Armenian woman had to prove to U.S. government that she was alive

PanARMENIAN.Net – An Armenian-American woman from San Francisco, Lucy Mirigian, 111, had to prove to the United States government that she was still alive after the government stopped sending her monthly pension, The San Francisco Chronicle reports.

In November, the government agency that administers her federal pension decided that Mirigian was dead because she had not returned a form letter saying she wasn’t. Mirigian said the letter never arrived. The result: the government stopped sending Mirigian her monthly pension of $377.26. Her health insurance was about to be cut off, too.

It was a nightmare, according to Mirigian and her daughter, Sonia, and son-in-law, Jack Koujakian, who share the house near Balboa Park that Mirigian bought in 1950. Being alive is one thing. Persuading the U.S. government that you are alive when it disagrees is something else.

The Koujakians wrote letters. They made calls. They left messages. Nothing worked. Once the U.S. government thinks you’re dead, it’s not easy to change its mind.

In desperation, the family walked into the San Mateo office of Rep. Jackie Speier. The office staff took one look at Mirigian and concluded that she was still very much in a condition to keep collecting the pension she was entitled to as a retired clerk at the U.S. Mint on Market Street.

Speier’s office staff made some calls. Calls from a congresswoman’s aide, unlike calls from a congresswoman’s constituent, tend to get things straightened out lickity split. The pension was restored this week and the past-due benefits were paid. That’s a good thing, Mirigian said, because her family has booked a vacation in Calistoga next month and the hotel isn’t free.

She says proving you’re alive is inconvenient. Ten years ago, she recalled, the Social Security folks sent someone to her home to make sure she was still entitled to her monthly check. She was a nice lady and stayed for coffee.

It’s one thing when the feds assume you’re alive, and they come by for coffee just to make sure. It’s another thing when the feds assume you’re dead, and then leave it up to you to disabuse them of the notion.

But, she said, the trip to Speier’s office did get her out of the house.

“My whole life, I’ve never sat still,” she said. “You see old ladies sitting on a bench, waiting to die. Not me.”

As a 4-year-old girl, Mirigian left her home in Armenia on the back of a donkey in 1910, a few years ahead of the Armenian Genocide that wiped out many family members. She crossed the Atlantic on a boat, made her way to Fresno and attended Fresno State University. In San Francisco, she raised a family, taught Sunday school, served as a PTA president and had a second career making elegant, elaborate sculptures from beads and wire. Her husband of 40 years, Ashod, died in 1998.

Israeli lawmakers on Wednesday approved a motion to hold a plenary debate on “recognising the Armenian genocide”, as relations between the Jewish state and Turkey continue their downward spiral.

While such a motion would not be considered an Israeli government move, it could worsen already tense ties with Turkey, which has accused Israel of Nazism over its killing of some 60 Palestinians on the Gaza border.

Ahead of the vote on holding the discussion, Tamar Zandberg of the left-wing opposition Meretz party said the timing of her motion had nothing to do with the rise in tensions with Turkey.

“Time and again this issue has fallen victim to political disputes. Not recognising the Armenian genocide is a moral stain on Israel,” she said.

A plenary discussion “would be a significant measure to the moral message Israel is sending the entire world”, Zandberg said.

The motion was approved 16-0, although a date for the plenary discussion has yet to be set.

Meretz has since 1989 tried to approve recognising the century-old Turkish mass killings of Armenians beginning in 1915 as a “genocide,” with Israeli governments rejecting the efforts because of ties with Turkey.

Relations collapsed over the deadly storming of a Gaza-bound Turkish air ship by Israeli commandos in 2010, until a 2016 agreement normalised ties.

Violence on the Gaza border that resulted in the deaths of 60 Palestinians last week and the transfer of the US embassy to the disputed city of Jerusalem prompted Turkish President Recep Tayyip Erdogan to lash out at Israel.

He accused Israel of “state terror” and “genocide”.

Erdogan also chaired a summit of Muslim leaders at which he compared Israel’s actions to the Nazi persecution of the Jews in the Holocaust during World War II.

Ankara recalled its ambassador to Israel before expelling the Israel envoy and consul general, with Israel ordering the Turkish consul in Jerusalem to leave.

The Armenians say up to 1.5 million of their people were killed during World War I as the Ottoman empire was falling apart, with almost 30 countries to date having recognised the killings as genocide.

Turkey strongly denies the genocide charge.

It argues that 300,000 to 500,000 Armenians and at least as many Turks died in civil strife when Armenians rose up against their Ottoman rulers and sided with invading Russian troops.

On May 23, the Armenian Parliament approved a bill on ratification of the convention between the governments of Armenia and Israel on avoidance of double taxation on property and income.

