Thousands of anti-government protesters have rallied defiantly in the Armenian capital Yerevan after riot police seized their leader.

Nikol Pashinyan was arrested after televised talks with Prime Minister Serzh Sargsyan collapsed.

In a tense exchange, the opposition MP insisted the PM should quit and Mr Sargsyan accused him of “blackmail”.

The opposition object to Mr Sargsyan clinging to power after serving two consecutive terms as president.

He was elected to the post by parliament on Tuesday, fuelling anger on the streets.

As well as Mr Pashinyan, two other opposition politicians and some 200 demonstrators have been held, leaving the protest movement without political leadership.

The EU, which has a partnership agreement with Armenia, called on all sides to “show restraint and act responsibly”.

Armenia’s biggest square is full of protesters. The detention of Mr Pashinyan and other opposition leaders did not stop protesters from turning up. They are holding placards that read “I am Nikol” and chanting his name, along with another slogan, “Serzh go”.

University student Elina Isahanyan, wrapped in the Armenian flag, says she has been participating in the protests for nine days.

“My friends and I are not attending classes. This is our way to show to this new government that we want change,” she says.

“We are peaceful and we don’t want any violence. We don’t want the police to be against us.”

Buses loaded with police in flak jackets can be seen in the streets leading up to the square. The justice ministry issued a warning reminding citizens that the police have the right to disperse demonstrations regardless of the nature of the protests.

Protests against Mr Sargsyan have been held in other parts of Armenia – the second largest city of Guymri and the city of Vanadzor.

Mr Pashinyan was previously jailed over his part in protests against Mr Sargsyan in 2008. He recently described the campaign he leads as a “velvet revolution”, referring to the peaceful protests in 1989 that ended communist rule in Czechoslovakia.

He met Mr Sargsyan at a hotel in Yerevan on Sunday morning, in the presence of dozens of journalists.

The exchange was brief. After the prime minister said he was glad his rival had “responded to my numerous appeals to negotiate”, Mr Pashinyan struck an uncompromising note.

“I think there is a misunderstanding,” he said. “I have come here to discuss the terms of your resignation and the terms of a peaceful and smooth transition of power.”

Mr Sargsyan said that “this is not a dialogue, this is blackmail” and left.

Addressing the assembled reporters afterwards, Mr Pashinyan called on his supporters to continue their protests, which have continued for more than a week.

He was detained shortly afterwards, as riot police using stun grenades dispersed protesters.

His supporters then gathered outside a police station where they believed he was being held before they set off towards the capital’s central Republic Square.

He has been accused of failing to address continuing tensions with Azerbaijan and Turkey, as well as widespread poverty at home.

His government has also been criticised by the opposition for its close ties to Russia, whose leader Vladimir Putin also moved between the positions of president and prime minister to maintain his grip on power.

While he was president, the country shifted from a presidential system to a parliamentary republic, vesting real power in the office of the prime minister.

He stood for prime minister despite promising he would not.

His supporters argue that the tough veteran of the Nagorno-Karabakh war with Azerbaijan in the late 1980s has provided the national security Armenia needs.

Serzh Sargsyan, who served as president from 2008 until this year, has been left largely unchallenged for years because of a lack of clear rivals and alternatives, Armenian affairs analyst Richard Giragosian tells BBC News.

“Pashinyan was the exception with his unique combination of charisma with a good sense of street politics, which only makes this current confrontation more serious.” he says.

The power of the ruling Republican Party is potentially even more dangerous as it “undermines the necessity for consensus and compromise”.

“The real question now is what lies ahead. After such polarisation and dissent, the launch of parliamentary politics seems destined to fail, undermined by an inherent lack of trust or public confidence.”

However the crisis plays out, “there is little or no foreign policy dimension”, he adds. “It is not about Russia and not about Europe. It is local politics and economics.”

17 April: Prosecutor-General Zakir Qaralov has sent an appeal to Russian Prosecutor-General Yuri Chaika following the demonstration of the flag of the self-declared regime located in the Azerbaijani Republic’s occupied areas and [the demonstration of] other slogans in a report published on Izvestia newspaper’s news portal iz.ru by the editorial board of that portal on 16 April 2018.

