European Union Affairs Minister Omer Celik on Friday slammed Dutch parliament’s motion recognizing Armenian allegations over the events of 1915 under the Ottoman Empire as “genocide”.  

“What we expected from Dutch officials…is that they be more careful about these issues. This motion is null and void for us,” Celik told reporters in capital Ankara. 

On Thursday, the Dutch parliament passed the motion backing the Armenian viewpoint over the 1915 events with 142 votes in favor; Turkish-founded Denk Party opposed it with its three votes. 

Joel Voordewind, member of parliament from the coalition party Christian Union (CU), had put forward the motion.

Dutch charge d’affaires was also summoned to the Turkish Foreign Ministry Friday. 

Speaking to reporters in Antalya, Foreign Minister Mevlut Cavusoglu said the Dutch parliament’s motion was “nonbinding”. 

“The decision is nonbinding; it is a reflection of hostility against Islam,” Cavusoglu said. 

The foreign minister said the term genocide is a legal term, not a political one, adding the UN already has a decision on whether genocide term should be used. 

“In the end, this decision has no validity for us, no validity in terms of international law, they only satisfied themselves [the Netherlands],” he added.

Earlier, the Foreign Ministry strongly condemned the Dutch parliament’s move Thursday night. 

“We strongly condemn the decision of the Netherlands’ House of Representatives today to recognize the 1915 events as ‘genocide’,” the Turkish ministry said in its statement. 

Describing the Dutch parliament’s decision as “baseless”, the ministry said the decision had no place in either history or justice. “Therefore, it has no legal binding or validity,” it added.

It further said: “Turkey’s position regarding 1915 events is based on historical facts and principle of law.”  

‘Prejudiced’ move 

A leading lawmaker of the ruling Justice and Development (AK) Party also condemned the move, saying the Dutch decision would never be accepted.  

“The colonist Netherlands, whose history is full of persecutions and massacres, intends to show our ancestors as those who carry out massacres. This is shamelessness,” Mehmet Mus, AK Party’s deputy parliamentary group chairman, told Anadolu Agency. 

“It should not be forgotten, the real perpetrator of massacres is the Netherlands’ colonist forces that killed thousands of people in Indonesia. The real supporter of massacre are the members of the Netherlands army who were onlookers during the genocide in Srebrenica,” Mus said.

He was referring to the July 1995 massacre of more than 8,000 Bosnian men and boys by units of the Bosnian Serb army in the town of Srebrenica in Bosnia-Herzegovina. 

Parliament Speaker Ismail Kahraman also issued a statement. “As the Turkish Grand National Assembly, we can never accept this, we strongly condemn this and we will ignore the unjust decision of the Dutch parliament based on false charges related to the 1915 events in Ottoman Empire,” the statement said. 

It added the Dutch motion would not make any contribution to world or regional peace.

On Friday, Azerbaijan’s Foreign Ministry spokesman Hikmet Haciyev termed the Dutch move “prejudiced”. 

“Armenia, since early 1980s, has attacked Azerbaijan many times and repeatedly committed humanitarian crimes. We would like the Dutch parliament to share their reservations on the 1992 Khojaly massacre as well,” Haciyev said. 

The massacre on February 25-26, 1992, is regarded as one of the bloodiest and most controversial incidents of the war between Armenia and Azerbaijan for control of the now-occupied Karabakh region. 

Armenian forces took over the town of Khojaly in Karabakh on Feb. 26 after battering it with heavy artillery and tanks, assisted by an infantry regiment. 

The two-hour offensive killed 613 Azeri citizens, including 116 women and 63 children and critically injured 487 others, according to Azerbaijani figures. 

Turkey’s position on the events of 1915 is that deaths of Armenians in eastern Anatolia in 1915 occurred after some sided with invading Russians and revolted against Ottoman forces. A subsequent relocation of Armenians resulted in numerous casualties. 

Ankara does not accept the alleged “genocide” but acknowledges there were casualties on both sides during the World War I. 

Turkey objects to the presentation of the incidents as “genocide” but describes the 1915 events as a tragedy for both sides. 

Ankara has repeatedly proposed the creation of a joint commission of historians from Turkey and Armenia plus international experts to tackle the issue.

Turkey Dismisses Dutch Armenian Genocide Vote
 
Turkey has dismissed the Dutch Parliament’s vote to recognize the First World War killings of Armenians during the Ottoman Empire as “genocide”.
 
In comments made to reporters in Ankara on Friday, Turkish EU Affairs Minister Omer Celik said the move was “null and void” and that Turkey expected Dutch officials to be “more careful” about the issue, Al Jazeera reported.
 
His comments were coupled with a Turkish Foreign Ministry statement that described the 142 to three majority vote as “baseless”.
 
The Turkish response questioned the right of Dutch officials to define the events as genocide, pointing to the Netherland’s alleged role in allowing the 1995 Srebrenica massacre of Bosniak Muslims by Serbian paramilitaries.
 
In June 2017, a Dutch court confirmed a ruling that held the country’s UN peacekeepers “partially responsible” for the Srebrenica killings.
 
Turkey has long opposed international attempts to describe the killings of Armenians more than a century ago as genocide.
 
