Azerbaijani Press: Russia may put pressure on Azerbaijan

Russia may put pressure on Azerbaijan
[Armenian News note: the below is translated from the Russian edition of the Azeri opposition news agency Turan]

According to official data, [incumbent President] Vladimir Putin won a victory, gaining more than 76 per cent of votes and breaking his own record in doing so in the [March 2018] presidential election in Russia.

Putin not going to put up with West’s growing presence in post-Soviet countries

Putin’s popularity was also boosted by his coherent policy, which showed historic and geopolitical claims to the fractions of the Soviet Union in the shape of former Soviet republics.

Putin’s 18-year long presidency has shown that he does not want to come to terms with the West’s growing presence in the post-Soviet area and the pro-Western lurches of the satellite countries. From his point of view, his aggressive moves in Georgia in 2008 and those in Ukraine since 2014 were meant to make an example. The latest sanctions against Russia are indicative of exacerbation of the struggle for spheres of influence.

It is clear that the conflict between the two poles has always had an impact on Azerbaijan, which has been able to evade turning into the arena of open confrontations. Will the [incumbent President Ilham] Aliyev administration be able to preserve the existing balance in view of Vladimir Putin’s election as president [for a fourth term in office]?

Azerbaijan needs ‘neutrality’ in strained relations between West, Russia

Director of the Atlas Strategic Research Centre Elhan Sahinoglu told Turan that despite the fact that Putin was re-elected, this victory would cost him a lot: “The West is sure to toughen sanctions against Russia and the scandal over [the poisoning of former Russian spy Sergei Skripal and his daughter, Yulia in Salisbury] has turned up the heat even stronger. Sanctions against Putin and his entourage are having a negative impact on the country’s economy and the social situation, which the population is in. In the past, US think tanks developed and put into practice different plans aimed to annihilate the Soviet Union. And they eventually managed to achieve their goal. At present, think tanks are designing plans to weaken Putin and Russia.”

The pundit emphasised that strained relations between the West and Russia should make no impact on Azerbaijan.

“Russia is our neighbour, which Azerbaijan maintains good relations with, despite the fact that Moscow shows support for the occupier of our territories. However, these normal relations do not imply that Azerbaijan should show support for Russia in its conflict with the West. We should maintain neutrality. As for Azerbaijani officials, they should support rectification of relations between the West and Russia. Other types of statements might do harm to Azerbaijan. Unfortunately, some MPs dub Western sanctions unjust, creating the impression that Azerbaijan supports its neighbour. Seeing this, Moscow might think that official Baku fears it and might increase pressure. Apart from this, MPs should know that sanctions against Russia are linked to the annexation of Crimea, which is an analogy of [the conflict over Azerbaijan’s breakaway Nagorno]-Karabakh. Therefore, showing support of the kind for Russia, some MPs indirectly turn a blind eye to the occupation of Karabakh,” Sahinoglu emphasised.

If pressure increased, Russia might lose Azerbaijan

The expert thinks that after the consolidation of Putin’s positions in the role of president, Russia will be able to put pressure on Azerbaijan at a later stage, if it strengthens relations with Europe. However, this pressure is not going to be strong.

“All the projects, which Azerbaijan is implementing in the region such as TAP [Trans-Adriatic Pipeline], TANAP [Trans-Anatolian Pipeline], and the Southern Gas Corridor are an alternative to Russian [projects] and are carried out bypassing Russia. The same can be said about the Baku-Tbilisi-Kars railway line, which connects Asia and Europe via Baku. The given projects meet our national interests. In the future, Russia might place some pressure on Azerbaijan. If that is the case, we should speed up our integration in the West. This does not imply that following Ukraine’s and Georgia’s example, we should set ourselves a goal to join Nato or the EU, as this is sure to further strain our relations with Russia. However, if Russia’s pressure increases, we should protect ourselves, increasing cooperation with our allies – Turkey and the EU countries. This is precisely why we need to take efforts to sign a strategic agreement with the EU before the end of the year. Russia should realise that if it increases pressure on Azerbaijan, it might lose it like it lost Ukraine and Georgia,” the expert emphasised.

Russia needs no settlement of Karabakh conflict

Sahinoglu ruled out the scenario of Russia’s mediation in the settlement of the Karabakh conflict.

