German Lawmaker in Artsakh on Fact-Finding Mission

STEPANAKERT—On the initiative of the European Armenian Federation for Justice and Democracy, Martin Sonneborn, a member of the European Parliament from Germany, his chief of office Dustin Hoffmann and journalist Claudia Toursarkissian are on a fact-finding mission in Artsakh, accompanied by EAFJD President Kaspar Karampetian and executive director Heghine Evinyan.

Within the framework of the visit, the delegation met with Artsakh President Bako Sahakian, Foreign Minister Masis Mayilyan, Minister of culture, youth and tourism Lernik Hovhannisyan, the Speaker of the National Assembly Ashot Ghulyan and a number of deputies representing all the political fractions in the Artsakh Parliament. Sonneborn and his staff also had an exchange of views with members of the “Friendship Group with Europe” of the Artsakh National Assembly.

During the meetings, the importance of such fact-finding missions was emphasized as a contribution in breaking the isolation imposed on the people of Artsakh and obtaining first-hand information about the reality in the country and the democratic developments in it.

The sides discussed the Nagorno-Karabakh conflict and the role that the European Union and its member states should play in the peaceful resolution of the conflict. It was stressed that no sustainable solution to the conflict could be found without actively engaging the people of Artsakh in the peace process and without listening to them.

The sides mentioned also the extreme importance of having a functioning civil society in the country which can consolidate the democratic institutions.

Commenting on the visit EAFJD President Kaspar Karampetian stated: “As long as the European Union doesn’t pay official visits to Nagorno-Karabakh, we have to multiply our initiatives to strengthen the Parliamentary diplomacy between Artsakh and the European Union and its member states. The fact-finding missions that we organise aim to build bridges and promote the fundamental rights of the people in Artsakh. To give them voice is a top priority for us.”

Later, the delegation visited the demining international organization in Nagorno Karabakh – the HALO Trust and the Tumo Center for Creative Technologies in Stepanakert.

On August 27, before arriving to Artsakh, Sonneborn and his team had a number of meetings in Yerevan, among them Prime Minister Nikol Pashinian, with whom they discussed the new political situation after the peaceful transition of power in Armenia and a number of issues related to the stability and peace in the region.

Deputy Diaspora Minister Explains Neruzh Program’s Force to Elevate Armenia

Earlier this month Asbarez reported on Neruzh, a new initiative launched by Armenia’s Diaspora Ministry to encourage young entrepreneurs from the Diaspora to submit their ideas for startup businesses in Armenia and become eligible to gain funding for realizing their project in the homeland.

Asbarez Editor Ara Khachatourian reached out to Armenia’s Deputy Diaspora Minister Aramayis Grigoryan, who is heading the initiative, to flesh out some of the specifics of the project and how it can advance Homeland-Diaspora relations. The interview with Grigoryan was conducted via email, the answers to which are presented below.

Asbarez: What are some of the specifics of the Neruzh Program?
ARAMAYIS GRIGORYAN: Neruzh is an interactive program for young entrepreneurs of Armenian descent, which gives them an opportunity to bring their business ideas to the motherland and found a startup with minimal risk. We wanted to create a program that specifically engages with the youth of the diaspora, as this has been a population segment that has historically been underserved by our ministry.

All young Diasporans between the ages of 18-35 are encouraged to apply by sending their business proposals via the website neruzh.am.  Up to 100 applicants will be selected through a rigorous screening process and will have the opportunity to come to Armenia and get introduced to the Armenian business environment during a week-long retreat from December 16-21 at the UWC Dilijan campus. Up to 10 projects will be selected to be financed in order to start their business. The deadline for applications is September 13.

The main precondition of the program, is that the selected teams will have to repatriate to Armenia and found their business in Armenia. They will receive a 4 month membership to the FAST Startup Studio, which will provide them with co-working space, coaching, and support to see their start up idea take form and become a viable business proposition. Afterwards, they will be supported by Impact Hub Yerevan with an 8 month fellowship program.