The country’s officials hold that killings took place on “both sides” and describe the events as a tragedy for both sides.
 
Turkey’s Foreign Ministry also summoned the Dutch charge d’affaires on Friday, the Anadolu news agency reported.
 
The Netherland’s formally withdrew its ambassador to Ankara in February, but Turkey had denied entry to the diplomat since March the previous year.
 
Tensions between the two states deteriorated during campaigning for Turkey’s 2017 constitutional referendum in which a narrow majority gave Turkish President Recep Tayyip Erdogan greater executive powers in a role, which had until then been largely ceremonial.
 
Dutch police prevented senior Turkish officials, including Foreign Minister Mevlut Cavusoglu, from addressing campaign rallies inside the Netherlands.
 
The country, along with several other EU states is home to large Turkish communities, the majority of whom hold Turkish nationality and the right to vote in Turkey.

In his speech, the Armenian President noted that the Armenian-Lebanese
friendship stretches from the streets of Beirut to the streets of

Sargsyan expressed gratitude to the friendly Lebanon for the fact that

who had escaped from the Genocide. "Unfortunately, today the Middle
East continues to experience all the new tragedies that confirm that
the mindset in the 21st century that reigns during the Armenian

full support for the efforts and approaches of the OSCE Minsk Group
co-chairs for the settlement of the Nagorno-Karabakh conflict.
Armenian Foreign Minister Edward Nalbandian stated this at a joint
press conference with Foreign Minister of Madagascar Henri
Rabari-Ndzak on February 23 in Yerevan, referring to Baku's statements
that there are no provisions in the Brussels Declaration that are
important for the Karabakh settlement.
"You know a well-known character from a fairy tale who, being alone,
starts screaming out of fear, maybe Azerbaijan does the same for a
long time, since the approach of the OSCE Minsk Group on the
settlement of the Nagorno-Karabakh conflict enjoys full EU support, ,

YEREVAN, FEBRUARY 23, ARMENPRESS. Konstantin Zatulin, First Deputy
Chairman of the State Duma (lower house of Russian parliament)
Committee for CIS Affairs, Eurasian Integration and Relations with
Compatriots, Head of the Institute of CIS Countries, opposes a
military solution for the Nagorno Karabakh conflict.
In an interview with ARMENPRESS, Mr. Zatulin said Armenia and
Azerbaijan must reach agreement and compromise, which will be
realistic and most importantly fair.
“I’ve said many times that justice requires to accept that Nagorno
Karabakh will never return to be part of Azerbaijan. Recently I even
talked about the fact that actually Azerbaijan was declared an
independent state after the collapse of the Soviet Union and nobody
paid proper attention to the fact that at that time, factually, the
territory of Nagorno Karabakh was not under its control, meaning it
wasn’t de facto ruled from Baku. It didn’t receive attention in Baku,
which allows them now to announce that this territory belongs to them,
however Nagorno Karabakh has not been part of independent Azerbaijan
not even for a single day. And the justifications under which
Azerbaijan is claiming the territories are vulnerable and unrealistic
from the point of view of real politics”, Mr. Zatulin said.
At a February 19 meeting with EU Special Representative for the South
Caucasus and the crisis in Georgia Toivo Klaar, Azeri defense minister
Zakir Hasanov didn’t rule out the resumption of war at any moment.
Asked whether the absence of necessary counter-responses from the
international community to Azerbaijani statements doesn’t encourage
sparking a new war, the Russian politician said:
“I believe that perhaps the international community is guilty for
overlooking the endless statements of Azerbaijan, and in many
statements depreciates what it’s saying, nevertheless I believe the
2016 events received an adequate assessment from the OSCE Minsk Group
Co-Chairs. It is another issue that there was no clear public
condemnation, it is a fact, but I think the Co-Chairs thought that by
doing so they would’ve appeared in a quite difficult situation in the
future negotiations process. I think they were guided by this when
they gave a more equal response and didn’t directly accuse Azerbaijan
for restarting military operations. However the fact is that there was
no such clear statement from the co-chairs, including from the Russian
[co-chair]”, he stressed.
According to Mr. Zatulin, the statements were mostly limited with
calls on the non use of force, which can factually be considered to be
a condemnation of Azeri actions.
“Statements were about the conflict being unresolved for many years,
and that the use of force is unacceptable. Indeed, they didn’t openly
accuse Azerbaijan, including because discussions over the principles
of the Karabakh conflict settlement are continuing till now. We know,
that Azerbaijan is participating in the negotiations process, at the
same time making statements everywhere claiming that Nagorno Karabakh
is part of Azerbaijan. And probably, taking into account such
difficult circumstances which were accumulated during the negotiations
of so many years, one can conclude that it was this that refrained
official circles from addressed assessment. Regarding the civil
society, the opinions of independent people who aren’t tied with
mediating duties, they were very clear in Russia. For us, it was
understandable who launched these military operations. Recently we
even found out with interest about president Aliyev’s historic views”,
Konstantin Zatulin said, adding that he has numerously stated his
opinion as an MP, who doesn’t depend on any mediating activity, and
which enables him to call things by their names.
