Latvian parliament unanimously votes for Armenia-EU agreement in the first reading

The Latvian parliament has unanimously voted in favour of the Armenia-EU Comprehensive and Enhanced Partnership Agreement (CEPA) in the first reading, Armenian Ambassador to Lithuania, Latvia and Estonia Tigran Mkrtchyan said on Twitter.

“Good news from Latvia. Saeima without any opposition conceptually supported the Armenia-EU Comprehensive and Enhanced Partnership Agreement, CEPA after the 1st reading. Hope soon the 2nd reading will occur and the agreement will be ratified,” he twitted.

A group of residents have filed a Notice of Petition to Recall with the city of Montebello and the County to recall Mayor Vanessa Delgado, who has filed papers to run against State Senator Tony Mendoza, and Mayor pro tem Jack Hadjinian.
 
It is a first step in a lengthy recall process of the two embattled elected officials.
 
The petitions require that the proponents write a statement, not over two hundred words in length, outlining the reasons for the recall.
The proponents must also gather no less than 20 signatures on each of the petitions that must be verified by the City Clerk in order to move forward.
 
The petitions stated the reasons listed by the residents to recall Delgado are, “Delgado brokered a no-bid contract for her brother‘s company to build Home2 Suites which cost the city $50 million; Delgado failed to listen to her constituents, trying to bring cannabis into the City; Delgado made herself Mayor by breaking tradition and passing over a senior councilmember voting for herself; Delgado supported Measure W (Water Sale), Measure S (Sales Tax), and City Asset Sales, hired friends costing city $387,100;  Delgado doesn’t care about Montebello already running for the Senate leaving after only two years;  and Delgado is tied to the Calderons.”

The petitions stated the reasons listed by the residents to recall Hadjinian are, “Hadjinian keeps trying to raise taxes; Hadjinian paid a false claim that was over 10 years old to Garfield Financial when the City’s law firm recommended they not be paid costing our city over $4 million; Hadjinian supported Measure W (Water Sale), Measure S (Sales Tax), and City Asset Sales, hired friends costing city $387,100 ; Hadjinian used his official capacity to make money conducting personal business which is a conflict of interest and illegal; Hadjinian has personal ties with cannabis promising favors and licenses in exchange for money; Hadjinian has personal ties to the Calderons; and Hadjinian stated residents are unimportant.”
 
A copy of the notice must be served by personal delivery or by certified mail on Delgado and Hadjinian.
 
In addition, the original notice must be filed with the City Clerk within seven days of being served and subsequently published at least once in a newspaper of general circulation and filed with the City Clerk.
 
The next step in the process requires the proponents to prepare the recall petition for circulation which once again must be approved by the City Clerk.
 
After approval, the proponents must collect enough signatures to qualify for a recall election, with the number of signatures based on a percentage of the registered voters in Montebello.
 
The City has approximately 33,000 registered voters, so the amount needed to qualify is 20% or 6,600 (or more) signatures.
The proponents indicated they will strive for 10% additional “to be safe.”

Recall effort launched against Montebello mayor, councilman

A group of Montebello residents, angry about a number of past City Council decisions — including allowing some commercial marijuana businesses in the city — has begun the process to recall Mayor Vanessa Delgado and Councilman Jack Hadjinian.
 
Thirty-four Montebello residents have signed each petition, which were sent by certified mail to Delgado and Hadjinian, and submitted to the Montebello City Clerk’s Office.
“It’s because of their shenanigans,” said Mike Torres, a local activist. “I told Delgado that if you go ahead and approve the marijuana thing, I’m coming after you,” said Torres, referring to the council’s 3-2 vote in February to allow commercial indoor cultivation, manufacturing and testing of marijuana.
 
Delgado and Hadjinian often vote similarly. The councilman who joined them in the cannabis vote, Art Barajas, cannot be recalled, as his term ends in November.
 
“(Marijuana) will bring in a bad environment,” he said. Marijuana businesses would be “just down the street from my house.”
 
Delgado didn’t return a phone call, but Helen Sanchez, spokesman for her campaign for state Senate, blamed fellow Councilwoman Vivian Romero, who is running for the same seat, for the recall.
 
