Armenian defense minister and Russian ambassador talk strategic development

YEREVAN, June 19. /ARKA/. Armenian Defense Minister David Tonoyan had a meeting today with the newly appointed Russian Ambassador to Armenia Sergey Kopyrkin, the Armenian Defense Ministry reported.

It said the minister congratulated the ambassador on his appointment wishing him success in carrying out this responsible mission. Tonoyan singled out the high level Armenian-Russian interstate relations and military-political dialogue, expressing hope for further strengthening of cooperation.

During the meeting, the two men were said to have also discussed ways to further develop the Armenian-Russian strategic partnership, regional security issues and a number of other issues of bilateral interest. -0-


Armenian prime minister on Manvel Grigoryan case

YEREVAN, June 19. /ARKA/. In comments on a criminal case, brought against a parliament member Manvel Grigoryan, Armenian Prime Minister Nikol Pashinyan said today that the law-enforcement authorities used a string of collected operational data.

Pashinyan also said that if there is a need, inquiries into sales of weapons may also be conducted.
“All those areas where inquires are needed will be checked. In this sense, we do not have obstacles. I think we should be guided in our work not by orders, but by necessity,” Pashinyan said.

Manvel Grigoryan was detained by the National Security Service in his hometown of Etchmiadzin on June 16 after security forces raided his homes in Etchmiadzin and a nearby village finding illegally acquired weapons and stockpiles of food and other supplies, including anti-tank guns and rocket-propelled grenades, meant for the armed forces. 

The Armenian parliament voted today to allow law-enforcement authorities to prosecute Manvel Grigoryan, who was elected to parliament in 2017 on the ticket of the Republican party of Armenia. The voting followed a request from the Prosecutor-General Artur Davtyan to strip Grigoryan of his parliamentary immunity. -0-

TFA is a global network of independent nonprofit organizations working to expand educational opportunity in their own countries and the Founder of Teach For America, a national teaching corps. Wendy Kopp recently visited Armenia and attended Teach For Armenia Ambassador Induction Ceremony.
 
 
 
In 2018 Teach For Armenia had a second generation of alumni, who became Ambassadors for Educational Equity. Summing up the work of these years, how do you assess the mission of Teach For Armenia? Does the program serve its goals?
 
 
 
Teach For All is a network of independent organizations in 48 countries and growing, which all share a common purpose to develop collective leadership in order to ensure all children fulfill their potential.
 
 
 
These organizations and their staff members, teachers and alumni all learn from each other across borders, because we’ve seen that the roots of the challenges we address are so similar from place to place, and it means that the solutions in education are much more similar than one might assume. This network is working to grow local leadership to expand opportunity for children. What we’ve seen is that local leaders can move a lot quicker if they’re exposed to what is working and what is possible from other places. We’re so excited to see the impact Teach For Armenia has already made so early in its tenure.

Wendy Kopp: Education needs a systemic change
 
 
 
The mission is, first of all, to channel the energy of some of Armenia’s most promising future leaders into working with Armenia’s most vulnerable children and to see the impact they’re having during the ten years and beyond. They really commit themselves to working long-term to improve and expand opportunity for kids.
 
 
 
What is the position of Teach For Armenia in the network in terms of academic knowledge, teachers’ engagement and prevalence in the country?
 
 
 
One of the real strengths of Teach For All is just the diversity context in culture and the innovations of different network partners. Teach For Armenia has been doing such good work in training and helping teachers to engage their students, and also in supporting the fellows during their two years to work in partnership with people in their communities, to work on broader partnerships for community development.
 
 
 
Many of our network partners and our global organization are learning a lot from the approach to pre-service and ongoing support.
 
 
 
If you compare the network’s missions in different countries, what are the specific features of Teach For Armenia?
 
 
 
Teach For Armenia believes and understands that the circumstances of children’s birth predict their educational outcomes. It is a very complex issue and we need to take that issue on its full complexity to address it. It means that ultimately we need people with the vision for all children fulfilling their culture working at every level of the education system, at every level policy and across sectors.
 
 
 
That purpose and those beliefs are what unites everyone across the Teach For All network. Of course, how Teach For Armenia is living in that is adapted to the Armenian context.

They get there so early on in their journey, just four years into the development of Teach For Armenia. As one example, they’re working with their communities to articulate a vision for students, alongside students and parents and other educators to consider. What we want for our kids is the engaging, the hope community working towards that vision, which is really powerful.
 
