The new government of Armenia is committed to fully use the potential of the SPC for the promotion of regional economic and trade cooperation and the effective implementation of the statutory goals of our organization. RA Foreign Minister Zohrab Mnatsakanyan announced this at the 38th Yerevan meeting of the Council of Ministers of Foreign Affairs of the CSTO member states. 


“These goals were also the basis of our presidency. In the past six months, we have held two meetings of the Committee of Senior Officials, 14 meetings of working groups and two ministerial meetings on Education and Tourism. Finally, after almost 6 years of discussions, the Green Energy Strategy was adopted. The Steering Committee for the Development of Black Sea Projects accepted the project on Information and Communication Technologies and Small and Medium Enterprises proposed by Armenia.


Being the coordinating country of the CSTO Information and Communication Technologies Working Group and having significant capabilities in the field of information and communication technologies and programming, Armenia consistently encourages targeted cooperation among member states in this field. 2019 Armenia will host the World Congress of Information Technologies. We invite CSTO Member States to take advantage of this opportunity to share and mutually benefit from our collective experience and further expand strong regional cooperation in this field.


The sustainable development of tourism has significant potential for cooperation in the CIS region. Armenia has initiated the project “Wine tourism on the Silk Road” and is pursuing its implementation also within the framework of cooperation between the World Tourism Organization and the World Tourism Organization. The project already enjoys the support of some member states of the CSTO. We invite others to join as well.


Within the framework of the entrepreneurial dimension of cooperation, Armenia emphasizes the strongest involvement within the framework of the economic community of the SPC, promotion and support of small and medium-sized enterprises in business relations.


We also believe that in 2012 the economic agenda needs to be revised and adapted to current global economic trends. In this regard, the institutional potential of the National Institute of Social Sciences and Humanities needs a realistic evaluation. As an international organization, the SPC is not the only one undergoing reforms. We all need a more effective and efficient organization. However, the reform process does not mean rewriting the main goals of the Organization. We believe that in order to enhance the effectiveness of the CSIRO, we must take practical and realistic measures to achieve the strategies set out in the last summit declaration and provide tangible benefits to the CSIRO community as such.


Continuous attempts by some member states to abuse and politicize the platform of the CSTO have a negative impact not only on multilateral economic cooperation in the region, but also on the key foundations of the Organization. Such attempts undermine the trust in the SSC as an effective regional economic organization. We must resolutely prevent such dangerous trends, including within the framework of the Parliamentary Assembly of the Parliamentary Assembly of the Parliamentary Assembly, which should support the implementation of the key goals of the organization, instead of engaging in parallel activities independent of the rest of the structures of the Parliamentary Assembly. In addition, open borders, depoliticized, unfettered, free and comprehensive regional cooperation, as the key goals of this organization, are also important conditions for promoting stability and peace in the region,” said the Foreign Minister.


According to him, the economic cooperation within the framework of the CSDP will benefit more from the interaction with other regional organizations and integration platforms. He emphasized that Armenia is a member of the Eurasian Economic Union, which provides free customs access to a market with more than 180 million consumers. Armenia also has strong and expanding cooperative relations with the European Union, the legal basis of which is the Comprehensive and Enhanced Partnership Agreement. And in October of this year, Armenia will host the 17th summit of the International Organization of Francophonie.

Yerevan Mayor Taron Margaryan has written a resignation letter. Davit Khazhakyan, head of the “Exit” faction of the Yerevan Council of Elders, said about this in a conversation with “Azatutyan”.


– Mr. Khazhakyan, there are reports that Mayor Taron Margaryan submitted his resignation. Do you have such information as a member of the Yerevan Council of Elders?


– We also have such information, and judging by the situation, we can say that it should have been like that. It is explained by several different circumstances, and I think the absence of the mayor at the previous session is proof of that, as well as all the videos and criminal cases that were initiated against the mayor or the organizations close to the mayor.


 – In other words, do you have the information that he has already written the resignation letter?


– The application has already been written, it’s just not published, and I think that there are several questions that need to be clarified, what will happen after the resignation, so that it is published.


Meanwhile, after this interview, Artur Gevorgyan, the Head of Public and Media Relations Department of Yerevan Municipality, stated that there is no such information, and he does not confirm the information mentioned in that publication. Gevorgyan noted that today Taron Margaryan had a meeting with the vice-governor of Saint-Petersburg, and yesterday he did not attend the session of the Council of Elders due to his ill health.