“This is pure political theater produced by Vivian Romero” and her significant other, Shannon Calland, Sanchez wrote in an email. Calland was one of those who signed the petition against Delgado, although she didn’t sign the paperwork targeting Hadjinian. “It’s a misuse of taxpayer funds meant to dupe the public for their own agenda.”
 
Romero denied having anything to do with the recall. A recall supporter, Linda Nicklas, confirmed Romero’s lack of involvement.
Romero declined to take a position on the recall and blasted Sanchez for making the accusation.
“The more my opponent engages in absurd ridiculous lies and conspiracy theories, the more she drives home the point better than I ever could, that she’s unfit for the office,” Romero said.
 
Hadjinian didn’t return a phone call made Wednesday seeking comment.
 
To launch the recall, residents needed the signatures of 20 registered voters who live in the city — they filed 34 — and those names must be verified before citywide signature-gathering can begin in earnest.
 
If certified, Delgado and Hadjinian will be allowed to submit a 200-word-maximum response, which would appear on the petitions. Recall supporters would have 120 days to collect the signatures. To force a recall election, they will need to college signatures from 20 percent of Montebello’s registered voters — nearly 6,000 residents.
 
The number isn’t exact because Lilian Guzman, deputy city clerk, was not in on Wednesday to provide an exact figure.
 
Torres said the recall leaders have opened an office and plan to raise $30,000 to hire signature-gatherers.
 
On their initial petitions, recall leaders listed other reasons for their ouster attempt, including a council decision in December to bypass Councilman Bill Molinari as mayor during the annual rotation for selecting a mayor.
 
The petition also complains the city awarded a $36.3 million construction contract to KPRS of Brea, for which Delgado’s brother, Ariel, works as a project engineer.  She abstained on the vote.
 
The petition against Hadjinian says that he supported tax increases by his votes to put a sales tax increase on the November 2017 ballot — it lost — and another to sell the city’s water system . It also lost.

The ARS Hollywood "Mayr" Chapter celebrated its milestone 100th Anniversary 
through two recent events, including a community event held on March 4, 2018 at 
Garabedian Hall and an elegant banquet on March 17, 2018 at De Luxe Banquet 
Hall.
A large turnout of ARS members, supporters, dignitaries, and elected officials 
brought their participation and support to both events to join the chapter in 
marking this significant occasion.
Native Footwear Reaches Armenia and Artsakh
The ARS of Western USA sent a total of 5,000 pairs of Native footwear to 
Armenia and Artsakh. The shoes were distributed throughout hospitals, centers, 
as well as to families in need in Artsakh. 
  Javakhk Forum Takes Place at Glendale Community College
On March 15, 2018, over 100 students and guests gathered at GCC for an 
informative discussion regarding Javakhk - its complex history, current 
affairs, economy, and programs. The forum was successful in bringing awareness 
about an important segment of the global Armenian community and educating 
others about the current state of the Armenian community of Javakhk.
Panelists included Glendale City Councilmember Zareh Sinanyan; ARS Javakhk Fund 
member Carnie Armenian; AYF Central Executive member Puzant Berberian; and  
ANCA Western Region Communications Coordinator Dickran Khodanian; moderated by 
GCC Armenian Student Association Chairperson Preny Alaverdian. 
The forum becomes one of the several initiatives taking place in March that aim 
to educate and spread awareness about Javakhk as part of Javakhk Awareness 
Month. Just earlier this month, the ARS Javakhk Fund received a surprise 
donation of $100,000 by Haigoush Keghinian Kohler, a veteran ARS member.

Hasmig Kozanian
ARS Erepouni Chapter
Hasmig  Kozanian was born in Anjar, Lebanon and has been a member of the 
Armenian Relief Society since the age of 19. 
Due to work, the family relocated to Africa and  she became a member of the 
Lion's Club in the Congo.
In 1997, after relocating to the United States, she joined the ARS Oakland 
"Erepouni" Chapter where she  continues to be a member until  the present time. 
Given her strong belief in the value of volunteerism, she has continually done 
her  utmost to advance the chapter's programs, work, and activities. For over 
20 years, she has played an instrumental role in the chapter and its 
advancement.
Regardless of her busy personal life, she is always in support of her chapter 
and the organization. Hasmig Kozanian has held numberous leadership positions 
in the chapter's executive, including chairperson, secretary, and chairperson 
of the social committee. She has also served as a member of the ARS  of Western 
USA, Regional Executive Board.
The ARS Oakland "Erepouni" Chapter commends Hasmig Kozanian for her years of 
dedicated service to the chapter and to the organization.

