YEREVAN, APRIL 9, ARMENPRESS. The heroic past and experience of the Armenian people show that the history of Armenians is most of all a history of spirit.

Without spirit and faith, it wouldn’t be possible to reach the present days from the deep antiquity and to abreast proceed during that time with the advanced humanity and bring contribution to global progress, Armen Sarkissian said in remarks after being inaugurated as 4th President of Armenia on April 9.

“We were at the origins of modern universal values, beginning from the Ancient Roman and Greek classical period, birth of Christianity until present days. We can truly be proud that we are descendants of a unique and special Armenian civilization which was formed and established on the Armenian Plateau during millennia”, the 4th President said.

Sarkissian stressed that the Armenian people interacted with different peoples and accumulated great experience of solidarity co-existence in different time and spatial dimensions. This is the very reason why Armenia is in favor of the exclusively peaceful solution of all conflicts. “We proved with our entire history that we are a creative, pacific and peaceful people. This is why Armenia is consistently promoting the policy of peaceful and negotiated solution of all conflicts and political problems. It is advancing the policy in the direction of preventing genocides and other crimes against humanity,” he said.

The President said that the Armenian Genocide should be a lesson of vigilance for all.

“Thus, today the recognition of the Armenian Genocide isn’t an end in itself, the international recognition and condemnation of this horrendous crime against humanity is an important step for the purpose of ruling out its repetition anywhere in the world,” Armen Sarkissian said in his remarks.

The rich experience of the 4th President of Armenia Armen Sarkissian, wide recognition in both Armenia and the Diaspora must greatly contribute in fructifying his service as President, Catholicos of All Armenians Garegin II said in remarks at the inauguration ceremony of the 4th President after Sarkissian was sworn into office.

“Our independent statehood is the dignity and pride of our entire nation”, the Catholicos said.

Addressing the new President, the Catholicos said: “We bring our blessing, congratulations and good wishes to You for being elected to the high position of President and on the occasion of the inauguration. You have brought effective efforts in our country’s life as Armenia’s Prime Minister, you had successes in the diplomatic arena, and also brought contribution in our national-church field with honest charity. Today, with this swearing-in ceremony, you reaffirm your pledge in serving the country and our people with all readiness and commitment, in bringing effort and vigor for the development of our country, the welfare of our people, unity of Armenians and the bright future of all Armenians,” the Catholicos said in part.

After remarks, the Catholicos invited the audience for a standing prayer.

Powerful Armenia and strong Artsakh are the first guarantees for peaceful and negotiated settlement of the Nagorno Karabakh conflict, President of Armenia Armen Sarkissian said in his remarks after the inauguration ceremony at the special session of the Parliament in the Karen Demirchyan Sports and Concert Complex on April 9, Armenpress reports.

“Today the peaceful and negotiated settlement of the Nagorno Karabakh conflict remains a key issue for our country and whole people. Its first guarantee are powerful Armenia and strong Artsakh. In order to achieve fair solution and protect the inseparable rights of the people of Artsakh, we must continue building firm, economically developing, flourishing and strong Armenia. For such Armenia we must provide the best environment for self-_expression_ of our citizen”, the President said.

Armen Sarkissian said it’s necessary to jointly fight against all negative and defective phenomena existing in the state system, public, environment, starting from corruption to social injustice, from indifference to irresponsibility. “It is necessary for each of us to act in this uncompromising and fair fight. We will succeed if we not only criticize, but also propose to unite and work jointly instead of creating watersheds”, Armen Sarkissian said.

Armen Sarkissian took the Oath of Office of President of Armenia midday April 9 at a special session of the Armenian Parliament. Sarkissian was sworn into office by placing his right hand on the original book of the Constitution of Armenia and a 7th century Bible.

“By assuming office of President of Armenia, I swear to be committed to the Constitution of Armenia, to be impartial during fulfillment of my powers, to be guided solely by state and pan-national interests and to contribute my entire strength for the strengthening of national unity. May Gold help me”, Sarkissian said.

The swearing-in was followed by the national anthem of Armenia, and remarks and blessings from Catholicos of All Armenians Garegin II.

