Search declared against Masis sports school headmaster within criminal case on disorders in Erebuni

Investigatory and operative-searching measures of great volume are ongoing in the framework of the criminal case investigated in Yerevan Investigative Department of the RA Investigative Committee to find all those involved in disorders that took place in Erebuni administrative district on April 22. As a result, actual data were obtained that the headmaster of sports school of Masis was involved in disorders, search was declared against him.

It was earlier informed that on April 22, 2018 a group of people, some of them with medical masks, assaulted the protesting citizens and used violence against them with stones, blackjacks, electric shock devices.

A criminal case was initiated according to the Part 2 of the Article 225 of RA Criminal Code preliminary investigation of which is conducted in the RA IC Yerevan Investigative Department. 5 people were found the injured party.

An investigatory plan was worked out, an investigatory group was formed and comprehensive, complete and objective investigation is conducted, measures are taken to identify the people having committed the alleged crime.

During preliminary investigation videos on the incidents in the crossroad of Erebuni and Nor-Aresh 26th Streets on April 22, as well as media publications related to the case were downloaded and attached to the criminal case, police subdivisions were tasked to take operative-searching measures, numerous people were questioned.

As a result, actual data were obtained on the allegation that the headmaster of sports school of Masis A. Hakobyan, born in 1976, was involved in disorders..

On the base of the obtained sufficient evidence on a decision was made to involve him as a defendant according to the Part 2 of the Article 225 of RA Criminal Code and on the same day a motion was submitted to use detention as a pretrial measure against him. The motion was sufficed. Search was declared against A. Hakobyan. The relevant subdivisions of the police were tasked to take measures to find A. Hakobyan and bring him to the investigative body.

Thus, as of June 14, within this criminal case 8 people were involved as a defendant and search was declared against one of them.

Note; Everyone charged with alleged crime offence shall be presumed innocent until proved guilty according to law.

Yerevan Officials Arrested In Corruption Inquiry

Two senior local government officials in Yerevan were arrested on Thursday as 
the National Security Service (NSS) continued a criminal investigation into a 
municipal fund overseen by Mayor Taron Markarian.
The arrested officials are Ashot Ghazarian, the executive director of the 
Yerevan Fund, and Khachatur Kirakosian, the deputy head of the city’s 
Davitashen district.
The NSS would not say whether criminal charges have already been levelled 
against them. “An investigation is underway and further information will be 
provided,” a spokesman for the law-enforcement agency, Samson Galtsian, told 
RFE/RL’s Armenian service (Azatutyun.am).
The arrests were made the day after NSS officers searched the offices of the 
Yerevan Fund located in the main municipal administration building. They 
confiscated many documents kept there.
An ensuing NSS statement said two individuals were recently forced to make 
hefty payments to the Yerevan Fund in return for receiving construction permits 
from the municipality. It said a part of the “large amounts” of cash paid by 
them was pocketed by corrupt officials.
Mayor Markarian is the chairman of the fund’s board of trustees. His deputies 
as well as other senior municipal officials also sit on the board.
Markarian’s spokesman, Artur Gevorgian, downplayed this fact following the NSS 
raid.
“I have not spoken with the mayor on this subject,” Galstian said on Thursday, 
commenting on the arrests. “In any case, the mayor has always stood for 
objective investigations and non-interference in the actions of law-enforcement 
bodies.”
Markarian came under pressure to step down after mass protests brought down in 
late April Armenia’s former government headed by Serzh Sarkisian. He is a 
senior member of Sarkisian’s Republican Party of Armenia (HHK). The protest 
leader, Nikol Pashinian, took over as the country’s new prime minister on May 8.
Even before the change of government, senior members of Pashinian’s Civil 
Contract party alleged that the municipal administration may be extorting 
illegal payments to the Yerevan Fund in return for various services provided to 
businesses or citizens. Two of them sued the fund in March after it refused to 
disclose its donors.

