenia, we must help the people to earn because the citizen of Armenia must ensure his/her welfare with a dignified work”, Pashinyan said.

The early parliamentary elections in Armenia will be held on December 9. The election campaign began on November 26 and will end on December 7. 11 political forces are participating in the elections.

YEREVAN, NOVEMBER 27, ARMENPRESS. Russian Ambassador to Armenia Sergey Kopirkin commented on the current situation in the Collective Security Treaty Organization (CSTO), the ongoing discussions over the appointment of the new CSTO Secretary General, Armenpress reports.

The Ambassador told reporters that all issues in the CSTO will be solved through consensus.

“All issues in the CSTO must be solved through consensus. I have no doubt on this as all countries are interested that the organization will work and have the contribution on ensuring general security as expected from this structure”, the Russian Ambassador said.

He didn’t comment on the question who will continue holding the position of the CSTO Secretary General. “Let the leaders of our countries decide this issue. I am not authorized to speak about it instead of them. This issue is being discussed, and I am confident that such a decision will be made which will further strengthen our organization”, he said.
