A dual U.S. and Turkish citizen was arrested in Yerevan on an Interpol warrant from the U.S. on charges related to junkets he arranged for members of Congress to visit Azerbaijan.

Kemal Öksüz – who goes by “Kevin Oksuz” in the U.S. – also was wanted in his native Turkey for his ties to the religious movement headed by the cleric Fethullah Gülen. A headline in the pro-government newspaper Daily Sabah crowed: “High-ranking Gülenist fugitive Kemal Öksüz nabbed in Armenia.”

Oksuz was arrested on August 30 on an American warrant issued a week earlier. He is wanted on suspicion of falsifying facts and submitting false statements to the Office of Congressional Ethics (OCE), an independent non-partisan body.

It’s unclear what brought Oksuz to Armenia, and when, but a press release from the Armenian police said that upon moving to the country, he opened a business.

According to Armenia’s state register, a U.S. citizen, Kevin Oksuz, registered a “Destination and Event Management” firm called The Sena Group on September 25, 2017. Oksuz is named as the sole proprietor and director of the company. His physical address in the register is listed as “603 N Tazewell / – Washington Arlington 0000” (sic). The company offers a variety of tour packages to Armenia, including “Corporate and Incentive Tours” and “Executive Tours.”

Before leaving the U.S., Oksuz had been lobbying Congress and local governments on behalf of Turkey, Azerbaijan and other Turkic countries. He used a network of nonprofits tied to the Gülenist movement and charter school network; Gülen is Turkey’s most-wanted man, accused of masterminding the coup attempt against Turkish President Recep Tayyip Erdoğan in 2016.

As first reported by the Washington Post, Oksuz was the focus of an OCE investigation into the 2013 “Vision for [the] Future” event in Baku, attended by ten members of Congress, their spouses, state legislators from 42 states and 32 staffers. The investigation found out that the trip had been secretly paid for by the Azerbaijani state oil firm SOCAR, which paid $750,000 for the event through the Assembly of Friends of Azerbaijan, a Houston-based tax-exempt nonprofit chaired by Oksuz. The sister of Secretary of Energy Rick Perry, at the time the governor of Texas, served as a director for the nonprofit.

The OCE issued 12 subpoenas and 18 information requests and interviewed 10 witnesses about the Baku junket, but decided to “take no further action with respect to any House Member or employee” after the House Ethics Committee asked it to drop the case. Oksuz refused to be interviewed by an OCE investigator, invoking his Fifth Amendment right to not incriminate himself.

The junket also included several members of the Obama administration. Former senior advisor David Plouffe, former press secretary Robert Gibbs, and former deputy chief of staff Jim Messina spoke at a SOCAR event to promote the country’s pipeline projects. They also met with President Aliyev and lunched with SOCAR executives. In an interview with the newspaper Washington Diplomat, Kemal Oksuz said that each of the former Obama officials had been paid “no more than $10,000 or $15,000.”

Interviews and emails released by OCE portray Oksuz as an influential DC insider. In an email with the subject line “Pelosi’s Turk,” a lobbyist with the lobbying firm Roberti-White wrote that Oksuz “is a member of DCCC Speaker’s Cabinet and by in large a progressive Democrat. Through his position he has served as the ‘lobbyist,’ for Turkish Americans throughout the south and southwest.” (The DCCC is the campaign organization for the Democratic Party in Congress.)

In another email, Ari Mittleman of Roberti-White wrote that Azerbaijan’s Parliament speaker, ambassador to the U.S. and head of SOCAR all “value Kemal’s opinion.”

According to campaign finance disclosures released by the Federal Elections Commission and Texas Ethics Commission, Oksuz gave over $90,000 to political campaigns in the U.S.

In the documents released by the investigation, Oksuz was seen exchanging text messages with former Oklahoma Rep. Jim Bridenstine, now the Trump administration’s head of NASA. Bridenstine part of the 2013 Baku junket, and on his return to Washington, he wrote an op-ed for the Washington Times stressing the importance of Azerbaijani gas pipelines to NATO security.