Ending their latest visit to Yerevan on Thursday, international mediators 
indicated their intention to organize a meeting of Armenia’s and Azerbaijan’s 
foreign ministers soon.
The U.S., Russian and French co-chairs of the OSCE Minsk Group visited the 
Armenian capital for the first time since the recent change of the country’s 
government resulting from mass protests. They met with Prime Minister Nikol 
Pashinian and other Armenian leaders during the two-day trip.
“The Co-Chairs and the Armenian officials reviewed the status of negotiations 
and discussed next steps to move the process forward, including a ministerial 
meeting in the near future,” they said in a joint statement. “They also 
exchanged views on the current situation on the Armenia-Azerbaijan border and 
the line of contact, underscoring the importance of maintaining a constructive 
environment.”
“Armenian officials expressed their support for the work of the OSCE Minsk 
Group Co-Chairs and … their willingness to continue working productively under 
the auspices of the Co-Chairs,” added the statement.
Official Armenian statements on the talks did not mention the possibility of 
what would be the first meeting between Azerbaijani Foreign Minister Elmar 
Mammadyarov and his recently appointed Armenian counterpart, Zohrab 
Mnatsakanian. Pashinian’s press office said he discussed with the mediators 
ways of creating “a favorable atmosphere for advancing the negotiation process.”
The mediators met with Mammadyarov in Paris on May 15. In a joint statement 
they said he “expressed Azerbaijan's readiness to resume active negotiations as 
soon as possible.”
Meanwhile, Karabakh’s ethnic Armenian leadership claimed on Thursday Azerbaijan 
is continuing to mass troops near “the line of contact” east of Karabakh.
“Since April there has been a buildup of their troops practically along the 
entire border,” said Davit Babayan, a spokesman for Karabakh President Bako 
Sahakian. “They have deployed there army units that had been permanently 
stationed deeper inside Azerbaijan. And in recent days movements of those units 
have intensified.”
Babayan told RFE/RL’s Armenian service (Azatutyun.am) that Karabakh’s Defense 
Army is closely monitoring the troop movements and taking other “appropriate 
steps.”
The army released on Tuesday short video clips purportedly showing the 
Azerbaijani troop buildup at some sections of the frontline.
Eurasian Union Good For Armenian Economy, Says Russian PM

Membership in the Eurasian Economic Union (EEU) is one of the factors behind 
economic growth in Armenia, Russian Prime Minister Dmitry Medvedev said on 
Thursday during talks with his visiting Armenian counterpart Nikol Pashinian.
“On the whole our relations are developing steadily and dynamically,” Medvedev 
told Pashinian at the start of their meeting in Moscow. “This is also connected 
with the fact that your country’s economic development figures have been rather 
good lately. Our economy is also developing.”
“This is the result, among other things, of work done within the framework of 
the Eurasian Economic Union,” he said.
Russia’s President Vladimir Putin also said Armenia’s economy has benefited 
from being part of the Russian-led trade bloc when he met with Pashinian on 
Wednesday. Putin pointed to rising Armenian agricultural exports to Russia.
Pashinian criticized Armenia’s accession to the EEU and even called for its 
withdrawal from the bloc as recently as last November. He was an opposition 
parliamentarian at the time.
Pashinian made clear that he will not pull his country out of the EEU or the 
Collective Security Treaty Organization (CSTO) after a protest movement led by 
him brought down the previous Armenian government in late April.
Pashinian told Medvedev that his government is keen to make Armenia’s 
membership in the EEU “more effective.” “We are certainly ready to work in this 
direction,” he said.
“I think that everything in our relations is now developing very positively … 
We have many common interests,” added the Armenian premier.
According to official statistics, the Armenian economy grew by 7.5 percent last 
year and this growth continued practically unabated in the first quarter of 
this year.
Russia remained Armenia’s number one trading partner in 2017, accounting for 
about 27 percent of its foreign trade. Armenian exports to Russia rose by 
almost 45 percent to more than $541 million.

