Memorandum of Artsakh Republic Foreign Ministry Circulated in UN

On May 8, 2018, a memorandum prepared by the Foreign Ministry of the Republic of Artsakh was circulated in the United Nations (UN). The document reflects the position of the Republic of Artsakh on a wide range of issues related to the settlement of the conflict between Azerbaijan and Artsakh. On May 18, the document was published on the UN official web-site and is available at http://undocs.org/en/A/72/858.

The document provides arguments and facts demonstrating the inadequacy of both historical and legal arguments of the Azerbaijani side, which in their totality are a kind of manifesto about Azerbaijan’s intention to further impede the realization by the people of Artsakh of their inalienable individual and collective human rights.

The memorandum emphasizes that, by a twisted interpretation of the norms  of the international law, Azerbaijan is making hopeless attempts to justify its destructive policy of isolating Artsakh and impeding the peaceful settlement of the conflict between Azerbaijan and Artsakh: “Undermining any peacebuilding initiatives, aggressively imposing the logic of confrontation, trying to unleash a new war, the Azerbaijani authorities hope to change the course of the Azerbaijani-Karabakh conflict settlement, in which the tendency to an ever-greater recognition of the decisive role of the people of Artsakh in determining its future is clearly traced”.

“The Azerbaijani-Karabakh conflict, which began with the mass violations of the rights of the Armenian population of Artsakh, continues to this day precisely because of the unwillingness of the Azerbaijani side to abandon its policy of denying the individual and collective rights of citizens of the Republic of Artsakh. This policy, expressed, inter alia, in an effort to isolate Artsakh, together with the ongoing military provocations by the Azerbaijani side, is not only a violation of Azerbaijan’s international obligations, but also a serious threat to peace and security in the South Caucasus”, the memorandum concludes.

Alen Simonyan withdraws his resignation application

RA NA Speaker Ara Babloyan issued a statement on the withdrawal of the application on the resignation of RA NA deputy Alain Simonyan.

The statement, circulated by the National Relations Office of the National Assembly, reads:

“According to Paragraph 1 of Part 2 of Article 155 of the Constitutional Law of the Republic of Armenia “Rules of the National Assembly”, I declare that the deputy of the National Assembly of the Republic of Armenia, Alen Simonyan, on May 25, in a written statement, withdrew his resignation application.”

Armen Ashotyan: I will still think and adress the institution where political preferences are not mixed with the profession (video)

Today, MP Armen Ashotyan, Deputy Chairman of the Republican Party of Armenia (RPA),  said at the briefing with journalists that the EU-Armenia agreement would come into force with the transitional provisions from June 1. “Therefore, I expect concrete steps from the new Government and urge the Government to synchronize it with the SEA agreement and to consider its provisions to be comparable. I think our proposal is constructive. ”

Armen Ashotyan did not want to address the issue on whether he was not afraid that there would appear political prisoners from the republican party. And in general, he did not want to talk about any internal political issue. Only responded to the statement made by th Way Out (Yelk) MP Edmon Marukyan who had said that if Armen Ashotyan was subjected to political persecution, he should appeal to the Human Rights Defender, CC or Artur Sakunts, and those structures would defend him. “I have to say that at this moment many applications, concerning persecutions, have been received and their number is increasing. Let’s look at them later. proofs are being obtained. ” Then he joked. “Thank you Mr. Marukyan for such the piece of advice. I will still think and adress the institution where political preferences are not mixed with the profession.”


Ashot Ohanian’s exhibition held at “Vardashen” penitentiary

On May 25, an exhibition of creative works of the defendant Ashot Ohanyan, dedicated to the 100th anniversary of the First Republic and the triple May holiday, was held in the “Vardashen” penitentiary institution.

“My works in the style of bas-relief, created in three months – the results of my memories, experiences, life experiences and reassessment, as well as longing,” Ashot Ohanyan said in his speech. Participant of the Artsakh liberation battle Ashot Ohanyan at the end expressed gratitude to the administration of the institution for support.

The event dedicated to the triple holiday was also held in the Hrazdan criminal-executive institution. From May 14 to May 22, the internal chess championship was held, in which 9 defendants participated.