Earlier, VERELQ, referring to its sources, wrote that the mayor has written a resignation letter and it may be published before the government meeting on Thursday. Taron Margaryan has not come to work for several days.

Minister of Internal Affairs of Armenia Arayik Harutyunyan calls on Armenian Demoyan to calm down and get serious. The minister notes that Hayk Demoyan’s Facebook post, which contains harsh words about him and Deputy Minister Hovhannes Hovhannisyan, does not correspond to reality.


Earlier, Hayk Demoyan announced on his Facebook page that during his absence, the Minister of Internal Affairs and the Deputy Minister broke into his office. He threatened the Minister of Internal Affairs and the Deputy Minister to make new discoveries about them. Demoyan said that he would make them dance, and also urged them not to disturb.


According to Araik Harutyunyan, Demoyan has not held any position for a long time. “The Minister of Internal Affairs and the Ministry are the founders of the Genocide Institute Museum, and Mr. Demoyan has not had any position in that institute for a long time,” he said and added that he went to meet the institute’s management and staff because there were various publications related to it.


“I mean, we went there as an authorized body, and I call on Mr. Demoyan to get serious and sober up, because what he wrote is not true,” he said, adding that Demoyan does not have an office in the institute, because he has not held any position for a long time.


The minister also presented certain details about the situation at the Genocide Institute. “Hayk Demoyan forced the acting head of the Genocide Institute to write an application for release and essentially came and sat in the director’s room,” he said, informing that Demoyan was warned about the illegality of the invasion.


In response to the observation that Demoyan is the head of the scientific council, Harutyunyan said that the institute was turned into a foundation from SNOC, and this caused the need for re-appointments, and Demoyan “was not appointed”.


“It is illegal and if it continues, we will contact the police. We received letters and we went to the institute and met with the staff. We asked about the problems and no question except financial transfers was heard,” he said, noting that these are Mr. Demoyan’s personal whims.


“I will write to the chief of police about this matter, so that he can bring order to this disorderly, self-proclaimed person who has no position, so that legitimacy is established in the institute,” said the minister, noting that at the moment the Genocide Institute has a temporary administrator, Gevorg Vardanyan. In the future, the minister notes, the director of the institute will also be elected in the appropriate order. “A new director of the museum-institute will be appointed at the government session in the near future,” he said.


It should be noted that in response to the minister’s comments, Hayk Demoyan made a new post on his Facebook page and asked five questions to the Minister of Internal Affairs, Araik Harutyunyan.


“1. Why didn’t you have time in a month to meet and discuss the situation together to answer my proposals?


2. Did you know that Hovhannes Hovhannisyan was trying to get me out of the museum through the police on your behalf?


3. During the meeting with me last week, the head of the legal department of the Ministry of Internal Affairs mentioned that my rights were violated in several episodes. Do you share that view?


4. Do you think it’s okay to enter someone’s room without permission or someone being present?


5. Are you ready to meet anywhere in the format of a press conference to address these issues and answer all the questions,” Demoyan asks.

Russian soldier dies in Gyumri car crash

A Russian serviceman has died in a car crash which took place June 26 early morning in Gyumri, Armenia’s second largest city.

According to local emergency personnel, the driver – identified as Vladislav Kulakov,32, a serviceman of the 102nd Russian military base of Gyumri – slammed into a parked semi truck with his SUV. The driver was killed instantly, and a passenger, who hasn’t been identified yet, was hospitalized. The passenger was treated for injuries and was discharged, authorities said.

No other details were available at the moment.

Former PM Karapetyan to leave position of first vice president of Republican Party

Former Prime Minister of Armenia Karen Karapetyan will leave the position of first vice president of the Republican Party of Armenia (RPA), Eduard Sharmazanov – Vice Speaker of the Parliament, RPA spokesperson, told reporters in the Parliament.

“I assess that decision quite normally. Karen Karapetyan is a mature politician, he decides to be the first vice president or not. I respect Karen Karapetyan’s decision”, Sharmazanov said.

Asked who will substitute Karen Karapetyan in that position, Sharmazanov said the RPA Board has a right to elect the party president and first vice president. “This issue will be decided at the RPA Board’s session. I don’t see anything extraordinary”, Eduard Sharmazanov said.