Asbarez: How does the Neruzh program fit in the larger goals and mission of the Diaspora Ministry?

A.G.: One of the primary missions of the ministry is repatriation. But we have to accept that relations with diaspora should be built on mutually beneficial principles. As such, repatriation of our diaspora should not be just the mere relocation of people – they should know the social and business impact of that process. Neruzh addresses that issue by giving diasporan youth an opportunity to learn firsthand what they can expect to encounter if they decide to repatriate. It supports bright diasporan entrepreneurs in launching their business, while at the same time helping to create new jobs in Armenia as their businesses grow. We believe this is a much more effective engagement of the vast human capital potential that exists in our diaspora.

Asbarez: Why have you decided to focus of the three specific realms of agriculture, tourism and IT?

A.G.: This is one of the most frequently asked questions. Neruzh 2018 is the first time we are conducting such a program, and as such it’s a pilot. We had to include certain restrictions in order to be able to control the quality and quantity. Moreover, those three sectors are the most needed in Armenia, and are clearly defined in our government program as priority sectors. I’d also like to mention that IT is referring to INNOVATIVE technologies. As such, if any idea has an innovative solution it is eligible.

Asbarez: Who is paying for the project?

A.G.: The budget consists of two parts: organizational and startup finance. In general, half of each part is financed by the Ministry and the other part is provided by our partners. In particular, we are partnering with the FAST Foundation the IDEA Foundation, as well as UWC Dilijan, Impact Hub Yerevan, the Russian-Armenian University and other organizations and individuals, which will be announced as the scope of their commitment becomes finalized.

Asbarez: Will the participants be expected to make additional investments in their startup (outside of the 15 million dram allocation)?

A.G.: During the main event in Dilijan which is going to be in December 16 – 21 we are going to invite additional investors and businesses in order to foster potential future cooperation that extends beyond the financing we provide. The chosen startups will also be provided with in-kind resources, including coaching and mentoring by our partners as well as temporary operating space.

Asbarez: What are the metrics based on which these proposals will be judged?

A.G.: The metrics are diverse and reflect the specifics of each sector. For this reason, we are involving a jury panel for each sector, comprised of experts in each field, in order to ensure professional evaluations. For me personally, as a member of a jury, it is important that the project be realistic and scalable for the Armenian market.

Asbarez: How does the Neruzh program address the larger and more complex Homeland-Diaspora relations issue?

A.G.: This is the reference of the principles that we have adopted. Armenians should come to Armenia not only for bringing their financial resources but also gain resources by bringing their ideas. We hope that Neruzh will grow to become a large scaled project that engages many entrepreneurs from the diaspora for years to come. Armenia-Diaspora relations shouldn’t only be based on emotional nationalistic tendencies, but should be very much grounded in reality. If a diasporan youth is engaged in a startup project that has nothing to do with our traditional notions of homeland engagement, that’s OK! We want them to simply carry on doing whatever it is they are doing in the diaspora, but to do it in Armenia instead. That is the basis for a sustainable repatriation strategy and movement.

Asbarez: Are similar opportunities being offered to locals through another ministry?

A.G.: I have heard that there are such projects in the works, especially in terms of systematically supporting the growth of the IT and startup sector in Armenia, but as this falls outside the scope of our ministry and project, I’ll refrain from commenting further until the appropriate ministries launch their initiatives.

Asbarez: Any final thoughts?

A.G.: I’d just like to take this opportunity to thank our partner organizations and individuals, which have been working very closely with us since day 1 to make this project a reality. It would not be possible without their support. Indeed, they are the true unsung heroes who are building this country as true partners. I’d also like to remind those who are interested that the deadline for applications is September 13. May the best applicants win!

Anti-Armenian Lobbyist Arrested in Yerevan

Kemal Oksuz, a pro-Azeri lobbyist was arrested by Armenian police on Thursday

YEREVAN—Police in Armenia, in cooperation with Interpol, have detained Turkish national Kevin Oksuz wanted by the United States law-enforcement bodies.