Paying tribute to Khachik Dashtents

On the occasion of the 108th anniversary of prominent writer, translator, philologist Khachik Dashtents, the first Deputy Mayor of Yerevan, Kamo Areyan, President of “Sasun-Taron” compatriotic union, Deputy Mayor Aram Sukiasyan, family members and relatives of Khachik Dashtents, as well as a number of writers visited the tomb of Dashtents to pay tribute to his memory.

On behalf of the Mayor Taron Margaryan a wreath was laid on the tomb of the writer, and flowers were bowed to tombstones of Khachik Dashtents, his wife and son.

Theresa May congratulates Nikol Pashinyan

UK Prime Minister UK Theresa May has sent a congratulatory message to Nikol Pashinyan on the occasion of being elected Armenia’s PM, the press service of the Prime Minister’s official website reported.

“I welcome your desire to reinforce Armenia’s position as a democratic country, with principles of human rights, fundamental freedoms and rule of law strictly enshrined. You can expect the assistance of the UK in practice aimed at the implementation of your efforts in this sphere. We are ready to convey our experience to your Government, state institutions and the civil society on the way of shaping the bright future of Armenia.

The bilateral relations between the UK and Armenia are already firm, but I would like to see their further strengthening, including in the spheres of trade, investments and inter-parliamentary cooperation. I hope we can work jointly on the international arena in the direction of resisting global challenges, promoting universal values and strengthening the law-based international system,” she noted in her message.

PM Pashinyan: Culture should be a way of life rather than compulsion (video)

Architects, filmmakers, musicians. archeologists, painters and dance instructors presented issues starting from the protection of historical monuments, until half empty concert halls and change of the blazon.

The desire of some art figures was to praise the newly appointed Prime Minister, who  met with cultural figures today.

“Our meeting should be practical, the topic of discussion is to ensure the cultural life of our citizens. Just as everybody knows today that one cannot live without washing, culture should become part of people’s everyday life. Culture should be a way of life rather than compulsion. Women who are benting in buses while coming back from work are among our cultural issues,” PM Pashinyan said.

Will the issue of cultural revolution be resolved? The Prime Minister replied that that revolution was a cultural revolution. The writer should find his reader, the theater, his audience, and quoted Vahram Papazyan: “Every black thing is not Othello and everything on the stage is not an art.”

There are many accumulated problems, there are urgent issues, but for this reason there is also a new Minister of Culture, and besides criticisms, remember that there is a culture in Armenia that creates values. The important thing is to educate an educated generation and a society free of corruption.

PRAYERS FOR THE REPUBLIC AND BLESSING OF THE ARMENIAN FLAG IN PRELACY

        On Sunday, May 27, 2018, the 100th anniversary of the first Republic
of Armenia will be celebrated in Prelacy Churches with Thanksgiving Prayers
for the Republic and the blessing of the Armenian flag. At the conclusion of