Commenting on the question whether this is an escape from the RPA or not, Sharmazanov said: “No, it’s not an escape. He, as the first vice president of the party, finds that he is not so active in this political situation, and being inactive in political processes, he thinks it’s unfair to remain in that position”.

He added that there is no decision at the moment by Karen Karapetyan to leave the RPA, no such talks have taken place.

Azerbaijan’s deputy foreign minister arrives in Armenia

High ranking diplomats from Azerbaijan and Turkey will participate in the Ministerial Council meeting of the Black Sea Economic Cooperation (BSEC) in Yerevan on June 27.

Spokesperson of the MFA Armenia Tigran Balayan told that deputy foreign minister of Azerbaijan Mahmud Mammed-Guliyev will represent his country at the meeting, while Turkey will be represented by the head of the Multilateral Economic Cooperation Department of the foreign ministry.

It’s scheduled that Armenia will pass the Chairmanship of BSEC to Azerbaijan, and deputy foreign minister of Armenia Karen Nazaryan and BSEC Secretary General Michael Christides will issue a stamen for media.

Armenia, Albania, Azerbaijan, Bulgaria, Georgia, Greece, Moldova, Romania, Russia, Serbia, Turkey and Ukraine are members to the organization.

Karapetian Quitting Leadership Post In Former Ruling Party
Armenia - Acting Prime Minister Karen Karapetian holds a cabinet meeting in

Former Prime Minister Karen Karapetian has decided to resign as first deputy 
chairman of the former ruling Republican Party of Armenia (HHK), it was 
announced on Tuesday.
The HHK spokesman, Eduard Sharmazanov, said Karapetian feels that he must 
resign from the party leadership because he is no longer “actively involved in 
political processes.”
“I find that very normal,” Sharmazanov told reporters. “Karen Karapetian is a 
mature politician. It’s up to him to decide whether or not to be the first 
deputy chairman. I respect that decision by Karen Karapetian.”
Asked whether Karapetian will also end his membership in the HHK altogether, 
Sharmazanov said: “There is no such decision at this point. There has been no 
talk of leaving the party.”
Karapetian took up the number two position in the HHK hierarchy in November 
2016 two months after then President Serzh Sarkisian appointed him as Armenia’s 
prime minister. He ran the government until Sarkisian served out his final 
presidential term and controversially became prime minister on April 17.
Karapetian remained in government as first deputy prime minister serving under 
a new, parliamentary system of government. The former business executive took 
over as acting prime minister on April 23 immediately after Sarkisian resigned 
amid mass protests against his continued rule.
The HHK-controlled parliament reluctantly chose the protest leader, Nikol 
Pashinian, as the country’s new leader on May 8. Karapetian has made no public 
statements since then. Some Armenian media outlets have claimed that he is 
considering setting up his own party.
In Sharmazanov’s words, it is not yet known whom the party, still headed by 
Sarkisian, will pick as its new first deputy chairman.
Earlier this month, the HHK lost its majority in the parliament following a 
series of defections from its ranks.
More Cash Seized From Sarkisian’s Former Security Chief

Armenia - Vachagan Ghazarian empties his bag filled with cash after being 
arrested by the National Security Service in Yerevan, .
Law-enforcement authorities confiscated a further $1 million worth of cash from 
a man who has long been former President Serzh Sarkisian’s chief bodyguard when 
they arrested him on Monday.
Vachagan Ghazarian was detained by the National Security Service (NSS) five 
days after other law-enforcement bodies raided his apartment in Yerevan and 
found $1.1 million and 230,000 euros ($267,000) in cash there. The money was at 
least deposited with the Central Bank of Armenia pending investigation into its 
origin.
Investigators said on Friday that Ghazarian and his wife failed to disclose it 
in their income and asset declarations submitted to an anti-corruption state 
commission. Such declarations are mandatory for Armenia’s high-ranking state 
officials and their close relatives. Ghazarian was among them until Prime 
Minister Nikol Pashinian dismissed him last month as first deputy head of a 
security agency providing bodyguards to the country’s leaders.
An NSS video released late on Monday showed masked officers arresting the 
formerly powerful general outside a commercial bank in Yerevan. He was then 
shown emptying his bag, filled with stacks of banknotes, in an interrogation 
room.
An NSS statement said the bag contained $120,000 and 436 million drams 
($900,000) in cash he withdrew from one of his bank accounts. It said Ghazarian 
claimed that he was going to give the money to its “real owner” but refused to 
identify that person.
The NSS said Ghazarian was also planning to withdraw another 1.5 billion drams 
($3.1 million) kept by him and his wife at another Armenian bank. According to 
it, he claimed that he “forgot” to add these large sums to his official income 
declarations.
Despite being placed under arrest, Ghazarian was not formally charged with any 
crime as of Tuesday afternoon. Under Armenian law, he cannot be kept in custody 
without charge for more than three days.
Ghazarian is the first person in Armenia who could be prosecuted on charges of 
“illegal enrichment” and/or false asset disclosure carrying up to six years in 
prison. He headed Sarkisian’s security detail for more than two decades.
Armenia’s new government was instrumental in a series of high-profile 
corruption inquiries launched against former officials and other individuals 
linked to the former Armenian leader. Prime Minister Nikol Pashinian has 
repeatedly pledged to “root out” endemic corruption in the country since taking 
office on May 8.
Pashinian discussed his anti-graft drive on Tuesday with the heads of the NSS, 
the Armenian police and other law-enforcement bodies. He told them to make sure 
that “this process continues more effectively” while “strictly” complying with 
laws and respecting human rights. According to Pashinian’s press office, they 
briefed the premier on their respective agencies’ “ongoing and upcoming works 
towards combatting corruption.”
Aliyev Again Threatens Military Action Against Karabakh, Armenia