Oskus established a company in Armenia to start business. On August 23, Kevin Oksuz was declared internationally wanted on charges of perjury by falsifying and submitting false statements to the Ethics Committee of the House of Representatives.

“Armenian Police and Interpol cooperation to help the U.S. bring Mr. Oksuz to justice is a welcome development,” said ANCA Communications Director Elizabeth Chouldjian.  “Exhaustive investigations by the Office of Congressional Ethics —  released in 2015 following ANCA grassroots pressure and public calls by watchdog groups — revealed that non-profits led by Mr. Oksuz had funneled over $750,000 in State Oil Company of Azerbaijan (SOCAR) funds to illegally pay for Congressional junkets to Baku.  We look forward to Mr. Oksuz and his patrons in the Azerbaijani government to be held accountable for the full extent of their foreign manipulation of the US political system.”

Oksuz was the president of a nonprofit organization of Turkish Americans and Eurasians, which aimed at establishing close relations between Turks and Americans by organizing trips to Turkey and Azerbaijan.

In 2013 he invited several US Congressmen to Azerbaijan and Turkey for a private visit. He submitted false documents to the Ethics Committee, noting that the organization never received financing from any source either directly or indirectly.

However, it has now been revealed that the organization actually didn’t pay for all expenses and received additional financing, including from SOCAR Oil Company belonging to the Azerbaijani government.

It has also been revealed that nine Members of Congress and 32 staff members received gifts worth hundreds of thousands of dollars.

Armenian law enforcement agencies said they’ve gathered information during an ongoing criminal investigation regarding fraud and abuse of power committed by officials.

The case involves Hovik Abrahamyan, a former Prime Minister of Armenia (in office 2014-2016) and Speaker of Parliament (in office 2012-2014), and Alik Sargsyan, a former Police Chief of Armenia. Sargsyan is currently a Republican lawmaker. Hovik Abrahamyan’s brother, Jonik Abrahamyan, is also involved in the case.

The case evolved around a mining company which was founded back in 2000 in Ararat. The company made around 80,000 dollars in capital investment, but in 2008 it faced artificial obstructions by government officials, the investigative committee said. It said that the officials demanded the company to hand over 60% of its shares. The officials threatened to shut down the mine if they did not receive the share.

The company executive and other witnesses have identified Hovik Abrahamyan, Jonik Abrahamyan and Alik Sargsyan in their testimonies, among others, as the persons who were involved in the abuse.

The criminal case was forwarded to the Special Investigative Service.

The “Civil Contract” party will participate in Yerevan City Council early elections with “My Step” block, the party’s spokesperson Vahan Kostanyan told the reporters.

“Civil Contract Party, Mission Party, as well as individuals who participated in the revolution are included in “My Step” block. The block will be led by member of Civil Contract Party, actor and producer Hayk Marutyan”, Kostanyan said, adding that “My Step” block has the capacity to consolidate the entire revolutionary team.

“We do not see anyone as our rival, we continue our communication with the citizens. The public is very well familiar with our political team, and when they get acquainted with the program of “My Step” block, they will understand that it’s our team that is able to assume Yerevan’s administration”, the party’s spokesperson emphasized.

“My step” block has submitted to the CEC a list of candidates of 170 individuals.

168: ‘Reforms should have direct and organic link with our national interests’, says Armenia’s PM

During today’s Cabinet session Armenian Prime Minister Nikol Pashinyan touched upon one of his previous statements according to which the adaptation period is considered over: not it’s time for major reforms which in their turn will give new impetus of economic and political development to Armenia.

“I think we need to record our methodology of reforms, taking into account the existing political realities in Armenia. In general, it is accepted to say that the reforms are so-called a painful process. I think we need to give up this logic since our algorithm of reforms should be the extensive dialogue with the public, approval of consent on this or that reforms”, the PM said, adding that if they have sufficient facts for making reforms which convinced themselves, they need to present the same facts to the public.