FEAST OF PENTECOST CELEBRATION
        On Sunday, May 20, 2018, the feast of Pentecost, commemorating the
descent of the Holy Spirit, was celebrated in Prelacy Churches. On this
occasion, H.G. Bishop Torkom Donoyan, Vicar General, celebrated his first
Episcopal Divine Liturgy at Forty Martyrs Church in Orange County and
delivered the sermon. H.E. Archbishop Moushegh Mardirossian, Prelate,
presided over the service. Parish Pastor Rev. Fr. Karekin Bedourian and
deacons assisted at the altar.
        The Prelate greeted the parish family and conveyed his blessings,
praying for the Lord to enrich and renew all with the Holy Spirit on this
feast of Pentecost, a day of spiritual rebirth and renewal. Noting that the
parish was preparing for the consecration of the church thirty years ago
around the feast of Pentecost, he wished that members of the church and
community continue their service with renewed faith and spirits for the
glory of God and advancement of the parish and our nation. He once again
congratulated the Vicar General on his Episcopal ordination, commended the
parish pastor, Board of Trustees, delegates, Ladies Guild, altar servers,
choirs, and all the volunteers, and invited the Vicar General to deliver his
sermon.
        The Vicar General first greeted the Prelate and conveyed his
blessings to the parish. He began his sermon on the feast of Pentecost by
stating that though the apostles were staunch in their faith, there was
still some trepidation, something missing, and that which was missing was
the emboldening and revitalizing presence and power of the Holy Spirit.
Thus, ten days after the Ascension of our Lord Jesus Christ, the Holy Spirit
descended upon them in the form of fiery tongues, cleansed them and granted
them inexplicable strength, peace, and such elation that those around them
thought they were inebriated. The Holy Spirit was manifested in various
forms, but no matter in what form, it always brought great inspiration to
those who received it, he said, for it grants grace, abilities, and wisdom,
fills our lives with heavenly fruits and enriches our hearts. Today, the
Holy Spirit once more will descend and rest upon all those who have opened
their hearts to the Lord and are ready to accept it, he said. The Vicar
General stressed the ways in which the Holy Spirit works wonders in our
lives today. "The Holy Spirit renews us first as individuals, cleanses us of
sin and makes us new individuals. Subsequently, those who are renewed bring
renewal to their families and surroundings, who then bring renewal to our
parishes and community which become strengthened. Renewed parishes and
communities renew the life of our nation, and this renewal, leads to renewal
in pan-Christian life," stated the Vicar General, and concluded by praying
for the Holy Spirit to renew our minds, spirits, and hearts, to renew our
children so that they stay on the right path, our nation, our people, and
the entire worlds, bringing the same joy that it did to the apostles.
        Later in the service, Fr. Karekin greeted and conveyed his well
wishes to the Prelate and Vicar General on behalf of the parish community.
        Following the service, a reception was held at "Ghazarian" Hall of
the Harut Barsamian Armenian Center during which faithful had the
opportunity to congratulate the newly-ordained Bishop and receive the
blessings of the Prelate and Vicar General.
        Welcoming and congratulatory remarks were delivered by the Parish
Pastor and Board of Trustees Chair Mr. Herair Jermakian. The Vicar General
gave thanks for the welcome and invited the community to work together with
love. 
        The Prelate delivered the closing message. He noted that the Forty
Martyrs Church has had an important part in his life and recalled the great
enthusiasm with which the church was constructed and consecrated three
decades ago. His Eminence prayed for the Holy Spirit to renew the hearts and
souls of the community's members with faith, hope, and love so that they may
continue to work together with mutual love, respect, and a greater sense of
responsibility for the splendor of the parish community. The Prelate
concluded by once again congratulating the Vicar General's ordination.  
        The Board of Trustees and Ladies Guild surprised the parish pastor
with a birthday cake, and guests conveyed their well wishes to Fr. Karekin
on this occasion.  
        The reception closed with the benediction and "Cilicia."

HOLY CROSS CATHEDRAL OF MONTEBELLO HOSTS ANNUAL "ARMENIAN FOOD FAIR AND
FESTIVAL"
        On Saturday, May 19, 2018, Holy Cross Cathedral of Montebello hosted
the annual "Armenian Food Fair and Festival," featuring traditional Armenian
food, music, cultural performances, games for children, and booths selling
Armenian merchandise. 
        H.E. Archbishop Moushegh Mardirossian, Prelate, attended the
festival, visited the booths to convey his blessings and commendation and
delivered his message. He was joined by Holy Cross Cathedral Dean, Very Rev.
Fr. Muron Aznikian, Parish Pastor, Rev. Fr. Ashod Kambourian, members of the
Board of Trustees and organizing committee.
        Hundreds of Armenians and non-Armenian were in attendance.

CASPS HONORS OUTSTANDING ARMENIAN HIGH SCHOOL STUDENTS
        On Monday, May 21, 2018, the 12th annual CASPS reception honoring
outstanding 10th, 11th, and 12th grade students from LAUSD local districts
Northeast and Northwest was held at Verdugo Hills High School Auditorium. On
behalf of H.E. Archbishop Moushegh Mardirossian, Prelate, Archpriest Fr.
Nareg Pehlivanian attended, delivered the invocation, and conveyed the
Prelate's congratulations and blessings. In attendance were Executive
Council member Mr. Ara Shabanian, principals, educators, Los Angeles Unified
School District and CASPS members, students and parents. 
        CASPS Executive Director Arsineh Hovannisian delivered the welcoming
address. Former CASPS student Angela Manukyan served as the MC. 
        Fr. Nareg delivered the invocation and on behalf of the Prelate
congratulated the students and wished them great success in their future
endeavors. Noting that one hundred years almost to the day our forefathers
were fighting for the independence of our nation, he urged the students to
always be proud of their Armenian identity and adhere to their roots.
        The Superintendent's message for the Northeast district was
delivered by Linda Del Cueto, and the Northwest's by Joseph Nacorda.
        Glendale Clerk Ardashes Kassakhian delivered the keynote address.
        On behalf of the LAUSD Board, members Kelly Gonez, Scott
Schmerelson, and Nick Melvoin conveyed their congratulatory message, after
which four students expressed their thoughts on this occasion, thanking the
Prelate and their teachers for their support and guidance.
        The top four students received monetary awards provided by the
Armenian Educational Foundation, and all students received certificates. 
        The program also featured musical and dance performances by
students.

