Two Armenian chess players recorded wins in the second round of the World Youth Stars tournament.
 
Shant Sargsyan beat Nikolozi Kacharava (Georgia) and Mamikon Gharibyan defeated Volodar Murzin (Russia). Another Armenian player Aram Hakobyan shared points with Sergei Lobanov (Russia).
 
Sargsyan now tops the tournament table with 1.5 point, while Gharibyan and Hakobyan trail behind with 1 point each.
 
 

168: Central Electoral Commission gives mandates to new MPs

During the May 16 sitting the Central Electoral Commission of Armenia adopted several decisions by giving mandates to new MPs Hovik Aghazaryan, Hrachya Hakobyan and Alen Simonyan from the Yelk faction, Hakob Hakobyan from the RPA and Ruzanna Arakelyan from the ARF.

The CEC made protocols on giving mandates to Hovik Aghazaryan, Hrachya Hakobyan and Alen Simonyan who will substitute Nikol Pashinyan, Ararat Mirzoyan and Mane Tandilyan from the Yelk alliance in the Parliament.

Artak Zeynalyan from the Yelk alliance will be substituted by Hayk Konjoryan.

Hakob Hakobyan will substitute RPA faction MP Grigor Avalyan.

Aghvan Vardanyan from the ARF will be substituted by Ruzanna Arakelyan.

Foreign ministry satisfied with appointment of Zohrab Mnatsakanyan as new FM

Deputy foreign minister of Armenia Shavarsh Kocharyan says newly-appointed foreign minister Zohrab Mnatsakanyan is a professional diplomat and has passed a serious path, reports Armenpress. “He has served also as deputy foreign minister, and in general, the ministry is satisfied with his appointment”, the deputy FM told reporters.

Asked whether he will continue the work in the position of the deputy FM, Shavarsh Kocharyan said: “We are working, what is the talk about? The ministry has worked during the movement and it also works now. The foreign ministry is one of the structures which should work like a clock regardless of events”.

Deputy FM Kocharyan refused to comment on the statement of Prime Minister Nikol Pashinyan according to which Armenia is a party to the Nagorno Karabakh conflict, which also gave rise to a debate between the first and second Presidents of Armenia and the former defense minister Vigen Sargsyan. Deputy FM Kocharyan said the foreign ministry doesn’t comment on the statements of the leadership, it comments on the statements of the representatives of other countries.

Defense minister holds consultation over complaint of officers of military commissariats

Defense minister of Armenia Davit Tonoyan on May 16 held a consultation over the complaints of officers of military commissariats, Artsrun Hovhannisyan – spokesman of the defense ministry, said on Facebook.

The officers are protesting against the optimization of military commissariats.

The spokesman said the defense minister got acquainted with the issue in-detail and gave instructions to continue the works to implement the optimization concept. “At the same time the minister tasked to present him respective proposals and solutions within a week on the issues of providing the staff with jobs”, the spokesman said.

‘We continue exercising our powers’ – CEC Chairman on work with new government

The Central Electoral Commission of Armenia continues exercising its powers as prescribed by law, CEC Chairman Tigran Mukuchyan told reporters on May 16.

Asked whether he imagines his joint work with the government led by Prime Minister Nikol Pashinyan, the CEC Chairman said: “We have our functions, powers and duties that are defined by the Electoral Code. We continue conducting our functions as we did before”.

As for holding snap parliamentary elections, the CEC Chairman said when elections are set, the CEC functions will launch from that moment.

Armenian-American Glendale cop busted by FBI for suspected mafia ties

The FBI arrested an ethnic Armenian Glendale cop in suspicion of obstruction of justice and providing false testimonies.

As far back as 2015, John Saro Balian, a Glendale narcotics detective, used burner phones to tip off gangsters about upcoming raids, authorities said Tuesday, The Los Angeles Times reported.

John Saro Balian is also suspected of collaborating with other criminals to steal cars, presumably to sell abroad and taking money to hunt someone down.

When confronted by federal agents in four interviews over the last year, authorities say Balian, 45, lied about his ties to the Mexican Mafia and Armenian organized crime in Southern California.

