Lebanese businesses could take advantage of Armenia’s preferential trade regimes – PM

On an official visit to Lebanon, Prime Minister Karen Karapetyan had a meeting with Lebanon’s President Michel Aoun.

Thankful for the warm welcome, Karen Karapetyan said he was happy to be in Lebanon. “No more than two weeks ago we had the opportunity to exchange views on the whole spectrum of multifaceted relations between Armenia and Lebanon in Yerevan. We highly value the ongoing close contacts and high-level political dialogue between friendly Lebanon and Armenia. As I mentioned at our previous meeting, we must tap as much as possible the economic potential inherent in our bilateral relations,” the Prime Minister pointed out.

Welcoming Karen Karapetyan to his country, the President of Lebanon expressed confidence that the visit would contribute to the further development of the Armenian-Lebanese friendly relations. Michel Aoun expressed readiness to back the two governments’ initiatives and support the implementation of joint programs.

While discussing issues related to the expansion of trade and economic ties, the interlocutors touched upon the possibilities for Lebanese businesses to take advantage of Armenia’s preferential trade regimes and the prospects for promoting cooperation in different spheres.

The Prime Minister noted that the imperative of catalyzing the economic component calls for combining the competitive assets of Armenia and Lebanon. In this context, he stressed that Armenia’s economy boasts good growth dynamics that will be maintained over the coming years. The Premier said he had earlier  discussed with his Lebanese counterpart the possibility of establishing an Armenian-Lebanese venture fund to support businesses interested in Lebanon and Armenia.

The sides highlighted the role of the Armenian community as a bridge between the two countries that can help strengthens bilateral relations.

Yerevan /Mediamax/. Armenian Minister of Defense Vigen Sargsyan has spoken about the prospects of creating a research company in the Armenian Armed Forces.
 
In the interview with Razm.info the minister has said that “we have recorded a notable progress recently in several directions of the military industry”.
 
“The most positive fact I see in the military industry is involvement of young people. Every program has young scientists, people who come with great enthusiasm to build something new on the foundation of tradition and potential. I believe it can become the basis for a research company in the future, which will allow us to involve exclusively talented young scientists in military industry.
 
A lot has been said about possible limitation of young people’s entry into science due to abolition of the military service postponement. I stated that it would lead to exactly the contrary, as simultaneously, we would introduce mechanisms to allow young people to get more actively involved in science. We have a clear outline for the set of these mechanisms. It is in development and we do everything possible to have it installed by the summer draft,” said Sargsyan.
 
Vigen Sargsyan has also announced that “special attention will be paid to introduction of automated management systems and information technologies in the armed forces”.
 
“For that purpose we are forming the institute of Chief Information Officer (CIO) and their office, which will manage the digitization of the entire system: from providing military commissariats with more efficient tools for data processing to accounting, storage management, work with personnel and draft resources, etc,” said Vigen Sargsyan.

Prime Minister Karen Karapetyan visited Antelias to meet with His Holiness Aram I, Catholicos of the Great House of Cilicia.

Prior to the meeting, Prime Minister Karen Karapetyan joined the Catholicos for a tour of the Mother Cathedral of St. Gregory the Illuminator, after which he called at the nearby chapel commemorating the victims of the Armenian Genocide.

During the meeting that followed, Prime Minister Karen Karapetyan and Catholicos Aram I discussed issues related to Armenia’s development. The Premier presented Armenia’s current economic status and the latest growth indicators, noting that the Government will continue to take steps toward achieving better results in different spheres.

Karen Karapetyan provided details of his talks with the top leadership of Lebanon, describing them as fruitful and constructive.

Highlighting the importance of the Armenian Prime Minister’s official visit to Lebanon, Catholicos Aram I singled out the economic agenda, which he considered a good opportunity to discuss the prospects of bilateral economic ties.

The Prime Minister answered the questions of Armenian community representatives in attendance of the meeting, which specifically bore on Armenia’s economic agenda, the prospects for Nagorno-Karabakh conflict settlement and EU-Armenia cooperation.

