The captain of the Armenian national team Henrikh Mkhitaryan was given the highest rating of 8.8. Czech goalkeeper of Arsenal Petr Cech was give the same rating.

Petr Cech was recognized as the best football player of the match  following the results of the vote, conducted by the press service of “Arsenal”.

29-year-old midfielder of the Armenian national team Henrikh Mkhitaryan played 78 minutes, becoming the author of a goal and an assist.

YEREVAN, 11 MARCH, ARMENPRESS. Iranian-Armenian actor Levon Haftvan who played roles in acclaimed movies such as “Kupal” and “Parviz”, died of heart attack on Saturday. He was 51.

Haftvan suffered a heart attack on Friday night while acting in a scene in the TV series “Bride of Darkness” and was taken to the hospital where he passed away the next day, “Tehran Times” reported.

Haftvan lived in Canada for several years and returned home in 2010 to act in “Parviz”, a dark comedy drama directed by Majid Barzegar.

He was selected as best actor for the role at the 13th Dhaka International Film Festival in 2014.

The film won the Silver Apricot at the 10th Golden Apricot International Film Festival in Yerevan, Armenia in 2013.

Haftvan also received the award for best actor for his role in director Kazem Mollai’s drama “Kupal” at the Hamilton Film Festival in 2017.

He also acted in “The Man Who Became a Horse” by Amir-Hossein Saqafi, “Dracula” by Reza Attaran and several other acclaimed films.

He will be buried in Tehran’s Armenian graveyard.

Azerbaijani Press: US envoy to Azerbaijan summoned to Foreign Ministry

US Ambassador to Azerbaijan Robert Cekuta was summoned to the Foreign Ministry in connection with the visit of Bako Sahakyan, who is the “president” of the illegal regime created in the occupied Azerbaijani territories, to the US and the event promoting the fictitious regime in the US Congress, Spokesman of Azerbaijani Foreign Ministry Hikmat Hajiyev told Trend March 12.

Hajiyev said that Cekuta received a note of protest, sent by the Ministry of Foreign Affairs of Azerbaijan to the US State Department.

Meanwhile, Azerbaijan’s ambassador to the US, having held a meeting in the State Department, presented the protest of Azerbaijan to the American side.

The note says that getting an American visa on the Armenian passport and entering the US on the basis of unreliable information provided by Bako Sahakyan, a resident of the Khankendi city of Azerbaijan’s Nagorno-Karabakh region, permission to carry out activities that propagate an illegal separatist regime in relevant US institutions and aim at collecting finance in the United States in support of the occupation of Azerbaijani territories, contradict the norms and principles of international law, the relevant resolutions of the UN Security Council, the bilateral documents signed between Azerbaijan and the United States, and the official position of the United States, Hajiyev said.

This step of the US is regarded as an activity against the sovereignty and territorial integrity of Azerbaijan, he added.

According to the spokesman, the note also says that the US must faithfully fulfill its obligations, taken on the basis of norms and principles of international law, to suppress activities in the territory of the United States against the sovereignty and territorial integrity of Azerbaijan.

“Taking into account the fact that Azerbaijan and the US have partnership relations in other spheres, we regard this strange step of the US as a change in the position of the United States on the Armenia-Azerbaijan Nagorno-Karabakh conflict and consider it as biased. The creation of opportunity for the entry of representatives of a fictional regime, created as a result of military aggression and bloody ethnic cleansing against Azerbaijan, into the US while the US introduces special sanctions against other separatist regimes in the post-Soviet area, is a manifestation of dual standards,” Hajiyev emphasized.

The US, as a permanent member of the UN Security Council, must comply with the requirements of the relevant resolutions adopted by the UN Security Council and, in this context, try to withdraw Armenian troops from the occupied territories of Azerbaijan and return Azerbaijani IDPs to their native lands, the spokesman added.

“On one hand, the US calls for a settlement of the conflict through negotiations, and on the other hand, creates opportunities for propaganda of the illegal regime and turns a blind eye to illegal acts in the occupied territories of Azerbaijan, which raises serious questions about the impartiality and objectivity of the United States. This step of the US seriously harms the negotiation process, efforts to ensure sustainable peace and security and serves to escalation of the situation in the region,” Hajiyev noted.

