Giovanni Bosi, Yerevan / Armenia

(Continua a leggere gratuitamente sull’edizione digitale de La Voce).

Yerevan

Marianna Mkrtchyan. France, as one of the countries co-chairing the OSCE Minsk Group, at the meeting of the Foreign Ministers of Armenia and Azerbaijan in Brussels, reaffirmed the commitment to fulfill the commitments undertaken to facilitate the search for ways to resolve the Nagorno-Karabakh conflict, French Ambassador to Armenia Jonathan Lacote stated at a press conference in Yerevan on July 12, commenting on the meeting of the Foreign Ministers of Armenia and Azerbaijan Zorab Mnatsakanyan and Elmar Mammadyarov in Brussels.

The Ambassador noted that it was an expected meeting. ” There can be no military solution to Karabakh conflict, and only peaceful negotiations can lead to resolution,” the Ambassador said. The French President and Armenian Prime Minister emphasized this stand on yesterday meeting, the Ambassador said. At the same time, Lacote stated that Paris positively assesses the statements made by the Armenian side at various levels about the desire to settle the conflict peacefully through negotiations. The diplomat also added that he is well aware of the influence the unresolved conflict makes on Armenian society. Answering the question about France’s position on Pashinyan’s statement that Artsakh should be included in the negotiation process, Lacote noted that France welcomes any initiatives that will lead to progress in the negotiations, but on the issue of format, a consensus should be reached between all participants in the process.

To note, on July 11, a meeting between Foreign Minister of Armenia Zohrab Mnatsakanyan and Foreign Minister of Azerbaijan Elmar Mammadyarov was held in Brussels. This was the first meeting between the Foreign Ministers of the two countries after the change of power and forming of a new government in Armenia as a result of democratic movement. Foreign Minister of Armenia thanked the OSCE Minsk Group Co-Chairs for organizing the meeting and underscored the importance of the peace process under their aegis and the need of maintaining the negotiation dynamics. The meeting was of familiarizing nature and was aimed at getting to know each other’s viewpoints. Zohrab Mnatsakanyan underlined that the negotiation process has no alternative and in this context highlighted the importance of steps aimed at creating environment conducive to peace, building confidence, reducing tensions, as well as strict adherence to the ceasefire and the cessation of aggressive rhetoric. He emphasized that realistic and constructive engagement of all sides of the conflict is of primary importance for the success of the efforts aimed at achieving a lasting peace. The interlocutors exchanged views on the issues related to Nagorno Karabakh conflict settlement negotiation process. The Co-Chairs presented their upcoming plans to the Foreign Ministers of Armenia and Azerbaijan. Further steps were touched upon.

Businessmen from Armenian Diaspora formed a group of investors

Yerevan July 12

Naira Badalian. World-class businessmen from the Diaspora initiated the creation of a group of investors, which announced the launch of the “Build Armenia” project.

As the statement of the group of investors says, the project’s goal is to ensure the flow of large-scale investments to Armenia in order to stimulate repatriation. At the same time, it is planned to create a socio- economic favorable environment, which due to the formation of appropriate infrastructures will be able to accept the flow of repatriates.

The appeal of the group of investors, in particular, notes that taking into account the migration flows of Armenians from the Middle East, the Republic of Armenia faces the task of consolidating the Armenian potential, being responsible for preserving the identity of every Armenian, ensuring his well-being, security and development. At the same time, it is noted that the continuing assimilation of Diaspora Armenians threatens national identity.

According to the authors of the document, in the absence of a long-term and coordinated vision of development, the Armenian people continue to live and create in different parts of the world, not using their own unified potential. In addition, from the first day of the proclamation of the independence of the Republic of Armenia, the republic is in the blockade of the Turkish-Azerbaijani tandem, bearing the consequences of the militaristic and xenophobic rhetoric of these countries.

Since 1991, as the authors of the draft note, from Armenia there is an uncontrolled outflow of human capital, which threatens the national security of the country. In the Diaspora, financial capital has been formed, which does not serve the implementation of large-scale programs because of the lack of consolidation.

