The Washington Post writes that Secretary of State Mike
Pompeo delivered his first public address on the Trump administration’s Iran
strategy at Heritage Foundation on 21 May–two weeks after President
Trump terminated the United States participation in the Joint Comprehensive
Plan of Action, more commonly known as the Iran nuclear deal.

Pompeo stated
that “President Trump withdrew from the deal for a simple reason: it failed to
guarantee the safety of the American people from the risk created by the
leaders of the Islamic Republic of Iran.” He also said there will be “no more
wealth creation for Iranian kleptocrats. No more acceptance of missiles landing
in Riyadh and in the Golan Heights. No more cost-free expansions of Iranian
power.”

Pompeo emphasized,
that “the JCPOA permitted the Iranian regime to use the money from the JCPOA to
boost the economic fortunes of a struggling people, but the regime’s leaders
refused to do so. Instead, the government spent its newfound treasure fueling
proxy wars across the Middle East and lining the pockets of the Islamic
Revolutionary Guard Corps, Hizballah, Hamas, and the Houthis.” He also added
that the United States will “continue to work with its allies to counter the
regime’s destabilizing activities in the region, block their financing of
terror, and address Iran’s proliferation of missiles and other advanced weapons
systems that threaten peace and stability. We will also ensure Iran has no path
to a nuclear weapon – not now, not ever.”

The Secretary
of State also presented a list of goals on Iran. According to Pompeo, the U.S.
will apply unprecedented financial pressure on the Iranian regime and will work
closely with the Department of Defense and regional allies to deter Iranian
aggression. He stated, that the U.S. will “advocate tirelessly for the Iranian
people.” “The regime must improve how it treats its citizens. It must protect
the human rights of every Iranian. It must cease wasting Iran’s wealth
abroad.”-said Pompeo.

During his
address, Pompeo said that President Trump “is ready, willing, and able to
negotiate a new deal” but only if Iran meets certain demands, like ending
enrichment and pursuing of plutonium reprocessing; ending its proliferation of
ballistic missiles and halting further launching or development of
nuclear-capable missile systems; ending support to Middle East terrorist
groups, including Lebanese Hizballah, Hamas, and the Palestinian Islamic Jihad,
as well as ending its threatening behavior against its neighbors–many of whom
are U.S. allies.

Pompeo
concluded his speech with a final remark: “My final message today is, in fact,
to the Iranian people. I want to repeat President Trump’s words from October.
President Trump said that, “We stand in total solidarity with the Iranian
regime’s longest-suffering victims: its own people. The citizens of Iran have
paid a heavy price for the violence and extremism of their leaders. The Iranian
people long to reclaim their country’s proud history, its culture, its
civilization, and its cooperation with its neighbors.”

Only it is not known where that money flowed. Why were the soldiers fed with absolutely poor quality food, the consequences of which could appear years after demobilization?

government,” he said. “I will take this opportunity to wish you success.”
“I believe that together we can give new impetus to bilateral relations with 
the country and the people with which we are connected by centuries-old 
friendship,” added Kvirikashvili.
“Our delegation arrived in Tbilisi to affirm our readiness to discuss all 
issues in an atmosphere of brotherhood and friendship,” Pashinian said for his 
part. “We are convinced that this atmosphere and mood could lead to very 
serious developments in our relations, and I am very happy to conclude that 
Georgia’s government and prime minister personally are also intent on further 
developing our relations.”
He spoke of new opportunities to “impart great momentum and great energy” to 
bilateral ties and “deepen them in all directions.”
Pashinian said he also discussed with Kvirikashvili regional security. “We need 
to make joint efforts in this area as well because stability in the region is 
important to all of us and is also an important prerequisite for further 
developments,” he told the joint news conference.
In a statement on the talks, the Armenian government said the two premiers 
discussed in detail “a broad range” of economic issues which dominated 
Kvirikashvili’s most recent trip to Yerevan in early March. “The interlocutors 
noted with satisfaction the level of Georgian-Armenian cooperation on energy 
and attached importance to prospects for a further development in the area of 
transport and communication,” it said.

