Azerbaijani forces have tried this night to infiltrate Armenian positions in northern section of the Line of Contact between Nagorno Karabakh and Azerbaijan. Panorama.am turned to Artsakh president Spokesperson Davit Babayan for comments regarding the official Stepanakert view on the occurred.

“The incident is not surprising as the adversary periodically resorts to such actions. The fact that incursion attempts have been recorded rarely over the recent period does not mean the adversary has reviewed its policy and refused terrorism as a mean of struggle. The reason is it had no chance as all similar attempts have been thwarted. Azerbaijan, however, is periodically testing our vigilance aiming to inflict damages,” Babayan noted.

Our interlocutor next reminded that Azerbaijan has adopted Armenophobia as a state policy which is expressed not only through provocations at the border but also in the civilian life, in schools and kindergartens, in particular.

“Anti-Armenian sentiments dominate in Azerbaijan at all levels. starting from kindergartens to the highest echelons of the power.” added the Artsakh president spokesperson.

After the resonant arrest of the CSTO Secretary General by the Armenian authorities, which came as a shocking surprise to even weathered Foreign Minister Sergey Lavrov, Nikol Pashinyan’s team has continued to take rather provocative steps towards Moscow. Yesterday, Armenia’s State Revenue Committee conducted searches in the South Caucasian Railway. Documents were seized, personal belongings of employees were examined. A criminal case has been reportedly initiated in connection with 9.7 million drams of VAT fraud.

This event could be attributed to rumbles, prosecutions and inspections that have already become routine after the revolution, if it wasn’t for two important aspects to which attention should be drawn.

First, the South Caucasus Railway is a subsidiary of the JSC Russian Railways, which is a Russian state company established in 2003 on the basis of the Russian Ministry of the Means of Communication and carrying out transport services in 77 out of 85 regions of the Russian Federation. In 2017, the  Russian Railways entered the top five of Russia’s largest companies, the company employs 737,000 people. That is, it is about initiating proceedings and inspecting a subsidiary of a Russian state-owned company.

Second, a ridiculous amount of money, of which the Armenian authorities made the great deal and even sent special forces to the South Caucasus Railway, stands out here. We are talking about the alleged non-payment of 9.7 million drams. The figure looks impressive, but in fact it is only … $20 thousand. That is, due to $20 thousand of possible VAT fraud, the Armenian authorities send employees of the State Revenue Committee’s special forces to the Russian state-owned strategic company that annually pays $7.5 million to the Armenian treasury and invested half a billion dollars in investment. Couldn’t the Armenian authorities, who swear allegiance to an alliance with Russia, discuss this issue in a more delicate way with their ally?

In the beginning was the arrest of the CSTO Secretary General, now there are searches in the South Caucasus Railway. It is noteworthy that it is happening against the backdrop of Prime Minister Nikol Pashinyan’s rather harsh statement that Russia “must adapt to the new situation.” Is it possible that the Armenian authorities looking forward to the Western support do not realize that tomorrow they may  face a “new situation” themselves? And it is far from certain that the new Armenian government will be able to adapt to it.

Why Kocharyan’s release is in Armenian Prime Minister’s best interests

Second president of Armenia was arrested pretty unexpectedly. The same can be said about his release. At first, Kocharyan was invited as a witness to testify to the Special Investigation Service. By the end of that day second president of Armenia became a prisoner on charges of going against constitutional order. That’s how current law enforcers interpreted the events of March 2008, which followed presidential elections in February of the same year.

It seems that after coming to power Pashinyan began to deal with the dark past and try to bring those responsible to justice.

It was obvious that authorities are going to address the events of March 1. The Prosecutor’s Office initiated criminal cases against former president, defense minister and head of the Yerevan local garrison of those days. Of course, Pashinyan took a risk. No matter what he did, Kocharyan’s arrest would always look like personal revenge, and Kocharyan himself would be viewed as a prisoner of new Armenian leader. And that’s why it seemed like he will spend a lot of time in prison, especially since petition of a large group of deputies about his release was rejected.

But the Appeal Court suddenly made a decision to release him. Is it really bad for Pashinyan? How will this situation end? The fact that once untouchable Robert Kocharyan is now in a completely different position was shown by demonstration of a small group of activists, who disrupted his planned press conference. But that’s not the main point, even though it says a lot about his current situation.

Kocharyan’s release is in Armenian Prime Minister’s best interests for several reasons.

1. No one in Armenia should feel like his above the law, although new authorities should this by going against oligarchs and closest relatives of Serzh Sargsyan.

2. International community, including Russia, which didn’t like more Kocharyan’s arrest, saw that Armenia begins to live by the law, and if the court has decided to release someone, then that’s it. In addition, Kocharyan’s release also helps to prevent escalation in relations with Moscow in a way.

3. After these events, new government can’t be accused of selective use of the law. No one can blame new authorities in using double standarts.

4. With Robert Kocharyan’s release, Pashinyan now has a real political rival. But this rival has to use those forced that provoked Velvet revolution not so long ago, so Pashinyan sees no danger in Kocharyan.

5. After prison any person think about the meaning of this event in his life, and how much will it affect him in the future. Robert Kocharyan, who considers his arrest to be a political revenge, will think twice whether to return to politics or not.

6. Pashinyan once again showed the society that he’s a man of his word. He promised not to interfere in Kocharyan’s trial, and it seems that he really didn’t.

