The Spanish Parliament’s foreign affairs committee on Thursday voted down a proposal to recognize the 1915 events as Armenian “genocide.”

The proposal tabled by the leftist, pro-independence Catalonian ERC party in 2016 also asks for the Spanish government to initiate talks with Turkey to recognize the events as genocide.

The proposal was defeated by 17 votes with the majority of them coming from the ruling People’s Party against the support of nine lawmakers along with nine abstentions from the remaining members of the committee.

It was the third attempt in the last three years over the Armenian claims, all of which resulted in failure. Spanish upper and lower houses also rejected similar bills regarding the issue in recent years.

The 1915 events occurred during World War I when a part of the Armenian population living in the Ottoman Empire sided with the invading Russians and revolted.

The relocation of Armenians by the Ottomans in eastern Anatolia following the revolts resulted in numerous casualties.

Turkey does not dispute that there were casualties on both sides, but rejects calling the events “genocide.” Instead, it calls for a joint commission of historians to be established and archives to be opened in order to study and uncover what happened between the Ottoman Empire and its Armenian citizens.

Mkhitaryan benched until end of season as Wenger provides injury update

“Henrikh Mkhitaryan suffered a knee ligament injury. He won’t be ready for the second leg match with CSKA. The midfielder will also not participate in the Newcastle and West Ham matches. Mkhitaryan can play in the end of the season,” Wenger said.

Joining EEU didn’t restrict Armenia’s access to other markets, assures acting PM

Acting PM Karen Karapetyan is convinced that joining the Eurasian Economic Union (EEU) was a correct decision for the country. Karapetyan assures that joining the EEU did not limit Armenia’s entry to other markets.

In response to a question from opposition MP Edmon Marukyan during a parliamentary Q&A, Karapetyan said that Armenia entered a market of 180,000,000, and got privileged regimes.

“In addition to the fact that we developed our domestic potential with this, we also solved an issue of inviting investors,” he said.

Karapetyan disagreed with the MP who argued that Armenia has restricted its access to other markets by joining the union. The acting PM said that the growth of imports and exports of Armenia in 2017 was mostly associated with other markets.

Karapetyan reminded that Armenia has the GSP+ regime with the EU and GSP with the US, Japan, Canada, Switzerland and other countries.

Opposition Lawmakers Set Off Flares In Armenian Parliament

Two opposition deputies set off smoke flares during a session of Armenia’s 
parliament on Wednesday in a bid to attract public attention to their Civil 
Contract party’s upcoming demonstrations against Serzh Sarkisian’s continued 
rule.
The Civil Contract leader, Nikol Pashinian, began touring the country’s 
northern and central regions on foot on April 2 in advance of the daily rallies 
in Yerevan that will start this Friday. The two other opposition parties making 
up the Yelk alliance, the third largest parliamentary force, have refused to 
join the protests, saying that they will not pull large crowds.
The parliament controlled by the ruling Republican Party of Armenia (HHK) is 
widely expected to appoint Sarkisian as prime minister on April 17, just over a 
week after the end of his second and final presidential term.
“Free citizens of the Republic of Armenia, the time has come to prevent Serzh 
Sarkisian’s third term in office, put an end to HHK rule and build Armenia of 
our dreams,” Civil Contract’s Ararat Mirzoyan declared from the parliament 
rostrum.
Armenians should join Pashinian’s party in lighting “our torch of freedom” in 
Yerevan’s Liberty Square on Friday evening, Mirzoyan said before setting off a 
flare. He was immediately joined by another Civil Contract parliamentarian, 
Lena Nazarian, holding two other flares.
The parliament auditorium was quickly filled with green and yellow smoke. 
“Looks like the show has failed,” deputy speaker Eduard Sharmazanov, who 
chaired the session, said moments later.
Parliament speaker Ara Babloyan condemned the Civil Contract action later in 
the day, saying it threatened to set the parliament building on fire and forced 
lawmakers to inhale “poisonous substances.” “I’m talking not just as chairman 
of the National Assembly but also as a citizen and a physician,” said Babloyan. 
“I consider that action unacceptable.”
The unprecedented action was also criticized by two other Yelk deputies who are 
affiliated with the Bright Armenia party increasingly at odds with Pashinian. 
One of them, Gevorg Gorgisian, demonstratively covered his nose with a 
handkerchief during the incident and demanded that Sharmazanov interrupt the 
session.
The vice-speaker refused to do that. “Let the public see who does what in the 
parliament,” he told Gorgisian.
“We are partners here and it would have been right to discuss that action with 
partners [beforehand,]” said another Bright Armenia deputy, Mane Tandilian. 
“This was not a partner-like attitude. We should not have been taken by 
surprise on the parliament floor.”
Yerevan Sees No Fallout From Fresh U.S. Sanctions Against Russia