 
 
Apart from educational programs, the fellows also implement community projects in Armenian villages, assisting in the activation and improvement of community life.
 
 
 
A whole segment of kids face many extra challenges that other kids don’t face. They may be economic challenges, just the challenges of growing up in poverty, not having access to adequate nutrition or health care or early education.
 
 
 
The idea behind the community projects is to engage the teachers in working alongside the members of the communities to address different aspects of that problem. For example, the initiative by one of the fellows was to start a company, and now they produce amazing cheese and honey.

Little innovators catch wind and big dreams
 
 
 
He started working with the families to say, “We can actually make business out of it.” That can support economic development in region, which is actually a piece of this larger puzzle. It helps the fellows integrate themselves in communities, better understand the communities, to develop stronger relationships and stronger trust with families while.
 
 
The ranks of Teach For Armenia Ambassadors are expanding as new fellows arrive. What is your message to them?
 
 
 
I’m so excited about what they have the potential to do for the sake of kids, families, communities here in Armenia and because I know that the innovations they find here will help inform efforts all around the world through the Teach For All network.
 
 
 
Their leadership is very important. If we can develop enough leadership, we can solve anything. I think they’re realizing that their leadership and engagement is important. At the same time, we need the leadership of many others. So, they can support and inspire the leadership of their students, parents and other teachers and schools, other people in their communities, and it will take collective leadership to ensure that we really get where we’re trying to go. And maybe, we can move more quickly if we’re open to learning from outside of our own community, from each other in Armenia and outside of Armenia.
 
 
 
A couple of years ago, we at Teach For All stepped back to ask ourselves what we were working to accomplish together by 25 years from now. We articulate the vision around whole communities in every part of the world and with all their children to have the education and support an opportunity to shape a better future for themselves and all of us. I really believe some of those communities will be here in Armenia, I think those communities have been inspiring form a worldwide movement to accomplish that everywhere.

Armenia may reduce water tariffs for the socially disadvantaged

PanARMENIAN.NetWater tariffs may be reduced for low-income families in Armenia.

The issue was discussed at a meeting of Minister of Energy Infrastructures and Natural Resources Artur Grigoryan and a Viola Group representative.

Prospective projects that the company may be implementing in the country were also high on the agenda.

According to a statement from the Energy Ministry, the sides expressed readiness to continue collaborating with each other in order to provide the population with quality services and improve the water supply.

Prime Minister of Armenia Nikol Pashinyan visited military positions of Artsakh’s eastern section together with President Bako Sahakyan.

Armenia’s defense minister David Tonoyan and Artsakh’s defense minister Levon Mnatsakanyan were accompanying the Armenian PM and Artsakh’s President, the government’s press service said. Armenia’s Chief of the General Staff Artak Davtyan and chief military inspector Movses Hakobyan were also present.

Military officials briefed the PM and the President on the new technologies for reliable defense and the engineering and reinforcement infrastructures of the positions.

Prime Minister Nikol Pashinyan talked with on-duty servicemen and commanders, thanked for their selfless service and wished peaceful service.

Republican Party faction expresses concern over MP’s arrest

The Republican Party (HHK) faction of the Armenian parliament has issued a statement over the arrest of MP Manvel Grigoryan.

The statement was issued by HHK Vice President Armen Ashotyan, the chairman of the parliamentary committee of foreign affairs.

Below is the full text of the statement:

“Dear colleagues,

The arrest of Hero of Artsakh Manvel Grigoryan is another alarm call of the implementation of the state repressive apparatus.

The Republican Party of Armenia (HHK) expresses concern over the arrest of Member of Parliament, Hero of Artsakh General Manvel Grigoryan, which has taken place with a violation of Constitutional procedures of parliamentary immunity. This step is more than concerning on the background of the developments happening in the Karabakh front.

The Constitution says that a Member of Parliament cannot be deprived of freedom without the consent of the Parliament, with the exception of being caught while committing a crime or immediately after.

Taking into account that Mr. Grigoryan was arrested in suspicion of illegal possession of firearms and ammunition, plotted with a group of accomplices, and the firearm in turn was discovered as a result of a house search within the framework of an already ongoing criminal case, it is difficult to imagine that in this case it is possible to say that the condition concerning the arresting during or immediately after committing a crime has been kept.