April 9 marks Armenia’s transitioning to a parliamentary system, and the end of tenure of President Serzh Sargsyan. In accordance to the Constitution, the government is expected to resign. Cabinet members will serve as acting ministers until a new government is formed.

YEREVAN, APRIL 9, ARMENPRESS. Raffi Hovhannisyan, member of the board of the opposition “Heritage” party, says newly-elected President of Armenia Armen Sarkissian is a legitimately elected president, reports Armenpress.

Following Sarkissian’s inauguration ceremony in the Karen Demirchyan Sports and Concert Complex, Raffi Hovhannisyan told reporters that Armen Sarkissian was elected president by a new electoral procedure.

“This is a new electoral procedure, it was an election by the parliament: it was not a national election, it differed from the previous elections, and now we say welcome to Armen Sarkissian. We should wish all the best to him and hope that he will be able to put the beginning of creative Armenia by his own experience and soft words”, Raffi Hovhannisyan said.

He expressed hope that Armen Sarkissian will be able to use his limited powers to propose key changes for the country. “Armen Sarkissian was with me when we raised our state flag at the UN headquarters in New York on March 2, 1992, and several decades later he became 4th President of Armenia”, Raffi Hovhannisyan said.

The ARF party will support any candidate nominated by the ruling Republican Party for the post of the prime minister, ARF Bureau representative Hrant Margaryan told reporters after the inauguration ceremony of the 4th President of Armenia Armen Sarkissian in the Karen Demirchyan Sports and Concert Complex, reports Armenpress.

“Whoever will be their candidate, we will welcome since it is stated in the coalition agreement that the Republican Party nominates the candidate for the PM as they are majority”, Margaryan said.

Asked whom he sees for the post of the PM, Hrant Margaryan said if the ARF formed a majority he would see an ARF representative in that post, but as they are not a majority, they will respect the opinion of the majority. “Whom they will decide to nominate, we will elect that person”, he said.

As for the expectations from President Armen Sarkissian, Hrant Margaryan said his task is to form an atmosphere for national unity, new relations norms between political forces, present new initiatives in terms of the national value system. Hrant Margaryan stated that Armen Sarkissian’s election as President was a right decision as he is a promising figure and is not a politicized person.

– Mr. Prime Minister, you met with President Serzh Sargsyan on Saturday. What questions did you discuss during that meeting and did you refer to the expected transactions, especially to the issue of the next Prime Minister of Armenia?

– I briefed President Serzh Sargsyan on the works done by my team. We discussed our present and future opportunities and how to reach them. I am convinced we have very good opportunities to record achievements in the upcoming years. According to our predictions, we will record economic growth and in case of a political dialogue we will be able to implement important reforms and we also clearly understand how we should do that.

Yes, we also referred to the issue of the candidate for the post of the Prime Minister, we talked about the Constitution, and the new model of governance. We shared the opinion that under the conditions of the challenges and issues facing the country the smooth transaction to the new governance model is of key importance. Also, taking into account the achievements reached under the existing configuration of state governance we have decided to offer our party colleagues to preserve the existing configuration for this period of time, meaning to nominate Serzh Sargsyan’s candidacy for the post of the Prime Minister.

“Your Holiness, Distinguished Mr. President and Mrs. Sargsyan, Honorary President of the Artsakh Republic, Honorable Speaker of the National Assembly, Dear Members of Parliament, Honorable Prime Minister, Dear Members of Government, Your Excellencies, Diplomatic Corps Representatives, Dear Compatriots and Guests, Ladies and Gentlemen,

Today, it is a great honor for me to assume the high office of President of the Republic of Armenia. This is a huge responsibility before the country, people and history.

It motivates me to exert all my energy in order to live up to the confidence that the National Assembly of the Republic of Armenia vested in me on March 2. To justify the hopes cherished by different layers of Armenian society – from intellectuals to ordinary citizens, as well as our compatriots from Artsakh and the Diaspora, who closely follow Motherland’s achievements and efforts.

Faith gives me strength: confidence in the future of our country and people, trust in the perseverance, diligence and talent of Armenian citizens and our sisters and brothers around the world.

Dear Compatriots,

Today, we are on the threshold of the 100th anniversary of the First Republic and are shifting to the parliamentary system of governance.

That is, on the one hand, we have a 100-year history of republican governance and, on the other hand, we are symbolically starting a new page.

