Marianna Mkrtchyan.Relations between Russia and Armenia are relations of alliance, strategic partnership. This was stated by Russian Foreign Minister Sergey Lavrov at the request of the Armenian media to sum up the results of the ten-year cooperation between Armenia and Russia.

The head of the Russian Foreign Ministry recalled that these terms are fixed in bilateral treaties, in the documents of the Collective Security Treaty Organization (CSTO). “These relations cover all spheres of activity of states, all spheres of vital activity of our peoples from politics in the field of security, foreign policy to culture, economics, technological contacts, humanitarian ties, education, etc. Without any exception, the relations for 10 years have evolved, undoubtedly, under the influence of direct confidential contacts between the presidents of our countries, Putin and Sargsyan.They regularly hold several meetings on the highest level several times a year, communicate on the territory of the Republic of Armenia, Russian Federation, “in the fields” numerous international forums, “Lavrov said.

At the same time, he noted Armenia’s accession to the Eurasian Economic Union (EAEU), which undoubtedly gave an additional powerful impetus to the trade, economic and investment cooperation between the two countries. “Suffice it to say that last year the trade turnover between Russia and Armenia increased by more than 30% compared to 2016, having reached, if I remember correctly, 1 billion 750 million dollars. This is a very large amount, not to mention that hundreds of companies with Russian participation – either Russian or joint Russian-Armenian enterprises – work in the Republic of Armenia and benefit our ties and the economy of our ally.Military technical cooperation has traditionally been very close.In addition to the active Intergovernmental Commissariat We have a commission on military- technical cooperation on trade and economic cooperation, they work rhythmically and produce good results.The humanitarian sphere has traditionally been in high demand among our peoples.

At the same time, Lavrov stressed that in the last 10 years, there has been a very steady and qualitative growth in bilateral relations. According to him, it is complemented by close cooperation in the foreign policy arena. “We are allies within the framework of the CSTO, and I have already mentioned the EAEU, where Armenia has become a full member.” Of course, the Commonwealth of Independent States (CIS), as well as our coordinated actions in the UN, the Organization for Security and Cooperation in Europe, the Council of Europe, the Organization of the Black Sea Economic Cooperation, I have listed not all that characterizes our relations over the past 10 years, but, I think, from what has been said, we can conclude how rich these ties are and how much they meet the interests of our countries at the moment, “Lavrov summed up.

Naira Badalyan. As of today, the water reservoirs in Armenia are filled with 52%. Meanwhile, the more favorable in terms of sediment, the year 2016, provided an indicator at 65%. Answering the question of ArmInfo, the head of the State Committee for Water Economy of Armenia Arsen Harutyunyan stated this on April 8 at a meeting with journalists.

According to Harutyunyan, 460 million cubic meters have been accumulated in the reservoirs of Armenia. water, which is 27 million cubic meters lower than last year’s figure. The Akhuryansk reservoir is currently filled at a rate of 325 million cubic meters of 525 million cubic meters. In general, as the head of Vodkhoz pointed out, the volume of accumulated water per 100 million cubic meters less than the desired rate.

At the same time, as the head of the Committee emphasized, today the water level in Lake Sevan has increased by about 10 cm – 1900 m 55 cm compared to the beginning of the year (as of December 25, 2017 it decreased by 0.05 m (5 cm) and amounted to 1900 m 42 cm ed). This, as noted by Harutyunyan, contributed to the seasonal release of water from the tunnel “Arpa-Sevan”. So, during the last 20 days water transfer amounted to about 26 million cubic meters of water, which led to an increase in the water level by about 2 cm. As Arutyunyan reminded, the second stage of restoration of the Arpa-Sevan hydrotunnel worth 5 billion drams, started in January 2017 and will end in 2019 – a year ahead of schedule. For today, water in Lake Sevan is supplied with interruptions, annually in the amount of 100-120 million cubic meters. “After the completion of the tunnel overhaul, 200-250 million cubic meters of water will be sent to Sevan via a hydrotunnel from the rivers Arpa and Egeghis,” Arsen Harutyunyan said.

Meanwhile, the head of Water Committee for today is not ready to answer what the volumes of water release will be. “Currently, a draft government decision on water intake from Lake Sevan is being prepared in the amount of 170 million cubic meters. We are not ready to announce large volumes today, “he said.

The National Assembly of Armenia on July 17, 2017 approved the law on increasing the volume of water discharge from Lake Sevan from 170 million cubic meters up to 270 million cubic meters. The reason for this decision was the fact that the filling of the Aparan and Azat reservoirs was 17 million cubic meters less than in the previous one, and the Hrazdan River is less than 40 million cubic meters full. In addition, the Akhuryanskoye reservoir was filled with 105 million cubic meters less. Despite the fact that the Ministry of Nature Protection of Armenia opposed the proposal to increase the water intake from Sevan, and independent experts unanimously reiterated that the decrease in the water level in Sevan will lead to irreversible consequences in connection with the intensification of the water logging process, the law was adopted that, like expected, reflected at the level of Lake Sevan. The authors of the law assured that additional releases of water per 100 million cubic meters, according to calculations, could lead to a decrease in the lake level by 8 cm, in which case, even in comparison with the same day of the previous year, a high water level of Lake Sevan will be provided at 10 cm (18-8). According to official data, in 2017 water intake totaled 266.757 million cubic meters of water, instead of the envisaged 270 million cubic meters.

