May 23–Residents and business owners largely oppose a proposal to change the name of two blocks of Maryland Avenue to Artsakh Street in an effort to recognize the Republic of Artsakh.
 
During a Glendale Planning Commission meeting last week, about 40 people gave their opinions on the proposed name change, with the majority saying the change would be costly to businesses and cause confusion.
 
Ultimately, the planning commission members opposed the name change and suggested searching for other more viable options.
 
The nonprofit Unified Young Armenians first proposed the name change to the City Council in February, because it would honor the Armenian heritage of many Glendale residents. Council selected the two blocks of Maryland Avenue between Wilson and Harvard out of six other options presented to them by staff.
 
“We believe that it is time for the city to finally have a significant and highly visible street honoring the heritage and culture of its Armenian American residents, as well as their contributions to the city’s life,” the group said in a letter to Mayor Zareh Sinanyan.
 
About 10 supporters of the name change spoke during the public hearing, and several of them were high school or college students.
 
Though many opponents to the name change didn’t disagree with the name Artsakh or honoring Armenian American culture, they felt the obstacles for businesses would be too great.
 
Business owners said they would have to pay thousands of dollars just to reprint documents.
 
“With a staff of 100 people, we have many expenses that would be adversely affected by an address change,” said Pamela Spiszman, chief executive of Pegasus Home Health Care.
 
“Most of the field staff and all of the office staff have business cards, We have brochures and marketing materials for two companies with many components bearing the address and all professionally created by a graphic designer,” she added.
 
Some felt that by changing the name to Artsakh, Glendale would be taking a political position. The Republic of Artsakh, more commonly known by its formal name Nagorno-Karabakh, is a disputed territory between Azerbaijan and Armenia.
 
“The city of Glendale getting involved in this is dipping our toes in something we have no business in,” said Ross Nelson during the public hearing. “We will not enrich the area. We will not attract businesses. In fact, it will only attract political attention, doing nothing to solve an issue that is so much larger than anything such a petty gesture could possibly impact.”
 
Leonard Manoukian, who said he has donated to build roads in Artsakh, disagreed with the motion.
 
“This is the single most useless hearing I’ve ever particpiated in because it has proven itself so divisive over something that is symbolic to some but has a true cost to many,” he said.

Azerbaijani press: Recognition of so-called "Armenian genocide" to be discussed in Israeli parliament

Israeli parliamentarians decided to hold a plenary discussion on the recognition of the so-called. “Armenian genocide” against the backdrop of worsening relations with Turkey, Knesset’s (Israel’s parliament) press-service reports.

The decision was not met with objections from the government, which in the past tried to block such initiatives.

Armenia and the Armenian lobby claim that the predecessor of Turkey – the Ottoman Empire – committed the so-called “genocide” against Armenians living in Anatolia in 1915.


Azerbaijani press: President Aliyev: All Azerbaijani cities liberated from occupation to be restored

Thanks to the power of the Azerbaijani state and the will of the Azerbaijani people, all cities liberated from the occupation will be restored, Azerbaijani President Ilham Aliyev said.

He made the remarks May 23 at the meeting with the internally displaced persons, during the opening of the Gobu Park residential complex for the IDPs in the Garadagh district of Baku.

“Dear friends, I cordially congratulate you on the opening of the Gobu Park residential complex,” he said. “This great event once again shows that a citizen of Azerbaijan, our compatriots, IDPs living in hard conditions are always in the center of attention.”

President Ilham Aliyev noted that the creation of the complex shows the policy of the Azerbaijani state and the care for the IDPs.

“This beautiful residential complex was created in just one year,” he said. “Exactly one year ago the foundation of this complex was laid. At that time, Mehriban Aliyeva participated in the groundbreaking ceremony. The entire infrastructure of the complex has been created, and we all gathered for the opening of the complex. Issues with power lines, water, gas, as well as all infrastructure issues were solved, roads leading to both the settlements and the main road were built. Eleven nine-story residential buildings were built.”

The president went on to add that he has reviewed the apartments as well.