He added that by taking such a step, the US has damaged the attitude of the Azerbaijani people and public towards this country.

“As a response to such behavior of the US, Azerbaijan will proceed from the principle of reciprocity in relations with the US,” Hajiyev stressed.

The conflict between the two South Caucasus countries began in 1988 when Armenia made territorial claims against Azerbaijan. As a result of the ensuing war, in 1992 Armenian armed forces occupied 20 percent of Azerbaijan, including the Nagorno-Karabakh region and seven surrounding districts.

The 1994 ceasefire agreement was followed by peace negotiations. Armenia has not yet implemented four UN Security Council resolutions on withdrawal of its armed forces from the Nagorno-Karabakh and the surrounding districts.

Speaking to the Tasnim News Agency, Artashes Tumanyan said for nearly 27 years, Armenia, as an independent state, has had bilateral ties with the Islamic Republic of Iran.

In recent years, the diplomat stated, political, economic and cultural relations between the two countries have developed satisfactorily.

He further emphasized that the relationship with Iran is a top priority and has “a special place” in the foreign policy of Armenia.

The envoy went on to say that the close ties are stable and would not be affected by the will of a third country.

In recent years, Tehran and Yerevan have ramped up efforts to promote bilateral relations in all political and economic spheres.

Back in October, Armenian Prime Minister Karen Karapetyan paid an official visit to Iran at the invitation of Iranian First Vice-President Eshaq Jahangiri.

In a meeting with Iranian President Hassan Rouhani in Tehran on October 10, the Armenian premier expressed his country’s willingness to broaden ties with Iran and said the two neighbors could boost economic relations by tapping into free trade zones in the border areas.

The U.S. Congress is about to get embarrassed by letting itself be used to create fake news and lend legitimacy to a controversial situation.

On Wednesday, Bako Sahakyan, the self-proclaimed president of a fictional country known as “Artsakh” has scheduled an event at the U.S. Capitol to speak and receive an unidentified award. The event’s invitation bills it as a “Congressional reception” and, though no actual Members are listed, the invitation says they are “invited to offer remarks.”

Here are the facts: “Artsakh” is actually the occupied Nagorno-Karabakh region of Azerbaijan that Armenia seized in a 1988-1994 war. The Nagorno-Karabakh region and nearby territories have belonged to Azerbaijan since antiquity. In 1988, Armenia attacked. Six years later when a ceasefire was declared, the region – which accounts for 20 percent of Azerbaijan’s land mass – was in the hands of Armenians and Armenian-backed separatists.

Armenian has repeatedly violated a ceasefire in the region and refuses to negotiate an acceptable end to what has been called a “frozen conflict” that would return the territory to Azerbaijan. During the long war, 30,000 Azerbaijanis were killed, 50,000 more were wounded and a shocking 724,000 were turned into refugees, as Armenia drove them out of their homes in Nagorno-Karabakh, engaging in what many called ethnic cleansing.

“Artsakh,” which also calls itself the “Nagorno-Karabakh Republic,” is not recognized by a single nation on earth. Every international body from the United Nations on down agrees that Nagorno-Karabakh belongs to Azerbaijan and was illegally seized by Armenia, which continues to run the region.

If Armenia cannot make a factual case that “Artsakh” is a legitimate country, its only remaining strategy is to blur the facts. Like a child or a politician that believes repeating a lie enough times makes it true, Armenia thinks that if it peddles the fiction of an “Artsakh” nation enough it will eventually become fact.

Wednesday’s event with Sahakyan at the Capitol is the latest attempt to build that fiction. This time, organizers of the event appear to be trying to co-opt the power – or at least the image – of the world’s most important deliberative body, the U.S. Congress.

Artsakh may be a fictional country, but its self-styled president, Bako Sahakyan, is a real obstacle to any peaceful resolution to the ongoing conflict between Azerbaijan and Armenia and has a real history of blood.