A century ago, after the heavy losses suffered by the Armenian people, superhuman efforts and deeds were needed to save and entertain the tiny land that remained from our great homeland. In honor of the previous generations, both during the First and Second Republics, our nation managed to not only stand on its own feet, but also to introduce itself to the world in a dignified manner.

That is why the present generation happened not only to proclaim the Third Republic, but also to make our homeland independent, strengthen our autonomy and sovereignty, create powerful army. The victorious liberation war brought us back to our national dignity. It uplifted our spirit.

And today no one should doubt that Armenia and the entire Armenian people will stand by Artsakh and fight for its legitimate rights: yesterday, today and tomorrow.

I highly appreciate the great work that has been done through endurance, patience and heroism of our people, and, often, at the cost of great sufferings, over the last three decades, led by three presidents of the Republic – Levon Ter-Petrosyan, Robert Kocharyan and Serzh Sargsyan : Of course, time will give a full assessment to our past, but event today we can state objectively and with confidence that following the breakdown of the USSR, in the face of the devastating earthquake of Spitak, the Artsakh war, the collapsed economy and the blockade, we managed to build a country strong with solid statehood, vision of open society, guided by universal values – a country which has earned the respect of the international community and the reputation of a reliable partner. This is a very important historical achievement against the setback of existing challenges.

Armenia’s accession to the Eurasian Economic Union and the Comprehensive and Enhanced Cooperation Agreement as signed with the European Union open up new prospects and opportunities for our country’s development. The parliamentary system of government shall provide the best conditions for that. In this regard, I want to extend a vote of thanks to Serzh Sargsyan for his political vision and the skills of a statesman and organizer.

Without that spirit and faith, we could not have arrived in our days from time immemorial, and in the meantime, we have to go along with progressive mankind and make a contribution to global progress.

We have been at the roots of today’s universal values – from the classic epoch of ancient Rome and Greece, the birth of Christianity to the present day. We can rightfully be proud of being the successors of a unique Armenian civilization that has been shaped and developed over several millennia on the Armenian Plateau.

In those vast domains of time and space, we have gained invaluable experience of coexistence with different peoples. Through our history, we have proved that we are creators, peacemakers and a peace-loving people.

The great tragedy that the Armenian people suffered 100 years ago during the years of Mets Yeghern serve a lesson of vigilance to everyone. Therefore, recognition of the Armenian Genocide is not an end in itself. The international recognition and condemnation of this appalling crime against humanity is an important step on the way to having it ruled out anywhere in the world.

Dear Compatriots,

Today, the peaceful and negotiated settlement of the Nagorno-Karabakh conflict is crucial to our country and the entire Armenian people. Strong Armenia and strong Artsakh are of course the first guarantee of it. In order to achieve an equitable resolution and safeguard the inalienable rights of Artsakh’s people, we must continue to build a strong, economically developing, flourishing and powerful Armenia.

To achieve that vision of Armenia, we must provide the best environment for our citizens’ self-manifestation. Together, we must wage a consistent campaign against all adverse and vicious phenomena in the State system, in society and in our environment – from corruption to social injustice, from indifference to irresponsibility. Each of us has a role to play in this uncompromising and right struggle.

We will succeed if apart from criticizing others, we come up with appropriate solutions; if instead of creating divides, we unite and work together.

For the sake of achieving our national goals, the comprehensive consolidation of Armenia-Artsakh-Diaspora unity and the most effective use of its potential should be set as a priority.

The Church is the most important pledge and pillar of our national unity, a universal and national structure that has rallied the nation for many centuries. We must do everything possible to rule out any artificial contradiction and realize the actual power of our collective. We must develop new efficient mechanisms for addressing national issues; a unified agenda, common responsibility and joint efforts. I am confident that we will understand and materialize this formula ahead of time.

A small country – a global nation: this is our calling and essence.

Dear Compatriots,

Trust, confidence, justice and daily good work: these are values that can boost creativity and energy in our society – trust in the present say and tomorrow, a clear vision of the economy and its tangible implications will not only bring about economic growth, influx of domestic and foreign investments, but also prevent emigration and ensure that most of our fellow countrymen return to their homeland.

