Russian TV channel intentionally or unintentionally adds Armenian flag in logo

YEREVAN, MAY 4, ARMENPRESS. A Russian TV channel has added the Armenian flag’s tricolor in its logo.

Dozhd (Дождь) TV channel (TV Rain), has replaced the letter “ж” – “zh” with the sign “///” – with red, blue and orange.

The channel hasn’t made any official comments about the logo colors.

Although unclear if indeed the TV channel has deliberately added the Armenian tricolor in its logo or if it was a coincidence, the channel however has numerously covered the latest political developments of Armenia and the protests.

The Transfer of Yerevan to Moscow is no more than a slogan

DEFENSE and SECURITY (Russia)

THE TRANSFER OF YEREVAN TO MOSCOW IS NO MORE THAN A SLOGAN

Alexei Navalny said that the Moscow authorities rejected an application for two opposition rallies to be held in Tverskaya Street and Manezhnaya Square on May 5. The founder of the Anti-Corruption Fund wanted to hold the rallies two days before the inauguration of Russian President Vladimir Putin.

Some pro-Kremlin publicists have already said that the opposition planned to start a color revolution in early May, inspired by the example of Armenia, where Prime Minister Serzh Sargsyan resigned under pressure from the street. Noteworthy, neither the Kremlin nor the Russian Foreign Ministry has called yet the Armenian velvet revolution to be a ‘color’ revolution inspired by the Department of State, etc. The Russian opposition was really encouraged by the events in Yerevan. For example, Navalny congratulated the citizens of Armenia on the victory. He said that taking to the streets is the best way of “interaction” with politicians who want to hold their positions for life, and thus hinted at May 5.

CSTO About situation in Yerevan: This is internal affair of Armenia

DEFENSE and SECURITY (Russia)

CSTO ABOUT SITUATION IN YEREVAN: “THIS IS INTERNAL AFFAIR OF ARMENIA”

by Alena Pavlova

Armenia, Byelorussia, Kazakhstan, Kirgizia, Russia and Tajikistan have considerably improved their cooperation within the scope of the Collective Security Treaty Organization (CSTO) recently. How collective threat countermeasures are organized? What are prospects for cooperation in this sphere? And how does CSTO consider developments in Yerevan? Anatoly Sidorov, CSTO joint staff chief colonel-general, answered these and some other questions.

Moskovskiy komsomolets: Anatoly Alekseevich, Armenia, where one can see political passions, is a part of CSTO. How does political-military alliance consider all those developments?

Anatoly Sidorov: Position of CSTO is clear. All member-states of the organization agree with it. The Collective Security Treaty Organization thinks that situation in Yerevan is a domestic affair of Armenia. Let me say once again, this is a domestic affair of a sovereign state, we do not interfere in domestic affairs.

CSTO did the same several years ago, when we saw similar developments in another CSTO member-state – Kirgizia. I would like to remind that after the shift of power, the country did not disaffiliate from the CSTO, and even intensified cooperation with partners.

Moskovskiy komsomolets: What can you say about situation in the CSTO area of responsibility?

Anatoly Sidorov: Political and military environment is rather difficult. Security level, both regional and global ones, is rather low. Ongoing attempts to divide up spheres of influence, creates favorable environment for military conflicts. Antiterrorism protection and information confrontation have been becoming more and more important nowadays.

Moskovskiy komsomolets: the Eastern European, Caucasian and Central Asian regions of collective security are in CSTO area of responsibility. What region requires a heightened level of awareness?

Anatoly Sidorov: One can see unfavorable tendencies in every of those regions. However, we think that Central Asian region requires special attention. International terrorism threat and expansion of the religious extremism in the post-Soviet countries is clearly seen there. Afghanistan is a source of that threat, about 70000 insurgents and more than 4000 detachments and combat teams are functioning there. “Islamic Taliban movement” is a base for armed opposition groups comprising more than 60000 insurgents. In some provinces and in the south and the east, they control up to 70% of the territory.

Moreover, ISIS (banned in Russia) terrorists has enhanced its activity in Afghanistan as well. According to various estimates, there are more than 4000 insurgents.

Moskovskiy komsomolets: Can big formations of terrorists intrude into the territory of Central Asian countries through Afghanistan?

Anatoly Sidorov: Yes, they can. ISIS is undertaking attempts to expand its sphere of influence first of all, on the northern provinces of the country and they do not hide their plans to penetrate in the Central Asian countries and some regions of the Russian Federation.

Recruitment of new armed insurgents and obtaining of additional sources of funding by taking control over drug trafficking and other criminal activities are the main objectives of terrorists. To achieve their objectives, ISIS leaders are gradually increasing strength of their groups in Afghanistan, they also create a network of training camps and shelters for terrorists.

