President of the National Self-Determination Union Paruyr Hayrikyan is very serious about the elections, and has not decided yet whether he will run separately in Yerevan City Council elections or with a single party list.

Paruyr Hayrikyan does not understand why Prime Minister Nikol Pashinyan has chosen the path of focusing on the opinions of the young. “This is a sin, a grave sin. This government does not know Bagratyan’s place. Or did heard that Raffi Hovhannisyan or Ara Papian were asked to express their opinions about foreign political questions. Here is why we have something to worry about,” said Paruyr Hayrikyan and added, “The National Self-Determination Union is going to participate in the parliamentary elections. We are essentially a European-empowered force, all the European powers that would like to act unitedly, will be united. We will take part in the elections, it’s our duty as a political force. We have a strategic plan designed for the people. Our main task today is the Constitution, we have applied to the prime minister, the prime minister is not in a hurry to make changes,”said the leader of the National Self-Determination Union.

ANCA Discusses Policy Priorities with Armenia’s First Deputy Prime Minister

The ANCA discussed the expansion of US-Armenia relations with Armenia’s First Deputy Prime Minister Ararat Mirzoyan, who was joined by Ambassador Grigor Hovhannissian, his Armenian government colleagues, and senior Embassy staff.

WASHINGTON—Armenia’s First Deputy Prime Minister Ararat Mirzoyan visited the ANCA Thursday for a constructive working meeting about new opportunities for the expansion of U.S.-Armenia relations and the full range of ANCA advocacy priorities. Mirzoyan was joined by Armenia’s Ambassador to the United States Grigor Hovhannissian, his Armenian government colleagues, and senior Embassy staff.

The discussion covered a broad array of shared concerns, including regional challenges, threats, and opportunities, the security of Artsakh, justice for the Armenian Genocide, and the prospect for robust growth in the U.S.-Armenia political, economic, and military relationship.

In terms of specific economic policy priorities, the ANCA is 1) exploring a $140 million MCC Science, Technology, Engineering, Art, and Math grant for Armenia’s public schools, 2) advocating for a modern Tax Treaty to eliminate double taxation and promote financial transparency, 3) seeking a Social Security Agreement to protect benefits earned by people who divide their careers between the U.S. and Armenia, 4) researching the commercial viability of non-stop flights from Los Angeles to Yerevan, and 5) working to maximize the effectiveness of the existing Trade and Investment Framework Agreement Council and the U.S.-Armenia Economic Task Force.

“At the level of bilateral relations, Armenia’s peaceful, constitutional political transition to a forward-leaning new government has created exciting new opportunities for the growth of U.S.-Armenia ties. In terms of regional relations, policymakers in Washington increasingly understand and accept that the glaring democracy gap between Armenia and Azerbaijan needs to inform U.S. policy toward these two nations and, of course, the resolution of outstanding status and security issues between Artsakh and Azerbaijan. We had an excellent discussion with Deputy Prime Minister Mirzoyan regarding progress on both these fronts, and a broad array of shared priorities,” said ANCA Executive Director Aram Hamparian.

Russia Completes Delivery of Military Equipment to Armenia

MOSCOW (Moscow Times)—Russia has reportedly delivered $200 million worth of weapons to Armenia as part of a loan deal Moscow extended to help Yerevan build up its military capabilities.

Moscow granted Armenia a $200 million credit in 2015 to buy Russian weapons and modernize its armed forces. The country’s new prime minister, Nikol Pashinyan, who took office following peaceful anti-corruption protests this spring, has since promised to continue pursuing friendly relations with Russia.

Under the agreement, Armenia purchased missile launchers, surface-to-air missile systems and ground-based radio reconnaissance technology, the state-run TASS news agency said.

“The arms provided under the $200 million contract are advanced and modern, and are not even in service yet in Russia,” the Armenpress news agency quoted Armenia’s Defense Minister David Tonoyan as saying Sunday.

In addition sniper rifles, guided missiles and grenade launchers, Russia’s RBC business portal reported in 2016 that Moscow was due to send Armenia BM-30 multiple launch rocket systems.