Azerbaijani President Ilham Aliyev talked tough at a military parade in Baku on 
Tuesday, threatening military strikes against “strategic” Armenian targets and 
saying that Azerbaijan will "reinstate its control" over Nagorno-Karabakh.
"We are for the peaceful resolution of the [Nagorno-Karabakh] conflict but 
[Armenia] has to understand that there is no military or strategic object that 
the Azerbaijani Army is unable to destroy," Aliyev said.
"The war is not over. Only its first phase has ended," he said, calling 
Karabakh "primordially Azerbaijani territory."
Armenia was quick to condemn the threats. “War mongering and saber rattling are 
irrelevant, deplorable, if not preposterous,” Foreign Minister Zohrab 
Mnatsakanian wrote on his Twitter page. “Inconsistency of language for internal 
consumption and at negotiations doesn’t work. Need a more responsible and 
sensible negotiating party across the table.”
Aliyev spoke at a major military parade marking what his government considers 
the 100th anniversary of Azerbaijan's armed forces. He stressed that Baku will 
continue to buy weapons abroad to strengthen its army.
Some 4,000 military personnel took part in the parade and 240 pieces of 
military equipment, including Belarusian-made Polonez and Israeli-made LORA 
missiles, were on display.
Senior military officials in Yerevan and Stepanakert say that the Azerbaijani 
military has deployed more troops along the “line of contact” around Karabakh 
since April. They have warned Baku against launching offensive operations 
there, saying that the Armenian side is prepared for any scenario.
There have been no high-level Armenian-Azerbaijani negotiations since the 
recent dramatic change of Armenia’ government. U.S., Russian and French 
mediators indicated their intention to organize a meeting of Armenia’s and 
Azerbaijan’s foreign ministers soon when they visited Yerevan two weeks ago.

“Zhamanak” wonders why former President Serzh Sarkisian’s brother Aleksandr was 
freed on Monday several hours after being detained on suspicion of illegal arms 
possession. The paper suggests that law-enforcement bodies may content 
themselves with prosecuting only Sarkisian’s former chief bodyguard, Vachagan 
Ghazarian, for now. “It must be concluded that serious processes are underway 
in the country which on one hand provide answers to questions that have long 
preoccupied the public but on the other hand raise new ones,” it says. “One of 
those questions is as follows. The law-enforcement system is doing its job but 
what about the judiciary?”
“Haykakan Zhamanak” reports that the cost of various procurements made by the 
Armenian Defense Ministry is going down amid the ongoing crackdown on 
corruption in the country. The paper says this is particularly true for food 
supplies to the army. “This is noteworthy because the supplies are carried out 
as part of contracts signed before,” it says. “In other words, a number of 
suppliers have started delivering the same products to the Defense Ministry at 
lower prices.” Those prices have fallen by around 8 percent, it says.
Stanislav Tarasov, a Russian political analyst, tells “168 Zham” that foreign 
powers must act fast to prevent a possible escalation of the Nagorno-Karabakh 
conflict. “The dangerous thing is that I see no efforts by any foreign player 
to get the parties to the negotiating table,” he says. “Waiting [and seeing 
what happens] could prove more dangerous.”
“Zhoghovurd” says Armenian politicians and pundits broadly agree that any 
improvement of Turkish-Armenian relations will remain unlikely after Turkey’s 
President Recep Tayyip Erdogan was reelected in a weekend presidential ballot. 
The paper argues that Ankara continues to make normalization of its relations 
with Yerevan contingent on a resolution of the Nagorno-Karabakh conflict.

