Asbarez: Belarus President Says Serzh Sarkisian Refused to ‘Surrender’ Artsakh Regions

President of Belarus, Alexander Lukashenko revealed that in 2016 he and President Vladimir Putin of Russia proposed to then Armenian President Serzh Sarkisian to “surrender five regions” to Azerbaijan, saying Sarkisian refused.
“Putin and I suggested surrendering five regions to Azerbaijan,” said Lukashenko during a briefing with Russian press on Friday. The Belarus leader said that the proposal was made to Sarkisian during the 2016 CSTO Summit that was held in Yerevan.
According to Lukashenko, Sarkisian said at the time that “if he were to surrender those territories, Azerbaijan would cut off all roads and would occupy [all of] Karabakh.”
“Putin and I promised,” Lukashenko said “we would deploy our troops and we would not allow that to happen. He rejected the offer.”
Lukashenko also revealed details about a gas pipeline that he said Baku wanted to go through Armenia and Georgia. The Belarus leader claimed that he held discussions with former president Sarkisian and Azerbaijani President Ilham Aliyev regarding this matter.
“They [Azerbaijan] were building a pipeline. I think it was a gas pipeline that was bypassing Armenia,” Lukashenko said, claiming that Aliyev had asked him to speak to Sarkisian, who was president at the time, in order to get permission for the gas pipeline to pass through Armenia.
“I visited Armenia to speak to Serzh Sarkisian and convey the message. He rejected it,” Lukashenko said.
The Balarus president complained to reporters that the Russian press, in general, did not cover issues related to his country objectively.
He cited an example from last week’s CIS and EEU summits in St. Petersburg, where he spoke to reporters and told them about a discussion at the EEU Summit that “got so heated there that we had to apologize to one another.”
Lukashenko said that the Russian press depicted the incident in a manner that suggested he had to apologize to Putin for started the conversation.
“I would find it below my dignity to apologize for it. I have apologized to Nikol [Pashinyan] for attacking him for various reasons. Putin apologized to everyone. It was a mess. Nazarbayev began apologizing. And this really happened, we were apologizing to one another at this session,” said Lukashenko who blamed the Russian press for spreading false information.
Presumably, Lukashenko’s apologized to Acting Prime Minister Nikol Pashinyan for asserting that the next CSTO Secretary-General should be from Belarus, after Yuri Khachaturov resigned due to a criminal case pending against him in Armenia.

Azerbaijani press: Occupation of Azerbaijani lands to never produce political outcome desired by Armenia – FM
Baku, Azerbaijan, Dec. 14
Trend:
Occupation of the territory of Azerbaijan will never produce a political outcome desired by Armenia, Azerbaijani Foreign Minister Elmar Mammadyarov said, Trend reports.
He was speaking at 39th Meeting of the Council of Ministers of Foreign Affairs of the BSEC Member States Dec. 14 in Baku, Azerbaijani Foreign Ministry said.
Azerbaijan firmly believes in the prosperous future of the Black Sea region and has no doubt that this future can only be built on the basis of the good neighbourhood, mutual respect, humanity and tolerance, the minister said.
“The biggest impediments for the regional cooperation, in particular, in the geography of BSEC are unresolved conflicts,” he said. “For Azerbaijan and Armenia it is Nagorno-Karabakh conflict. The military occupation of the territory of Azerbaijan does not represent a solution and will never produce a political outcome desired by Armenia. The principle position of Azerbaijan is running in line with the norms and principles of international law, reaffirmed in the BSEC Charter as well, particularly in respect of states’ territorial integrity, sovereignty within their internationally recognized borders.”
The still ongoing occupation and policies of self-isolation also deprive Armenia of its potential for economic growth and trade in the region, Mammadyarov added.
It also undermines our efforts to build a common regional trade in full respect to each other’s sovereignty and territorial integrity, he said.
“We hope whenever a new Government will be formed in Armenia upon the mandate of the people of this country we must make a breakthrough next year and build up a good opportunity for bringing peace, stability and prosperity to the region,” he noted.
The conflict between the two South Caucasus countries began in 1988 when Armenia made territorial claims against Azerbaijan. As a result of the ensuing war, in 1992 Armenian armed forces occupied 20 percent of Azerbaijan, including the Nagorno-Karabakh region and seven surrounding districts.