Karapetyan: Lebanon may use Armenia as a platform to enter new markets

YEREVAN, March 12. /ARKA/. Armenian Prime Minister Karen Karapetyan and his Lebanese counterpart Saad Hariri discussed today in Beirut ways to expand bilateral cooperation in agriculture, ICT, tourism and culture, the Armenian government press office said.

It quoted Karapetyan as saying that despite friendly and close relations between the two countries, the Armenian-Lebanese economic relations lag behind the high level of political relations, and there is great potential to tap and develop.

He said also being a member of the Eurasian Economic Union, having the GSP+ trade regime with the European Union and a free economic zone near the border with Iran, as well as a business-friendly environment, Armenia allows access to larger sales markets.

’There are many areas where we can cooperate: light industry, jewelry, pharmaceutics, agriculture, information technology, and tourism. We also agreed that we will continue to negotiate over the establishment of an Armenian-Lebanese investment fund to support our joint initiatives. We also talked about the development of solar and alternative energy,’ he said.

In turn Saad Hariri said  the sides agreed to strengthen and develop relations between Armenia and Lebanon in different spheres and at different levels, specifically in the banking sector, especially as the Lebanese banks are known worldwide and have great potential to finance public and private projects. 
Karapetyan  invited his Lebanese counterpart to visit Armenia, saying  that a meeting of the Armenian-Lebanese intergovernmental commission could be held as part of it to discuss the above-mentioned  issues and outline new areas for cooperation. 

He also  underscored the important role of the Armenian community of Lebanon in deepening and expanding bilateral relations. -0-

Lebanon and Armenia have many sphere of cooperation, Lebanese Prime Minister Saad Hariri said during the joint press conference e with Armenian Premier Karen Karapetyan.

According to him, the Armenian-Lebanese relations and the relations between the two peoples are deeply rooted in history. Such historical links are also conditioned by the important role of the Armenians in Lebanon.

“For me it’s a great honor that my father, Rafic Hariri, was the first person to established firm fraternal relations with Armenia in 1991. And we are committed to continue this path for the benefirt and welfare of the two countries and peoples”, Hariri said.

The Lebanese PM said during the talks with the Head of the Executive of Armenia they agreed to strengthen and develop relatiuons between Armenia and Lebanon in different spheres, particularly in the banking sector.


Ordinary Fascism with Azerbaijani Variations

    In the midst of the Cold War, in the most dramatic moments of mid-60s, thinking society of USSR was not only deeply touched, but was also given  food for thought by the talented filmmaker Mikhail Romm’s   documentary film called “Ordinary Fascism”  which according to impartial experts is a genius film about fascism origin and development and, most importantly , the potential dangers of the  latter  for future generations. This is a film-meditation about the nature and causes of the emergence of fascism in the country that has given birth to a unique constellation of science, culture and arts.

    It is assumed that the Third Reich’s “National Socialism” ideology is a turning point in history. But, alas, his inheritance revives like a tale headless monster. Holocaust, genocide, aggression, racism, “return of territories – today all of this is still hanging over the head of mankind like a sword of Damocles.

    “Expanding Germany’s Spatial Territories” was the principal thesis of Hitler’s program, which still does not calm politicians in many countries inspired by fascism’s “expansion to the East”( “DrangnachOsten”) challenge. Only some of them direct the arrow to their neighbors.

    They say, “mafia is immortal” and then what about fascism? It is prospering right before our eyes, in our region. We must beware and take measures against it, for modern fascism is not less dangerous and less disastrous than it was in the period of Fuhrer and  Duce.

    Now, as the French would say, “Let’s get back to our sheep!”. The fascism machine lives, operates and roles round just  a few kilometers away in our neighborhood. By the classical laws, fascism is a political regime with its internal and external orientation, peculiarities and principles. Today’s Azerbaijan’s political agenda includes all the components and parameters of the fascist system. Usually dictators are charismatic and have special names. Julius Caesar was “the father of the nation” in ancient Rome, Mussolini was Duce in Italy, Hitler was Fuhrer in Germany. Aliyev does not have charisma and is modestly satisfied with the status of a president, probably seeing that Portuguese Antonio Salazar was just a premier-minister.He was also convinced fascist. Like all mentioned dictators, Aliyev did not cancel the Parliament and the multiparty system… However, in the conditions of fascism, the dictatorship is characterized by the fact that a system is created in the country where all the levers of power are concentrated in the hands of the sole leader, as a result of which all the laws adopted by the legislature and the executive are transformed into fiction and the opposition parties are purely decorative in nature. Thus, Aliyev’s reelection in the upcoming elections is 100% guaranteed.