Armenia’s new government has decided to scrap an agreement with Samvel 
Karapetian, a Russian-Armenian billionaire, allowing one of his companies to 
manage the national electricity transmission network, Energy Minister Artur 
Grigorian said on Wednesday.
The previous government announced last year that Karapetian’s Tashir Kapital 
will manage the state-owned High-Voltage Electric Networks (BETs) for the next 
25 years. Government officials said at the time that the new operator will cut 
costs by “synchronizing” Armenia’s power transmission and distribution 
networks. They said Tashir Kapital will also obtain large-scale loans that will 
be used for refurbishing electricity transmission lines and substations and 
building new BETs facilities.
The management contract highlighted Karapetian’s growing presence in the 
Armenian energy sector. The Armenian-born tycoon owns the country’s sole 
electric utility and largest thermal power plant.
“The contract has been terminated,” Grigorian told reporters. He claimed that 
some of its provisions are “not beneficial for the state” but did not elaborate.

Prime Minister Nikol Pashinian, also would not say how the government will seek 
to streamline BETs and attract badly needed investments in it. He dismissed 
speculation that Tsarukian has set his sights on the transmission network.
With total assets estimated by the “Forbes” magazine at $3.5billion, Karapetian 
is most probably the richest ethnic Armenian in the world. His Russian-based 
Tashir Group conglomerate comprises over a hundred firms engaged in 
construction, manufacturing, retail trade and other services.

The 52-year-old tycoon strongly supported former Prime Minister Karen 
Karapetian (no relation) throughout the latter’s tenure which came to an end 
when former President Serzh Sarkisian became prime minister on April 17 in what 
proved to be a failed attempt to extend his decade-long rule. Karapetian took 
over as acting prime minister after Sarkisian stepped down on April 23 amid 
mass protest led by Pashinian.
Tashir purchased the debt-ridden Electric Networks of Armenia (ENA) utility and 
a large power plant in the Armenian town of Hrazdan from Inter RAO, a state-run 
Russian energy company, in 2015. The new owner appears to have significantly 
cut ENA’s massive losses since then.
Another company owned Samvel Karapetian as well as an investment fund which he 
and other wealthy Russian-Armenian businessmen set up in 2017 was due to build 
a 76-megawatt hydroelectric plant in Armenia’s northern Lori province. The 
fund, called the Investors Club of Armenia (ICA), also planned to at least 
partly finance the construction of a 100-megawatt hydroelectric plant on 
Armenia’s border with Iran.
Karapetian has yet to say whether he will go ahead with these investment 
projects after the recent change of Armenia’s government.
Armenian Oligarch’s Company Accused Of Tax Fraud