“The total area of ​​each apartment is 73 square meters. There is a beautiful 624-seat school, a 220-seat kindergarten, a first-aid post, a post office, a police station… all the conditions for living were created at the highest level. Wonderful public areas were created, trees were planted and parks were laid. I think that among the towns for IDPs, it is one of the centers distinguished by its beauty and conditions.”

The peculiarity of this town is that the private sector actively participated in its construction, and the private sector was really the construction’s initiator and executor, the Azerbaijani president said.

“Recently, entrepreneurs have been implementing many social projects,” he said. “I have repeatedly expressed my opinion on this issue, and said that the social responsibility of entrepreneurs must grow. Excellent conditions for entrepreneurs are created in Azerbaijan. Azerbaijan is a very good country for entrepreneurship. There is an excellent investment climate here. There is stability, calmness. Development of business is our state policy. Eighty percent of our GDP is formed in the private sector. Therefore, always, when appealing to entrepreneurs, I advise them to pay more attention to social projects. This is the biggest project among the work carried out in this sphere. So far, entrepreneurs have been actively involved in the construction of schools and kindergartens. However, the construction of a residential center of such a size and on such a scale for the IDPs is taking place for the first time.”

Ilham Aliyev added that entrepreneurs also participated in the financing of the residential complex.

“The state didn’t allocate funds to create this complex,” the Azerbaijani president said. “So, I would like to express my gratitude to PASHA Holding, which did this work. PASHA Holding is engaged in big construction work in Azerbaijan, it makes large investments in various spheres of the country’s economy, the company put effort and achieved the creation of thousands of jobs. Today, the social responsibility of this company is obvious.”

“I believe that this wonderful initiative should be an example for other big companies,” Ilham Aliyev noted. “I am sure that the private sector will also actively participate in the construction of new residential towns, centers to be built for IDPs in the coming years. However, naturally, the state has taken on the main issue, the main work. Over the past years, about a hundred towns have been built and commissioned by the state for the IDPs. I personally participated in the opening of many of them. We provide thousands of IDPs with housing each year. This year, 20,000 IDPs will be provided with new apartments and houses. There are 1,026 apartments in this residential complex. That is, 1,026 families will live in good conditions here.”

The president of Azerbaijan added that the state program on solving the problems and improving the living conditions of the IDPs and increasing employment is being successfully implemented.

“As I noted, about 100 towns for IDPs were built,” he said. “The state allocated billions of manats for this purpose. As I noted above, thousands of families are provided with housing each year. By the end of this year, as a result of the work carried out in recent years, a total of 285,000 IDPs will be provided with housing. This year about 20,000 of them will move into new apartments. The state continues its policy in this direction. As I already said, the private sector also joined these activities, which is natural. Companies that have the opportunity should create conditions for those who live in need. I am sure that this wonderful initiative will be developed in Azerbaijan. This is while the state, on its part, will continue to spare no effort to solve the problems of IDPs. Social projects will be implemented both this and next year. We, as I noted, managed to achieve great success in this work. Among the towns built, I would particularly like to note the restoration of the Jojug Marjanli village. Last year I took part in the opening of the restored village. There are 150 houses, a school, a kindergarten and a mosque built there. In Jojug Marjanli we built an analog of the Shusha Mosque destroyed by the Armenians.”

Ilham Aliyev noted that the restoration of the Jojug Marjanli village is an indicator of indestructible spirit of the Azerbaijani people.

“This once again shows that the Azerbaijani people will never reconcile themselves with the occupation,” he added. “This once again shows that all IDPs live with one dream – the dream to return to their native lands. I am sure that we will achieve this. The restoration of the Jojug Marjanli village became possible as a result of the April fights and our brilliant victory. The restoration of this village became possible after a part of the Agdere, Fizuli and Jabrayil districts was cleared of the invaders. The Azerbaijani army once again demonstrated its strength. The Azerbaijani people showed once again that they will never accept the occupation and at any cost will return to their native lands and restore the territorial integrity of their country.”

Ilham Aliyev noted that dreams and intentions of IDPs can be seen on the example of this village.