During the worst part of the Nagorno-Karabakh War from 1991 to 1994, Sahakyan was the deputy commander of the Nagorno-Karabakh Republic Committee of Defense Forces. This made him the No. 2 to Monte Melkonian, who commanded Armenian forces against Azerbaijan. Sahakyan is clearly committed to retaining Azerbaijan’s illegally seized Nagorno-Karabakh territory and has shown he will resort to deadly force to do so.

Armenia has become a virtual puppet state of Russia, key to President Vladimir Putin’s plan to restore the former geopolitical influence and regional footprint of the defunct Soviet Union. Armenia has a joint-defense pact with Russia and has been the only country allowed to have nuclear-capable Russian Iskander missiles. According to press accounts, Sahakyan was given Russia’s prestigious “Peter the Great” award.

Any pretense that Artsakh is an independent country with an agenda of its own is undermined by the invitation to Wednesday’s fake-news event. RSVPs are directed to the Embassy of Armenia and its major front groups in the U.S., the Armenian National Committee of America and the Armenian Assembly of America.

Thanks to the internet, we live in an era when any actors can create fake-news events that carry an air of legitimacy, spread rapidly around the world and can have real consequences. It’s uncertain so far what governments and countries can do to stop this tide of lies. But one thing that can be done is to deny these bad actors access to the sacred symbols of democracy and legitimacy they seek to co-opt.

No matter how influential the Armenian lobby may be, the U.S. Congress should not allow bogus politicians and their fake-news events to occur under its roof and patronage.

Catholicos of the Great House of Cilicia Aram I  have recently received the Bishop of Roman Catholic church Ivan Sundus in Lebanon.
 
It was noted that the purpose of the visit was to officially hand over  Pope Francis’s invitation letter to Catholicos of the Great House of Cilicia Aram I on the occasion of opening a statue of St Gregory of Narek at the Vatican on April 5.
 
The statue was donated to the Pope by Armenian President Serzh Sargsyan. The ceremony will also be attended by Armenian President and Catholicos of All Armenians Karekin II.

The Armenian president was the honorary guest at the event – an acknowledgment for Armenia’s contribution to the development and outreach of chess.

President Sargsyan delivered remarks at the inauguration of the chess tournament, the President’s Office said.

Ullrich Krause, president of Germany’s Chess Federation and FIDE Vice President Georgios Makropoulous also delivered opening remarks.

World Chess President Ilya Merenzon and Vice President of the Russian Chess Federation Andrei Guryev – the organizers of the event – delivered speeches as well.

At the end of the opening ceremony the 8 renowned chess players who will compete at the tournament were introduced.

Dear participants of the tournament,

Ladies and gentlemen,

Today is a major event for global chess – the Candidates Tournament is beginning, which is highly anticipated by millions of fans around the world.

I believe this is a unique destination for the chess giants present here today, who only hours later will kick off this giant tournament for the right to challenge world champion Magnus Carlsen.

I am proud and also grateful to the organizers for having the chance to make the first symbolic move at this tournament, as the best appreciation for the contribution which our country has had for the development and outreach of chess. Although Armenia is not a big country by size and population many believe it to be a chess superpower, because in the past several years the national chess team of Armenia, which also includes the current candidate Levon Aronian, has captured three Olympic titles and one world champion title.

Chess is a unique game which has been tested by time. It is very much similar to life where the final result greatly depends on the moves which you’ve done, while after the game all pieces – be it a King or an ordinary pawn, are stored in the same box. Perhaps this is the reason that for many centuries mankind loves to play chess, is discovering its new and hidden sides, is trying to uncover the endless secrets and depth of this wise game.

Chess is a game, but also an art and science. It teaches the culture of accurate calculation and thinking, creativity and honest competition. It forces to deeply respect your opponent. Realizing the positive impact of chess on children’s reasoning, flexibility and development of creative mind and other features, Armenia became the first country in the world to include chess in its national curriculum.

I can happily state that our society accepted this with great excitement and the positive results can already be felt. Certainly, we are happy that the Chess In Schools program is being spread in other countries too.

The world’s first scientific research institute of chess was opened in Armenia this year. We hope that the studies and activities of the institute will discover the yet unknown sides of chess.