As part of its declared crackdown on corruption, Armenia’s National Security 
Service (NSS) on Wednesday accused a company controlled by a wealthy 
businessman linked to the former ruling Republican Party (HHK) of evading 
millions of dollars in tax payments.
It claimed that Samvel Aleksanian’s Alex Holding group colluded with the former 
leadership of the State Revenue Committee (SRC) to run a tax scam in the 
country’s largest food supermarket chain owned by it.
The NSS detailed the accusations after raiding the head office of the Yerevan 
City chain and confiscating documents kept there. It reported no arrests, 
saying only that senior company executives have been questioned as part of the 
criminal investigation into “large-scale tax evasion” and “false 
entrepreneurship.”
An NSS statement said the company has illegally sold agricultural products and 
“numerous” other items at Yerevan City supermarkets through 461 small firms 
mainly registered in the name of its employees and their family members. Some 
of those workers were not even aware of that, it said.
Under Armenian law, small firms with an annual turnover of up to 115 million 
drams ($237,000) are exempt from profit and value-added (VAT) taxes paid by 
larger businesses. They are only required to pay “turnover tax” equivalent to 2 
percent of their revenue.The VAT rate is set at 20 percent.
The NSS statement said the fraud scheme has enabled Alex Holding to avoid 
making an estimated 7.2 billion drams ($15 million) in VAT payments since the 
end of 2016. A tax audit will determine “the precise amount of the damage 
inflicted on the state,” according to the powerful security agency.
Aleksanian, 49, is one of Armenia’s richest men who has long effectively 
controlled lucrative imports of sugar, cooking oil and other basic foodstuffs. 
He has had close ties with the country’s former leaders, notably former 
President Serzh Sarkisian. The tycoon has been a parliament deputy representing 
Sarkisian’s HHK since 2003.
The NSS claimed that the SRC, which collects taxes and other duties in the 
country, also allowed 11 other large retailers to use the same method of tax 
evasion. It advised them to voluntarily “re-calculate” their tax obligations 
before being inspected by the NSS in the coming weeks.
The SRC’s previous head, Vartan Harutiunian, and his two deputies resigned 
shortly after Nikol Pashinian was elected Armenia’s prime minister on May 8. 
The latter have been questioned in a separate NSS investigation launched 
earlier this month.
The NSS arrested late last week three senior executives of a customs brokerage 
company accused of failing to pay millions of dollars worth of taxes. The 
company’s executive director is a figure close to Harutiunian. The former tax 
chief has not been questioned or indicted so far.
Artur Vanetsian, the new NSS director appointed by Pashinian, announced the 
unprecedented crackdown on corruption and tax fraud on May 19. The NSS said on 
Wednesday that it is determined to continue the “consistent fight against 
corruption and economic crimes.”

“Zhoghovurd” claims that seven more deputies, most of them businesspeople, will 
leave the parliamentary faction of the former ruling Republican Party (HHK) in 
the coming days. “A very interesting situation will emerge in the parliament as 
a result,” writes the paper. It says that the HHK is thus set to lose control 
over the National Assembly. It notes that the three minority factions 
supporting Prime Minister Nikol Pashinian currently control at least 46 of the 
105 parliament seats.
“As was expected, Armenia’s new government has embarked on relatively tough 
actions against the oligarchs,” writes “Haykakan Zhamanak.” “This is more than 
natural. Armenia’s excessively centralized economy is almost fully controlled 
by several wealthy entrepreneurs. The latter have traditionally had strong 
influence on the political authorities … and do not quite understand their new 
status after the velvet revolution.” The paper claims that the new government 
has already put in place “totally new rules of the game” for business which are 
“public, transparent and understandable.”
“For many people, the revolution has created an opportunity to breathe freely 
and live and work without government pressure,” writes “Aravot.” “But for 
others, it’s an opportunity to adapt, take revenge or solve other personal 
issues.” The paper hopes that Pashinian’s government will remain adamant in 
pushing for pre-term parliamentary elections, combatting corruption and making 
“oligarchs” pay all taxes. But it hopes that the government will tread 
carefully on other issues.
“Hayots Ashkhar” says that contrary to its promises the new government has 
still not “rooted out” corruption in the country. The paper sympathetic to 
former President Serzh Sarkisian is skeptical about an corruption probe 
launched by the National Security Service (NSS), saying that the NSS has still 
not uncovered millions of dollars in unpaid taxes or embezzled funds.

YEREVAN, MAY 29, ARMENPRESS. She had a unique love for music since early childhood. Her Armenian mother opposed her girl in becoming a singer, but at the age of 11 the future star took part in her first competition – and won!

At15, she left school and began singing in clubs and restaurants of France. Her debut CD failed to gain commercial success, but the singer didn’t lose hope and her first failure was followed by multiple successes.

According to international press and critics, the best actress of the role of Esmeralda in Notre-Dame de Paris(musical) is Hélène Ségara.

In an ARMENPRESS exclusive Hélène Ségara talked about Armenia, her Armenian roots, collaboration with Charles Aznavour and Michel Legrand, the Notre-Dame de Parismusical and other topics.

Hélène Ségara arrived to Yerevan for the Republic Day celebrations on May 28. She performed two songs at the May 28 grand concert in Yerevan’s Republic Square. She sang Charles Aznavour’s Poir Toi Armenie and the old Armenian Dle Yaman song.