    Azerbaijan’s economy holds all fascism segments. Like other fascist regimes, corporatism develops along the path of unifying the state and large capital. And in the conditions of corporatism, economic policy is determined by the sectorial interests. In Azerbaijan, it is, naturally, the carbohydrate industry. These corporations are monsters born of the coupling of the state bureaucracy and oligarchy, which governs the entire capital and reserves of the state. The interests of small and medium-sized enterprises are ignored and the protection of the   population’s interests  by the trade unionists and  the syndicates  is out of the question. They simply do not exist here. Azerbaijan faces militarization of economy. The Third Reich’s favorite slogan ”guns Instead of butter’‘ is widely used.  The social needs of the broad population and the well-being of ordinary people are subordinated to military spending, which according to  the ruling regime is determined by the war with Nagorno-Karabakh. One of the obvious features of Fascism’s policy is repression and censorship. Like other fascist regimes, there is a legal and non-legal police mechanism in Azerbaijan that is protected by the state. Such a terrorist act is carried out not only against active oppositionists. Special websites gather and sort individuals who criticize the authorities. Subsequently they are exposed to moral and, if necessary, physical pressure. In the internal political life Azerbaijani fascism combines the police and state repressions with propaganda, hacking methods, persecutions, arrests and imprisonment.

    The “odyssey” by the renowned writer Akram Aylisli takes a special place in the fight against dissidents, which, like many other cases, “missed” the “alert”eyes of Western human right defenders. The most striking feature of fascism is militarism, which occupies a special place in the current political life of Azerbaijan and the propaganda mechanism of the authorities. In order to conceal internal political failures and distract people from the daily problems, the leadership applies to the fascist trials. war is declared a natural, everyday life of man. At the same time, this is done in the background of so described “Armenian aggressor” and “occupant” stereotype. Azerbaijan is building a cult of war and fascist mythology, the basis of which are the fallen heroes of the “liberation war”.Creates an alley of the heroes and so on.  And the crown of that ideology was the cynical and shameful fact of granting the title of Hero to the murderer Safarov and raising the throne of glory. For example, things like a deep economic crisis and mass depletion of the population can give rise to fascism. Among the reasons, in our opinion, is the primary defeat of the state in the war, the loss of territories, and, therefore, its degradation on the international ground.

    The conditions imposed on the German side after the First World War , for instance , played a major role in the rise of  fascism in Germany. They created the so-called Weimar stereotype, which was skillfully used by Hitler for a revenge, unleashing the Second World War. German fascism was the result of a destroyed imperium nostalgia, loss of territories and violation of international authority. And what has our neighbor lost and what is the logic of fascism?  Return of the lost territories or the restoration of territorial integrity? Let’s suppose that the common and deceived Azeri believes that Armenians have “seized” their territories.  But Aliyev and his team  do know that Armenians have  ,not yet fully, returned what they were taken away from  a hundred years ago.Revenge? But if Azerbaijan had been convinced of success, especially after the April “blitzkrieg” which was a practice a  la fascism, it would have already taken that step. Baku authorities, especially after the April war, are skeptical about the possibility of losing a large-scale war. Azerbaijani fascism moves with the same laws and psychology that other fascist states act.

