Ejmiatsin city shuts down kindergartens for 1 month citing weather-related health concerns

The City Hall of Ejmiatsin (Vagharshapat) is declaring holidays at local kindergartens from July 23 to August 20 citing weather-related health concerns.

Acting Mayor of Ejmiatsin Diana Gasparyan said on Facebook that a heat wave is expected from July 25, and “unfortunately many of the kindergartens are in poor conditions, and the children’s attendance in such conditions can be hazardous for their health”. Gasparyan was apparently referring to the lack of ACs in the kindergartens.

She said they even had cases of staff losing consciousness due to extreme heat.

The acting mayor said they even carried out a survey among parents, and only 25 from 1194 parents opposed the idea of the special holidays.

Head of the meteorology department at the ministry of emergency situations Gagik Surenyan told ARMENPRESS that up to 40 degrees Celsius is expected from July 25 in Armenia.

Yerevan police arrest “thief-in-law” for possession of narcotics

Yerevan Police Department officers have apprehended Norayr Piloyan, a 39-year-old “thief in law” known by his nickname Koncho, in suspicion of possession of narcotics.

The man is a local of the Aragatsotn Province. Officers found a knife and a substance resembling opium in his possession.

Piloyan has been placed under arrest and an investigation has been launched, police said.

Azerbaijan opens ‘few random cross-border shots’ at Armenian road, border situation calm – defense ministry

The situation at the Armenian-Azerbaijani border in both Tavush and Nakhijevan sections is calm, defense ministry spokesman Artsrun Hovhannisyan told ARMENPRESS.

Hovhannisyan said Azerbaijan opened sporadic gunfire at the Ijevan-Noyemberyan road on July 19, with no victims. Asked if there is border tension, he replied: “No, few random shots were heard. The situation is normal, calm”.

Armenian defense ministry spokesperson Artsrun Hovhannisyan has released photos showing Ordubad – the second largest town in Nakhijevan – and nearby villages. The photos were taken from Armenian positions, he said.

“If this means to control, then turns out we are fully controlling Ordvan-Ordubad and nearby villages. I personally took the photos,” Hovhannisyan said on Facebook, sarcastically referring to the recent Azeri reports where they would take photos of certain Armenian locations in that border section and claim control over it.

Situation relatively calm in Armenia’s bordering Baghanis – village head

Azerbaijani military opened gunfire toward the roadway connecting the towns of Ijevan and Noyemberyan in Armenia’s northeastern region of Tavush two days ago, Defense Ministry spokesman Artsrun Hovhannisyan said.

He added that the fire ‘has fortunately left no casualties and the situation is calm at the moment.’

Panorama.am has talked to Narek Sahakyan, the head of Baghanis village, to get informed about the situation in the community of bordering Tavush region.

He noted that the village hardly came under Azerbaijani fire over past few days, adding the situation in Baghanis is relatively calm at the moment. 

The village head informed that the wheat harvest have already started in the village, with the Baghanis residents satisfied with its outcomes.

Sahakyan, who was also taking part in the harvest during the communication, noted the harvest volumes have recorded an increase from past year, meantime adding the frequent rains have slightly affected the quality of wheat this year.

He also added that sowing areas are growing in the village year by year. “Villagers increase 2-3 hectares [of sowing areas] annually. Everyone sows in their private lands,” Sahakyan said. “We have no reserve lands. They are totally under adversary’s positions and are not used.” 

‘War doesn’t end even when peace comes’: Nas Daily releases fresh video from Armenia

Famous vlogger Nuseir Yassin, better known by Nas Daily, who is currently in Armenia to explore the country’s culture and daily life, has released his fourth one-minute video from the Armenian capital, expressing his concerns about the traces of war in the country.

“In the country of Armenia there are a tone of unexploded mines 25 years after the war. To this day, soldiers are searching for mines, people are injured from mines and others die because of them,” he says in the video.

“Even if the war in Syria ends now, the destroyed schools, infrastructure, education and unexploded bombs will affect people for generations to come…War doesn’t end even when peace comes.”

The video has sparked outrage among some Azerbaijani social media users, who have made insulting comments about the video blogger.

Nas Daily replied to one of them, saying he is not a political analyst and is simply pointing to the devastating consequences of war in the video.