Armenia Will Strike Back Harder if Baku Resumes Military Attacks

Armenia’s Defense Minister Davit Tonoyan visited military bases over the weekend

YEREVAN—Armenia’s Defense Minister Davit Tonoyan warned Baku that Armenia will strike back harder in the event of an Azerbaijani attack similar to what he called the April 2016 “aggression” against Artsakh.

Speaking to the Russian EADaily Tonoyan warned that in an event of an attack by Azerbaijan, Armenia cannot be in the position to solicit peace and will use its capabilities to retaliate.

“Despite Armenia’s constructive stance, I wouldn’t want you to have the impression that Armenia will solicit peace. I would advise Azerbaijan not to be so confident that it is the one controlling the escalation of the military situation. Meaning, the mediators will not be able to convince Armenia to stop a response or punitive actions in the event that Azerbaijan re-launches military operations, evena limited scale military operations,” explained Tonoyan.

“In the event of a repetition of the 2016 April aggression, Armenia might not resist the temptation to use its entire available arsenal to deliver a massive and decisive blow to the enemy,” added Tonoyan.

The defense chief spoke about the dangers of large scale military build-up by Azerbaijan along the Artsakh-Azerbaijan border and warned that the likelihood of resumption of military operations is always high.

“Reports about the build-up of Azerbaijani military are accurate and similar processes are observed not only at the Artsakh-Azerbaijan border, but also at the Armenia-Azerbaijan border, namely in Nakhichevan. Azerbaijan’s conduct is nothing but a threat to use force, whereas not using force is the basis for the peaceful resolution of the Nagorno-Karabakh conflict,” he said.

Tonoyan ruled out any future “surprise” attacks by Azerbaijan and said that in assessing the April 2016 War, Yerevan has reached several conclusions, among them being that “Azerbaijan will not be allowed to have a monopoly on deciding the time and scale of a military attack.”

The defense chief also expressed concern over the sources from which Azerbaijan is acquiring arms and military equipment and urged those countries that are engaged in the conflict resolution process to refrain from selling weapons to Baku. He lamented that Armenia’s allies are selling arms to Azerbaijan, which in turn are used against Armenian targets.

Tonoyan also said that the close alliance—military and otherwise—between Azerbaijan and Turkey was a source of concern to Yerevan, since alliance directly threatens Armenia’s national security given Baku’s continued military threats and Ankara’s largesse in advancing Azerbaijan’s agenda.

The defense minister said that Yerevan’s top priority for the defense sector is the creation of favorable military conditions for the peaceful resolution of the Karabakh conflict.

“For me it is a priority to create favorable military conditions for the resolution of the Karabakh conflict. Here we must note the contradiction between the terms ‘peace’ and ‘military conditions.’ However, as they used to say during the Cold War years: ‘missiles are made for peace, not war.’ Armenia is the sole guarantor of Artsakh’s physical security,” added Tonoyan

At the initiative of the Ministry of Diaspora, one participant of the Step Towards Home program will be hosted at the residence of Prime Minister Nikol Pashinyan for ten days.

“We are gladly planning to host one of the children. Hopefully we’ll be able to provide good time and spend time with the child,” Pashinyan’s wife Mrs. Anna Hakobyan said in an online video posted by Minister of Diaspora Mkhitar Hayrapetyan.

The minister said nearly 500 teenagers from the Diaspora will visit Armenia this year to participate in the summer project. He called on families in Armenia to be hospitable and host the children.

168: Authorities to revoke “gold” license plates from retired army generals

Armenian police are carrying out actions to revoke luxury license plates, aka gold plates, from a number of retired army generals which the latter had been granted illegally and are still using on their personal cars, State Oversight Service director Davit Sanasaryan said on Facebook.

He said that the issue was reported to PM Nikol Pashinyan.

“We will end the chapter of the famous privileged ones through cooperation with the police and other law enforcement agencies,” Sanasaryan said.

Nearly $61,000,000 corruption-related crimes uncovered May-July

As a result of the government’s anti-corruption measures from May 8 to July 20, nearly 29,200,000,000 drams (roughly 61,000,000 dollars) of crimes have been uncovered, Prime Minister Nikol Pashinyan’s assistant Aren Mkrtchyan said on Facebook.

He said that the crimes involved embezzlement, damages to the state, abuse of power and bribery.

“Work continues,” he said.