The Armenian National Committee of America (ANCA), which spearheaded a decade-long Armenian American advocacy campaign leading up to the 2015 signing of the U.S.-Armenia Trade and Investment Framework Agreement (TIFA), welcomes the upcoming March 19th meeting in Washington, DC of the working council created by this bilateral economic accord, ANCA reported.

“We look forward to the upcoming TIFA Council meeting in Washington and want to share our special thanks with the Office of the U.S. Trade Representative – led by Ambassador Lighthizer – for hosting this constructive platform for the expansion of U.S.-Armenia commercial relations,” said Aram Hamparian, Executive Director of the ANCA. “We also want to express our appreciation to all those who, in the years leading up the May 2015 TIFA signing, joined with the ANCA and other key stakeholders in making this accord a reality – every dedicated official at USTR or State Department, every Armenian official, every American legislator who weighed in, every activist who wrote a letter, every corporation that raised its voice. You made a difference then, and you will again, as we seek a new U.S. Double Tax Treaty, a long overdue next step in the growth of U.S.-Armenia economic relations.”

The Armenian delegation to the TIFA talks will be led by the Deputy Minister of Economy, Hovhannes Azizyan. In recent weeks, senior U.S. and Armenian officials, including U.S. Ambassador Richard Mills and Armenian Prime Minister Karen Karapetyan have each underscored their commitment to taking the concrete steps needed to further expand the U.S.-Armenia economic partnership.

The ANCA began advocating for a TIFA a decade ago, working with the Office of the U.S. Trade Representative during the George W. Bush and Barack Obama administrations.

New York City: Moody’s Investors Service has issued the following news release:
Moody’s Investors Service (“Moody’s”) has today changed the outlook on Armenia’s rating to positive from stable and affirmed the B1 long-term issuer and senior unsecured debt ratings.
 
 
The positive outlook is underpinned by macroeconomic policies that should reduce Armenia’s vulnerability to external shocks. Moreover, ongoing reforms of the fiscal framework may shore up fiscal strength over time.
 
Armenia’s B1 rating balances credit strengths from robust growth potential and improving institutional strength against credit challenges stemming from a small and low income economy that remains exposed to external developments, a moderately high debt burden that relies on external funding, and latent geopolitical tensions with neighbouring Azerbaijan.
 
Moody’s has also raised Armenia’s long-term local-currency bond and deposit ceilings to Baa3 from Ba2. Armenia’s long-term and short-term foreign currency bond and deposit ceilings remain unchanged at Ba2/”Not Prime” and B2/”Not Prime”, respectively.

RATIONALE FOR THE POSITIVE OUTLOOK
 
MACROCONOMIC POLICIES POINT TO REDUCED VULNERABILITY TO EXTERNAL SHOCKS
 
Given Armenia’s small size, low levels of incomes, open economy and significant reliance on external funding, the sovereign’s credit profile is vulnerable to external shocks. While some vulnerabilities remain, improvements in the effectiveness of macroeconomic policies should bolster Armenia’s resilience to potential external shocks.
 
In particular, effective monetary and prudential policies support relative macroeconomic and currency stability, an important feature given the government’s and banking system’s reliance on external and foreign currency funding.
 
This was illustrated during the 2014-16 regional economic shock, caused by the sharp drop in commodity prices. The Armenian dram depreciated the least among peers in the CIS region (by 22% between January 2014 and February 2016), while inflation expectations were anchored, preventing a flight to US dollars. Inflation peaked at 5.8% year-on-year in March 2015 and averaged 1.6% between 2014 and 2017. The deterioration in banks’ asset quality was limited and non-performing loans have fallen to 5.5% of total loans in December 2017, below the January 2014 level. In turn, this allowed bank credit to continue to expand, supporting economic activity.
 
Armenia’s fiscal metrics remain exposed to external shocks that weaken the currency and affect GDP growth. Indeed, general government debt increased markedly to 58.6% of GDP in 2017 from 40.8% in 2013. However, a continuation of monetary and prudential policies effective at mitigating the extent of the currency depreciation would limit that exposure.
 