The press service of the Prosecutor-General’s Office told APA that the appeal flatly condemned the illegal actions against Azerbaijan’s sovereignty and territorial integrity and said that the provocation by the editorial board of the news portal caused a major public outcry. The appeal expressed confidence that an impartial and fair investigation would be conducted and that a legal evaluation would soon be given to those actions.

The website of Izvestia newspaper had published an interview with Serzh Sargsyan, former president of Armenia who has been nominated for prime minister.

One of the photos published alongside the interview, which was conducted by journalist Alexei Zabrodin, showed the flag of the self-declared Nagorno-Karabakh separatist regime and a plaque that read “Welcome to Free Artsakh [Nagorno-Karabakh]”.

One of the questions in Sargsyan’s interview was about the Nagorno-Karabakh conflict.

The editor-in-chief of Izvestia newspaper is Arseny Oganesyan, an ethnic Armenian. The newspaper was founded in 1917.

Azerbaijan fires 2500+ rounds in Artsakh ceasefire violations during past week

Azerbaijani forces made over 320 individual ceasefire violations From April 15 to April 21 in the Artsakh line of contact.

Azerbaijan fired more than 2500 rounds at Artsakh positions using various caliber small arms.

In addition to small arms, Azerbaijan’s military also fired three shells from a shoulder launched anti-tank grenade launcher in the northern section of the line of contact.

“The Defense Army forces are in full control of the frontline situation and confidently continue their service”, Artsakh’s military said in a statement.

President of Artsakh Bako Sahakyan has weighed in on the ongoing unrest in Armenia.

The President released a statement, saying : “These days all Armenians are focused on the ongoing developments in Yerevan and a number of cities of Armenia. Artsakh cannot remain indifferent for ongoing developments in Mother Armenia and is also following this all.

For our homeland, which is in a complex geopolitical situation and threatened by an insidious enemy any second, any attempt of destabilization and undermining of unity is dangerous and fraught with the worst consequences, which can’t not impact of security, defense-ability and the situation at the borders.

Any citizen of Armenia is entitled with presenting his opinion or vision about the present or future of the country. This is an inseparable Constitutional right.

However, this right must be exercises exclusively within the law, never forgetting that the most important factor of guaranteeing security of the two Armenian states has been and is domestic stability.

Dear countrymen, I call on you all to unconditionally adhere to the law, to settle disputed issues through dialogue, display restraint and high level of responsibility.

We must not make mistakes the consequences of which can be fatal for our people and the free and independent statehood, which is the supreme value for any Armenian, in Armenia, Artsakh or the Diaspora”, the statement says.

Armenia national security service prevents major terror plot (video)

The National Security Service (NSS) of Armenia has released new details involving Zhirayr Sefilian and the gunmen known as the Daredevils of Sassoun – currently serving prison sentences. Sefilian is imprisoned for plotting armed assaults, while the Daredevils of Sassoun, an armed syndicate comprising several gunmen, were sentenced for the 2016 attack on a police station.

The NSS said that two men, linked with Sefilian and the group, have operated a criminal syndicate plotting to use improvised explosive devices in various locations of Armenia to attack government facilities, commit terror and illegally put forward certain demands from authorities.

Both men, as well as 4 other accomplices have been detained.

NSS said they’ve gathered intelligence reports that certain foreign intelligence agencies, organizations as well as individuals are spreading extremist ideologies, views of intolerance and violence in Armenia, causing factors which contribute to the rise of terror threat.

The national security service said they obtained intelligence reports that certain individuals, who have been placed on a watch-list previously, are plotting severe crimes.

The two men, affiliated with Sefilian and the Daredevils of Sassoun, plotted to use about 150 remotely controlled IEDs in various locations, namely in Freedom Square of Yerevan, Dalma Garden Mall, in transportation vehicles and under bridges and other roads, as well as near residential facilities, to terrorize the society, including by targeting government officials and law enforcement agencies.

The plotters had even tested their IEDs and attempted to recruit accomplices.

A criminal case was launched on April 21. Agents have discovered multiple evidences, including detonators, explosive materials and other items as part of searches.

An investigation is launched into the case. The NSS said it will soon release a footage relating to the case.


PM Sargsyan responds to open letter of several LUYS Foundation graduates

Prime Minister of Armenia Serzh Sargsyan has responded to an open letter of a group of graduates of the Luys Foundation, the PM’s office said.