‘Visiting Armenia makes me emotional’

I get the same feelings each time I come here. When I came here for the very first time I had the feeling like I’ve been here before. It seemed like the blood of my family had awakened. The grandfather of my mother was born in Mush. He fought under the command of general Andranik, fought for his fatherland. And this makes me emotional each time I come here.

‘My mother didn’t want me to sing’

She was afraid that show-business would be dangerous for a young lady. But I told her that singing is my passion and I have to pursuit my passion. My mother went to school with Charles Aznavour’s daughter. She met Charles Aznavour years later. After meeting him my mother told me that she is very proud over my career.

We met for the first time when I was making my first steps in my career, I was very shy. Charles needs time to discover people. We didn’t talk much the first time.

Years later we visited Armenia as part of an official delegation. Me and Charles were out for dinner together. During the dinner, a singer sang Dle Yaman. When I heard this melody I began to cry. Charles said: “I know, this song makes me cry too”. This is why I included this song in one of my albums, I wanted the French to discover this song. It is also one of the favorite songs of my mother.

When I first came to Armenia with Aznavour, I wrote a song about the story of a family, about the Genocide, it is called Dans nos souvenirs. I wrote this song for my daughter. I said that it has the following message: “Doesn’t matter if you haven’t been to Armenia, one day you will come here with me, and you will understand how we have struggled, how we have lived. This is why you are here today. And when I performed this song in Yerevan, I cried. It is hard to sing when you have so many emotions.

Chalres Aznavour told me that he discovered Armenia late. The more you stay here the more you discover about your family and roots.

In the context of love and peace

I give concerts in different countries of the world. I take the message of love and peace with me. I sang Ave Maria from Notre-Dame de Paris musical on my knees even in Arab countries. Ave Maria is a prayer, a message of love. I don’t understand why people wage war because of faith….

I like Notre-Dame de Paris musical a lot. When I was little, my mother used to call me Chingine, because I wanted to be a Gypsy, I didn’t wanna wear shoes. When I was offered to play Esmeralda, I told myself – God, this is me”. Garou, me and other members of the team had a truly magical chemistry going on. I like the songs of the musical a lot, I want to perform them during the course of my entire life. This is one of my best memories…

Bocelli, Legrand and other artists…

Every time I have a concert somewhere people say : you must sing your song with Andrea Bocelli [Vivo Per Lei duet]. We are still very close. I am lucky to have had the chance to sing with him. He has one of the most beautiful voices.

I’ve collaborated many times with Legrand, we are very close, I sang with him. We have recorded a duet together – La valse des lilas.

There are so many artists with whom I would want to collaborate. I am very close with Celine Dion, we sang together for a TV show, but we don’t have a recorded duet. She is a very pleasant person. I like Barbra Streisand’s voice. I also like the so-called less popular singers.

One of my favorite bands is Radiohead. I also like the famous System Of A Down.

‘I want to protect my daughter’

My eldest son is 28 years old, he is a musician, my second son is 15, he is a fan of science and math, and my daughter will turn 14.

She sings very well. If she will want to pursue singing, I hope I will be able to protect her. I want her to remain my little girl, and that no one hurts her. A singer’s profession is very hard, it has both good and bad sides.

Upcoming plans

I am working on many projects now. I am on a global tour, I came to Armenia from Ukraine. In the recent years I am among the jury of France’s Got Talent, I’ll be among the jury until Christmas. In addition there are many TV shows and I am preparing a new album.

The roads are open, the infrastructures are mainly improved in Syria’s Aleppo, the life has returned to its normal course, Jirair Reisian – ethnic Armenian lawmaker of the Syrian parliament, told a press conference in Armenia, stating that now the situation has significantly improved in the city compared to the past.

“There were days when we had no water, electricity for a long time. Today the situation is different, we have electricity more than 10 hours a day, the issue of the water supply has been solved. The city authorities have carried out significant works on cleaning the city from stones and garbage. In other words, we can state that the life has returned to its normal course”, the MP said.