PRELACY CHOIR PARTICIPATES IN 11TH ANNUAL "ORTHODOX DAY OF PRAISE"
        On Saturday, May 19, 2018, St. Peter and St. Paul Coptic Orthodox
Church in Santa Monica hosted the 11th annual Orthodox Day of Praise,
bringing together the Coptic, Armenian, Indian Malankara, Ethiopian, Greek,
Ukrainian, and Serbian Orthodox Churches for a day of fellowship, praise,
and celebration of shared faith.
        The day began with Divine Liturgy, followed by brunch during which
members of the different churches had an opportunity to meet one other. The
program followed, during which each choir presented a few hymns and songs in
their respective languages. 
        By the directive of H.E. Archbishop Moushegh Mardirossian, Prelate,
the Western Prelacy "Lousavorich" Choir, under the direction of Rev. Fr.
Ghevont Kirazian, once again participated in this annual event.
        Choir member Karekin Kirazian conveyed the greetings of the Prelate
and gave some background information on the hymns and songs which the choir
would be presenting, noting that the first song is dedicated to the 100th
anniversary of the first Republic of Armenia. The choir thereafter presented
their program, which included "Oh Armenian land," "Since Cradle," "Lord have
mercy," and "Blessed is the Lord."

PARTICIPATION IN L.A. COUNTY SHERIFF'S DEPARTMENT SENIOR CHAPLAINS' MEETING
        By the initiative of the Los Angeles County Sheriff's Department, on
Tuesday, May 22, 2018, senior chaplains were invited to a special meeting
which was held at Twin Towers Correctional Facility in Downtown Los Angeles
to discuss a wide range of issues relating to jail ministry. 
        Prelacy Chaplain Rafi Garabedian participated in the meeting. On
behalf of H.E. Archbishop Moushegh Mardirossian, Prelate, he thanked the
Sheriff's Department for facilitating the Prelacy's jail ministry program
which serves the spiritual needs of Armenian inmates.

New Armenian Government ‘Committed To Compromise On Karabakh’

Armenia - Foreign Minister Zohrab Mnatsakanian, 21 May 2018. Armenia’s new government is committed to a compromise solution to the 
Nagorno-Karabakh conflict and hopes that it will be achieved “very soon,” 
Foreign Minister Zohrab Mnatsakanian said on Friday. “We all hope that a Karabakh settlement will happen very soon,” he told 
reporters. “But the settlement must reflect our interests, aspirations and 
goals. Obviously we are talking about a compromise but at the heart of it must 
be … the right to self-determination and the security of the people of Artsakh 
(Karabakh).”
In that context, Mnatsakanian reaffirmed Yerevan’s readiness resume peace talks 
with Baku which were interrupted by a recent presidential election in 
Azerbaijan and regime change in Armenia. “The key task now is to maintain the 
dynamic of negotiations,” he said. “We are ready to get involved [in the peace 
process.]”
Mnatsakanian, who was appointed as foreign minister less than two weeks ago, 
said Yerevan remains “in constant touch” with the U.S., Russian and French 
mediators co-heading the OSCE Minsk Group. He also pointed to his phone 
conversation last week with Russian Foreign Minister Sergey Lavrov and the 
upcoming visit to Armenia by French Foreign Minister Jean-Yves Le Drian. One day after taking office on May 8, Prime Minister Nikol Pashinian called for 
Nagorno-Karabakh’s direct involvement in the peace process. He said Azerbaijan 
must directly negotiate with not only Armenia but also Karabakh’s ethnic 
Armenian leadership. An Armenian Foreign Ministry spokesman indicated on May 22 that this is not a 
precondition for Yerevan’s renewed contacts with Baku. Azerbaijani Foreign Minister Elmar Mammadyarov on Friday rejected Pashinian’s 
calls and ruled out any talks between his government and “the separatist regime 
in Karabakh.” The new Armenian leadership’s insistence on them would mean that 
it “wants to put an end to the peace process,” he warned. “I have told [the mediators] that such a proposal is ridiculous,” Mammadyarov 
said in a speech delivered at an international conference in Baku. Mammadyarov met with the Minsk Group co-chairs in Paris on May 15. The 
mediators said they discussed with him “modalities for moving the peace process 
forward.” They are expected to visit Yerevan in June. Yerevan Hails Progress Towards New Russian-Georgian Trade Routes

