Armenian-German cooperation is on a good level but may boost even more, German Chancellor Angela Merkel said at a joint news conference with Armenia’s PM Nikol Pashinyan on August 24.

“I am glad to be here not only as part of celebrations of 100th anniversary of your republic but also during the new changes taking place here. We have attentively followed the developments which took place in Armenia,” Angela Merkel said.

She spoke about the visit to the Tsitsernakaberd memorial. “We realize what a terrible thing happened in 1915 against the Armenian people and this fact should never be forgotten,” the German Chancellor said.

Speaking about the Armenian-German relations, Merkel said they are good but may still develop.

“We are glad that Armenia succeeded in signing Deep and Comprehensive Agreement with the EU. Germany will have its contribution to the implementation of the agreement. We are also ready to assume responsibility for the peaceful regulation of the Nagorno-Karabakh conflict which has only peaceful solution,” Merkel said.

Conflicts may be settled only through peace talks, German Chancellor Angela Merkel said at a joint news conference with Armenia’s Prime Minister Nikol Pashinyan today, referring to the issue of Nagorno-Karabakh conflict.

“When people do not talk the conflicts will not be settled. This visit was very important for me, we must exert all our efforts for the speedy settlement of the conflict,” Merkel said.

Armenia’s Prime Minister Nikol Pashinyan, in his turn, said that Germany supports the OSCE Minsk Group format and the efforts of the mediators.

“Germany and Chancellor Angela Merkel personally understand that the conflict has only peaceful solution for which necessary atmosphere should be created in the region,” Nikol Pashinyan stressed, adding that Armenia highly rates Germany’s efforts in that direction.

Armenia may be a good example of combining cooperation both with Russia and the EU, Chancellor of Germany Angela Merkel said at a joint news conference with Armenia’s Prime Minister Nikol Pashinyan.

“Armenia may be a good example on how it is possible to successfully cooperate with Russia and the EU at the same time,” the German Chancellor said.

Asked about possible cooperation between the Eurasian Economic Union and the EU and Armenia’s role in it, Merkel said, “Such negotiations will hardly take place in near future between the EEU and the EU but Armenia’s good example may show that it is ever possible.”

In his turn Armenia’s PM stressed that the EEU area has a significant role for Armenia but the special trade regime with the EU is important as well.

“During the discussion we have registered that Armenia has a special trade regime with the EU which gives opportunity to enhance the trade circulation volume,” Pashinyan stressed.

YEREVAN, Aug. 24 (Xinhua) — German Chancellor Angela Merkel said Germany would support Armenia to resolve the Nagorno-Karabakh conflict peacefully, at a joint press conference with Armenian Prime Minister Nikol Pashinyan in Yerevan on Friday.
 
“Germany is a Minsk Group member and we spoke about the fact that it is important that the Nagorno-Karabakh conflict is resolved in a good atmosphere and with this regard, Germany will support Armenia,” Merkel was quoted by state-run Armenpress as saying.
 
“I am happy to note that Germany fully supports the efforts of the OSCE Minsk Group and Germany and Madam Chancellor herself believe that the issue of Nagorno-Karabakh can be solved only through peaceful means,” Armenian Prime Minister Pashinyan in turn added.
 
The German leader also vowed her country’s support for Armenia in the process of visa liberalization by the European Union for Armenian citizens. “We will do everything in our power to make progress with this issue,” Angela Merkel noted.
 
While answering a question regarding potential cooperation between the Russia-led Eurasian Economic Union (EEU) and the European Union (EU), Angela Merkel said that formal negotiations between EEU and EU were unlikely to take place in the near future but that “Armenia’s example is evidence that such cooperation is possible,” referring to the Comprehensive and Enhanced Partnership Agreement (CEPA) the European bloc signed with Armenia last November.

YEREVAN (Reuters) – German Chancellor Angela Merkel on Friday addressed the massacre of as many as 1.5 million Armenians in 1915 after meeting with the country’s prime minister, saying the atrocities committed against Armenians should not and would not be forgotten.
 
Merkel avoided using the term “genocide” in her remarks, sidestepping a possible repeat of tensions that flared with Turkish President Tayyap Erdogan after the German parliament in 2016 branded the massacre a genocide.
 
Merkel called the 2016 remembrance ceremony by the Bundestag an “important step in the culture of remembrance” but stressed that the language used was a political – not legal – classification. “We understand what atrocities were committed against countless Armenians. This suffering should not and will not be forgotten,” she said.

YEREVAN (Sputnik) – The warring sides agreed to a cessation of hostilities in 1994. The violence escalated again in 2016, leading to multiple casualties, and the sides soon reached a ceasefire but the clashes in the region continued.

“We are ready to take responsibility for the peaceful settlement of the Nagorno-Karabakh conflict. You know that Germany is a member of the OSCE Minsk group, and we said that it would be good to resolve the conflict, but it is important to solve the problems in a good atmosphere,” Merkel said at a joint press conference with Armenian Prime Minister Nikol Pashinyan.