Moskovskiy komsomolets: Is there anything to be put up against that threat?

Anatoly Sidorov: Collective Rapid Deployment Forces were formed the Central Asian region. They include formations from the Armed Forces of Kazakhstan, Kirgizia, Russia and Tajikistan – about 5000 soldiers. They are well-trained soldiers, most of them represent air assault and mountain rifle formations.

CSTO also has the Collective Rapid Reaction Forces. 6 member-stated allocated the most powerful and mobile detachments, units and formations of their special-purpose forces. Total strength – about 18000 soldiers.

Moskovskiy komsomolets: Do you practice potential scenarios?

Anatoly Sidorov: Yes, we do. It goes without saying. For example, in the fall of 2017 we organized unscheduled large-scale military exercises of the Collective Rapid Reaction Forces on the territory of Tajikistan. Necessity of that exercise was dictated by the threat from ISIS that is being pressed out from Syria and Iraq on the territory of Afghanistan. More than 5000 soldiers, 1500 weapon units and vehicles, 77 aerial devices, including drones, on 6 training ranges were involved in those exercises. In other words, CSTO has more than enough forces to ensure safety in the Central Asian region.

In 2018 we are going to hold a collective strategic exercise “Combat brotherhood-2018” (“Boevoe bratstvo-2018”). According to the exercise plan, we will be practicing a set of tasks to prevent a military conflict, its settlement and peace restoration on the territory of 4 states.

Armenian opposition leader will respect Armenia’s interests and will not initiate withdrawal from EAEU, expert says

YEREVAN May 4

If Armenian opposition leader Nikol Pashinyan becomes prime minister, he will take into consideration his country’s interests and will not initiate withdrawal from the Eurasian Economic Union (EAEU), head of the Alternativa analytical center Doctor of Economics Tatul Manaseryan said in an interview with TASS on Friday.

YEREVAN, May 4. /TASS/.

“When the Yelk faction organized parliamentary hearings on the issue of withdrawal from the EAEU, I attended [them] myself and highlighted my opinion that it is impossible to stay away from regional integration processes. I think that if Pashinyan becomes the country’s prime minister [he] will respect Armenia’s interests and will not initiate its withdrawal from the EAEU,” Manaseryan noted. He added that “Russia is Armenia’s reliable partner, and this move will lead to a sharp deterioration of Armenian-Russian relations.”

The expert stressed that “a revolutionary process may positively affect the economic situation in the country.”

“If revolutions in other countries led to mistrust on the part of international partners, here we’ve got a different situation. We are receiving signals from foreign organizations that they are ready to continue cooperation,” Manaseryan noted. According to the economist, “it is necessary to settle the domestic political crises solely within the law for the process to continue in a positive atmosphere.”

On May 1, members of parliament rejected opposition leader Nikol Pashinyan’s candidacy to the post of prime minister. Forty-five lawmakers voted for him, against 53 votes needed for election as prime minister. Pashinyan then called on his supporters to embark on mass civil disobedience actions. The next voting on the PM candidacy is due on May 8.

Armenia could possibly get minority govt – parliamentary commission chairman

Armenia could possibly get minority govt - parliamentary commission chairman
YEREVAN. May 4
Governments in countries with parliamentary systems can be changed by
changing the parliamentary majority, which in Armenia currently
belongs to the Republican Party, Gevork Kostanyan, the chairman of the
Armenian parliamentary standing commission for state and legal
affairs, told journalists on Friday.
"Governments in the country change when the parliamentary majority
changes. A change of government may occur through a change in the
configuration of parliamentary factions. This may happen, for
instance, if some parliamentarians leave a faction, or if factions put
together coalitions," Kostanyan said.
If Nikol Pashinyan, the leader of the opposition Elk faction, is
elected prime minister, this faction will de facto stop being in
opposition, he said.
"If the Elk faction's composition remains the same as it is now, then
we will have a minority government, but power will formally and
legally belong to a majority - the Republican Party," Kostanyan said.
The majority may not pass bills proposed by the government, he said.
"In the end, this would lead to the government's resignation and new
elections, as the executive body will be unable to act in this
situation," Kostanyan said.
The Armenian parliament consists of four political forces. The
Republican Party's faction controls an absolute majority of votes, 58.
Elk has nine, Tsarukyan 31, and Dashnaktsutyun, which recently
withdrew from a coalition with the Republican Party, has seven
parliamentarians.
The Armenian parliament will elect a new prime minister on May 8.
Pashinyan is the only nominee.