Yerevan Unfazed By Russia-West Tensions

The latest upsurge in tensions between Russia and the West will not adversely 
affect Armenia’s relations with the European Union and the United States, a 
senior Armenian diplomat insisted on Thursday.
Deputy Foreign Minister Shavarsh Kocharian said he specifically expects no 
fresh hurdles to the ratification of the Comprehensive and Enhanced Partnership 
Agreement (CEPA) that was signed by Armenia and the EU last November.
The 350-page agreement highlighted Yerevan’s desire to deepen ties with the EU 
while remaining part of Russian-led alliances of ex-Soviet states, notably the 
Eurasian Economic Union (EEU). The EU’s foreign policy chief, Federica 
Mogherini, said earlier this month that those ties are now closer than ever 
before.
“The EU finds very important the fact that Armenia is the first Eurasian 
Economic Union member state which opted for such profound cooperation with the 
EU while sticking to its obligations to other integration structures,” 
Kocharian told reporters.
Kocharian claimed other some of the other EEU member states are now looking 
into the EU-Armenia dealings as a potential blueprint for their relations with 
the 28-nation bloc. He refused to name them.
The mounting Russia-West tensions stem from the recent the poisoning in Britain 
of former Russian double agent Sergei Skripal. The U.S., France and Germany 
have effectively joined Britain in blaming Russia for the military-grade nerve 
toxin attack. They have called it a clear breach of the Chemical Weapons 
Convention and international law.
Moscow has denied any involvement in the poisoning.
Kocharian also seemed optimistic that no EU member state will block or impede 
the CEPA’s implementation. “The fact that the EU signed the agreement means 
that all EU member states had fully agreed to it,” he said.
The CEPA has to be ratified by Armenia’s parliament, the EU member states and 
the European Parliament in order to fully come into force. But some of its key 
provisions can be put into practice right after the Armenian ratification 
expected next month.
No Political Prisoners In Armenia, Says Minister

The Armenian authorities have not arrested or imprisoned anyone for political 
reasons, Justice Minister Davit Harutiunian said on Thursday.
“I don’t agree that there are political prisoners in Armenia,” he told RFE/RL’s 
Armenian service (Azatutyun.am).
Harutiunian dismissed a list of about a dozen imprisoned individuals drawn up 
my some human rights groups and other non-governmental organizations.
“I am familiar with many such lists. I have also seen a list drawn up by an 
international organization which described Nairi Hunanian as a political 
prisoner,” he said, referring to the jailed leader of an armed group that 
assassinated Prime Minister Vazgen Sarkisian and seven other officials in the 
October 1999 attack on the Armenian parliament.
“Everything depends on standards and unfortunately the fact is that this term 
[political prisoner] is very often used for political purposes,” added the 
minister who has held senior state posts for the last two decades.
The individuals considered to be political prisoners by critics of the Armenian 
government are mostly members or supporters of fringe opposition groups. One of 
them, Zhirayr Sefilian, was sentenced this week to 10.5 years in prison on coup 
charges which he strongly denies.
The lengthy prison sentence has been condemned by Armenian civic groups and 
mainstream opposition leaders such as Nikol Pashinian, a leader of the Yelk 
alliance.
Another Yelk leader, Edmon Marukian, on Thursday commented more cautiously on 
the jail term handed to Sefilian. He said he will pass final judgment only 
after looking into the verdict handed down by a Yerevan district court. 
Marukian made clear at the same time that he believes that the verdict is 
“connected” with Sefilian’s political activities.
The head of the European Union Delegation in Yerevan, Piotr Switalski, was 
asked by reporters last September about the existence of political prisoners in 
Armenia. “The European Union does not always necessarily share the views of 
non-governmental organizations,” Switalski said. “On such issues, we are mainly 
guided by decisions made by the European Court of Human Rights. As you know, 
there are no people in Armenia who are qualified by [the Strasbourg court] as 
political prisoners.”
No One Charged In Armenian Wildfire