“An appropriate environment has been formed in the Republic of Armenia to accept the flow of returnees, and in the Diaspora there is a need to translate the long-standing idea of turning Armenia into the center of implementation of all-Armenian projects,” the document says. In this regard, according to the initiative group, Armenia should be ready to accept compatriots in the social and economic terms. “We, the undersigned, start the project” Build Armenia “with an unprecedented initiative from the point of view of finance and geography that will ensure large-scale investments in Armenia, while we urge Armenian businessmen to join the initiative,” the document says.

The first forum of entrepreneurs gathered around this idea will be held in the first quarter of 2019 in France.

The document was signed by Vartan Sirmakes, Switzerland, Arden Sellefyan, Switzerland, Hayk Hovhannisyan, Switzerland, Vartkess Knadjian, Belgium, Harout Missirian, Lebanon, Abraham Odemis (Abraham Odemis, France), Hratch Kaprielian (USA), Anushavan Nazarian, Kuwait, Harutyun, Hakob, Raffi, Shant Stampouli (Haroutune, Hagop, Raffi & Chant Istanboulli, Italy & United Arab Emirates), Patrick Arapian (France), Roy Arakelyan (France) and Sevak Artsruni (Armenia).

Lacote: Pashinyan-Macron meeting demonstrated that France will always support Armenia

Yerevan July 12

Marianna Mkrtchyan. The processes in Armenia that took place in the spring of this year were positively received in France. This was stated by the Ambassador of France to Armenia Jonathan Lacote at a press conference in Yerevan on July 12.

He reminded that positive responses about the situation in Armenia were found in the French press. “This was due to the fact that all the processes took place in a peaceful atmosphere, and moreover, not a single Frenchman has been in a depressing situation during this period: these were processes that were not influenced from outside. In addition, the situation was resolved within the framework of the law and the Constitution of the country, “the diplomat said.

At the same time, he stated that the post-revolutionary situation in Armenia is such that the people are committed to demanding the fulfillment of all the promises. According to him, this new reality in Armenia, new positive trends.

Touching upon Pashinyan-Macron meeting in Brussels, Lacote noticed that the meeting was held in a warm atmosphere, as it was the first and was held on the eve of two important events planned for the autumn of this year: the Francophonie summit in Yerevan and the state visit of the French president to Armenia. Lacote also stressed that the Pashinyan-Macron meeting once again provided an opportunity to demonstrate that France will always support Armenia both within the framework of the EU and in the format of the OSCE Minsk Group. “The changes that have taken place in Armenia give a new impetus to our bilateral relations. In France, with great attention to the processes in Armenia, we see the commitment of the authorities of the country to combating such phenomena as corruption, monopolies and other negative manifestations. Armenia to its partners, especially economic ones. The creation of equal and favorable conditions for all market participants, providing guarantees, ensuring respect for human rights are a positive signal for the potential The fact that we are witnessing these days in Armenia – I mean the fight against corruption – is positively evaluated in France, the spring was quite interesting and exceptional, and I believe that an equally interesting autumn awaits us, since Armenia will take the summit of Francophonie, in which the leaders of 84 countries will take part, “the ambassador said, and in this context he expressed the conviction that the summit of the OIF will feel at home in Armenia, moreover, the spring processes will also have a positive impact on the course of the summit.

According to him, this is due to the fact that everyone wants to come to Armenia and get acquainted with the country where such processes took place. Lacote noted that the number of applications for a visit to Armenia, including investors, has increased. “We look forward to Macron’s state visit to Yerevan, which can be perceived as a visit to a new Armenia and a meeting with the new authorities of the country.” The agenda of the visit has not been finalized yet, but we believe that the lion’s share will be devoted to such areas as culture, youth, “the ambassador said.