“Zhamanak” says Russian President Vladimir Putin did not invite Prime Minister 
Nikol Pashinian to pay an official visit to Russia when they met in Moscow on 
Wednesday. Putin extended such an invitation to Azerbaijani President Ilham 
Aliyev at their meeting held earlier in the day. “The lack of specifics in 
these circumstances seems to suggest that Putin is still exploring and that for 
him his relationship with Nikol Pashinian has not yet reached a point that 
would warrant an official visit,” speculates the paper.
“Hraparak” comments on the release from prison of Zhirayr Sefilian, the leader 
of the Founding Parliament movement who was convicted earlier this year of 
plotting an armed revolt against Serzh Sarkisian’s government. The paper says 
this was clearly made possible by the recent democratic revolution in Armenia. 
It says judges dealing with the Sefilian case simply sought to please the new 
government, rather than administer justice.
“Zhoghovurd” reports that the Armenian Revolutionary Federation 
(Dashnaktsutyun) has voiced its opposition to Pashinian’s decision to complete 
an unpopular pension reform that was launched by Sarkisian’s government in 
2014. Artsvik Minasian, a government minister affiliated with Dashnaktsutyun, 
was told off by Pashinian after voicing serious misgivings about the reform 
earlier this week. Dashnaktsutyun leaders are now defending Minasian, saying 
that their party will fight to ensure that the new pension system is not 
mandatory for Armenians born after 1973. “Dashnaktsutyun will certainly try to 
pretend to be a principled political force which continues to oppose the 
mandatory pension system while being part of the government,” comments the 
paper.

Danny Tarkanian wins Nevada GOP congressional primary

Republican Danny Tarkanian, son of legendary UNLV basketball coach Jerry Tarkanian, and Democrat Susie Lee, a Las Vegas philanthropist, have captured their parties’ nominations in southern Nevada’s 3rd District, where incumbent Democratic Rep. Jacky Rosen advanced to face GOP Sen. Dean Heller in what promises to be one of the most important races for the U.S. Senate, the Associated Press reports.

Former one-term Reps. Steven Horsford, a Democrat, and Cresent Hardy, a Republican, also prevailed to set up a rematch in the 4th District. It stretches from north of Las Vegas through four rural counties in the western battleground state that Democrat Hillary Clinton carried in her loss to President Donald Trump in 2016.

Both House seats will be up for grabs in November and could play an important role in Democrats’ hopes of cutting into GOP majorities in Congress.

Tarkanian — who had won three previous GOP primaries, but lost five general elections — lost to Rosen in 2016 by fewer than 4,000 votes in the 3rd District, which covers much of suburban Las Vegas.

He launched a combative primary bid to knock off Heller, but bowed out of the race in March under pressure from President Trump and others, and announced his candidacy for what promises to be the costliest congressional race in Nevada this fall.

According to The Hill, Danny Tarkanian is projected to win his Republican congressional primary on Tuesday in the race to replace outgoing Rep. Jacky Rosen (D-Nev.) in November.

Brussels to host EU-Armenia Partnership Council next week

Brussels is set to host the European Union-Armenia Partnership Council next Thursday, 21 June, with the meeting to be chaired by the EU High Representative Federica Mogherini.

Zohrab Mnatsakanyan, Armenia’s Foreign Affairs Minister, will lead the Armenian delegation, the EU website said.

The Partnership Council is to review EU-Armenia relations and activities in the framework of the Eastern Partnership and the European neighbourhood policy. The participants will also follow-up on EU-Armenia partnership priorities.

Three weeks after the start of the provisional application of the EU-Armenia Comprehensive and Enhanced Partnership Agreement (CEPA) signed on 24 November 2017, the Partnership Council will review economic, trade and sectoral cooperation, meantime discussing prospects of launching a visa liberalisation dialogue.

Federica Mogherini and Zohrab Mnatsakanyan are expected to discuss key political matters, including political dialogue and reform, democracy, rule of law, media freedom and human rights.

According to the source, the sides may also discuss the Nagorno-Karabakh conflict, as well as regional issues such as Syria and Iran. 

Law on administrative fines to apply to all – Armenian justice minister

YEREVAN, June 14. /ARKA/. The pardon for people fined for administrative offices will apply to all, regardless of their citizenship or nationality, Armenian Justice Minister Artak Zeynalyan said Wednesday answering the question MP Shirak Torosyan, head of Javakhk Union, put to him at a Q&A session in the National Assembly.  

Torosyan said it would be just to include also residents of Georgia’s province of Javakhk who had been fined after crossing border on Bavra border checkpoint. 

“The law on amnesty for a number of administrative fines will be sent to the National Assembly soon,” Zeynalyan said. “It is at the stage of public discussions now. It will apply to all administrative offenders.”

Armenia is entering a good phase of development, when political laws will start working.

Analytical Centre on Globalization and Regional Cooperation director, political scientist Stepan Grigoryan, on Thursday stated the aforementioned in his opening remarks at an international conference, entitled “The Future of Eastern Partnership in Turbulent Times.”