“Azerbaijan can strengthen strategic partnership with Russia under only one condition: Russia should influence the Armenian authorities, ensuring the liberation of the five occupied districts at the least. However, in the near future, this is unlikely to happen. Putin was again elected as president and his attitude to Karabakh is not going to change. He takes no interest in settling the Karabakh conflict. He said so to Turkish President [Recep Tayyip] Erdogan. Being president of Russia, [incumbent Russian Prime Minister] Dmitry Medvedev wanted to settle the Karabakh conflict. He organised 10 meetings between the Armenian and Azerbaijani presidents. However, Putin hindered this. Russia has always shown support for Armenia, using it against Azerbaijan. This policy is not going to change. That is why I do not expect Vladimir Putin to influence Armenia and speed up the settlement of the Karabakh conflict. The thing is that with the help of the conflict, Russia is holding Armenia in check, being also able to exert influence on Azerbaijan. Without the Karabakh conflict, relations between Armenia, Azerbaijan, and Turkey will become normalised and Russia will lose its last foothold in the Caucasus,” the expert said.

Rapprochement with Russia to harm Azerbaijan

According to the pundit, Azerbaijan is facing no danger of sanctions on the West’s part for purchasing a big amount of weapons from Russia.

“Because of the Karabakh conflict, we need to have many weapons. Unfortunately, Western countries except Israel choose not to sell weapons to Azerbaijan. Because of Karabakh, there is an unspoken embargo on supplying weapons to Azerbaijan and Armenia. Therefore, we have to purchase weapons where we can. Over the past several years, Baku has bought from Russia weapons worth 5bn dollars. However, the budget of the current years does not envision purchase of weapons from Russia. This implies that Azerbaijan is reducing imports of weapons from Russia and the West can see this. Apart from this, in contrast to Armenia, Azerbaijan is economically open to not only Russian market, but also those of other countries. For the time being, our main trade partners are precisely Western countries such as Italy and so forth. Rapprochement with Russia might damage Azerbaijan, making us dependent on Moscow,” Elhan Sahinoglu summed up.

Champion’s Day: Migran Arutyunyan

The next guest of the Champion’s Day report series by NEWS.am Sport is Migran Arutyunyan: Armenia Greco-Roman wrestling national team member, 2009 World Youth Championship silver medalist, 2011 champion of Russia, 2013 champion of Armenia, 2015 European Games’ silver medalist, and 2016 Summer Olympics’ silver medalist.

The 29-year-old wrestler has twice been included among the top ten athletes of Armenia.

He is an International Master of Sports of Russia, and honorary citizen of Yerevan—the capital city of Armenia.

Even though Arutyunyan lives in Moscow, he was in Yerevan—together with his wife Maktina Arutyunyan—during the shooting of this report.

He is absent from the wrestling mat ever since the 2016 Summer Olympics.

At Rio 2016, Migran Arutyunyan competed with a shoulder injury, and he lost in the final due to a disgraceful biased refereeing.

Subsequently, the Armenian wrestler underwent several surgeries.

At present, Arutyunyan is preparing for his mixed martial arts (MMA) debut, which is slated for May 19, in Yerevan.

He does not put his respective trainings on hold even during his brief stay in Armenia and, and during the shooting of this report, he was conducting an outdoor training.