“Citizens from Jojug Marjanli, people who lived in different places for many years, prefer to immediately return to their village when it becomes possible,” he said. “Now life is restored there, conditions are being created, an entire infrastructure – both for living and work – was created. This once again shows that after liberation from the occupation, we will soon restore all the destroyed cities. Our historical monuments, mosques, museums in all the occupied territories were destroyed and looted by the hateful neighbor. This is an unprecedented atrocity. The photos of the ruined buildings, houses and mosques show the predatory nature of Armenian vandalism. But we will return to our lands. No one doubts this, just like we returned to Jojug Marjanli and the Shikharkh settlement. The construction of the Shikharkh settlement on the lands liberated from the occupation once again shows that once we liberate our lands from occupation, life immediately returns to these lands. I am sure that thanks to the power of the Azerbaijani state, the will of the Azerbaijani people, we will restore all our cities liberated from the occupation, and the people ensuring the development of our country will live and build in these cities.”

The president of Azerbaijan added that the Armenia-Azerbaijan Nagorno-Karabakh conflict is the greatest injustice.

“Our citizens are IDPs as a result of the occupation,” he said. “Armenia, which violated all norms of the international law, committed atrocities. The predatory image of Armenian fascism manifested itself in this conflict. However, the Azerbaijani people are absolutely sure that we will restore our territorial integrity and we must do this. Both the international law and justice are on our side. The historical truth is on our side and the strength is on our side. Today, on the world scale, the force factor comes to the fore, and strong states can achieve what they want. Azerbaijan is also a strong country. We have a strong army, a strong economy and a balanced policy. This residential complex is a temporary place of residence for you. However, we want the conditions, even if temporary, to be good. After the liberation from the occupation, we will surely create such beautiful small towns in the lands that are under occupation today. I congratulate you once again on this remarkable event. I wish you good health and success.”


Azerbaijani press: IMF: Armenia poorest country in South Caucasus

Armenia once again turned out to be the poorest country in the South Caucasus, reads the International Monetary Fund (IMF) report.

The report includes economic data of countries in terms of the gross domestic product (GDP) per capita based on purchasing power parity (PPP), the Armenian media reported.

Armenia’s GDP per capita based on PPP will be $10,000 by the end of 2018, while it was $9,400 in 2017, according to the report.

On this indicator, Armenia ranked 113th among 192 countries. In addition, this indicator is the lowest among the countries of the South Caucasus.

This is while Azerbaijan’s GDP per capita based on PPP by the end of 2018 is forecast at $18,040, and in Georgia – at $11,480, according to the report.

Thus, Azerbaijan is the richest country in the South Caucasus, reads the report.


Azerbaijani press: Armenia cannot speak on behalf of Karabakh: Will the Armenian Deputy FM get Nobel Prize for his discovery?

Shavarsh Kocharyan, a geneticist, mathematician, engineer, who is at the same time Armenia’s deputy foreign minister, made a discovery in the Armenian Parliament that could turn the world of genetics and biology upside down: Armenia cannot negotiate on behalf of Nagorno-Karabakh.

So, let’s get acquainted with the speech of this politician, for whom it is high time to be nominated for the Nobel Prize in physiology or medicine.

“I am surprised at the excitement [around the issue],” he said. “It is obvious that it is impossible to achieve any progress without participation of the main party of the conflict [did he really mean Nagorno-Karabakh?]. The non-participation of Nagorno-Karabakh is due to the resistance of Azerbaijan. On the other hand, the [OSCE Minsk Group] co-chairs are well aware that Armenia cannot negotiate on behalf of Nagorno-Karabakh.”

Shavarsh Kocharyan was sharing with reporters a revelation that apparently visited him in a dream, saying the “three countries” should work together for a peaceful resolution.

Is there anything surprising in this? Indeed there is! Kocharyan’s statement is truly a sensation, as it calls into question the essence of the negotiation process of the last two decades.

God knows what section of biology Kocharyan was thinking of when talking with reporters, but he should have read at least three times what he said.

The first question: If Armenia cannot negotiate on behalf of Nagorno-Karabakh, then excuse me, what the hell it has been trying to do over the past years? Why there are statements about Nagorno-Karabakh from various Armenian politicians and functionaries? Kocharyan, apparently, either decided to pretend to be a fool or he makes a fool of readers and listeners.