The ethnic Armenian lawmaker stated that during the Syrian war the country suffered great damages, today the government faces major material duties. Nevertheless, the government together with the people carries out activities to restore the country. As for the achievements of the Syrian Army, the lawmaker said today the country’s most important territories are liberated.

Talking about the movement of Syrian-Armenians in Aleppo, Jirair Reisian said there are already positive trends, a lot of families have taken practical steps and returned to the city. The returnees are both from Lebanon and Western countries. Some of Armenians restore their previous activities and some of them launch new ones. The Armenian community with its national centers has launched the restoration process of Armenian centers and structures.

Aleppo was liberated on December 12, 2016.

Economists say Azerbaijan is interested in new trade corridors between Russia and Georgia

The project of transporting commodities via [Georgia’s breakaway] Abkhazia and South Ossetia is advantageous for Azerbaijan and other countries of the region, experts interviewed by the Kavkazsky Uzel believe. They think that the advantages outweigh the lifting of the economic blockade from Armenia that is undesirable for Azerbaijan.

Kavkazsky Uzel reported that on 9 November 2011, Russia and Georgia signed a bilateral agreement on the customs administration and monitoring of trade in commodities. The Swiss SGS company was charged with controlling the flow of cargoes between Georgia and Russia via Abkhazia and South Ossetia. According to the contract signed on 19 December 2017 between Georgia and the SGS company, transport corridors alternative to the Georgian Military Road [that connects Georgia with Russia] can be used only in force-majeure circumstances.

On 24 May, negotiations were held in Prague between Russian Deputy Foreign Minister Grigory Karasin and Georgian Prime Minister’s Special Envoy [for Relations with Russia] Zurab Abashidze. According to preliminary information, they agreed to set up a working group for the implementation of the 2011 intergovernmental agreement on creating trade corridors via the territories of Abkhazia and South Ossetia, Kommersant reported on the same day.

All South Caucasus countries interested in opening trade corridors

“Despite the recent revival of discussions over the opening of the so-called ‘trade corridors’ between Russia and Georgia via the separatist regions of Abkhazia and South Ossetia, switching the affairs to practical deeds in this direction can hardly be expected in the near future,” a member of the Azerbaijani National Public Committee for European Integration (ANPCEI), Togrul Cuvarli, told Kavkazsky Uzel.

He said that for the time being, it was a question of preliminary agreement on setting up a working group on trade corridors. Certain time would be necessary to form the composition of the group, but even the creation of this group was no guarantee that all problems would be resolved very quickly, Cuvarli said. For example, the special working group for elaborating a draft convention on the legal status of the Caspian Sea had worked for almost 20 years now and had held 49 meeting over the period, but the work was still continuing, he said.

Cuvarli also pointed to political difficulties linked to the opening of the trade corridors. The governments of Abkhazia and South Ossetia, whom Georgia does not recognise, insist that they must be mentioned in agreements in the capacity of equal parties. Therefore, a long and complicated process of searching for compromises is still ahead, the expert believes.

Cuvarli also added that many were interested in opening the trade corridors. “Georgia itself hopes to diversify its transport routes and soften relations with Moscow in order to broaden opportunities of exports to Russia. In addition, by restoring economic ties, Georgia may lay foundations for the reintegration of the regions it has lost control over. Abkhazia and South Ossetia have their interests in these projects. The economies of these regions are at a low ebb and in an impasse and their transformation into transit territories could bring them some economic activity,” Cuvarli said.

Togrul Cuvarli pointed to the growing goods turnover between Turkey and Russia. Railway routes connecting the Russian Federation and Turkey may meet in Georgia and there may be direct railway deliveries without the need in shifting cargoes from ground transport to maritime transport and vice versa.