“Dear Luys graduates,

I got acquainted with the open letter addressed to me by a group of graduates and I find it necessary that you hear the brief response to these concerns directly from me.

Democracy will never regress in Armenia. Our achievements in building strong and developing democracy during the past years are irreversible and guaranteed by the reformed Constitution.

We’ve had numerous occasions to discuss our step for development and vision for the future with you. I am proud that I’ve had my contribution in your professional accomplishment. I hope, that you will serve your education, which you received in the best universities of the world, for the stable, secure and unified development of our country. It is joyous that many of you today, by already being in the state administration system, contribute to our statehood building work with your daily quality work.

Assuming office of Prime Minister was due to one simple fact – in this complex geopolitical region and period full of new challenges we must secure the country’s safe development and continue efforts aimed at the dignified resolution of the Artsakh issue.

In my view, the abovementioned issues are solvable, after which other politicians can assume the country’s [control]. In this greatest task, we will also rely on the potential of the Luys community”, the Prime Minister said.

Azerbaijan launches heavy ceasefire violations in Artsakh

Azerbaijan began heavy ceasefire violations since Saturday afternoon in the Artsakh line of contact. Azerbaijani forces are using various caliber weapons in the violations, the defense ministry of Artsakh reported.

In addition to ceasefire violations, active movements of manpower and equipment is observed in various sections of the line of contact.

The Defense Army are closely flowing the actions of the Azerbaijani military.

President of Armenia Armen Sarkissian has arrived to Yerevan’s Republic Square to meet with opposition MP Nikol Pashinyan.

The President went to the heavily overcrowded central square on foot from Abovyan Street.

“I am going to the square to meet Nikol Pashinyan”, he told reported.

Earlier Pashinyan said he is willing to meet the president in the Republic Square to negotiate.

YEREVAN, APRIL 20, ARMENPRESS. Armenian President Armen Sarkissian held a meeting with Catholicos of all Armenians Garegin II and Catholicos of the Great House of Cilicia Aram I.

At the meeting in the Presidential residence in Yerevan, Catholicos Aram I congratulated the President on taking office and gave Sarkissian a copy of a Bible.

“Being well aware of your personality and the many years of your activities, we are hopeful that you will maximally justify the trust of our people for you,” Aram I said.

The Armenian President and the Catholicoi addressed the ongoing demonstrations in the country, the President’s Office said.

They mentioned that numerous accumulated issues exist, which require speedy solutions, and the country must proceed by the path of true reforms encompassing all classes of the society and first of all the youth.

The spiritual leaders welcomed the President’s call for dialogue, mentioning that dialogue is the correct and safe way for finding the best way out of the situation and guiding the solution for existing problems.

Aram I arrived in Armenia earlier in the day after the Great House of Cilicia reported that the Catholicos will pay a brief visit to the country. “Armenia is at unease, and so are we all”, he said before departing to Armenia.

Earlier in the day, Prime Minister of Armenia Serzh Sargsyan held a meeting with Catholicos of All Armenians Garegin II and Catholicos of the Great House of Cilicia Aram I in Yerevan, the PM’s office said.

In the first meeting with Sargsyan after taking office, the Catholicoi first congratulated the Prime Minister wishing strength, patience, ability and endurance.

The Catholicoi and the PM also touched upon the ongoing demonstrations in the country and expressed their concern over the situation. The spiritual leaders found it natural that in any country there can be demands, concerns and complaints and attached importance to the exclusively civilized _expression_ of protest by respecting the constitutional order and laws of the state.

At the same time, the Catholicoi expressed their satisfaction and appreciation that the ongoing processes do not contain use of force and clashes.

“We pray for this situation to gradually calm down, and that people take up the inmost work of homeland building and the security of our country. Yes, we have difficulties in our lives, but also numerous challenges. And we can stand before these challenges and withstand them only through national unity and solidarity,” Catholicos Garegin II said in part.

“We have Artsakh, we have young sons serving on the borders of our country, the security of whom, we know Mr. Prime Minister, is your constant concern”.

Catholicos Garegin II also mentioned the sacrament of the upcoming commemoration day of the Armenian Genocide – April 24 – which is to live righteously in order to refrain the country from tragedies and losses.