    Within this context, Baku’s revanchist, imperialist, and militaristic ambitions open up new horizons of confrontation and festive dreams. Fascism’s appetite apparently increases in time and space. Otherwise, how would one explain the Aliyev’s desire to capture Zangezur, Lake Sevanbasin,finally the “lost” Erivan Province   and so on? Once you follow the dynamics of the Azerbaijani fascism, you come to the conclusion that this phenomenon does not recognize a friend or an enemy, neighbor or ally, and like an octopus sea monster, has a tendency to spread everywhere, far from its country and in the places where it does not belong. Thus, besides the Armenian lands, the Azerbaijani political mind often attracts attention to the territories of Northern Iran, considering it to be the “paternal lands”.And Baku political scientist Zaura Mamedov is making a fictional statement comparable to the discovery of Columbus, which sounds as the following “Azerbaijanis have always been the owner of the state, now called Iran.” And don’t be surprised, it turns out that “the Azerbaijanis ruled over Iran for more than 1,000 years.” Not forgetting the eldest friend, the political analyst is trumpeting that “In fact, Iran was a Turkic country from X century to 1924.” No more, no less. And we are still indignant about Erivan. It remains only to suspect the strength of the foundations on which the Azerbaijani-Iranian relations are built, as well as the Russia-Iran-Azerbaijan alliance. The course of history, unfortunately, shows that the change of the fascist regime is almost impossible. Azerbaijani fascism is not an exception. After the Judgment Day, such regimes collapse either because of war or in the case of the disappearance of the regime leader.

    Karen Karapetyan and his Lebanese counterpart Saad Hariri discussed the prospects of the development of economic cooperation between the two countries.

    “Lebanese companies can use our platform to enter larger markers, taking into consideration our membership in the Eurasian Economic Union, free economic zone at the border with Iran, GSP+ trade regime with the European Union. Overall it’s the right time to come to Armenia and make investments,” Karen Karapetyan said.

    Armenia Seeking Persian Gulf – Black Sea Transit Corridor

    Armenia is currently negotiating with Georgia, Bulgaria, Greece and Iran in order to create a Persian Gulf – Black Sea international transportation and transit corridor.

    “The aim of this project is broad, and covers a vast number of areas of interest,” said the Chief of Staff of the Armenian Ministry of Transportation, Communication and Information Technology Samvel Amirkhanyan.

    Notably, the idea provides for the facilitation of international cargo shipments and transit, standardisation, reduction of transportation spending and simplification of several procedures. One of the primary working areas is an improvement in road conditions in order to create a safer – and more attractive – conduit for international transporters.

    “The project will make it easier for Armenian shippers to enter international markets through simplified procedures over both land and sea,” said Mr Amirkhanyan. “The project will also enable us to accelerate and transit of perishable goods at border crossing points.”

    In early February, the President of Armenia Serzh Sargsyan announced at the Munich Security Conference that Armenia was intending to negotiate the transit corridor with all stakeholder countries. Bulgarian President Rumen Radev also referred to the project during his recent visit to Armenia.

    Discussion regarding the corridor actually began several years ago. In 2015, Iranian Minister of Transport Abas Ahmad Ahundi said that the the project was crucial not for both Iran and Armenia, pointing out that the latter has no access to the sea.

    YEREVAN, MARCH 11, ARMENPRESS. Armenia’s Ambassador to Iran H.E. Artashes Tumanyan had a meeting on March 10 with Ziya Hashemi, the new director of IRNA, the country’s main state-media, the Armenian Embassy of Iran told ARMENPRESS.

    At the meeting Mr. Hashemi warmly recalled his earlier visit to Yerevan a few years ago in the capacity of a lecturer of the University of Tehran. Speaking about the Iranian-Armenian community Mr. Hashemi praised the role of its representatives in the country.

    Underscoring Armenia’s high level in science, Mr. Hashemi attached importance to the development of scientific cooperation.

    He also addressed the need for strengthening cultural ties and expressed readiness to serve IRNA’s capabilities for spreading information and raising the level of awareness about Armenia in Iran.

    The Armenian Ambassador thanked for the meeting and was pleased to note the cooperation which has been established with IRNA.

    H.E. Artashes Tumanyan spoke about the ARMENPRESS-IRNA memorandum of cooperation signed October 21, 2017 in Tehran, mentioning that the parties are carrying out concrete actions for realizing the deal.

    Both sides concurred on the need for consistently continuing the work aimed at raising the level of mutual recognition in the two countries.

    The sides also discussed the issue of opening IRNA and ARMENPRESS representation offices in Yerevan and Tehran respectively.