“The former [Armenian] authorities wanted to make the Armenian people believe in the notion that there are good laws, but they are not for the Armenian people,” the analyst stressed. “The Armenian people ‘blew up’ that trend—and did the right thing. Now, Armenia will develop as normal.”

In his words, elections in Armenia were for a long time rigged, and therefore the people decided to do what the ancient Romans did.

“The people chose Nikol Pashinyan on the street, then [they] sent [him] to the National Assembly and said, ‘Elect him Prime Minister!’” Grigoryan said. “And when the ARF and ‘Tsarukyan’ [political forces] joined the people’s movement, it gave a chance that it became possible—completely by law—to lawfully make the change of power; it ensured the constitutionality of amendments.”

China sentences Taiwanese fraudsters deported from Armenia

Taipei, June 14 (CNA) A court in China on Thursday sentenced 29 Taiwanese nationals to prison for taking part in a telecom fraud ring based in Armenia, a country in the South Caucasus region of Eurasia.

The suspects were sentenced by the Huadu District People’s Court in Guangzhou, according to a statement from the Higher People’s Court of Guangdong Province.

Of the defendants, 27 received prison terms of 3-10 years, while ringleaders Chen Chun-chih (陳俊志) and Lin Tsung-ju (林宗儒) received 10-11 years in jail.

The alleged telecom fraudsters were accused of posing as Chinese court officials to scam Chinese nationals by tricking them into transferring money into designated accounts, according to the Higher People’s Court.

The statement said the fraud ring accrued about 1.66 million Chinese yuan (US$260,188) in illegal assets from July to August, 2016.

It did not mention whether the Taiwanese had appealed the court ruling.

The Taiwanese were part of a 129-member fraud ring arrested by Armenian police and sent to Guangzhou on Sept. 2, 2016, despite the protestations of Taiwan’s government, which insisted the suspects should be repatriated to Taiwan.

It was later determined that 78 members of the fraud gang were Taiwanese nationals, of which the first 29 were sentenced by the Huadu court on Thursday.

Smithsonian Folklife festival to highlight Armenian food and craft

Visitors to the 2018 Smithsonian Folklife Festival will have a unique opportunity to experience the cultural heritage of Armenia, the Smithsonian Center for Folklife and Cultural Heritage reports.

The 2018 Festival, which runs from June 27 to July 1 and July 4 to 8, will feature hundreds of artisans, designers, musicians, and cooks from Armenia, Catalonia, and other locations to highlight the importance of cultural heritage enterprise in the face of change.

Presented through ten days of workshops, demonstrations, participatory experiences, and discussion sessions, the Armenia: Creating Home program on gastronomic and artisan craft traditions will allow visitors to learn about how Armenian communities have integrated heritage into their own strategies for economic and cultural

hospitality of Armenian cooking, eating, and drinking is a source of cultural pride,” said Halle Butvin, one of the program’s curators. “We hope to convey how its deep history, a tradition of feasting and innovations in technique are energizing Armenia’s food scene.”

Visitors will learn to make the staples of an Armenian feast: breads, cheeses, and barbecued meats (khorovats). While tasting and toasting Armenian wines, visitors will learn about the recent discovery of a 6,100-year-old winery in a cave in Armenia, and how winemakers in that same region are reinvigorating the industry through their production, from cultivating ancient varietals and aging wine in traditional clay pots (karas), to a winery incubator model encouraging the growth of small labels. Participants will share their experiences with traditional Armenian recipes and the ways in which food- and wine-related enterprises have shaped their cultural identity and created a pathway for exchange—both within Armenia’s boundaries and across its many diasporas.

Armenia launches new program for Diaspora children and youth

PanARMENIAN.Net – The programs “Ari Tun” (Come Home) and Diaspora Summer School will be replaced by a new program called Take A Step Towards Home, new Diaspora Minister Mkhitar Hayrapetyan said in a Facebook post.

Both programs were designed for young Armenians living outside the country.

The new familiarization trip will involve children and youth aged 13-21 and will this year be held on August 10-24.

The programme has two components: educational and awareness raising. The first one consists of intensive Armenian language courses, while the awareness raising component offers tours to cultural, historical and contemporary sites.

Participants will mainly stay with host families throughout the programme and are set to participate in outdoor camping in the last four days.

The deadline for submitting applications is 30 June, 2018.