The 1994 ceasefire agreement was followed by peace negotiations. Armenia has not yet implemented four UN Security Council resolutions on withdrawal of its armed forces from the Nagorno-Karabakh and the surrounding districts.
Press: Kocharyan’s goal is revenge against Nikol Pashinyan and Serzh Sargsyan

VERELQ presents the most notable publications of the Armenian press.
“time” the newspaper writes. “Arrested Robert Kocharyan eldest son Sedrak Kocharyan, these days he has active meetings with various political figures and expresses his willingness to finance their opposition activities. The interesting thing is that during those meetings, Kocharyan emphasizes that his father does not set a problem to return to power and occupy the position of president or prime minister, they just set a problem to take revenge. From Nikol Pashinyan and as strange as it sounds From Serzh Sargsyan»:
“People” the newspaper writes. “President of Belarus Alexander Lukashenko during yesterday’s press conference, he was quite frank, revealing several remarkable facts. He admitted that the Prime Minister of Armenia apologized during the recent CIS summit in St. Petersburg. From Nikol Pashinyanfor the sharp statements made by the CSTO General Secretary. At the same time, Lukashenko justified why he sells arms to Azerbaijan. To remind, Nikol Pashinyan also accused Belarus in this matter, demanding clarifications as to why one of the CSTO member states is selling weapons to the enemy of its ally. Lukashenko excused himself that they took that step to close their loan, moreover, they offered such weapons to RA, but official Yerevan refused, and finally, he reminded that the first to sell weapons to Azerbaijan was Russia, not them. Such a turn of events is perhaps remarkable and perhaps unprecedented consider In the last twenty years, it is difficult to remember a case when any head of state apologized after showing wrong behavior towards Armenia, and then spoke about it in the media. On the contrary, we have witnessed on various occasions in the past how the heads of EAEU or CIS countries put themselves in an uncomfortable position publicly.Serzh Sargsyan, and he “swallowed” everything. It is no coincidence that during the pre-election campaign, RPA members insisted that Nikol Pashinyan should also be careful and not speak sharply with international partners. It turned out that Pashinyan’s way of working justifies himself well. after all, the international community takes into account those who have dignity, can pursue the interest of their country, not swallow insults.
“Publication” the newspaper writes. “Nikol Pashinyan Counselor on a public basis Mesrop Arakelyan we don’t know what advice he gives, but he is engaged in active propaganda of the current economic policy on social networks and constantly informs that the RPA has robbed the country, because of the RPA they get low wages, and the RPA has deepened social injustice. It turns out that Arakelyan has been the director of the organization providing auto loans with the highest percentage in Armenia for almost 2 years, since the time of RPA. MOGO credit organization working with Latvian capital provides car loans at 120 percent, that is, for a loan equivalent to 2 thousand dollars, the citizen returns 4 thousand 500 dollars. MOGO attracts borrowers with the promise of processing a loan in 1 day, as a result, people fall under a heavy credit burden.”
“People” the newspaper writes. “Zhoghovurd” daily became aware that, most likely, the number of NA standing committees will increase after the formation of the new parliament. According to Article 106 of the RA Constitution, the number of standing committees cannot be more than 12. After the 2017 parliamentary elections, the number of NA standing committees of the 6th convocation was reduced from 12 to 9. MP at that time Hrayr Tovmasyan noted that the number of committees should be reduced, taking into account the number of deputies – 105 people. Meanwhile, the number of deputies in the new parliament will be 27 more – 132 people. Which commission will reach which political power has not been finally decided. in this case, the “dont formula” provided for in the NA Regulation Law will apply. At the same time, let’s note that the increase in the number of NA deputies will in turn lead to an increase in expenses from the state budget: salaries of deputies, their assistants, plus office expenses, business trip expenses, etc. It should be noted that only business travel expenses are at least 2 thousand dollars per person.”
“Publication” the newspaper writes. “Chairman of the CEC Tigran Mukuchyan wants to become too Nikol Pashinyan servant of the government, like RPA Serzh Sargsyan was. Yesterday, he did not want to say when the parliament is considered constituted, when the CEC summarizes the results and makes a decision, or when the mandates are distributed. “When the time comes, you will know about it,” he said in response to our cross-questions. He repeated the same answer to the question: what does the law say about that before the time comes? We wrote that the dispute “Should the first session of the National Assembly be on December 24 or January 7” continues, and the President of the CEC should announce the date, but Mukuchyan is not in a hurry to do so, because Pashinyan’s team tends to hold the first session on January 7, although independent lawyers are celebrating December 24.