However, no matter how attractive and theoretically justified are the promises of a bright future: people just want to see their fruits today – in their daily lives – and they are right.

The world we live in and our children are changing rapidly, transforming into a vast field of competition. We must be prepared for it, invest in science, new technologies, education and culture. We need to keep in touch with the world’s best scientific, educational and research centers – from the West to the East, from the North to the South.

Let us embrace new ideas, share the best experience. And on the basis of all this, we will develop specific solutions and offer them to the world.

MOSCOW/YEREVAN, April 9. /TASS/. Armenia’s new President Armen Sarkissian, who took office on Monday, deems as very important the role of Russia in the settlement of the Nagorno Karabakh conflict.
 
“For more than 25 years talks on the conflict settlement have been held in the format of the OSCE Minsk Group, on the basis of the settlement principles and elements suggested by the co-chairs – Russia, the US and France,” the president said in an interview with TASS. “Russia plays a key role in the process of the Karabakh settlement as a co-chair of the Minsk Group,” he went on to say.
 
President Sarkissian stressed that “a three-party ceasefire in Karabakh was achieved 23 years ago exactly due to Russia’s mediation.” “We highly value these mediatory efforts in the search for a peaceful political solution to the problem,” the president added. “It is obvious that political will to achieve peace and accord is necessary for the settlement of the problem. Armenia, for its part, is doing everything it can to achieve peace and expects the same moves from the Azerbaijani side,” the Armenian leader said.
 
“Eventually, all regional conflicts find their settlement, they are quite surmountable,” the president said. “History has seen conflicts no less cruel and dramatic,” he added.
 
The new president of Armenia was elected by the country’s parliament on March 2. Under the constitutional reform, Armenia is switching over to a parliamentary system of government. The head of state, who is elected by members of the parliament, the National Assembly, will fulfill limited and representative functions.
 
The conflict between neighboring Armenia and Azerbaijan over the highland region of Nagorno-Karabakh, a disputed territory that had been part of Azerbaijan before the Soviet Union break-up but was mainly populated by Armenians, broke out in the late 1980s.
 
In 1991-1994, the confrontation spilled over into large-scale military action for control over the enclave and some adjacent territories after Azerbaijan lost control of them. Thousands left their homes on both sides in a conflict that killed 30,000. A truce was called between Armenia and the Nagorno-Karabakh republic on one side and Azerbaijan on the other in May 1994.
 
Talks on the Nagorno-Karabakh settlement have been held since 1992 in the format of the so-called OSCE Minsk Group, comprising along with its three co-chairs – Russia, France and the United States – Belarus, Germany, Italy, Sweden, Finland and Turkey. Baku insists Nagorno-Karabakh be an autonomy within Azerbaijan.

MOSCOW, April 9 (Sputnik) – The parties to the Nagorno-Karabakh conflict should abandon mistrust toward each other in order to move forward in the negotiations, Russian Foreign Minister Sergey Lavrov said.
 
“The most important thing is to move away from mistrust that still sometimes manifests itself in the negotiations, and to focus on realistic, pragmatic ideas that are in abundance,” Lavrov told Armenian TV-channels on Sunday.
 
He stressed that the work of the 2011 Kazan summit on the conflict could still be used in the matter of the Nagorno-Karabakh settlement.
 
“I am sure that much of what is contained in the so-called ‘Kazan document’ is still relevant … Of course, since that time, some new ideas have emerged, which the co-chairs [of the OSCE Minsk Group on Nagorno-Karabakh settlement] are now promoting in contacts with the parties,” Lavrov noted.
 
During the Kazan summit hosted by then Russian President Dmitry Medvedev, the presidents of Armenia and Azerbaijan did not manage to reach a deal to settle the conflict, despite international mediators’ expectations.
 
The conflict in Armenian-dominated Nagorno-Karabakh started in 1988 with the autonomous region announcing its secession from the Azerbaijan Socialist republic. In 1991, the region proclaimed independence from Azerbaijan and the creation of the Nagorno-Karabakh Republic. This move triggered a military conflict, which led to Baku losing control over the region.
 
The warring sides agreed to a cessation of hostilities in 1994. The violence escalated again in 2016, leading to multiple casualties on both sides. The sides soon reached a ceasefire but clashes continued.