The Armenian government sees no indications yet that U.S. sanctions targeting 
more Russian officials and wealthy businessmen could have spillover effects on 
Armenia’s economy, a senior official said on Wednesday.
The sanctions were announced on Friday in response to alleged Russian meddling 
in the 2016 U.S. presidential election. Russia’s ruble weakened by more than 4 
percent against the U.S. dollar on Monday, its biggest daily fall in over three 
years. The ruble fell further in the following days amid mounting tensions 
between Moscow and Washington over the conflict in Syria.
The ruble depreciated sharply in 2014-2015 following the first wave of Western 
sanctions imposed on Moscow in response to its annexation of Crimea as well as 
a collapse of oil prices. That also affected Armenia, which is heavily 
dependent on multimillion-dollar remittances from Russia. The Armenian 
currency, the dram, lost nearly 20 percent of its value against the dollar in 
November-December 2014.
Deputy Minister for Economic Development Emil Tarasian sounded sanguine about 
possible fallout from the latest U.S. sanctions. “What grounds do we have to 
expect [a repeat of] such developments? I see no such grounds yet. If they loom 
we will definitely intervene,” he told reporters.
“True, there was a problem in 2014, and we did not have the kind of [positive] 
effects which we had expected to have as a result of joining the Eurasian 
Economic Union, including because of the unstable situation in Russia resulting 
from the sanctions and other issues,” said Tarasian. “But I must say that those 
problems were overcome in less than a year thanks to our banking system and 
fiscal-monetary policy.”
“Our economy is ready to cope with such shocks … Right now we are not in a 
situation where we risk such shocks. There are no problems now in terms of 
exchange rate stability and other issues,” added the official.
The 2014 financial meltdown also hit hard Armenian companies dependent on the 
Russian market. Armenian exports to Russia plummeted in 2015. But with the oil 
price and the ruble rallying afterwards, they grew strongly in 2016 and 2017.
Analysts say the fresh U.S. sanctions could threaten Russia’s fragile economic 
recovery, which began last year. According to official statistics, Armenia’s 
economy grew by 7.5 percent last year after stagnating in 2016.
Parliament Ratifies Major Armenia-EU Accord

The Armenian parliament on Wednesday unanimously ratified a landmark agreement 
aimed at deepening Armenia’s political and economic relations with the European 
Union.
The move paves the way for the implementation of many provisions of the 
Comprehensive and Enhanced Partnership Agreement (CEPA) even before it is 
ratified by the EU’s member states and legislative body, the European 
Parliament.
The CEPA was signed by Foreign Minister Edward Nalbandian and the EU’s foreign 
policy chief, Federica Mogherini, in Brussels last November. It commits the 
Armenian authorities to carrying out political reforms that will democratize 
the country’s political system and boost human rights protection. The 
authorities must also gradually “approximate” Armenian economic laws and 
regulations to those of the EU.
“Everything possible must be done for effectively implementing the agreement 
and correctly taking all opportunities presented by it,” Armen Ashotian, the 
chairman of the Armenian parliament committee on foreign relations, wrote on 
his Facebook page after the parliament vote.“We will keep working in all 
directions for the sake of those common commitments which we undertook with the 
signing of this agreement with the EU.”
Speaking during Tuesday’s parliament debate on the CEPA’s ratification, 
Ashotian called for an equal treatment by the EU of all former Soviet republics 
included in the EU’s Eastern Partnership program. “You can’t divide Eastern 
Partnership between ‘beloved children’ and second-class adopted ones,” he said.
“Yes, this agreement is not an Association Agreement. But its political section 
almost completely repeats [that of] the Association Agreement,” added the 
pro-government lawmaker.
Armenia was close to concluding an Association Agreement with the EU when 
President Serzh Sarkisian unexpectedly announced in September 2013 his decision 
to seek membership in a Russian-led trade bloc. The EU responded by abandoning 
the planned agreement. It subsequently agreed to negotiate a less far-reaching 
deal with Yerevan not containing free trade-related provisions.
During Tuesday’s parliament debate, opposition lawmakers questioned the 
authorities’ willingness to honor their reform commitments envisaged by the 
CEPA. “This agreement can be put into practice only if the authorities have the 
courage to break their own backbone,” claimed Naira Zohrabian of the Tsarukian 
Bloc.
Artak Zeynalian, a deputy from the Yelk bloc, said the Sarkisian administration 
has reneged on many pledges. “This is why people are skeptical about the 
implementation of this agreement,” he said.
Serzh Sarkisian Named As Ruling Party’s PM Candidate