7. Nikol Pashinyan announced he’s going to hold a “report meeting” on August 17. He’s going to tell his nation about his first days in power, what he managed to do, what he has to face, what tasks haven’t been resolved at the moment. A lot of people are going to visit this event..

8. Finally, Robert Kocharyan is a free man, but the “March 1” events are still relevant.

Artsakh: Azerbaijan’s sabotage has nothing to do with Armenia situation

PanARMENIAN.Net – Spokesman for the President of Artsakh (Nagorno Karabakh) Davit Babayan has said that Azerbaijan’s latest sabotage has nothing to do with the current political situation in Armenia.

“Terrorism has no logic. Such attempts have been made by Azerbaijan in the past and will be made in the future too,” Babayan told PanARMENIAN.Net

According to him, Baku is thus trying to challenge the vigilance of the Armenian side.

As reported earlier, a 15-member group of Azerbaijani troops launched an attempted attack against Karabakh just after midnight on Friday, August 17. The Artsakh frontline units identified the saboteurs on time and threw them back to their positions.

Guinea citizen tries to illegally cross Armenian-Turkish border

Russian border guards in Armenia have apprehended another trespasser at border with Turkey.

Russia’s frontier guards at the Artashat border guard detachment division have detained a person who had illegally crossed the Armenian-Turkish border along the Araks River, the press service of the Russian Border Guard Department in Armenia said.

The trespasser is a citizen of Guinea born in 1993. The criminal claimed that he arrived in Tehran from Guinea to enter a university. After arriving in Tehran he got acquainted to a taxi driver and asked him to tour him around the country. The taxi driver had allegedly brought him to Turkey bypassing checkpoints. In Turkey the driver took his passport and put the entrance seal of the Turkish checkpoint.

The Guinea man said for two days he lived in an abandoned building in Turkey, where he had the money and mobile phone stolen. In search of food, he crossed the river Araks, thereby violating the state border.

The detained was handed over to Armenian law enforcement agencies, News.am reported.

Alexis Ohanian to help bring high tech companies to Armenia

Merkel to visit Armenian Genocide memorial in Yerevan

PanARMENIAN.Net – German Chancellor Angela Merkel will arrive in Armenia on a state visit on August 24-25 and is set to visit the Genocide memorial in Yerevan, the Armenian government reveals.

Merkel will hold a high-level meeting with Prime Minister Nikol Pashinyan, after which the two will give a press conference.

The German Chancellor will also meet President Armen Sarkissian and pay a tribute to the victims of the Armenian Genocide in Tsitsernakaberd.

Ex-army general Manvel Grigoryan’s detention extended for two months

The detention of lawmaker Manvel Grigoryan, an influential retired general of the Armenian Armed Forces, has been extended for two months, Arevik Khachatryan, the head of the Pubic Relations Department of the Armenian Prosecutor General’s Office, told Panorama.am.

She detailed the motion on extending the MP’s detention has been filed by the Special Investigative Service (SIS).

“The court has granted the motion filed by the SIS investigator to extend the detention,” she said.

On 19 June, the Yerevan Court of General Jurisdiction ruled to arrest Grigoryan, who had earlier been stripped of his parliamentary immunity.

He has been charged with embezzling army supplies and illegally possessing firearms, after security agents raided his Etchmiadzin villa to discover and confiscate large quantities of illegally stored weapons, explosives and cars, including military vehicles.

The findings also included canned and preserved food labelled “Not for Sale: Soldier’s Ration”, as well as clothing, hygiene items and medicine donated to servicemen during the 2016 April War.      

Artsakh soldiers prevent Azerbaijani attack attempt

The Artsakh military has prevented an attack attempted by Azerbaijani forces in the northern direction on Friday.

A group of 15 members of the Azerbaijani armed forces launched an attack attempt towards one of the military positions of the Artsakh Defense Army located in the northern direction on 17 August, at around midnight, the Artsakh Defense Ministry said in a statement. 

The Artsakh frontline units timely detected the advancement of the adversary’s group and pushed them back to their starting positions.

“As a result of the shootout, the Defense Army suffered no losses. The data on the adversary’s losses are being clarified,” the statement says. 

    

Armenian army servicemen allowed to have cell phones

YEREVAN, August 17. /ARKA/. Servicemen in the Armenian Armed Forces are now allowed to have personal cell phones to call friends and families, a spokesman for Armenian Defense Ministry Artsrun Hovhannisyan said on his Facebook page. He said the permission was granted by a special order of Defense Minister Davit Tonoyan.

 “Servicemen are allowed to carry cell phones, which can not make videos, sound recordings or photographs. They must have no access to the Internet. The cell phone of a conscript is registered when he is being conscripted at the national conscription center. The conscripts are told about the requirements of secrecy during telephone conversations,” he wrote.

Hovhannisyan wrote that servicemen are not allowed to use the cell phone during ordinary, planned and unplanned events, classes, military duty and weapons protection. They can use the phone during the free time provided for by the military unit command. Payments for telephone services are made either by servicemen or their relatives.  Hovhannisyan listed what servicemen must avoid doing while talking on phones.

 “Do not send messages about planned training alarms; do not publish photos that show combat positions, secret weapons or equipment, car plate numbers, etc. Turn off the phone during hostilities. Remember that the enemy is hearing you and may destroy you and your unit by geolocating your phone,” warned Hovhannisyan. -0-