Armenia - A wildfire in the Khosrov Forest State Reserve, 14Aug2017.
After a five-month investigation, Armenian law-enforcement authorities have 
decided not to prosecute anyone in connection with a massive wildfire in a 
nature reserve southeast of Yerevan.
The fire in the Khosrov Forest State Reserve erupted in August and raged for at 
least four days before being extinguished by Armenian emergency workers with 
the help of a Russian firefighting plane. It burned at least 360 of hectares of 
woodland.
Armenia’s Investigative Committee initially charged one unnamed person under an 
article of the Criminal Code dealing with serious damage caused to a forest.
A spokeswoman for the law-enforcement agency, Sona Truzian, said on Thursday 
that it has closed the criminal case for lack of any evidence of arson or human 
negligence. She said investigators concluded that last summer’s drought and 
unusually high air temperatures were the likely cause of the calamity.
Environment Protection Minister Artsvik Minasian said he has no reason to call 
their findings into question. “I have confidence in the professionalism of our 
law-enforcement bodies,” he told RFE/RL’s Armenian service (Azatutyun.am).
Armenia - Trees in the Khosrov Forest State Reserve burned by a wildfire, 
14Aug2017.
Minasian stated as recently as in October that the cause of the blaze was 
“definitely not natural.”
His ministry announced at the time that it has asked for and received aerial 
photographs of the Khosrov reserve that were taken by U.S. surveillance 
satellites the day after the fire broke out on August 12. It said it has 
forwarded the images to the Investigative Committee.
Hakob Sanasarian, a veteran environment protection activist, said he does not 
trust the committee’s conclusion and suspects a cover-up. Sanasarian also 
slammed the Environment Protection Ministry, saying that it was not equipped to 
contain the blaze and has failed to learn lessons.
Minasian argued that the ministry lacks funds to hire more staff for this and 
other forests. He also said it has since acquired some types of new technical 
equipment and revised its contingency plans for wildfires.
The Khosrov reserve occupies roughly 25,000 hectares of land. Around 9,000 
hectares of it are forests originally planted during the reign of a 4th century 
Armenian king, Khosrov III.

“Zhoghovurd” claims that Prime Minister Karen Karapetian “voiced indirect 
accusations against Serzh Sarkisian” in the Armenian parliament on Wednesday by 
reiterating his belief that the continuing uncertainty about his political 
future reflects negatively on economic activity in Armenia. Karapetian thus 
again accused Sarkisian and the ruling HHK of hampering investments in the 
Armenian economy, speculates the paper.
“Haykakan Zhamanak” describes as “sensational” the release on Wednesday of 
transcripts of wiretapped phone calls that were made by radical opposition 
gunmen after they seized a police station in Yerevan’s Erebuni district in July 
2016. They were publicized by prosecutors at the trial of the leading members 
of the armed group called Sasna Tsrer. “The conversations make it clear that 
the group which seized the police base had one objective: to remove Nikol 
Pashinian from the [surrounding] area and get the people rallying there closer 
to the base,” comments the paper. It suggests that the release of this 
important information may be aimed at preventing Pashinian’s Civil Contract 
party and smaller opposition groups supportive of the jailed gunmen from 
jointly trying to topple President Sarkisian.
“These wiretaps demonstrate that Sasna Tsrer’s actions targeted not only the 
authorities but also politics as a whole,” writes “Zhamanak.” The paper too 
points to possible cooperation between Pashinian and the gunmen’s backers. “Of 
course, in Armenia’s modern history there have been quite a few cases where 
political forces that had traded accusations subsequently became allies, at 
least in the tactical sense,” it says. “But in this case we are witnessing a 
qualitatively different situation and circumstances because they are about 
accepting or not accepting politics in principle, rather than 
political-tactical differences.”
“Hraparak” sees a clear division between opposition forces trying to stop Serzh 
Sarkisian from extending his rule. Some of them, including the jailed Sasna 
Tsrer leaders, stand for an “armed tough struggle” while the others, notably 
Pashinian’s party, favor solely peaceful methods of political struggle, 
editorializes the paper. It says that even peaceful protests will not make 
Pashinian and his allies immune to arrest. “The bad thing is that in our 
country virtually all avenues of political struggle lead to prisons,” it says. 
“Things like civilized struggle, peaceful regime change and bloodless ouster of 
a failed government do not materialize here.”