BIRTHRIGHT ARMENIA AUMNI LEADERSHIP AWARDS ANNOUNCED
Since Birthright Armenia's very first group of sponsored volunteers in 2004,
we've undergone changes and improvements, shifts and expansions, but our
philosophy on alums has remained the same-namely the belief that our alumni
base is our greatest asset. We've had the good fortune to watch our alums grow
as leaders from the time they were volunteers, following their careers and
supporting them along their professional paths. With a strong alumni network of
1,500 from 48 different countries, we find it only fitting to announce our new
Birthright Armenia Alumni Leadership Award program that recognizes the
standouts in terms of their level of engagement and achievements. And in so
doing, we'd like to recognize three individuals who have been singled out as
best exemplifying the leadership qualities in the categories outlined below:
*       Professional Achievement Award
*       Mentorship Award
*       Young Philanthropist Award
*       Civic Participation Award
*       Artistic/Cultural Achievement Award
* Spirit of Birthright Armenia/Depi Hayk Award
Congratulations go out to our 2018 award nominees Lilly Djaniants, Jamie Kolar
and Nelli Martirosyan, each of whom can designate a $1,000 contribution to the
501(c)(3) or registered non-profit organization of their choice. Below are
short summaries of their impactful achievements to date.
The Professional Achievement Award goes to Lilly Djaniants, 37, (2009).
Lilly was born in Baku and fled Azerbaijan with her family in 1988, settling in
Gyumri three days before the devastating Spitak earthquake. Following that
disaster her family resettled in a refugee shelter outside of Etchmiadzin until
moving to the United States in 1992. After completing her architecture
education in the US and working in New York on redevelopment of the World Trade
Center site post-9/11, Lilly joined Birthright Armenia for three months in 2009
as a volunteer at TUMO Center for Creative Technologies, eventually leading her
to the opportunity to become the construction manager during the building of
TUMO. She made her first ever visit to Artsakh as a Birthright volunteer, and
there got inspired to continue investing professionally in Armenia, realizing
the potential she had to contribute to economic and urban development. In 2013
as a Luys Fellow, she earned her MA in Architecture and Urban Design from
Columbia University, where she received the Kinne Fellowship for her research
on how urban development can begin to initiate both economic and political
stability in the post-conflict territory of Artsakh. In 2013 she joined Tim
Flynn Architects and the IDeA foundation in Yerevan, working on the urban
renewal master plan of Dilijan and managing the development of Eco-Village in
Artsakh. She has also advised Gyumri Project Hope on its urban renewal
initiatives. Lilly's designated non-profit organization for her $1000 award is
Tufenkian Foundation.
The Mentorship Award goes to Jamie Kolar, 34, (2013).
Jamie was born and raised in Los Angeles, CA. She received her BA in Psychology
from UCLA in 2005 and is a firefighter/paramedic for the Los Angeles County
Fire Department and a clinical instructor at the UCLA David Geffen Medical
School Paramedic Program. As a Birthright volunteer from May - August 2013 she
served at the Gyumri Station of Ambulance Service, Ministry of Emergency
Situations, and World Vision Gyumri Area Development Program (ADP). She also
spent one month teaching first aid, trauma assessments and victim removal with
the Yerevan Fire Department and Rescue Team. Although originally committed to
only six weeks of service, Jamie ended up staying in Armenia for a year to
train and mentor.
Through Jamie's service she saw Armenia's needs up close, and envisioned a role
for herself in continuing to pass on her skills and knowledge to residents all
over the country to fill the observed gaps. She founded a non-profit
organization called Aid to Armenia (ATA) in June 2013 to continue and expand
upon her work with the emergency medical services in Armenia. In 2015 for the
100th anniversary of the Armenian Genocide, Jamie designed and implemented the
"100 Villages" project throughout Armenia, serving as a first aid teacher to
countless Armenians on how to deal with trauma, emergency care, bleeding
control, splinting for broken bones, and basic first aid, providing life-saving
strategies and skills. In addition to the distribution of over 1,800 first aid
kits to the villages and families with the greatest need, she is dedicated to
continuing aid training village by village, home to home. Her designated
organization for the $1000 award money is Armenian Engineers and Scientists of
America (AESA), which will earmark the funds for ATA's summer project work in
Armenia.
The Give Back Service Award goes to Nelli Martirosyan, 36, (2007).
Nelli was born in Armenia, leaving as a teenager with her family for a new life
in Los Angeles, CA. She volunteered at the Ministry of Education and Science
while a Birthright Armenia volunteer in the summer of 2007, and ever since,
she's continued on her lifelong path of serving Armenia, specifically in the
field of education. She received her BA from Berkeley and MA from Columbia, and
has a PhD dissertation in the works from UCLA. In 2008 Nelli spent two months
in Karabakh carrying out a "Next Step" Alumni Grant project focused on youth
development in Tsmakahogh village in Martakert that empowered, inspired and
assisted the village youth to be engaged in meaningful acts of service in their
local community. In 2014 Nelli and her husband Stepan co-founded a non-profit
organization called Hayrenaser Organization, whose mission is to contribute to
the preservation and development of Armenia's independent statehood by
identifying and addressing critical challenges. Hayrenaser's first project was
to completely rebuild and enlarge the school of Lernahovit village in Kashatagh
region of Artsakh. The following summer the organization completely
reconstructed the school of Vurgavan village, also in the Kashatagh region; and
built a new community administration center along with a health clinic. This
project transmitted a new hope to the villagers for a better future in their
town, many of whom up until then were thinking about leaving. Today their
children are able to study in a modern and comfortable school where their
health is not endangered. Hayrenaser's latest project is the rebuilding of
Herik village school in the Moshatagh region, completed and reopened in 2016.
It is located 45 kilometers north east of Kashatagh's central region of
Berdzor. To date Hayrenaser has raised over $350,000 for the renovation of all
three schools and another $50,000 that directly supports the family members of
our fallen heroes. Nelli's designated non-profit for the $1000 award money is
Hyrenaser.