Georgia - Armenian and other heavy trucks are lined up on a road leading to the 
Georgian-Russian border crossing at Upper Lars, 6May2016. The Armenian government praised Georgia and Russia on Friday for moving closer 
to opening new Russian-Georgian transport corridors that would facilitate cargo 
shipments to and from Armenia. Russian and Georgian negotiators reported further progress towards the 
implementation of a 2011 agreement to that effect after a fresh round of talks 
held in Prague on Thursday. The agreement calls for reopening two roads connecting Georgia to Russia via 
the breakaway Georgian regions of South Ossetia and Abkhazia. The two sides 
have contracted a Swiss company, SGS, to set up special customs checkpoints on 
the administrative boundaries of the two territories. The chief Russian negotiator, Deputy Foreign Minister Grigory Karasin, said 
they agreed to set up a joint task force that will try to work out practical 
modalities of operating the new trade routes. Those include issues such as 
“where and how the customs checkpoints will be functioning,” Karasin told 
RFE/RL in Prague. “This is serious work which will probably take several months,” he said. “We are now entering the phase of the agreement’s implementation,” Karasin’s 
Georgian opposite number, Zurab Abashidze, said for his part. He said the 
Georgian government supports the launch of the new corridors. Landlocked Armenia’s trade with Russia, its leading commercial partner, is 
mainly carried out through the sole Russian-Georgian border crossing at Upper 
Lars. Traffic along that mountainous road is periodically blocked by bad 
weather, especially in winter months. Hence, Yerevan’s strong interest in 
having alternative trade routes. Armenia’s Deputy Prime Minister Tigran Avinian welcomed the “positive movement” 
in the long-running Russian-Georgian talks. “We highly appreciate the parties’ 
readiness and efforts to implement that agreement extremely important to us,” 
he wrote on Facebook. Avinian also said that Prime Minister Nikol Pashinian discussed the matter with 
Russian President Vladimir Putin at their May 14 meeting in Sochi. Incidentally, Pashinian is scheduled to visit Tbilisi and meet with Georgia’s 
leaders next week. Parliament Majority ‘Not Gearing Up For Snap Elections’

Armenia - Deputies from the Republican Party of Armenia attend a parliament 
session in Yerevan, 22 May 2018. Former President Serzh Sarkisian’s Republican Party of Armenia (HHK) is not yet 
making contingency plans for fresh parliamentary elections sought by Prime 
Minister Nikol Pashinian, a senior HHK figure said on Friday. Vahram Baghdasarian, who leads the HHK majority in the current Armenian 
parliament, commented evasively on Pashinian’s calls for such elections to be 
held this fall. “We will move forward along the constitutional path,” Baghdasarian told 
RFE/RL’s Armenian service (Azatutyun.am).He said the HHK will formulate its 
position only after the parliament minority allied to Pashinian formally moves 
to force snap elections. Asked whether he thinks holding them this autumn is realistic, Baghdasarian 
said: “For the moment, we are preparing for the 2022 elections of the National 
Assembly.”
Other senior HHK lawmakers have spoken out against the idea of snap polls in 
more explicit terms. They have also indicated their opposition to major 
amendments to the Armenian Electoral Code which are also demanded by Pashinian 
and his political allies. Baghdasarian said that the parliament majority is “ready to discuss” such 
amendments if they are put forward by the three other parliamentary forces: the 
Yelk alliance, the Tsarukian Bloc and the Armenian Revolutionary Federation 
(Dashnaktsutyun). But he stressed the fact that the code was most recently amended ahead of the 
April 2017 elections by consensus. He also claimed that “everyone was happy” 
with the conduct and results of those elections which gave a landslide victory 
to the HHK. Critics say that the former ruling party won them thanks to widespread vote 
buying and abuse of administrative resources. They say its victory was also 
facilitated by a complicated and controversial system of electing the National 
Assembly. Yelk, Tsarukian and Dashnaktsutyun want to change that system so that Armenians 
vote only for political parties or blocs, rather than individuals candidates, 
in the next elections. Under the Armenian constitution, pre-term elections will have to be called if 
the prime minister resigns and the parliament twice fails to elect a new 
premier or if the government’s policy program is not approved by most lawmakers. Russian-Armenian Ties ‘Unaffected’ By Regime Change