Moreover, the full implementation in July 2018 of mandatory pension contributions will help raise domestic savings and reduce further the savings-investment gap, the source of Armenia’s external vulnerability. The pension reform requires mandatory contributions for employees born after 1 January 1974, which make up an estimated 60% of Armenia’s workforce. Moody’s expects that the formalisation of savings worth 10% of wage incomes — 5% by the employee with the state topping up another 5% — would, over time, reduce Armenia’s reliance on external funding and create a sizeable domestic institutional investor base for long-term dram assets.
 
REFORMS OF THE FISCAL FRAMEWORK MAY SHORE UP FISCAL STRENGTH OVER TIME
 
Armenia is reforming its fiscal framework with a view to reinforce fiscal discipline, while preserving some fiscal flexibility in response to cyclical shocks. Over time, consistent implementation of this framework may contribute to a gradual strengthening of fiscal metrics.
 
Fiscal discipline will be fostered through the implementation of budget allocation rules for projects and a new e-procurement system. Under the new rules, budgets for projects will only be allocated with explicit cost estimates, obtained through the e-procurement system, which imposes restrictions on single source tenders and ensures transparency of data. These should reduce the scope for corruption and enhance fiscal discipline.
 
A further key component is the introduction of a new and modernised fiscal rule effective 2018, which, if adhered to, will keep current expenditures in check should debt levels exceed pre-specified thresholds of 50% and 60% of GDP, while allowing the government to implement counter-cyclical policies through capital spending. Specifically, if government debt exceeds 50% of GDP, growth in current expenditures would be capped at the rate of nominal GDP growth over the past several years; if government debt exceeds 60% of GDP, current expenditures cannot exceed tax revenues. The new rule also requires a debt reduction plan when debt levels exceed 50% of GDP, although the authorities will only flesh this out in the next update of the medium-term expenditure framework in July 2018.
 
The impact of these measures on Armenia’s fiscal strength will only materialise over time and through economic cycles. Taking into account the government’s fiscal plans, Moody’s expects the government’s fiscal deficit to narrow to 2.6% of GDP in 2018 and 2.5% in 2019, from 4.7% in 2017. Moody’s also expects Armenia’s general government debt to gradually decline to 56.5% of GDP by end-2018 and 54.2% by end-2019.
 
RATIONALE FOR AFFIRMING ARMENIA’S RATING AT B1
 
The affirmation of the B1 rating reflects Moody’s view that the rating appropriately balances Armenia’s credit strengths owing to robust GDP growth and the government’s strengthening track record of effective economic and financial management, against credit challenges stemming from a small and low income economy that remains exposed to external developments, including in Russia, a moderately high debt burden that relies on external funding, and persistent latent geopolitical tensions with neighbouring Azerbaijan.
 
In particular, Armenia will remain vulnerable to external shocks over the medium term given the high level of dollarisation in the economy. The central bank has introduced differentiated prudential requirements for foreign currency loans and deposits to disincentivise dollarisation — including higher reserve requirements and risk-weights for foreign currency deposits and loans, respectively. Although these, together with monetary policy credibility, have contributed to lower dollarisation levels (measured by the ratio of foreign currency deposits to total deposits), they remain high at around 60% at end-2017.
 
WHAT COULD CHANGE THE RATING UP
 
Upward pressure on Armenia’s rating would stem from further economic and/or institutional reforms that point to sustained improvements in economic competitiveness and institutional strength. In particular, these reforms could be fostered by the Comprehensive and Enhanced Partnership Agreement (CEPA) that Armenia signed with the European Union in November 2017, although any tangible impact would likely materialise over the medium term. Indications that Armenia’s debt burden is falling durably and markedly faster than Moody’s currently expects would also be credit positive in rebuilding some of the fiscal buffers that eroded in 2014-16.
 
WHAT COULD CHANGE THE RATING DOWN
 
The positive outlook signals that a rating downgrade is unlikely over the next 12-18 months. However, the outlook could be changed to stable if there was a loss of reform momentum, fiscal slippage removing prospects that the government debt burden will decline over the medium-term, and/or an escalation of the conflict with Azerbaijan over the Nagorno-Karabakh territory.