A sharp reaction from Prime Minister Pashinyan as surprise military exercises cause panic among residents of Panik village

Prime Minister of Armenia Nikol Pashinyan described the exercises conducted by the 102nd Russian military base in Panik village as a provocation against the sovereignty of Armenia and that it affects Armenian-Russian relations.

“Those responsible for the incident must be identified and brought to justice,” Pashinyan said.

Explosions and shots in the village caused panic among residents, as they were not warned about the exercises.

Karen Sarukhanyan, the governor of Shirak region where the base is located, met with base representatives. He said that the military had apologized:

“They say that all this was a force majeure situation; they were not going to implement it in this place, for which they apologized and assured that it will not happen again.

“An official investigation is being conducted whereafter the guilty will be punished. They said they will organize an open day event and invite the residents, so that no hostility arises. They said that we are fraternal countries, it was just negligence.”

Pashinyan’s statement was criticized by the representative of the former ruling Republican Party, Armen Ashotyan. In his opinion, there was no need to react so sharply to the incident in Panik village:

“It is unequivocal that any encroachment on the sovereignty of Armenia is unacceptable. But this case was not that. Since yesterday, the incident with the exercises could be considered exhausted in the public discourse. Accept the apologies of the Russian military and continue relations in their working order, excluding such cases in the future.”

According to Ashotyan it is dangerous to give assessments that do not correspond to the strategic depth of Russian-Armenian relations.

Armenian Prime Minister: Russia will not allow war in the region

Nikol Pashinyan spoke with journalists about Armenia’s foreign policy in the context of complex relations between Russia, the European Union and NATO

Armenian Prime Minister Nikol Pashinyan said today that Russia will not allow war in the region:

“I do not believe that Russia, a strategic partner and friend of Armenia, will not resort to its levers to prevent the resumption of hostilities in the region.”

Pashinyan meanwhile stated his readiness to continue the negotiation process on the settlement of the Karabakh conflict with Azerbaijani President Ilham Aliyev. However, he excluded the possibility of unilateral concessions:

“The aggressive militaristic rhetoric of Azerbaijan is unacceptable to us. We periodically tell the co-chairs that we are ready for a settlement, but for this we need an atmosphere of confidence which Azerbaijan is destroying. You will not see any such step from Armenia. When we receive a signal that Azerbaijan is ready for mutual concessions, we will discuss, not only at the government level, but wholly as a people, what the limits of concessions are for us.”

Pashinyan also commented on his participation in the NATO summit and the resulting negative reaction from Russia. He noted that he did not participate in events that would contradict the general line of Armenia’s foreign policy.

Pashinyan once again stressed that Armenia will not be making any drastic changes in its foreign policy vector. Armenia will remain in the Collective Security Treaty Organization (CSTO) which operates under the auspices of Russia.

This was said in the context of Belarus, a CSTO member, selling weapons to Azerbaijan which is not part of the organization and is in conflict with Armenia:

“As for the meeting with the President of Belarus, this issue [arms sales to Azerbaijan – ed] was raised, and I voiced my concern. This issue will remain on the agenda. If we are in the CSTO, then you have obligations towards us, as we do to you.

Our task is to raise the productivity of our participation in the framework of the Collective Security Treaty Organization, and, consequently, to increase the productivity of the CSTO, and for this we will do everything.”

As for relations with the European Union, Pashinyan believes that not everyone in Brussels notices changes in Armenia:

“Many EU partners stated at meetings with me that they expect changes in Armenia. I am surprised that there are officials in the European Union who do not notice the changes in Armenia.

We did nothing, and do not intend to, for the sake of financial assistance [from European structures]. All that we do, we do to justify the mandate that the people entrusted to us. I want this to be clear.”

Pashinyan also commented on the scandalous calls of Russian pranksters Lexus (Alexei Stolyarov) and Vovan (Vladimir Kuznetsov) on his behalf to high-ranking EU officials. The pranksters talked with the chairman of the European Commission Jean-Claude Juncker, and then the EU High Representative for Foreign Affairs and Security Policy Federica Mogerini for almost 20 minutes:

“In addition to humor, I see a desire to clarify certain political information. I think the makers of these calls are trying to understand how, for example, the European Union has contributed to the revolutionary processes in Armenia. I hope they clarified it and are finished. I asked our diplomats to inform our European partners that I did not speak with them on the phone.”