The recent change of Armenia’s government resulting from mass protests has not 
had a negative impact on Russia’s close ties with the South Caucasus state, a 
senior Russian diplomat said on Friday. “We did not stop or slow down cooperation [with Armenia,]” Deputy Foreign 
Minister Aleksandr Pankin told the TASS news agency. “When [Russian President] 
Vladimir Putin met with the new prime minister of Armenia [Nikol Pashinian] it 
was confirmed that everything will be preserved. The vector and the dynamics 
[of bilateral relations] remain the same.”
“All projects relating to financial, commercial, investment and humanitarian 
interaction remain on the table,” he said. “So there is no deviation or scaling 
back.”
Putin and Pashinian met in the Russian city of Sochi on May 14 almost a week 
after the latter was elected prime minister following weeks of protests that 
brought down the previous premier, Serzh Sarkisian. Pashinian assured Putin that Armenia will remain allied to Russia during his 
tenure. “Nobody has cast doubt and, I think, will cast doubt on the strategic 
importance of Russian-Armenian relations,” he said. The new premier also praised Moscow’s “balanced” and “very constructive” 
reactions to the protest movement led by him. Moscow closely watched the dramatic events in Armenia sparked by Sarkisian’s 
attempt to extend his decade-long rule. In their public statements, Russian 
officials avoided taking sides in the standoff that led to Sarkisian’s 
resignation on April 23. Pashinian has since repeatedly stated that he will not pull Armenia out of the 
Eurasian Economic Union and the Collective Security Treaty Organization. The 
42-year-old former opposition leader had previously criticized Armenia’s

“Aravot” says Armenians are not quite impressed with financial abuses revealed 
by the National Security Service (NSS). “People expect former ministers, 
parliament deputies, oligarchs and the like to end up behind bars,” comments 
the paper. It disagrees with this popular sentiment and urges the new 
government to take “unpopular but necessary steps.”
“Chorrord Ishkhanutyun” says the newly appointed members of the government have 
still not explained in detail what they are going to do. Instead, they are busy 
exposing abuses allegedly committed by their predecessors, says the paper. “This situation cannot last long,” it says. “Scenes are not enough. The people 
also need bread.”
“Haykakan Zhamanak” comments on a substantial increase in tax revenue promised 
on Thursday by Davit Ananian, the new head of the State Revenue Committee 
(SRC). “At first glance this is a pretentious statement,” writes the paper. “What happened in Armenia was a revolution and revolutions usually cause some 
shocks which initially have a negative impact on tax collection. But such a 
prospect is unlikely in Armenia because of the nature and essence of the 
revolution.” It argues that the recent dramatic events have not led to 
“economic shocks in the country.” “In these conditions, the new government has 
adopted a clear policy of not merging with business and put in place new rules 
of the game, especially for big business. This is a guarantee of a sizable 
reduction of the shadow economy in Armenia, which will mean a certain rise in 
tax receipts.”
“Zhoghovurd” reports that in a congratulatory letter to Azerbaijani President 
Ilham Aliyev released on Thursday U.S. President Donald Trump spoke of an 
opportunity to resolve the Nagorno-Karabakh conflict in the months ahead. “It 
is evident that the developments in Armenia have somewhat delayed the process 
of the Karabakh conflict resolution,” writes the paper. “But at the moment the 
top priority for Pashinian’s government is not so much the Karabakh issue as 
the conduct of fresh elections and completion of regime change in Armenia.” 
Trump’s statement is therefore “incomprehensible,” it says. (Tigran Avetisian)