Sports: Closest anybody comes to rivaling Ibrahimovic is Mkhitaryan: Man Utd

PanARMENIAN.Net – The closest anybody can come to rivaling Zlatan Ibrahimovic at Manchester United is Armenian playmaker Henrikh Mkhitaryan, the English club said on its official website.

“It would be fair to state that Ibrahimovic had a bigger impact in a short space of time than any other player in Manchester United’s history,” the club said.

“Others who performed well in short stints at the club spring to mind, including Carlos Tevez who may have only been on a two-year loan but still racked up 99 games. Veteran defender Laurent Blanc was another of Sir Alex Ferguson’s short-term acquisitions but he managed 75 outings.

“Arguably, the closest anybody can come to rivaling the Scandinavian legend is Henrikh Mkhitaryan. The Armenian won the same three pieces of silverware as Zlatan last term and also scored in the Europa League final against Ajax. Mkhitaryan appeared 63 times for the Reds before moving to Arsenal in January, scoring 13 goals.”

The Armenia international endured a difficult 18-month spell under Jose Mourinho at Manchester United before swapping Old Trafford for the Emirates in January as part of the swap deal which saw Alexis Sanchez move in the opposite direction.

While Sanchez has struggled badly, scoring just once in 10 games, since his high-profile move, Mkhitaryan appears to be thriving in an attack-minded Arsenal side.

The 29-year-old has already provided six assists and scored in consecutive games, including his maiden Arsenal goal in last week’s 2-0 over AC Milan in the Europa League.

Sports: Henrikh Mkhitaryan says Armenia to have serious test in league of nations

YEREVAN, March 22. /ARKA/. Armenian national team captain and British Arsenal midfielder Henrikh Mkhitaryan said today that in the League of Nations Armenia will face a difficult test.

“I think that there are a lot of difficulties for us in the League of Nations. Let nobody think that our foes in the league D are weak. In modern football there are no strong or weak rivals, we are going to have a serious test. We should do everything possible to fulfill the task and win every match,’ Mkhitaryan told reporters after the ceremony of getting the Best Footballer of the Year prize.

Speaking about the upcoming friendly games versus Estonia and Lithuania, he said the mood in the national team is high.

The friendly versus Estonia is scheduled for March 24 in Yerevan and the Armenia-Lithuania friendly match will be held on March 27.

“We will try to win both matches, despite the fact that our head coach is going to test various tactical changes and experiments, but that should in no way influence our desire to win,” Mkhitaryan said.

According to him, the Armenian team needs to make maximum in these friendly games, as well as in games that will be held in late May and early June, in order to properly prepare for a League of Nations cycle.

Earlier this year Armenia had drawn foes Macedonia, Lichtenstein and Gibraltar in inaugural UEFA Nations League Draw in Lausanne, Switzerland.  The UEFA Nations League is replacing most friendlies with competitive matches, allowing nations to play against equally ranked teams. The four group winners of the top-ranked League A will qualify for the UEFA Nations League finals in June 2019. For the other sides there are opportunities to get promoted, relegated and also secure a place in Euro 2020.

The 55 associations have been split into four leagues according to their position in the UEFA National Team Coefficient Rankings.  Armenia is in the fourth league D together with Azerbaijan, Macedonia, Belarus, Georgia, Latvia, Faroe Islands, Luxembourg, Kazakhstan, Moldova, Liechtenstein, Malta, Andorra, Kosovo, San Marino and Gibraltar. 

The four group winners of League A will qualify for the Nations League finals which will take place in June 2019. The group winners of Leagues B, C and D gain promotion and those at the bottom of A, B and C will be relegated.

The four best placed finishers in each league tier of the Nations Cup that fail to qualify for Euro 2020 will then go into a play-off for one place – with a one legged semi-final and one legged final in March 2020.- 0-

Mkhitaryan: I expect an entertaining match with CSKA

When asked by Mediamax Sport about the game, Mkhitaryan has noted he already faced CSKA this season as a Manchester United player.

“Although we won 1-4 in the first leg, it was not easy. This time I will play against CSKA as an Arsenal player. It will be a different game and, you could say, a different opponent. Judging by their latest game, they have progressed a lot,” noted the midfielder.

He has remarked again he was a fan of the London club for many years, although he didn’t mention it often:

“My dream has come true, now I play for Arsenal. I wish all Armenian kids to believe in themselves and know that with hard work, any dream can come true.”