MAUNDY THURSDAY VIGIL SERVICE AT ST. SARKIS CHURCH IN PASADENA
On the evening of Thursday, , the solemn vigil service
commemorating the betrayal, arrest, trial, suffering, and crucifixion of our
Lord Jesus Christ was held in Prelacy Churches, with H.E. Archbishop
Moushegh Mardirossian, Prelate, presiding over the service at St. Sarkis
Church in Pasadena.
The moving service was comprised of Gospel readings detailing the
last hours of our Lord's earthly life, as well as psalms, prayers, and
hymns. Candles representing Christ, the eleven apostles, and 1 black candle
representing Judas were placed before the altar, and distinguished with each
Gospel reading, in the end only that of Christ remaining lit.
The Prelate began his message by citing the seven last words our
Lord Jesus Christ spoke from the Cross, the message of which is the love,
mercy, obedience, and submission to God. The unspeakable suffering and
torture that Jesus endured for our sins was the supreme example of His love
and mercy for mankind, said His Eminence, who added that even in His last
moments on the Cross, Jesus granted salvation to the criminal on the cross
next to Him and sought forgiveness for those who persecuted Him. The Prelate
added that the Crucifixion was the climax of Jesus' obedience and sacrifice,
stating that Jesus was born by obedience and died by obedience, with His
final words being "Father, into Your hands I commit my spirit." The Prelate
invited the faithful to trust absolutely in the Lord in all aspects of our
life and submit to His will, and concluded by praying that we look to our
crucified Savior as the way, the truth, the life, and the light, and for His
light to permeate within our spirits.

WASHING OF THE FEET SERVICE AT ST. GARABED CHURCH
IN HOLLYWOOD
On Thursday, , Maundy Thursday was commemorated in
Prelacy Churches with a number of poignant services. In the morning, the
institution of the Eucharist by our Lord Jesus Christ at the Last Supper was
commemorated with Divine Liturgy and the offering of Holy Communion. H.E.
Archbishop Moushegh Mardirossian, Prelate, presided over the service at Holy
Martyrs Church in Encino.
In the afternoon, the act of Christ washing the feet of His
disciples during the Last Supper was commemorated with clergy washing the
feet of young faithful. The Prelate presided over the service, delivered his
message, and conducted the washing of feet at St. Garabed Church in
Hollywood.
In his message, the Prelate highlighted the virtues of love,
devotion, and sacrifice. The Lord and Teacher took on the role of a servant;
He became a servant and in doing so He offered a supreme example to the
Apostles and for us all, he said. And when Peter objected to his Lord
washing his feet, Jesus answered "If I do not wash you, you have no part
with Me," alluding to the ultimate sacrifice that He would bear for them.
Jesus washing the feet of the Apostles was a beautiful expression of His
love for them, and is an invitation for us all to love one another with the
same devotion and sacrifice, said His Eminence, and concluded by praying for
the grace and blessings of our Lord to be upon all the children.