“People” the newspaper writes. “According to the information received by “Zhoghovurd” daily newspaper, law enforcement officers found a deputy of the RPA faction of the National Assembly, formerly the Minister of Nature Protection of the Republic of Armenia. Aram Harutyunyan against the person wanted in a criminal case for taking a large bribe. In particular, the former director of the clinic of the Sevan psychiatric hospital was wanted in this case Gagik Karapetyan: In the framework of this case, the name of Karapetyan was also given, because he is in a relationship with Aram Harutyunyan. And there is testimony that businessman Silva Hambardzumyan transferred 8 million dollars to the account given to him in Dubai, to the account of Araks Dilanyan. On the same day, Araks Dilanyan transferred 3 famous colleagues of Aram Harutyunyan from his account: Victor Martirosyan, Armen Khachatryan and Gagik Karapetyan. And here it became known to us yesterday that the pre-investigation body has already found Gagik Karapetyan.”
“time” the newspaper writes. “Sources close to the government claim that after the New Year holidays, Armenia may face serious financial problems, and the default, which various experts have been predicting for a long time, will no longer be possible to postpone. Our source does not rule out that the authorities will depreciate the dram exchange rate by approximately 20 percent.”
“time” the newspaper writes. “The State Control Service carried out inspections in the Ministry of Sports and Youth Affairs and found abuses of multi-millions. These findings have not yet been made public. The authorities are waiting for the formation of a new government, when this ministry will be dissolved and merged with the Ministry of Culture, and Minister Gabriel Ghazaryan will become an ordinary citizen. In that case, the initiation of a criminal case will not affect the government’s reputation.”
“time” the newspaper writes. “Our source close to the Russian border guard service informs that a few days ago a border violator whose citizenship has not been ascertained was detained by the Russian border guards in the Ararat marz. The latter claimed that he is a citizen of Georgia, but of Azerbaijani nationality. It is unknown for what purpose he crossed the border and appeared in the territory of Armenia.”
168: Lukashenko: Serzh Sargsyan refused to return five regions to Azerbaijan
At the meeting with Russian media representatives president of Belarus Alexander Lukashenko referred to the Nagorno Karabakh conflict settlement process and the role of Russia and Belarus in it.
Lukashenko stressed that the issue was discussed at one of the OSCE summits in Yerevan during Serzh Sargsyan’s presidency.
He said he offered Armenia’s and Azerbaijani presidents to settle the conflict together reaching mutual compromises. Russia and Belarus had a consolidated position and promised in case of necessity deploy troops for ensuring certain guarantees.
“Then I have openly said: listen, they tell about 7 occupied territories. Serzh, give them 5 territories. What are the grounds for not returning them? They are empty. He said if the territories are returned they will cut the road and occupy Nagorno Karabakh. I and Putin promised him to deploy troops there and not allow it happen [we were speaking at the presence of Azerbaijani representatives]. He said no, we will not do it, we do not want to do it,” Lukashenko said.
He said he was rather surprised with Serzh Sargsyan’s position. “Why not? These five regions are empty. It is the first step. In such case both Armenia and Azerbaijan would have been in the CSTO and EAEU. It was a condition for Azerbaijan to become member of the organization. Why did Armenians refuse it? Not only Belarus but Russia too guaranteed that there would not be a war there if these regions are liberated and which you admit that are Azerbaijanis. It is not about Karabakh,” Lukashenko said.
He stressed the significance of peaceful settlement of the conflict.
Lukashenko also spoke about other project the Armenians refused to do.
He said when it was spoken about pipeline project from Azerbaijan to Georgia he talked with the leaders of the countries and it was stated that it would bypass Armenia. Lukashenko said he spoke with Azerbaijani president Ilham Aliyev for him to speak with Armenia’s president Serzh Sargsyan on organizing transit via Armenia which would have been beneficial to both parties.
“But the Armenian side declined the offer too. But sooner or later all this will end peacefully,” Lukashenko said.

The peaceful settlement of the Nagorno-Karabakh conflict continues to be Armenia’s top priority. Acting Prime Minister of Armenia Nikol Pashinyan wrote about this in his Twitter microblog.
“We will continue the peace process for the sake of peace and security in the region. The settlement requires the efforts of all parties,” Pashinyan wrote.