At the same time, he expressed the conviction that it is necessary to “infect” Armenian-French relations with the positive energy that exists in Armenia today. Touching upon the economic forum within the framework of the Francophone summit, the diplomat welcomed this initiative. At the same time, Lacote expressed the conviction that the economic forum will open exceptional opportunities for Armenian businessmen. The diplomat also believes that the guests of the International Olympic Committee will be pleasantly surprised by the level of IT development in Armenia. He also said that in autumn this year in Paris will be opened French TUMO.

Activists opposing Amulsar deposit development act with unchecked information

Yerevan July 12

Alina Hovhannisyan. As a result of the complaints submitted by the activists against Lydian Armenia in the Office of the Advocate’s Advisor on Compliance, Prime Minister Nikol Pashinyan, during his visit to Vayots Dzor, was informed that the Amulsar Program did not properly assess the impact of the field’s operation on the tourist brand Jermuk, and that the International Finance Corporation (IFC) refused to finance the project due to the identified environmental problems by the Office. “This statement is not true”, is noted in the official statement of the company Lydian Armenia.

“IFC never announced the withdrawal from Amulsar project due to environmental problems. Moreover, IFC in its statement notes that the assessment of the impact of the Amulsar project on the environment corresponds to the best international experience, emphasizing that the introduction of new standards in the mining industry of Armenia is an achievement,” is noted in the source with reference to the IFC statement. However, the exit from the shareholders of the Amulsar project by the International Finance Corporation is due to the fact that Lydian Armenia is successfully attracting funds for the development of the field from private sources: “We are confident that the implementation of the Amulsar program has the potential to contribute to the economic development of the country.”

Moreover, at the request of ArmInfo to the IFC Central Office about the reasons for the company’s withdrawal from the shareholders of Lydian Int., the press service reported: “Since 2007, IFC has been supporting Lydian and Amulsar gold mining project as part of a strategy to support the development of the mining sector in Armenia. Considering Lydian’s success in fully funding the project, in May 2017, IFC refused its investment in the company, as we seek to use our capital where it is most needed for sustainable economic development.”

According to the company, the prime minister was not informed intentionally that the majority of the statements made by the protesters, particularly those concerning the pollution of the waters of Sevan, Vorotan and Jermuk, etc., were refuted as a result of the Office’s investigations. The report of the Office noted that all these issues are appropriate in a way, they were evaluated, moreover, measures are provided in accordance with IFC standards. “The head of government should be informed that the impact of the program on surface and groundwaters has been properly assessed and the activities according to IFC criteria have been designed. Therefore, allegations of water pollution are inappropriate,” the company said in a statement.

Lydian Armenia is a subsidiary of British Lydian International, whose shareholders are also large international institutional investors from the United States, Great Britain, a number of European countries, including EBRD. The Amulsar project is the largest industrial project in Armenia for the development of the Amulsar gold deposit at a total cost of $ 370 million. In August 2016, a project for the construction and development of the field was launched. Preliminary work has been carried out since 2006. The life of the Amulsar deposit will be 10 years and 4 months, an annual average of 200,000 ounces of gold (about 10 million tons of ore) is planned. The company’s shares are quoted on the Toronto Stock Exchange. Amulsar deposit is the second largest in Armenia.

President of Armenia: The whole country is proud of scientific merits and achievements of Yuri Oganesyan

Yerevan July 12

Alexander Avanesov. On July 12, Armenian President Armen Sarkissian received the scientific leader of the Flerov Laboratory of Nuclear Reactions at the Joint Institute for Nuclear Research in Dubna (Russian Federation), Academician of the Russian Academy of Sciences, foreign member of the National Academy of Sciences of Armenia Yuri Oganesyan.

According to presidential press office, Armen Sarkissian recalled that on July 11 he signed a decree on conferring citizenship of the Republic of Armenia to Yuri Oganesyan. Congratulating the well-known scientist, Sarkissian highly appreciated his contribution to the development of nuclear physics, noting that the country and the whole nation are proud of the scientific merits and achievements of Yuri Hovhannisyan.

The interlocutors discussed the implementation of the program for the production of radioisotopes and the creation of a diagnostic center.

Sarkissian welcomed the readiness of the famous scientist to promote the development of science in Armenia, as well as to contribute to the cause of education and progress of young scientists.