This year, the issue of irrigation of agricultural land will become more problematic due to the fact that at the beginning of this year the chairman of the State Water Committee of the Republic of Armenia, Arsen Harutyunyan, stated that in Armenia, irrigated areas increased by 8930 hectares, amounting to 97470 hectares, which is 9.2% more than in 2016. According to him, irrigated areas of one hectare with 5130 cubic meters are brought to 6001 cubic meters. m. In 2018, as noted in the State Committee, the task will be to bring the irrigated areas to 110 thousand hectares.

YEREVAN, APRIL 9, ARMENPRESS. Livestock damages have been reported as a result of Azerbaijani gunfire at the village of Baghanis in the province of Tavush. A cattle has been killed and several other animals of a farmer were harmed.

Narek Sahakyan, the local official of the community, told ARMENPRESS that the gunfire happened at 17:00, April 8. The Azerbaijani armed forces opened fire at a pasture near the neutral zone. Sahakyan says fortunately the farmers were not in the pasture at the moment of the incident.

One cow has been killed, while farmers were forced to slaughter two other cows because of damages. Another farmer also suffered livestock damages.

Sahakyan says they submitted the estimates of material damages to the government, as the government has always compensated all damages since 2014.

Regarding the border situation, Sahakyan says gunfire was reported in the direction of other communities also these days. “I think this is deliberate infliction of damages to property when they try to deprive a farmer from his income source”.

“Dear Mr. President, on behalf of the Armenian Parliament and personally myself I congratulate you on being elected to the high post of the President of Armenia and assuming the Office. Mr. President, being familiar with the path you passed, I am convinced that you will serve your life experience and knowledge for increasing the welfare of the Armenian citizens. I once again congratulate you on assuming this responsible post”, Speaker Babloyan said in his remarks at the special session of the Parliament in the Karen Demirchyan Sports and Concert Complex on April 9.

April 9 marks Armenia’s transitioning to a parliamentary system, and the end of tenure of President Serzh Sargsyan. Armen Sarkissian took the Oath of Office of President of Armenia midday April 9 at a special session of the Armenian Parliament. Sarkissian was sworn into office by placing his right hand on the original book of the Constitution of Armenia and a 7th century Bible.

YEREVAN, APRIL 9, ARMENPRESS. Armenia’s new President Armen Sarkissian reassures the youth of Armenia, Artsakh and the Diaspora that he will always support them not only as president but also as a man having certain experience in science and technology.

“We are living in an ever-changing world full of various dangers, threats and challenges. But it is also full of new and attractive opportunities for us. And whether we will be able to use these historic opportunities depends on us. And it depends on us as to what kind of Armenia we want to shape in the 21st century. Armenia, which will be able to withstand the century’s challenges and take a worthy place among advanced nations. This, certainly is an historic opportunity,” Sarkissian said.

The new president called the 21st century a century of scientific leap.

“Compared to this we must shape a new, young Armenia. A dynamic, flexible and creative Armenia. A country which will embody the wisdom and talent of our people, which will be in line with the aspirations of all of us and will become the source of pride and excitement of all. A fatherland for all Armenians of the world. Glory to the Republic of Armenia. Glory to Artsakh. Glory to the Armenian people. God bless us all”, he president said in the end of his remarks.

The swearing-in was followed by the national anthem of Armenia, and remarks and blessings from Catholicos of All Armenians Garegin II.

In accordance to the Constitution, the government is expected to resign. Cabinet members will serve as acting ministers until a new government is formed.

YEREVAN, APRIL 9, ARMENPRESS. Armen Sarkissian, the 4th President of Armenia, assured in his remarks following his inauguration on Monday that Armenia and the entire Armenian people are supporting Artsakh and will fight for its fair rights.

President Sarkissian emphasized that our present generations not only had the luck to proclaim a third republic, but also establish the independence of the fatherland, strengthen sovereignty and create a firm and powerful military.

“The victorious liberation war waged for Artsakh returned our national dignity to us. It raised our spirit, and let no one doubt today that Armenia and the entire Armenian people will fight for the fair rights of Artsakh….Glory and honor to our people and its heroes. Glory to the victorious Armenian army,” the President said.

Sargsyan said Armenia is now on the eve of the centennial of the first republic’s foundation and is transitioning to a new, parliamentary system of administration.

“Meaning, on one hand we have a hundred years of history of republic orders, and on the other hand we begin a new chapter,” the President said.

“One century ago, after most difficult losses of the Armenian people, when human efforts and deeds were required to save the small piece of land which was left to us from our great fatherland, in honor of the previous generations, during both the first, and second republics our people were able to not only stand up, straighten its back, but also to represent itself in a dignified manner to the world”.