The ruling Republican Party of Armenia (HHK) confirmed late on Wednesday that 
it will nominate its chairman, former President Serzh Sarkisian, to be the 
country’s next, more powerful prime minister.
The Armenian parliament, in which the HHK has a solid majority, is scheduled to 
vote for the new prime minister on April 17. It will thus complete the 
country’s transition to a parliamentary system of government initiated by 
Sarkisian.
The latter completed his second and final presidential term on Monday. The 
controversial constitutional change allows him to extend his decade-long rule.
The HHK spokesman, Eduard Sharmazanov, made the widely anticipated announcement 
following a meeting of the ruling party’s Executive Body. He said the party’s 
larger Council will formalize the nomination on Saturday.
“I think it is clear who our prime ministerial candidate will be because we did 
not discuss any other names,” Sharmazanov told reporters. “No other opinions 
were voiced or, I think, crossed anybody’s mind.”
“We all unanimously trust the chairman of our party, and [outgoing Prime 
Minister] Karen Karapetian’s proposal was approved by all members of the 
Executive Body,” he said.

Sarkisian and Karapetian met on Saturday to discuss their political future. The 
outgoing premier said afterwards that they decided to “propose” to the HHK 
leadership to nominate Sarkisian for prime minister.
Karapetian, who is also the HHK’s first deputy chairman, cited the need for a 
“smooth and effective transition to the new system of government.” He is 
expected to become the number two government figure in his new capacity as 
first deputy prime minister.
Sarkisian promised in April 2014 he will “not aspire” to the post of prime 
minister if Armenia becomes a parliamentary republic as a result of his 
constitutional changes. He downplayed that pledge and signaled his plans to 
hold on to power last month. He cited the increased risk of renewed fighting in 
Nagorno-Karabakh and other security challenges facing Armenia.
The Armenian opposition accuses Sarkisian of failing to keep his word. Some 
opposition and civic groups are planning to launch later this week daily 
demonstrations against his continued rule.
Several dozen anti-government activists blocked a street adjacent to the HHK 
headquarters in Yerevan during Wednesday’s party leadership meeting. They 
marched through the city center later in the evening. Riot police stopped the 
small crowd from approaching the former presidential palace that will serve as 
the seat of the next Armenian prime minister.

“Zhoghovurd” says that by barring journalists from his inauguration ceremony 
Armenia’s new President Armen Sarkissian stuck to one of the “vicious practices 
of his predecessors.” “Only a few representatives of pro-government media 
outlets were lucky enough to attend the ceremony, while the others had to watch 
it through the Internet,” complains the paper. “Also, it emerged yesterday that 
the day after taking office [on Monday] Armen Sarkissian met with a group of 
Russian journalists. In other words, the newly elected president decided to 
neglect local media and to communicate with foreign journalists first. Serzh 
Sarkisian did the same during his tenure. After his well-known gaffes and slips 
of the tongue he drastically stopped directly talking to [Armenian] media 
outlets.”
“Zhamanak” shrugs off claims by senior Republican Party (HHK) that Serzh 
Sarkisian is forced by the HHK to become prime minister. “Are they saying that 
in order to give Serzh Sarkisian an alibi?” asks the paper. “Or is there a 
deeper subtext here? The public definitely does not believe that Serzh 
Sarkisian could become prime minister against his will, under pressure from the 
HHK. Most people are convinced that it is the HHK that unconditionally executes 
Serzh Sarkisian’s wishes and orders.”
“Our authorities and opposition deserve each other,” writes “Hraparak.” The 
paper says the main opposition argument against Sarkisian’s continued rule is 
his 2014 promise not to become prime minister in 2018, as if there are no other 
good reasons for his exit. The authorities, it says, respond to the opposition 
attacks with “more and more ridiculous explanations.”

Decade of establishment of IT field: Armenia exports over half of its IT products



YEREVAN, APRIL 10, ARMENPRESS. The World Congress on Information Technologies 2019 will be held in Armenia. During those days Yerevan will become the world’s IT capital, reports Armenpress. On the sidelines of the Congress Armenia will host more than 2000 businessmen, public officials, investors and renowned scientists. This Congress would be impossible to hold in Armenia without the state assistance and attention. In 2008 the Government adopted new, IT development 10-year strategy, setting main priority the development of the field, the strengthening of Armenia’s competitive potential and formation of leading information society. Staring from 2008 funds from the state budget were provided to respective state bodies coordinating the IT field.