HOLY TUESDAY COMMEMORATION AT HOLY MARTYRS CHURCH IN ENCINO
On Tuesday, March 27, 2018, H.E. Archbishop Moushegh Mardirossian,
Prelate, presided over Holy Tuesday service and delivered his message at
Holy Martyrs Church in Encino. Ten Sunday School students participated in
the service representing the ten maidens of the day's parable.
The Parable of the Ten Maidens is the story of the heavenly kingdom,
said the Prelate, and the path to the heavenly kingdom was initiated on Palm
Sunday when our Lord Jesus Christ entered Jerusalem for the last time and
until His arrest preached and taught in the Temple through various parables
announcing the coming of the His kingdom and how to inherit it.
His Eminence recounted the Parable of the Ten Maidens, of the five
wise maidens who had enough oil for their lamps and were thus worthy of
greeting the groom and the five foolish who ran out of oil and thus were not
present when the groom arrived. In the olden days, one could not light a
lamp without oil; what is the "oil" of our lives today asked the Prelate. It
is the grace of God and the Holy Spirit, he said. "Jesus, the bridegroom,
will one day return; and in order to be ready to greet Him we must have oil
in our lamps at all times, like the wise maidens, by being in communion and
communication with Him and keeping our hearts and souls open to Him at all
times. God gave us the necessary tools to be in communion and communication
with Him; He gave us our church, the teachings of our church fathers, our
rites, and more, and all of these are to increase the oil in our lamps. And
the source of the oil is His Word and His teachings. With its plentiful
services, Holy Week is the perfect opportunity to fill up the oil in our
lamps. In the example of the wise maidens, prior to His coming let us be
alert and spiritually ready to meet Him by knowing and uniting with Christ
so that we too may be worthy of greeting Him and inheriting His heavenly
kingdom."

PALM SUNDAY AT FORTY MARTYRS CHURCH IN ORANGE COUNTY
On Sunday, March 25, 2018, Prelacy Churches were filled with
faithful and beautifully adorned with palm fronds for the celebration of
Palm Sunday, the triumphant entry of our Lord Jesus Christ into Jerusalem.
H.E. Archbishop Moushegh Mardirossian, Prelate, celebrated Divine Liturgy,
delivered his sermon, blessed young faithful during the children's
procession, and conducted the Opening of the Portals service at Forty
Martyrs Church in Orange County. Parish Pastor Rev. Fr. Karekin Bedourian
and Archpriest Fr. Hrant Yeretzian assisted at the altar.
The Prelate began his sermon by joyfully greeting the parish
community with chants of "Hosanna to the Son of David! Blessed is He who
comes in the name of the Lord! Hosanna in the highest!" giving thanks to God
for granting the opportunity to once again collectively celebrate Palm
Sunday.
When Jesus rode into Jerusalem He was bringing the message of His
kingdom and His peace, said His Eminence. Just a day before He had raised
Lazarus from the dead and was now entering Jerusalem triumphantly for the
last time to cleanse the temple of moneychangers and merchants. It was the
Jewish Passover and thousands had descended upon Jerusalem. Having heard of
Jesus and His miracles, they had gathered to witness the coming of the
Messiah and greet Him with chants of Hosanna. In addition to His followers
and innocent children, His opponents, the Scribes and Pharisees, who a few
days later would call for His crucifixion, were also present.
Jesus rode into Jerusalem knowing well that the path would lead to
the Cross, yet He continued on for us, so that through His Resurrection on
Easter Sunday He would lead mankind from despair to hope, from sorrow to
joy, from darkness to light, from death to life, stated the Prelate. As the
crowds were laying down their cloaks before Jesus, they were symbolically
relinquishing control and submitting themselves to Him. And that is what we
are called to do today; to lay down our cloaks before Jesus, open the
portals of our hearts and souls to Him, and surrender to His will, he
stressed.
Speaking on the large number of children who were among the
multitude who greeted Him in Jerusalem, the Prelate exhorted, "let their
innocence be an example for us all to emulate, and as the children lined up
to welcome Jesus with joy and enthusiasm, let us welcome His glorious
Resurrection with renewed faith and pure hearts and souls."
Finally, the His Eminence touched on the Opening of the Portals
ceremony which symbolizes the Second Coming of Christ and the opening of the
doors of salvation, and invited the faithful to follow the service
attentively, to open the doors of their hearts and souls to Him, and with
humility and atonement to beseech the Lord to open for us the door of His
mercy and make us worthy of inheriting the Kingdom which He has prepared for
us.
Following the sermon, the Prelate exited the church in a procession
and circled the courtyard blessing the multitude of faithful and children in
particular who had gathered to receive his blessings with decorated candles
in hand. Afterward, the Prelate and assisting clergy conducted the Opening
of the Portals service, with young John Calkins serving as the Godfather.