In addition, the search was carried out not in the place of residence, but in a leisure-villa, the director of which has announced that the weapon belongs to him and not M. Grigoryan. We call on the prosecution to carry out its Consitution powers on ensuring the lawfulness of the investigation, including for the immediate release of the illegally arrested person.

In this context, the fact that a Member of Parliament can be arrested in suspicion of possession of firearm whereas people involved in direct use of firearms are being released from arrest within the framework of the policy announced by the new government, is worth attention.

This all gives basis to assume that the basis of the actions which have been carried out today are mostly political motives. We will keep the unbiased and complete investigation of this issue under focus and we will struggle for the complete protection of Manvel Grigoryan’s rights.

Deputy Speaker of Parliament, HHK faction leader visit arrested lawmaker

Republican Party (HHK) Vice President, chairman of the parliamentary committee of foreign affairs, says that the Deputy Speaker of Parliament and the HHK faction head are visiting arrestedMP Manvel Grigoryan.

“Deputy Speaker of Parliament Eduard Sharmazanov and HHK [Republican Party] faction leader Vahram Baghdasaryan are in the National Security Service at this moment to see Manvel Grigoryan”, Ashotyan said on Facebook.

Ombudsman visits arrested Member of Parliament Manvel Grigoryan in jail

Human Rights Defender of Armenia (Ombudsman) Arman Tatoyan visited arrested Member of Parliament Manvel Grigoryan in the NSS detention facility at night, the Ombudsman’s office said.

The Ombudsman had a private conversation with the lawmaker, documents relating the case have been studied and the conditions of detention have been inspected. Health condition and medical aid issues were also studied. A number of issues have been raised, which have been solved on the spot.

The Member of Parliament did not present complaints regarding the conditions of his detention or treatment by officers. Based on the question of the MP’s attorney, the detention facility said it will ensure Grigoryan’s medical examination by his own preferred doctor, if needed.

The Ombudsman’s staff is also in contact with MP Grigoryan’s attorneys. A discussion procedure has been initiated in the Ombudsman’s office for taking necessary steps within the framework of lawful powers.

Agents discover arsenal, private zoo, car collection at arrested MP’s compound

The National Security Service (NSS) of Armenia has released details over the arrest of Member of Parliament Manvel Grigoryan and the evidences discovered in the lawmaker’s properties.

The NSS said agents searched Grigoryan’s compound in the village of Arshaluys in Armavir province on June 16, and his mansion in Ejmiatsin city (Vagharshapat) within the framework of an ongoing criminal case.

NSS said agents discovered an arsenal and a collection of dozens of both vintage and modern vehicles in Grigoryan’s Arshaluys compound. The compound was also used to store military canned food, medication and military uniforms. NSS said the boxes which were supposed to be delivered to soldiers, contained letters addressed to servicemen, which shows that it was aid sent to frontline soldiers in Artsakh during the 2016 April 4-day war days.

NSS said it is investigating how the military clothing, medicine and other discoveries have appeared in the MP’s compound.

Various kinds of foodstuffs – aid sent from kindergartens and schools to soldiers – have been discovered stored in the compound, NSS said.

NSS said it also found foodstuffs labeled “For Soldier” – a special production supplied to the defense ministry which is not available for sale or any other use.

The huge amount of weapons and ammunition found in MP Grigoryan’s compound in the village included more than a dozen anti-tank grenade launchers, 20 hand grenades, over 20,000 various caliber rounds, TNT explosives, and many other types of weapons.

Weapons have also been found in the Ejmiatsin mansion, namely 79 rifles, 39 handguns and over 12,000 rounds.

Dozens of property ownership licenses have also been found.

The collection of vehicles includes motorcycles and snowmobiles, NSS said.

The NSS said they also discovered SUVs and an ambulance vehicle which were designated to be used in the military during the 4-day war. The vehicles were donated to the Defense Army of Artsakh by representatives of the Armenian community of Russia, and Grigoryan has misappropriated them, according to the NSS.

NSS said it also discovered a private zoo in the premises of the mansion, with bears and a tiger among the animals. The mansion also has a horse track. According to information, Grigoryan has used the military food which was supposed to go to soldiers of the 4-day war to feed the animals of his private zoo.

The NSS said the investigation continues and additional information will be provided.