WASHINGTON, D.C. – In advance of this year’s Smithsonian
Folklife Festival that features Armenian culture, an Armenian-inspired dinner
experience with special guest Carrie Nahabedian at the popular Mediterranean
restaurant Zaytinya quickly sold out. A portion of ticket proceeds will be
donated to the Armenia Tree Project (ATP), part of the Armenian Assembly of
America (Assembly) family.

ATP was
established in 1994 by Assembly President Carolyn Mugar, and since then, ATP
has made enormous strides in combating desertification in the biologically
diverse but threatened Caucasus region. More than 5.5 million trees have been
planted and restored, and hundreds of jobs have been created for Armenians in
seasonal tree-related programs.

“This
year’s Smithsonian Folklife Festival showcases Armenia’s culture, and food is a
big part of Armenia’s identity. I am delighted to hear how fast Chef Carrie Nahabedian’s
dinner collaboration with Zaytinya sold out, which gauges the high interest in
Armenian cuisine. A special thank you to Chef Nahabedian for donating the
proceeds of the dinner to ATP, which will help Armenia become more
sustainable,” Mugar said. “For all those who were unable to secure
tickets to this popular fundraiser, there is still another opportunity to
experience Chef Nahabedian’s expertise on Wednesday, June 27 during the
Smithsonian Folklife Festival on the National Mall,” she added.

On June 27
from 1:00-2:00 PM, Chef Nahabedian will join Zaytinya’s Chef Michael Costa to
prepare sou boureg, an Armenian dish made with layers of handmade noodles and
cheese.

After
departing her position as Executive Chef of the Four Seasons Hotel Los Angeles
at Beverly Hills, Carrie Nahabedian returned to her native Chicago to open NAHA
in 2000, which garnered her a James Beard Award and seven consecutive Michelin
stars. Carrie opened Brindille in the spring of 2013 along with partner and
cousin Michael; while NAHA highlighted her Armenian roots, Brindille’s refined
Parisian fare celebrates hers and Michael’s favorite spots in Paris.

In addition
to a culinary collaboration with Chef Nahabedian and Chef Costa, the Festival
will feature cooking demonstrations and an opportunity for guests to
participate in cooking classes and taste regional specialties like ghapama
(stuffed pumpkin) and gata (Armenian cake) in between wine tastings and
cheese-making classes.

assessed, it is not necessary to talk about economic development in
Armenia. The head of the research center Alternative, economist Tatul
Manaseryan stated on June 26 at a press conference.
"Without considering threats, it is not worth talking about a good
economic future, which is akin to a physically sick person who intends
to lead an active lifestyle," the expert said. Answering the question
of ArmInfo, T. Manaseryan stated that the key task for the Armenian
economy is to ensure food, energy, financial, investment and
demographic security. "Thanks to the revolution, we entered a
favorable environment. However, the outflow of intellectual potential
from the country continues, which will lead to the aging of the
nation, "he said. In addition, the economist raised the issue of human
capital from a professional point of view. "I do not want to offend
anyone, but we still do not know what country we live in." For whom is
the new government program being written? In the same IT area, which
is a priority for the government, we are actually not aware of the
number of specialists. Those figures that are published are not exact.
Armenia is going to become a health, educational, scientific center.

not in demand in Armenia. He stressed that during 28 years of
independence of the RA no government had in any way formed possible

has no experience and that's what we are here for. We should help in
this matter," he said.
The expert underlined the importance of involving Armenian Ambassadors
in the development of the economy, which, according to him, in general
terms, does not engage in anything other than organizing forums and
official meetings. "If each Ambassador once a year finds at least one
medium or small investor, let alone large investments, then imagine
how the economic situation in the country will change," he said.
T. Manaseryan added that it is impossible to assess and develop the
economy on an amateur level, calling it not just a science, but an art
where it is important to take into account all the nuances.