Cuvarli believes that the project is particularly interesting to Armenia. “Armenia is probably interested in this more than others. By means of the opening of the corridor via Abkhazia, it counts on removing the railway blockade, which is due to its own actions that led the conflict with Azerbaijan and the lack of relations with Turkey. This could help to add at least some freshness to the Armenian economy. Russia counts on facilitating the resolution of problems linked to delivering supplies to its military groupings in Armenia by using the same corridor,” the expert thinks.

Azerbaijan may be dissatisfied with lifting blockade from Armenia

The opening of the corridors for Armenia may raise some questions in relations between Baku and Tbilisi, Togrul Cuvarli noted. Over the past 20 years, Baku has done a lot for developing Georgia economically and supplying it with energy and, of course, it would be desirable that Georgia not take steps leading to the lifting of economic blockade from Armenia, which Azerbaijan is at war with, Cuvarli explained.

“However, in politics, partners never satisfy your interests by 100 per cent. Azerbaijan and Georgia will anyway continue to be economic allies, as they have mutual interests in each other,” Togrul Cuvarli said, particularly because, as he added, the opening of the corridors via Abkhazia and South Ossetia does not at all endanger Azerbaijan’s economic interests in Georgia.

Natiq Cafarli, a member of the [Azerbaijani] Maclis [Parliament] from the Republican Alternative [ReAl] party, noted that Azerbaijan’s attitude towards the plans for opening railway communications between Russia and Georgia via Abkhazia was critical. The functioning of this corridor is advantageous for Armenia that will use part of economic dividends on strengthening its army and will hold a tougher position at negotiations on Karabakh settlement, Cafarli told Kavkazsky Uzel.

However, Georgia’s aspiration in itself to restore its positions in the Russian market undermined after the war in 2008, is not at all an alternative to Georgia’s cooperation with Azerbaijan in the economic and transport sectors, Natiq Cafarli believes.

Azerbaijan counts on increasing shipments on Baku-Tbilisi-Kars railway

Due to the opening of the trade corridors via Abkhazia and South Ossetia, Azerbaijan will be able to increase cargo shipments on the Baku-Tbilisi-Kars (BTK) railway, the Caspian Barrel Oil Research Centre Head Ilham Saban said. The more cargoes there are, the quicker Azerbaijan will cover its expenditures on the construction of the BTK, as the Azerbaijani side financed construction on Georgian territory, he noted.

According to ZAO [Closed Joint Stock Company] Azerbaijani Railways, about 1,000 containers have been transported on the BTK since it was put into operation [on 30 October 20117]. These have mostly been cargoes from the PRC [People’s Republic of China] and Kazakhstan and back from Turkey.

The start of a new international maritime trade terminal in Baku on 14 May must also facilitate an increase in cargo shipments on the BTK, Kavkazsky Uzel was told at the company.

According to Togrul Cuvarli, 1,000 containers is a very low figure. “This is about 40-50 trains – 50-60 tonnes. However, this is just the beginning, as only six months have passed. It is in case of gas pipeline projects that all amounts of shipments are determined many years in advance. Things are different in case of transportation. The BTK has good prospects in light of the opening of new ports on both sides of the Caspian Sea recently. A new port was opened in Baku on 14 May. The Kuryk port in Kazakhstan and the new Turkmenbasi port in Turkmenistan were put into operation before that. The start of new ports will significantly increase flows of cargoes via the East-West corridors,” Cuvarli told Kavkazsky Uzel.

The opening of the Baku international maritime trade port located in the Alat settlement 60 km to the south-west of Baku was held on 14 May. The capacity of the port is 15m tonnes of dry cargoes, including 100,000 containers. After the second stage is complete, the capacity of the port is planned to be increased to 17m tonnes of cargoes and 150,000 containers and up to 25m tonnes and 1m containers after the completion of the third stage, Interfax reported on the same day.

The pair are patrons of the hearing charity. “He is not only a world-renowned singer but also a great intellectual,” Armenian president Armen Sarkissian told crowds on Sunday. “I remember how years ago, when Catholicos Karekin I [head of the Armenian Apostolic Church] passed away, Elton wrote me a letter and we met and discussed the history of Armenian Christianity.”