The growth rates of the field were so fast that soon the ArmTec international forum was held. In line with development the DigiTec Expo is being organized in Armenia.

Over the past ten years a number of international agreements both with states (Egypt, India and etc.) and international leading companies (Microsoft, Alcatel, HP, INTEL, IBM, Simens, Oracl, Cisco) were signed. The Presidential Award was defined. Since 2010 this award is being bestowed to people whose investments in IT field led to information developments and positively affected the humanity. This award brought Armenia specialists such as Steve Wozniak, Mario Mazzola, Eugene Kaspersky. They not only visited Armenia, but also presented investment programs later in the future.

The President constantly awards distinguished students and school-children in the IT field. During 2016-2017 Armenia introduced the legislative package on state assistance to the IT field. Thanks to this law the tax privileges became available for new economic entities.

In 2014 Armat engineering laboratory establishment program launched by the initiative of the Union of Information Technology Enterprises and assistance of the government, local and international companies. There are already 220 laboratories in Armenia and Artsakh.

Thanks to the rapid growth of the field, the IT sector became among the fields in the labor market where the quantitative and qualitative demand of the labor force surpassed the supply by several times. Thanks to the development of the field Sam and Sylva Simonian founded the TUMO Center for Creative Technologies in 2011 which today has branches in Gyumri, Dilijan and Stepanakert.

It is accepted to say that Armenia is an exporting country in the IT field. More than 50% of products and services is being exported. Most of the exports, 60%, is directed to the USA, Canada, 18% to Europe, 16.6% to Russia-CIS.

The field of telecommunication also took the development path where there are 33 companies. In the recent years the number of jobs also increases annually by at least 10%, surpassing 15.000 in 2017. The average salary is over 1000 USD. The productivity also increased, reaching nearly 50.000 USD per employee in 2018 compared to 29.300 USD of 2008.

The ongoing active steps in the field already left their traces on the overall economy. Since 2008 20% growth in the average annual turnover was recorded in the field. In 2017 it reached 30%, surpassing 760.000.000 USD. In 2008 this number was just 111.300.000 USD.

The number of companies increases annually by 10%. The number of actively operating companies surpassed 600 in 2017, but their total number including the newly-established companies surpasses 1000. In 2017 only 110 new companies were registered.

Such IT growth also solves a serious demographic issue. The field not only provides new jobs to solve the daily issues, but also forms an intellectual middle class which can have its great contribution to the country’s development. The average salary of employees working in the field is 2000-2700 USD.

Among the Armenian IT achievements in international platforms was the deployment of Joomeg in Armenia which enables the world’s more than 300.000 publishers to create digital, interactive magazines, catalogs, e-books and etc. Picsart app today has more than 100.000.000 active users across the world. Soft Construct opened offices in 14 countries of the world, participates in more than 120 exhibitions annually.

Among the steps outlined for 2018 are to reach the computer equipment of educational institutions, state and local self-governance structures 100%, increase access to internet 90%, make the share of online services in services provided by state bodies 80%, the revenues of the IT field – 1 billion, exports – 700.000.000 USD, involved venture capital – more than 700 million USD.

Future belongs to technological progress, and Armenia, judging from the aforementioned facts, is moving forward in the IT field.

A brutal crime was committed in the Maraga village based on the policy of ethnic cleansing and occupying Artsakh without Armenians, Davit Babayan – spokesperson of the President of Artsakh, said commenting on the massacres committed by the Azerbaijani forces in Maraga on April 10, 1992.

“Taking into account the impunity factor, we see how Azerbaijan becomes more hateful and fascist. The international community should condemn the crime committed in Maraga. Not condemning it will create new grounds for repetition of similar crimes in different parts of the world. Recognition of this massacre by the international community is one of our key and priority tasks”, Davit Babayan said.

Upon receiving the news from Artsakh about the massacre in the Maraga village on April 10, 1992, the Against Legal Arbitrariness NGO was the first to document the happening. Today, director of the NGO Larisa Alaverdyan is voicing the horrendous events and calls on to pay greater attention to the study of these events and legal processes relating to it, because crimes do not have an expiry date.

“It’s no coincidence that after two-three days of the events Baroness Caroline Cox visited the village. People were massacred in Maraga because they were Armenians, helpless and with no possibility of resistance – the slaughter was planned in these very conditions,” Alaverdyan told reporters, adding that the massacres of Maraga differ from the genocidal actions in Sumgait, Baku, Ganja and other more than 300 settlements with one thing, that these events were committed by the newly independent Azerbaijan, whereas the others by the Soviet Azerbaijan.