Merkel added that the conflict could be resolved peacefully through negotiations.

The conflict in Armenian-dominated Nagorno-Karabakh started in 1988 with the autonomous region announcing its secession from the Azerbaijan Socialist republic. In 1991, the region proclaimed independence from Azerbaijan and the creation of the Nagorno-Karabakh Republic. This move triggered a military conflict, which led to Baku losing control over the region.

A member of the German Parliament—Bundestag–Albert Weiler said that Baku’s decision to deny him entry is “undemocratic.” Weiler, who was to join German Chancellor Angela Merkel on her visit to Baku on Saturday was denied a visa, because of his past travels to Artsakh.

“I have repeatedly expressed willingness to go there and discuss issues, particularly those related to Nagorno Karabakh. But when they respond by barring a democratically elected member of parliament from entering the country and even threaten to detain him if he’s on board, it’s not only anti-democratic, but also distorts the diplomatic relations,” Weiler told Public Radio of Armenia in an exclusive interview.

“it’s not the right way to solve conflicts. I’ve always tried to take steps to ensure that people don’t die on the border any more. I’m not planning a new visit to Nagorno Karabakh at this point. I have a broad agenda of meetings in Armenia and time is scarce, but I will work in that direction,” the lawmaker said.

Speaking about the Karabakh issue, Weiler said: “The question here is not about big politics. The question is about ensuring peace for people living there. People should not be constantly under the threat of being shot at from the other side of the border. These are things that are not acceptable in the 21st century.”

As for Armenian-German relations, Weiler has observed a “positive trend.” He says the relations have deepened over the past years.

“There was a positive vote in the Bundestag on the Armenian Genocide. Discussions on economic issues are also positive. Today we have direct flights, other agreements are being called to life.”

Weiler expects bilateral ties to further strengthen after Chancellor Merke’s visit to Armenia. He did not rule out that German companies would enter the Armenia market, bringing new investments and creating jobs.

The Artsakh Foreign Ministry on Thursday issued a statement condemning Baku’s decision to deny Weiler entry to Azerbaijan.

“Azerbaijani Foreign Ministry՛s blacklisting of foreign citizens visiting Artsakh is a gross violation of the peoples’ rights to free movement and to getting reliable information and is an attempt to impose its one-sided and distorted viewpoint on the international community,” Artsakh Foreign Ministry said in a statement.

“We consider such actions of Azerbaijan unacceptable and believe that if they remain without the due assessment by the international community, it will be increasingly difficult to return Baku to a constructive track. The time has come to establish international mechanisms to deter Azerbaijan from destructive steps,” the statement reads.

“In this regard, the Minister of Foreign Affairs of the Republic of Artsakh Masis Mayilian has invited Albert Weiler to visit Artsakh again at his convenience to discuss the issues of cooperation with the Germany-South Caucasus Parliamentary Group of the German Bundestag. We are convinced that the visits of MPs and other officials to Artsakh, regardless of Baku՛s ‘black lis,’ will become an important signal on the inadmissibility of using confrontation and isolation as a means for solving regional problems,” the Ministry said.

YEREVAN—A send-off ceremony was held Thursday for Armenia’s Interior Police officers who have been deployed to guard the Armenia-Azerbaijan border, with Prime Minister Nikol Pashinyan and Armenia’s National Police Chief Valery Osipyan in attendance.

Several months ago a decision was made to dispatch the interior police force officers, who are mainly deployed during national emergencies, to the Armenian border to effectively guard the border as part of the Armenian military.

“Today the [interior] police troops are assuming a very important mission, and that mission is to provide support to the Armenian Army, the Armed Forces while defending the state borders of the Republic of Armenia,” said Pashinyan during his remarks at the ceremony.

He took the opportunity to urge the public to treat police officers as comrades, in an effort to diminish the hostility and mistrust that existed between the police and citizens. This has been a rallying cry for Pashinyan, who also made reference to this approach last week during a rally where he summed the activities of the his government during the last 100 days.

“Our main objective is to ensure that Armenia’s citizens perceive the police and the police officers as protectors of their security, Armenian statehood and the constitution,” he said, urging citizens to treat the police as their “relatives.”

“I am confident that the police officers will fulfill their responsible duty at a high level, will return to their families with pride after each tour,” added Pashinyan.

The visit is scheduled to take place from September 4, 2018 to September 13, 2018.

Chairman of the State Revenue Committee Davit Ananyan introduced the three main directions of the changes to be made in the Tax Code.

“The first direction is the reduction of alternative tax systems. The second one is to make a decision on the threshold of the circulation tax, and the third direction is the reduction of the burden of income and capital tax through the increase of the burden of consumption tax. These are common directions, but they also have sub-directions over which you will have a final vision formed by the government in September”, the SRC Chairman said.

Asked whether it can be said in general that the government plans to greatly mitigate the tax burden, Davit Ananyan said: “We can state that the government will go to the parliament with the changes assisting the business. It would be more correct to say that we will have a change of tax burden since there is going to be a reduction of capital and income tax through the increase of the consumption tax burden”.