Absolutely everything that happens in the Nagorno-Karabakh region is controlled directly from Armenia. The Nagorno-Karabakh region has no statehood. There are no internationally recognized political institutions. It does not even have its own phone code. And, please, do not try to draw a parallel between Armenia and Kazakhstan or Canada. They are not the same. Conscripts from Armenia serve and die in the Nagorno-Karabakh region; weapons appear in the region because Armenia buys them from Russia; international communication is realized via Armenia; the interests of the separatist regime are expressed by the politicians from Armenia. But Kocharyan suddenly begins to speak openly and understands that Yerevan cannot speak on behalf of Nagorno-Karabakh.

Well, in fact the politician-geneticist is right. Armenia cannot and should not speak on behalf of Nagorno-Karabakh, because Nagorno-Karabakh is Azerbaijan’s territory and it was a political entity within the Azerbaijan Soviet Socialist Republic. But that was necessary to talk and think about in 1988, when politicians in Yerevan promoted the idea of miatsum (Armenian anschluss).

The second question: Which three countries are meant by Kocharyan? Azerbaijan, Armenia and …? Is it really Nagorno-Karabakh? But wait a minute. Mr. Geneticist was apparently not reminded that Nagorno-Karabakh is not recognized by any country in the world. After all, even Armenia itself has not recognized the “independence” of Nagorno-Karabakh! I find it strange when a person with a mathematical education makes an official statement, calling as a country a region, which hasn’t been recognized as a country by anyone. However, Armenian politicians are suffering for years from this delusion.

The third question: If Armenia cannot speak at the talks on behalf of Nagorno-Karabakh, why did it take part in the development of political decisions on the conflict, which, incidentally, led to the resignation of the government in 1997-1998? For 20 years, Armenia has been making political decisions on Karabakh. And how come this has happened if Nagorno-Karabakh is a truly “independent political entity”?

It is evident that the “independence” of Nagorno-Karabakh is nothing but an attempt to separate the Nagorno-Karabakh conflict from the image of Armenia. They say that Armenia is not involved in the conflict, and it is not Yerevan that has committed acts of aggression against Azerbaijan.

On the other hand, even if we assume that Armenian politicians are sincere in their desire to see representatives of the separatist regime at the negotiating table, it is not clear why they believe that only Armenians should and can speak on behalf of Nagorno-Karabakh. What about the millions of Azerbaijanis expelled from their own lands?

Why did Yerevan think that Nagorno-Karabakh should be purely an Armenian political entity?

After all, the current population of Nagorno-Karabakh is ordinary Armenians, who are not a separate people who can claim for a right to self-determination. If Armenian politicians think the notion of the nation is identical with the concept of the population, then why does not the “people of Karabakh” include Azerbaijanis living there?

Answers to all these questions can be found in the trivial truth that “independence” of Nagorno-Karabakh is a secondary factor in the Nagorno-Karabakh conflict.

The war was staged by Armenian politicians, whose true motive from the very beginning was to annex the Karabakh territory to Armenia. They still wish this. However, the political situation has changed: what was shouted at the Yerevan rallies in 1988 is not voiced at international arena, as Armenia will not be understood. That is why, tricky genetics, mathematics engineers and other specialists decide to come up with a convenient formulation – “struggle for independence”.

All these formulations are extremely convenient to “feed” internal audience. However, as British political analyst Thomas de Waal noted in his article, Armenia’s Revolution and the Karabakh Conflict, “a moribund peace process is in need of reinvigorating. But Armenia’s new leaders need to be careful how they use the legitimacy they have won from the street. The Karabakh negotiating process is a delicate structure. Its collapse would point only one way, toward new conflict.”

Azerbaijani press: Trump: Coming months to open up opportunities to resolve Karabakh conflict

The coming months bring opportunities to resolve the Armenia-Azerbaijan Nagorno-Karabakh conflict, which would create even more possibilities for US-Azerbaijani cooperation, US President Donald Trump said in his congratulatory letter to Azerbaijani President Ilham Aliyev.