“I’m not [expletive] on anybody’s payroll,” he told the Los Angeles Police Department and FBI in one interview.

Prosecutors this week charged Balian with one count of making false statements to federal investigators.

“Mr. Balian moved in criminal circles and operated as though he was above the law by repeatedly lying to hide his criminal activity,” Paul Delacourt, assistant director in charge of the FBI’s Los Angeles field office, said in a statement. “His alleged actions impeded legitimate investigations into organized violent crime and consequently presented a threat to public safety.”

Balian once served as spokesman for the Glendale Police Department, according to Los Angeles Times.

In one incident, Balian allegedly offered an informant and a second man $100,000 to “scare” the bodyguard of an Armenian businessman in Commerce, a request that led to a shooting in July 2016, the Los Angeles Times said.

Federal authorities Tuesday afternoon were searching Balian’s Seal Beach home, an FBI spokeswoman said. They were looking for evidence of racketeering, interference with commerce by robbery or extortion, and bribery, according to an affidavit.

The arrested cop was one of five Armenian-American police officers who sued Glendale in 2010, alleging discrimination, retaliation and harassment, according to the Los Angeles Times.

Converse Bank has considerably improved the terms of issuing some loans

Converse Bank has launched a campaign of issuing loans secured with real estate as collateral and credit cards, significantly improving the lending terms. Loans are issued with the purpose of refinancing loans existing at other banks.

“With the launch of this campaign by Converse Bank, in the first place, the lending process has been simplified. Today, depending on the loan type, income analysis is not required for lending in the amount of AMD 15-25 million/its equivalent in foreign currency. Review of the loan application, loan disbursement and its encashment are done free of charge, and the costs of preliminary evaluation of the pledged property and notarization are covered by the Bank”, – they said at the Bank.

Within the framework of the campaign, loans for acquisition and construction of real estate are issued with maturity up to 180 months; loans secured with real estate as collateral and credit cards with non-restorable limit – with maximum maturity of 84 months.

The campaign is valid until June 30, 2018.

Stabbing two young men revealed; suspect arrested

In the framework of the criminal case investigated in the Investigative Division of Avan and Nor Nork administrative districts of Yerevan Investigative Department of the RA Investigative Committee stabbing of two young men was revealed – the person having committed the alleged crime was identified, the motive was found. The suspect was arrested.

It was earlier informed that on May 13, 2018 at 22:25 a call was received from «Saint Gregory the Illuminator» medical center informing that two residents of Yerevan – one of them, born in 1993, with a diagnosis of polytrauma, cut wound on the frontal part of the abdomen, the other, born in 1997, with a diagnosis of polytrauma, cut-pierced wound on the lumber region of the abdomen, head injury were taken to medical center.

Through preliminary investigation of the criminal case initiated in the RA IC Investigative Division of Avan and Nor Nork administrative districts of Yerevan Investigative Department actual data were obtained on the allegation that the young men had sustained the heavy bodily injuries during the incident that took place in one of the yards of lane 1, Bakunts of the city of Yerevan.

In the result of necessary investigatory and other procedural actions a number of circumstances, motive were found, the person having committed the alleged crime was identified; he is a resident of Yerevan. the latter was arrested on suspicion of committing crime envisaged by the Point 1 of the Part 2 of the Article 112 of RA Criminal Code and was questioned.

Pursuant to the suspect’s testimony on May 13, 2018 at about 21:30 he noticed from his flat that in the yard of their house about 10 boys armed with blackjacks were going to his father and brother and realizing that those people were going to beat them he also went to the yard. He fired a warning shot to the air with a gas gun however the argument was not prevented and a fight broke out during which he was hit with blackjacks on different parts of his body. Noticing a knife on the ground the person having committed the alleged crime took it and stabbed two of those who had hit him.

Preliminary investigation is ongoing. Measures are taken to provide the comprehensive, objective and complete investigation of circumstances, to verify the circumstances mentioned in the testimonies.

Note; Everyone charged with alleged crime offence shall be presumed innocent until proved guilty according to law.