According to the PM, their reforms, actions on this direction are going to be effective. He reminded that they have a new governance system which is historically called direct democracy, and all actions should derive from this logic.

“We can launch the dialogue with the public regarding the changes in the Tax Code next week, and our task will be to form public support, perception over the proposed models. We need to carry our extensive reforms, they must be well-thought, have a direct and organic link with our national interests and the tasks proposed by the recent peaceful, velvet revolution n Armenia. I think we all need to announce the launch of a new stage of our activity in this regard, therefore, I wish all of us professionalism, wisdom and success”, the PM said.

Commercial real estate tycoon Samvel Karapetyan included in Forbes Russia list of 100 most influential people

Forbes Russia has presented its list of 100 most influcential people in Russia, with Armenian-born business tycoon Samvel Karapetyan listed 95th.

Russian President Vladimir Putin is the #1 in the list, followed by Sberbank executive German Gref, Gazprom executive Aleksei Miller, Rosneft director Igor Sechin and Russia’s PM Dmitry Medvedev.

Foreign minister Sergei Lavrov is #21 in th list.

Billionaire businessman Roman Abramovich is 26th.

Putin’s spokesperson Dmitry Peskov has also appeared in the list, ranked 70th.

Samvel Karapetyan owns Tashir Holding, a commercial real estate developer. His net worth is about 3 billion dollars, according to Forbes.

There is no procedure of revealing confidentiality of preliminary investigation – SIS chief on Kocharyan’s proposal

Head of the Special Investigation Service Sasun Khachatryan commented on the proposal of 2nd President of Armenia Robert Kocharyan to disclose the confidentiality of the preliminary investigation over the 2008 March 1 criminal case.

The SIS chief told reporters after today’s Cabinet session that there is no procedure of revealing the confidentiality of the preliminary investigation.

“Can you imagine what will happen if the confidentiality of the preliminary investigation is disclosed in the whole? There are people who cooperate with the preliminary investigation, provide operative data. Can you imagine what will happen if all this is declassified?”, he said.

He stated that the confidentiality refers only to the preliminary investigation stage. “During the trial the case is investigated in the court in an open-door format if it doesn’t contain state secret. And the confidentiality of the preliminary investigation derives from the interests of both the case and persons, therefore I don’t think that such demand is realistic”, the SIS chief said.

Azerbaijan seeks to arrest Instagram playboy Dan Bilzerian through Interpol for Artsakh visit

A day after internet personality and entrepreneur Dan Bilzerian departed from Armenia, Azerbaijan ‘s authorities launched a criminal case against the playboy millionaire known as the King of Instagram.

Azerbaijan launched the criminal proceedings against Bilzerian for visiting Artsakh, the country’s prosecutor’s office said.

Dan Bilzerian arrived to Armenia on August 27 with his brother Adam and his father Paul.

The entrepreneur, who is also an actor, was granted Armenian citizenship and then signed up for the military as required by law.

During the trip, the Armenian-American internet personality and professional poker player, who is known as the King of Instagram, visited Artsakh. Bilzerian, a gun enthusiast, fired various large caliber weapons, including an RPG, at a local shooting range. After arriving back to Yerevan he visited the Armenian Genocide memorial and then left the country.

Azerbaijan has requested Interpol to declare Bilzerian internationally wanted.

However, this move contradicts an earlier statement from the foreign ministry of Azerbaijan.

Hikmat Hajiyev, the Azeri foreign ministry spokesperson, has earlier said that he refuses to comment on Bilzerian’s visit, dismissing it as “unserious”.

Police Chief denies media reports on his plans to resign and leave Armenia

Police Chief Valeri Osipyan denies the media reports according to which he plans to resign and leave Armenia.

Following today’s Cabinet meeting, the Police Chief advised reporters to ask those, who spread such information, where they get such information. “I love my homeland and have a lot to do here. Quite the contrary, I am informed that many our compatriots want to return to Armenia, why I need to go to another place?”, he said.