“On behalf of the American people, congratulations to you and the people of Azerbaijan on your Republic Day and the 100th anniversary of the Azerbaijan Democratic Republic,” reads the letter.

“Azerbaijan and the United States share a close partnership, working together to solve difficult regional challenges,” Trump said in his letter. “I appreciate your cooperation on security and counterterrorism, as well as our longstanding commercial ties. Our years of cooperation on energy have culminated this year in the first gas moving through the Southern Gas Corridor, an incredible achievement, and one that will provide needed energy security to Europe. The coming months bring opportunities to resolve the Nagorno-Karabakh conflict, which would create even more possibilities for US-Azerbaijani cooperation. As a member of the OSCE Minsk Group, the United States looks forward to working with you to find a lasting and peaceful resolution of this conflict.”

Azerbaijani press: EU strongly demands from Armenia to close Metsamor NPP

The current Armenian authorities, which are trying to make the population believe that the EU is eager to enhance relations with the country, are hiding an important detail – the demand to close the outdated Armenian nuclear power plant near the town of Metsamor.

This requirement was clearly stated in the EU-Armenia agreement signed last year. The part of the document concerning the nuclear safety notes the importance of compliance with high level standards of the International Atomic Energy Agency (IAEA), and specifically the need for closure and safe decommissioning of the Metsamor NPP. It also notes the need to replace the plant with new ways of ensuring Armenia’s energy security.

The EU did not demand to close the NPP immediately, but made it clear that it wants to know when Armenia is going to do it.

Nevertheless, a wave of discontent rose in the Armenian in society because of this paragraph of the agreement. The authorities claimed that people just misunderstood this part of the document. However, the Armenian media have found out that last week the government received an ultimatum from the EU about the closure of the nuclear power plant.

“The new government of Armenia is obliged to solve the issue of the future of the Armenian NPP in the context of national interests,” chairman of the Union of Consumers Armen Poghosyan told reporters in this regard.

He added that the fate of the plant has not been decided yet, but the agreement on a comprehensive and expanded partnership with the EU requires the Armenian authorities to tell a precise date for its closure.

Poghosyan considers it necessary to proceed immediately to the development of the program of Armenia’s energy security bearing in mind the ultimatum of the EU.

“If the issue of the NPP or alternative sources of electricity is not resolved, one day Armenia may be at risk of energy collapse,” he noted.

This statement by Poghosyan is quite right – for decades, Armenia has not been able to find alternative sources of energy, and therefore, the government has always refused to close the Metsamor NPP.

The construction of the plant started in 1970. The plant was shut down after a devastating earthquake of 1988 in the town of Spitak. However, in 1995, despite numerous protests of international community, the Armenian government resumed the operation of the NPP, and moreover, the second reactor was launched.

A number of international experts have repeatedly urged that due to its deplorable state, the Metsamor NPP could repeat the fate of the Chernobyl NPP, thus threatening the lives of the Armenians and inhabitants of the adjacent countries. The possible tragedy will also jeopardize the environmental state of the region. Moreover, its consequences will be felt in Europe and the Middle East.

Azerbaijani press: ECHR soon to hear case of Azerbaijanis held hostage by Armenia – attorney

Necessary legal measures are being taken in connection with Dilgam Asgarov and Shahbaz Guliyev who were taken hostage by Armenian servicemen, Anar Baghirov, chairman of the Bar Association said on Wednesday.

 

The relevant materials and documents obtained have already been submitted to the European Court of Human Rights (ECHR), noted Baghirov, who is defending the rights of Azerbaijani hostages.

 

He said that the ECHR will speed up the consideration of the case of Dilgam Asgarov and Shahbaz Guliyev. “We can only hope for this. The ECHR has its own procedures. The matter here is just not unlawful imprisonment but also torture,” Baghirov said, stressing that the Azerbaijani hostages have serious health problems.

 

Baghirov said he believes the ECHR will hear the case of the Azerbaijani hostages in the coming months and pass a fair judgment.  

 

“The case of the Azerbaijani hostages is a matter affecting ECHR’s credibility. The ECHR must be principled in this matter,” he added.