Catholicos Aram I said he completely shares the concerns of Catholicos Garegin II and emphasized that the creation of an atmosphere of uncertainty and tension with inflammatory expressions during the ongoing events involving the youth is harmful to both the people and the perception of the country abroad.

“After all, overcoming the consequences of these demonstrations or the damages will require months. Meaning – the country can be harmed. We must tell the demonstrators that this is the country of all of us, we are all the children of this fatherland, we are one family. Difficulties and questions will happen, but we should sit down and discuss questions at the table under mutual understanding, not out in the street. Continuing this way in this atmosphere is harmful, harmful to the country, to our people. Therefore, I am happy that you, Mr. Prime Minister, made this call for the forces to come together and sit at a table and talk. That talk, headed by the President and you, must take place, because the continuation of this will greatly harm our fatherland, our people, especially Artsakh. It is time for us to unite, because we are blockaded by unfriendly powers. There are questions, naturally, but these questions must be talked about in conditions of mutual love and respect. This is what I wanted to convey to you Mr. Prime Minister,” Catholicos Aram I said.

Opposition protests began in theArmeniancapital ofYerevana week ago. The rallies are led by opposition lawmaker NikolPashinyan, who has called on his supporters to launch civil disobedience. The rallies began with a sit-in at France Square in downtown Yerevan, followed by sporadic marches in the city streets. The protesters even began blocking intersections and shutting down traffic.

The YerevanPoliceDepartment (YPD) has called on the opposition crowd to refrain from illegal actions and to maintain public order.

YPD said they are entitled to detain protesters who are violating public order and to cease the illegal rally, because the demonstrations are violating the rights of others and endangering public safety. The protesters largely ignored the YPD demands and continued the rally, initiating sit-ins outside governmental buildings, blocking traffic, obstructing public service staff from entering their offices.

Many protesters have been detained.

YEREVAN, APRIL 20, ARMENPRESS. Blogger Alexander Lapshin is going to participate in one of the sessions of the Parliamentary Assembly of the Council of Europe (PACE) in Strasbourg during which he will talk about violations of his rights by Azerbaijan, reports Armenpress.

“I am going to talk about how they kept me in the isolation ward for 7 months which is a human rights violation, how they deprived me from the opportunity to connect with the outside world, how mocked me. And on the last day, September 10, the birthday of my mother, I was beaten, they broke my tooth, and when I was unconscious, I had a rope on my throat and they hanged me in the toilet, later presenting that I hung on. I think they deliberately chose my mother’s birthday”, Lapshin told reporters in Yerevan.

The blogger said while he was in Azerbaijan, he understood that he is in a totalitarian country which is governed by clans, and he is being used for solving the country’s internal issues. “They want to show the illiterate society that Ilham Aliyev is a strong leader, can allow himself not to respect the opinion of Russia, Israel and the European Union”, Lapshin said.

The lawsuit filed over the illegal actions committed by Azerbaijan has been submitted to the European Court of Human Rights 1.5 month ago. French attorneys have told Lapshin that it has already being examined by the court, and the trial may last 1-2 years. “We have submitted to the court charges on the attempt to kill me in the Baku court, violation of my rights, extradition right, as well as illegally depriving me from freedom”, Alexander Lapshin said.

He believes that Azerbaijanis spend financial and human resources and monitor everything happening with him on a daily basis. “I am confident that they will monitor everything I will say here by spending financial and political resources. The more resource they spend in fight against me, the fewer weapons they will purchase”, he said.

The blogger said this time he will not manage to visit Artsakh since he has to leave for Strasbourg in three days, but he promised to visit the country next time. “I will visit Artsakh next time, and will show that they [Azerbaijanis] cannot scare us”, Lapshin noted.

He arrived in Armenia to participate in the InTour Expo and SportWay exhibitions. Here Lapshin will speak about his travels to Armenia and other countries, as well as how to be free and enjoy trip.

Lapshin was arrested in 2016 by Belarus police after being declared internationally wanted by Azerbaijan. The blogger was blacklisted by Azerbaijan for visiting Artsakh.

Lapshin was extradited to Baku in early 2017, a move that sparked outrage among human rights activists and others.

He was sentenced to three years in jail by Baku, but was pardoned by President Ilham Aliyev on September 11, 2017.
