“I have read the program, I cannot say that I am impressed with it, but I will vote in favor”, the lawmaker told reporters in the Parliament.

New personnel changes expected in Artsakh in coming days – former state minister

Category

Former minister of state of Artsakh Arayik Harutyunyan says his position as state minister was limiting his opportunities.

“I want to be more independent and to more freely participate in the demanded reforms in Artsakh by expressing opinions, and why not also voicing criticism”, he said during a press conference on June 6.

Arayik Harutyunyan said the Free Homeland party led by him will actively take part in the 2020 elections in Artsakh, as well as other political initiatives.

Commenting on the rumors about possible resignation of President of Artsakh Bako Sahakyan, Harutyunyan said Bako Sahakyan is the guarantor of the Constitution, the supreme commander-in-chief and frequent change of the president is meaningless. “I am convinced that we have selected the right path for ongoing reforms in the country”, the former state minister said, adding that new personnel changes are also expected in Artsakh in coming days.

On June 6 Artsakh’s state minister, police chief and director of the National Security Service have resigned.

Q:Iran celebrated the Republic Day on May 28. One hundred years ago, on this day, the Republic of Armenia was proclaimed, and after a break of nearly nine centuries, Armenian statehood was restored in the Armenian Highlands. The Presidents of Armenia and Nagorno-Karabakh, the Catholicos of All Armenians, the President of the National Assembly of Armenia, other high-ranking officials, public and political figures, organizations delivered congratulatory messages on the occasion of the holiday. Armenian leaders, Catholicos of All Armenians Garegin II, as well as the President of Nagorno-Karabakh visited the Sardarapat Memorial, where a military parade took place. other ceremonies were held. The parade was welcomed by Prime Minister Nikol Pashinyan, who announced in his speech, in particular, that on the 100th anniversary of the First Republic, the Armenian people are living the glorious page of their civil history, and today the irreversible rule of the people is established in Armenia. In the evening, a festive concert and fireworks were held in the capital’s Republic Square. High-ranking foreign delegations and guests also participated in the jubilee ceremonies.

Thus, for the first time, the legislative power, which is the parliamentary majority, spoke publicly against the executive power. And this is commendable, because we are finally witnessing the real separation of legislative and executive powers. For the first time, the parliamentary majority acted as a real counterweight to the executive power. And why did this happen only recently, when Nikol Pashinyan came to power with his young team? Why didn’t something like this happen for at least the last twenty years, when the legislature unconditionally, without thinking about the consequences of the steps, made the decisions that were presented for signing by the executive power in the person of the President of the Republic of Armenia. This is worth thinking about.

ACNIS reView #20, 2018: Weekly update_May 26 – June 2

Weekly update

Foreign Policy writes that “on May 29, the news broke
that another Russian journalist critical of President Vladimir Putin’s regime
had been killed, gunned down outside his apartment in Kiev. Pictures
were circulated of his bloodied corpse, and the Ukrainian prime minister blamed “the
Russian totalitarian machine.” On May 30, the journalist stood up, alive and well, at a press conference to admit it had been a
sting operation by the Ukrainian security services to catch a Russian-paid
killer.”

As it later
became known, the “assassination” of journalist Arkady Babchenko was staged to
expose Russian agents.

Writing about
the Babchenko’s background, authors note: “He served as a soldier in both of
Russia’s brutal wars in Chechnya, and wrote a powerful memoir, One Soldier’s War, as a result. He went on to
become a war correspondent, covering Russia’s imperial incursions into Georgia
and then Ukraine, never hesitating to criticize the Kremlin and its aggressive
foreign policy. He was no stranger to scandal or threat, either, and in 2017
finally left Russia when a Facebook post of his expressing indifference over the
deaths of a military choir when a plane crashed on its way to Syria sparked a
nationalist firestorm of protest.”

He wrote an
article about the events of that time in the British newspaper The Guardian.

According to Vasyl Hrytsak, head of the Security Service
of Ukraine, there’s a proof that Russian intelligence agents had paid a
Ukrainian $40,000 to kill Babchenko.

Mark Galeotti argues: “Whether or not this was the best
tactic to use to keep Babchenko alive and catch those who were allegedly
seeking to have him killed is impossible to know at this stage. One could argue
that anything that achieves these goals is a success. However, this is not just
a law enforcement operation.”

An interview

JUNE 1, 2018

– Armine, how?
do you assess the developments taking place in Armenia, in particular there is a point of view
that the revolution will remain incomplete if early elections are not held soon.
Do you agree?

– Extraordinary elections are important, of course, but before
some of those necessary conditions are needed for the holding of elections
mechanisms will be developed. First, some necessary time is required. Political scientists
will describe the pros and cons of holding sooner or later
the extraordinary elections. However, it is clear that before the elections certain
there is a demand for the adoption of bills, including the Law on Parties,
that parties bring politics into the National Assembly, not just party members
or to people who need shelter in the National Assembly. Parties can
use time efficiently, their best possible resources
recruiting. For example, CP acquires an important political card, votes
collecting credit, it’s not bad, especially since it’s something like an exam period for them. What is happening today is more than legal, according to the principle of the set path. The revolution will not remain incomplete, it may sound taftalogy, but whatever
if it continues, there will be a continuation of the revolution. And the process is still at the beginning
it goes accordingly.

– What do you think?
Did that revolution happen in people’s minds? Is this another community?
is that previous mistakes during elections
 no
perform.