Larisa Alaverdyan said Maraga was a very developed and wealthy village where no military operations took place.

“Military operations of those times happened near Talish, Mataghis and other locations, but in case by understanding that there is a danger almost everybody was evacuated from Maraga, few were left, who didn’t leave Maraga due to being ill or having small children. Azerbaijanis clearly saw this, and by understanding that helpless, ill people and women with small children can be there they planned these actions. This was a genocidal plan,” she said.

Alaverdyan said that the organization had prepared a package already in 1996, taking testimonies and eye witness accounts about the massacres and handed it over to the government of Artsakh, who were able to find international organizations. The case was presented to the UN Human Rights Commission. One hearing on the matter took place in the commission.

“We were further finding people who were taken hostage, the killings were done in an unspeakable manner – witnesses of the killings were developing mental issues and insanity after seeing it,” she said.

Alaverdyan said it is about the killing of nearly 5 dozen people, 5 dozen hostages, as well as 19 people who are still missing. Detailed work was done with hostages.

“This was committed by the modern Azerbaijan, this state is at least responsible to say what happened to these people. We once again decided that a legal package must be formed and taken to international organizations. This isn’t amateur level work, it required experts of comprehensive group, who must work, and have the responsibility in the future to report to the people – what happened”, she said.

Marina Grigoryan, author of the Ordinary Genocide project, added that massive work is being done in the information sector, however this is already a legal issue.

“Azerbaijan never talks about Maraga, this is strange but reasonable – they confirmed that the Armenophobic policy of Azerbaijan doesn’t have anything to do with who is in power – the policies and methods are the same. Azerbaijan is constantly reminding us about it – two years ago they almost repeated Maraga in Talish. Nuremberg is yet to come, and I am happy that our MPs and politicians are spreading this idea – that Azerbaijan must be subjected to a Nuremberg process”, she said.

Each resident of Armenia consumes 330 kg of fruits and vegetables annually. Agriculture is the source of income for each third resident, while 33.6% of the employed people, 338 thousand people, work in the sphere of agriculture.

Experts say that a berry greenhouse covering an area of 1000 sq.m. ensures the same amount of income for a farmer as, say, 4-6 hectares of a grape orchard. The best example is in Artik city, where strawberry bushes able to produce 700 grams of crop have been planted. According to the agronomist of “Green Food” company Tatevik Baghdasaryan, 300 tons of crops are expected to be harvested from 3 hectares of berry greenhouses.

According to the Headof the ProjectManagement DivisionatSpaykaJSCKaren Baghdasaryan 55 hectares of high-tech greenhouses have been constructed in Armenia and another 50 hectares will be put into operation this year. “We harvest at least 450 tons annually from 1 hectare of greenhouse. Compared with older greenhouses, the difference between the old and new technologies is nearly 4-fold”.

The transition to high-tech greenhouses ensuring abundant and quality harvest well-suited for transportation is one of the key achievements of Armenia’s agriculture of the recent decade. Armenia made the first step in this direction in 2012. Dutch roses are even exported to the Netherlands from Armenia.

As a result of years of hard work today few people remember that just a few years ago realization of agricultural products was more difficult than its production.

In the autumn of 2009 President of Armenia Serzh Sargsyan tasked the processors. “End with the debts. Start to work with contracts so as the farmers know what they grow and for how much they will be able to sell”. A lot changed after this. Food subject for preservation is purveyed now irrespective of the quantity. The state helps the processor with up to 1 billion AMD of cheap loan so as he latter does not delay the payments. When farmers realized that selling the product becomes easier and easier, innovations started to emerge.

In 2007-17 huge sums were allocated to the implementation of infrastructural projects for providing growing fields with water. Construction of new reservoirs and reconstruction of older ones kicked off. Creation of intensive orchards is rapidly growing. The start of the industrial agriculture is given. This is the next achievement of Armenia’s agriculture following the high-tech greenhouses.

These intensive orchards are irrigated through drip system saving 50-70%. Anti-hail nets reduce the risks of hailstorms injuring the fruits.

In 2017 the share of agriculture in the GDP amounted to 22%.

Fish and meat production also develop in Armenia. Fisheries exported over 3000 tons of fish in 2017. In the case of chicken meat the task for now is to meet the needs of domestic demand and to take the place of imported meat that leave the market as a result of the EAEU regulations.