According to RA Deputy Minister of Finance Armen Hayrapetyan, Armenia has similar agreements (already signed and already in force) with 46 countries already. Today such agreements with Israel and Denmark have been signed, but so far not ratified. During the current year, procedures will be completed with three countries: Kyrgyzstan, Uzbekistan, and the Seychelles. Until the end of the year, the Ministry of Finance also plans to conclude negotiations with four more countries. Armen Hayrapetyan stressed that the trade turnover between Armenia and Israel is insignificant and amounts to about $ 9 million. In 2017, the export of Armenian goods to Israel amounted to $ 3.7 million, having decreased by $ 300 thousand in comparison with 2016. Import of Israeli goods to Armenia in 2017 was equal to $ 7.4 million, which is less than the indicator of 2016 for $ 2.2 million. In the export, the share of Israel is 0.2%. In 2015-2016 Israeli investments in Armenia totaled 1.3 billion AMD. Conclusion of the agreement will increase the volume of bilateral trade.

The purpose of these agreements is to eliminate double taxation in foreign trade between two states, to prevent tax discrimination against economic entities of the parties, to exclude double taxation on property and income, and to create a predictable and stable tax environment for business. The sphere of mining industry occupies a special place in the Armenian economy. At least half of the materials exported from Armenia fall on the share of ore concentrates and metals, which occupy the most important place in the list of products imported from the country. The State Balance of Mineral Resources currently includes more than 670 deposits of solid minerals with proven reserves, including 30 metal deposits. About 400 of these deposits are exploited, including 22 metal ones. There are 7 copper- molybdenum deposits, 4 copper, 14 gold and gold-polymetallic deposits, 2 iron ore and 1 aluminum ore on metallic minerals. In the ore of the deposits registered in the State Balance, in addition to the basic metals, rare elements and their placers have been identified: rhenium, selenium, tellurium, cadmium, indium, helium, waist, bismuth and others.

Currently, for the mining and metallurgical complex of Armenia the final products are mainly concentrates (copper, molybdenum, zinc, in some cases – high in gold and silver, in the near future – also lead concentrate), which does not allow to fully exploit the economic potential of deposits. The organization of production for processing of minerals mined in Armenia in a closed and final cycle – from extraction to the creation of finished products, will give an opportunity to obtain products with high cost, which will ensure GDP growth.

There are 15 tailing dumps on the territory of Armenia, where waste accumulated during the exploitation of mineral deposits exceeding a few million cubic meters and accumulating about 700 hectares has been accumulated. Currently, industrial wastes accumulated in tailing dumps formed as a result of industrial extraction and processing of minerals are not used, although they contain a considerable amount of polymetals.

The Republic of Armenia occupies one of the leading places in the world for the richness and diversity of nonmetallic ore reserves. Almost all known ore minerals are found on the small territory of Armenia. Minerals originating in Armenia as a result of volcanic processes, including light rocks such as tuffs, perlites, pumice, zeolites, volcanic slags, etc., are of special value and importance. Huge quantities of reserves of various types of basalt, granite, nepheline syenite, marble. Reserves of the highest quality and the most intumescent rocks (perlites, obsidians and others) are in the world in Armenia. The confirmed reserves of the Aragats-perlite in Armenia are 150 million m3, and the total amount of its projected reserves is up to 3 billion m3. More than 100 basalt and andesite deposits are mapped over the whole territory of Armenia, several of which are unique in their composition (MgO content in basalta from Khalaja reaches up to 11%). The deposits of quartzites, carbonates, zeolites, volcanic slags, pumice, clay, bentonites, diatomites, and gypsum with their significant reserves are invaluable in terms of their significance and qualitative indicators.

The Armenian team will have their first game on June 21 against their Qatari counterparts.
 
A day later the Armenian team will play against the Egyptian team, and the last match will take place June 23rd against the host – Lebanon.
 
The championship will be held in Beirut.

Tel Aviv (dpa) – The Israeli parliament voted to bring to a debate
the recognition of the mass killing of Armenians in the Ottoman
Empire during World War I as genocide.
 
 
The move comes during a low point in Turkey-Israel relations
following fierce criticism of Israel by Turkish President Reccip
Tayip Erdogan after Israeli soldiers killed dozens of Palestinians
during protests in the Gaza Strip last week.
 
The petition by Tamar Zandberg, leader of the left-wing Meretz party,
was confirmed by a 16-0 vote.
 
The parliament will now hold a debate and vote on recognizing the
mass killing as genocide. A date for the debate has not been
announced.
 
The Israeli government, which has consistently opposed debating the
issue, did not respond to the petition or rally the coalition to vote
against it.
 
Israel has refrained from voting on the issue in an effort to
maintain relations with Turkey despite widespread support for
recognizing the mass killing as genocide.
 
Turkey vehemently rejects any assertion that the killing of up to 1.5
million Armenians at the hands of the Ottomans constitutes genocide.
However, Turkey, the Ottoman Empire’s successor state, accepts that
many Armenians were killed during the war.
 
A number of nations around the world, including Germany, France and
the Netherlands, have recognized the killings of Armenians in the
Ottoman Empire as genocide.