The interlocutors also exchanged views on the prospects for the development of science in Armenia.

Yuri Oganesyan is a famous Soviet and Russian scientist, an expert in experimental nuclear physics, an academician of the Russian Academy of Sciences, a scientific leader of the Flerov Laboratory of Nuclear Reactions at the Joint Institute for Nuclear Research (JINR) in Dubna near Moscow. In honor of Oganesyan, the chemical element “Oganeson” is named in the periodic table.

Back in 1998, in response to the government’s offer, the Dubna scientists Alexei Sissakian (now the late former JINR Director, Academician of the RAS – Ed.) And Yuri Hovhannisyan agreed to conduct a work to assess the potential of the Yerevan Physical Institute. Then the leaders of the world’s largest scientific laboratories from Germany, France, the United States, Great Britain, Russia and other countries responded to Yuri Oganesyan’s appeal. A commission of 9 leading scientists of the world was established, who after the evaluation proposed to the Armenian government, along with the direct appointment of a physical institute, to use its capabilities and infrastructure for other purposes. Thus, the idea of creating an excellence in the field of oncology was created on the basis of the Center founded in 1944, the part of funds from the work of which was to be directed to the continuation of fundamental research. “Not many people know that the Institute of Dubna has initiated the creation of the Center of Excellence, which is a concrete example of the transformation of fundamental science into applied science,” Hovhannes Torosyan, senior scientific associate at JINR, said earlier in a conversation with ArmInfo correspondent. The scientist, expressing surprise at the fact that the creation of the center turned into an object of unfinished construction. “But on the basis of this cooperation it would be possible to form a powerful scientific cluster uniting the Metsamor nuclear power plant, JINR, the Armat Institute, the Institute of Physics, and other interested organizations,” Hrach Torosyan stated.

The Prime Minister of Armenia recently expressed his extreme surprise at the “unfinished” center of excellence, who asked to find an opportunity to complete such an important project for Armenia, which has already been realized by 80% due to sponsorship and which the previous government deemed ineffective. Apparently, the arrival of Yuri Hovhannisyan in Armenia and set a goal to find ways to resuscitate and restart the program, from which the former authorities began to disband.

The Joint Institute for Nuclear Research in Dubna is implementing a number of programs in Armenia aimed at further developing the scientific potential in nuclear physics. The Institute, one of the founders of which together with other 18 states (Belarus, Bulgaria, Czech Republic, Vietnam, etc.) is the Republic of Armenia, intends to implement a number of so-called collaborative programs. It is a question of creating a pool of scientific groups and laboratories that by joint efforts, exchanging knowledge and experience, while teaching young scientists, will set themselves specific goals in the field of fundamental nuclear research. This includes, among other things, the active use by scientists from different countries of the world of a new, modern electronic accelerator at the Kendl Institute for Synchrotron Research, which is indispensable in its parameters for some kind of research.

France won’t supply weapons which could be used against Artsakh, says Ambassador

YEREVAN, JULY 12, ARMENPRESS. Ambassador of France to Armenia Jonathan Lacote reiterates France’s commitment on not supplying weapons or ammunition which can presumably be used to wage war against Artsakh.

“When we found out about the fake rumors in the Azerbaijani press alleging that France has lifted the arms embargo on Azerbaijan, we immediately disseminated a denial. This once again gave us a chance to confirm our stance. France respects its commitments stemming from international provisions to not supply weapons or ammunition which could be used to start war, in this case in Artsakh,” Lacote said.

He said that the French government is positively receiving any response of the Armenian government based on the principle of settling the conflict only through a peaceful way.

He also noted that the July 11 meeting between the Armenian and Azerbaijani FMs at the presence of the OSCE Minsk Group co-chairs was desirable in the negotiations process. He said that in this format, France again endorses the stance that the conflict cannot be solved through force.

Earlier Azerbaijani media reported that France has lifted the arms embargo for Azerbaijan. But the French Embassy in Armenia denied the report.