 

In July of 2014, Russian citizen Dilgam Asgarov and Azerbaijani citizen Shahbaz Guliyev were taken hostage and another Azerbaijani citizen Hasan Hasanov was shot to death by Armenian servicemen while trying to visit their homeland in Kalbajar. Hasan Hasanov’s body was taken from the enemy and buried in Baku.

Azerbaijani press: Georgian gov’t won’t oppose public opinion and agree to open alternative route to Armenia – political analyst

If Georgia agrees to open a transit corridor to Armenia from the occupied territories, it will be considered economic legitimization of the occupied lands, Georgian political analyst Gela Vasadze told APA.

 

Vasadze said that if Georgia takes steps to open the corridor, the policy of non-recognition of the occupied territories can be questioned.

 

“Although the legal and technical opening of this route is possible, the issue has been so extensively discussed that there is an impression that the road will not be opened for 10 years. This decision will be made in the format of Russia-US relations, not in the Abashidze-Karasin meeting, which is a technical discussion,” he said.

 

Vasadze thinks that without the consent of Washington, the Georgian leadership will not accept the opening of the road.

 

“If this corridor opens, Washington and Moscow will be part of a larger deal on the region. Washington will take part in this deal from the Georgian side only. Moscow, on the other hand, will most likely represent the Azerbaijani and Armenian sides,” he added.

 

According to the political analyst, the South Caucasus region is the only region where the U.S. and Russia can achieve any concessions or achievements.

 

“The opening of this route is very important for the Kremlin, because Russia is nearing international isolation and is doing everything possible to get out of it. The U.S. needs this “success story” as in Trump wanting to reach an agreement on any issue with Putin. This issue may be related to our region. Due to the fact they are unable to reach an agreement on any issue in other areas,” Vasadze said.

 

The Georgian political analyst said he thinks the impact of the corridor on Armenia’s economic development will be zero.

 

“This issue is of political importance and if we look at it from the context of the Armenia-Azerbaijan conflict, if there is an opening, it will be presented as an achievement for Armenia. That is, another alternative way for Armenia has been opened and the political blockade of Azerbaijan has been disrupted,” he said.

 

Vasadze said he does not believe that the Georgian government will decide on opening the corridor.  “The most important point in this issue is public opinion which opposes the opening of this route. Therefore, I think that the Georgian government will not oppose public opinion and agree to open an alterative route to Armenia,” he added.

Azerbaijani press: Azerbaijani FM: We’re ready for good neighborly relations with Armenia after restoration of Azerbaijan’s territorial integrity

Despite internal and external challenges, the Azerbaijan Democratic Republic (ADR) was the first democratic republic in the East and in the Muslim world, said Azerbaijani Foreign Minister Elmar Mammadyarov.

 

He made these remarks at an international conference dedicated to the 100th anniversary of the Azerbaijan Democratic Republic, APA reports.

 

Mammadyarov noted that with the reforms carried out at the time, ADR even left behind some western countries.

 

“Women were enfranchised and given the right to hold office. Education became one of the most important targets for creating national identity. It is essential to continue the existence of our republic on the basis of ADR’s fundamental values,” the minister said.

 

Mammadyarov added that after the collapse of the USSR, Azerbaijan faced a crisis.

 

Armenian aggression, ethnic cleansing and the occupation of Azerbaijani territories resulted in about 1 million people becoming refugees and IDPs, the top diplomat emphasized.

 

“However, the work carried out later and the Baku-Tbilisi-Ceyhan oil pipeline opened up great opportunities for Azerbaijan. The poverty rate dropped from 49 to 5 percent, and the unemployment rate declined to 5 percent, which is one of our greatest achievements,” he added.

 

Mammadyarov underlined that although the country continues to prosper, the occupied lands remains the biggest problem.

 

“I do not know where the recent efforts would take us, but the reality is that Azerbaijan is always ready to establish good neighborly relations with Armenians only after the restoration of its territorial integrity. We will not abandon the restoration of the territorial integrity of our country and will not lose our sovereignty. Our borders are internationally recognized,” the minister concluded.