– Nothing happens in a day, or a month, or a year,
people don’t suddenly wake up more conscious or more “miserable”. see
mainly people’s lives did not progress for years, which is development
in rhythm it was tantamount to degradation. But during these years, political,
during the civil struggles, even indirectly, it has increased to a certain extent
the awareness of being a public citizen, perhaps thanks to the older generation, new
generation, youth. The public is not the same public every time
is a step forward, a degree more legalistic and boldness of thought is high, and
rises more. That development has a role to play in not making past mistakes
or decrease, but that is not the solution to the issue, at least today, but the system to be created,
the law that with the quality of life and consciousness and parallel to it political life
electoral bribery and fraud as a phenomenon with system performance
will be eliminated. By and large, people want to be in charge of their own lives.
of their own microcosm and not very keen on politics
to meddle in some impure matter, but it was to themselves as a resource
the only platform to be “used” from which to satisfy primary demand
they expected. The public needs an honest and effective governance system
to live so that everything is thought out and served for people and not the other way around. people
they quickly get used to the good, the honest.

People with a different motivation during the upcoming elections
will move, politically mature and aware, which is in line with the spirit of what happened, but
if for years to create a swamp again, deprived of voice, despised, socially insecure
to create a situation, and then once again finding himself in public political apathy,
the lowest level of demand will be prioritized and may be delayed for years
political passivity. As for people now, and for a long time to come
perhaps this spirit and sense of entitlement will persist, or inertia
through or as an acquired new quality, character. That’s why, what?
is done in local bodies or in universities or elsewhere is equated with rebellion
attempts to resolve the issues is very normal and does not contain a counter-revolutionary element or
they are against the government, the prime minister, whom they trusted. They felt
the path to that longed-for freedom and things yet to be liberated
you see, it is very natural.

– What do you think?
if the special election
 be late
Are there any risks of it happening?
 public resource.

– What do you mean by public resource? if the word
if it is about public trust, people’s trust, then I don’t see such
problem. In general, the people, the public showed that they were in favor of a chance
to give even to an unaccepted, unloved government. Now more than understanding
and patiently follows the political processes. Nikol Pashinyan and velvet
revolution interest in the political element in society
introduced, not into the concept of politics, but of the political element itself. Let me explain my point. when it seemed that coming to power was just a blow to the people
will simply remove the rich and enriched people from positions and accordingly
will send him to dark rooms, it turned out not, it was not a single blow of a stick. And because
for society, for the people, former politicians from work
removing, punishing, was an extremely important topic, they began to follow how and what
it should be done with levers, the field of legality arose among the people, by law
the mindset of regulating like a TV series the public began to watch or that
how do they find and use levers? That is, long-term cleaning
has become a passive participant in the process, as if a member of a big team. The other
on the other hand, the new government has not yet made such gross defects and mistakes.
that people’s confidence will waver. On the contrary, every new day pro-state,
Are they witnessing Armenian-centric, pro-Armenian activities, or towards outsiders?
positioning or within, from educational to economic blocs
the passage. In other words, they clean the rust from the rusty mechanism so that the engine starts up
the mechanism, here the system works.

There is one important question that is always misunderstood
to this or that circle. it was a matter of appointments. Under the conditions of the regime
positions were personalized. For this, for example, Taron Margaryan, Aram Simonyan
and others, have so identified their lives with the balance of their relationships,
related to the position, that they entered the position in a mental, psychological assimilation
back and a very serious personal traumatic problem arose out of assimilation
coming It is a serious psychological mechanism, a problem. That’s why when the prime minister
means doing: the opposition, of the people, even political, civil
the real basis of the elite’s discontent entrenched in that subconscious
It is the fear of “effectiveness” that if it didn’t work well, how to get rid of it. This is it
it sits like a complex. There is no real problem to worry about. If how did it start?
the activities of the prime minister continue, then they lay the foundation of the system,
in which a person with this or that relevant characteristics will work. will not justify
“stop”, “deformation” will be noticed in the engine mechanism of the system and will be replaced. This
is the whole brilliance of all this, if only in the future the approach is maintained.

On top of what I said, let me give an example from 2 days ago
so many meet/
I already saw a superman collage made about the head of the National Security Service or headlines “Head of the National Security Service
Many former officials are afraid of Artur Vantzyan.” what do you think
suppose the prime minister appoints another person and instructs him about his principles
the new government and what results are expected, would it have been any other way? of course
no, it would be the same superman with a different name. I think the system
“unreal” frames will simply be left out during stretching and working. For example,
the American “checks and balances” system can
to allow someone as narcissistic and unbalanced as Trump as president
that keeps the balance in the government bodies, preventing power
disproportionately empowering any branch, instead they restrain and control each other.

– Certain today
we see acts of defiance that are sometimes interpreted
as sabotage against a government that enjoys the trust of the people.
In this sense, how much?
the danger of real counter-revolution.

– Of course
they are not sabotage. There will be sabotage attempts, they will be noticed quickly. Disobedience
gave the key to people, taught them to fight peacefully to defend their right
form, well, people do not set limits either: he committed a violation, he mismanaged, he was a briber
it must be removed. Mainly organized, instinctively or consciously “locally”
a period of local cleaning has begun, which is actually also a benefit to the government,
in order to draw attention to, for example, some local issue. Will be local
bodies with which people have been satisfied for years and will not raise questions, I think
the government has not set a mandatory condition for changing all former cadres. I don’t see a real counter-revolutionary resource, I see it narrowly, a toy
taken out of the hands of some level Republicans who are not yet aware of themselves
about the current position and what happened, sometimes from a sense of reality
cut off They are not even able to adequately re-evaluate their old reality.

This is a lot
It is an interesting revolution carried out by natural development and great will power.
story. The impossible was not to get the people out of the apathy of fatigue, but
the impossible was to organize the availability of the main ingredients, collect,
to have for a guarantee of victory, of which there was no shortage of one
succeed, but that is another topic.