In a video released by the Armenian police, Oksuz was asked about the relative strength of the Armenian and Azerbaijani lobbies in the U.S.

“Armenian diaspora is strong and does a good job,” Oksuz says in the video. “Azerbaijan’s is nothing [in comparison]. They spent a lot of money on lobbying, but don’t achieve anything. Whenever a resolution recognizing the Armenian genocide is introduced in Congress, Turkey tries to block it. They call and set up meetings [with Congress members], claiming that there was no genocide. Honestly, I did that myself. Because I didn’t believe [there was a genocide].”

The decision of the Government of Georgia to ban the import or export of wheat or wheat-rye flour on road transport since September 15 will lead to an inevitable rise in prices for bread and bakery products in Armenia.

Chairman of the Armenian Union of Agrarians and Peasants Grach Berberyan said that the initiative of the Georgian side will affect the price of wheat imported to Armenia.

According to our calculations, transportation costs will increase by $50-60, as a result, bakery products will rise in price in Armenia by 10-15 percent. But, as far as the price of bakery products actually increases, it also depends not only on the conscientiousness of importers, but also on bread producers, he said.

Georgia is the only transit country for Armenia in terms of grain imports. Armenia currently buys wheat mainly from Russia and realizes supplies via transit through Georgian territory.

Armenia has a grain fund and it can provide the population for several weeks. And the matter is what will further save Armenia from starvation when the reserves run out.

On the other hand, the global problem is a purchasing power of society. Regardless of how Pashinyan announces his unprecedented economic activity, it still does not affect the populations living standard.

The tendencies of development in the Armenian economy in January-June of 2018 can be estimated as unique and deserve much more thorough research than a simple analysis of economic growth indicators. This is stated in a study by Tatul Manaseryan, a doctor of economic sciences, member of the Eurasian Expert Club, on the topic “Armenia’s economy in the first half of 2018 in the context of membership in the Unified Energy System”, announced today at a press conference.

According to the expert, the fact that the “velvet revolution” not only did not lead to serious shocks in the country’s economy, but also accelerated many positive processes – increase of confidence in the new government, in the banking system, which is reflected in the growth of the number of deposits, is unprecedented. In addition, the “velvet revolution” significantly increased the effectiveness of economic transformations.

For the first time, as noted in the report, after the global financial crisis, all economic indicators have a positive trend. In general, the indicator of business activity in January-June of 2018 compared to the same period of the previous year increased by 8.9%. It is noteworthy that economic activity in June of this year by June of last year increased by 9.6%, and in May economic activity grew by 5.4%. At the same time, the growth in the volume of industrial output amounted to 3.7%, and the total volume of agricultural output – 5.5%. Record growth was registered in terms of construction – 13.5%. Also high – double-digit growth (18.1%) is registered in the services sector (without trade – 9.1%). On the other hand, the growth of the consumer price index was only 2.4%, which is estimated within the limits of the norm. In absolute terms, for the reported period the volume of industrial output made about 805 billion drams, and the turnover of domestic trade amounted to 1 257.7 billion drams, services – 777.7 billion drams, the volume of gross agricultural output – 269, 7 billion drams and construction sphere – 127.8 billion drams.

The overall reduction in poverty, according to the expert, is also significantly facilitated by the growth of incomes of the population. In particular, the average monthly wage increased by 4.4%. Foreign trade has significantly increased, in part, due to the intensification of trade and economic ties with the EAEU countries. The growth of foreign trade turnover amounted to 28.9% ($ 3 476.1 million), including – exports grew by 20%, and imports – by 33.9%.

Armenia’s gross domestic product in April-June 2018 (during and after the revolution) increased by 21.7% compared to the first quarter of 2018, and the overall growth in the first half of 2018 compared to the same period last year was 7.2 % [2]. In the first half of this year, Armenia’s GDP totaled 2.5 trillion. drams or about 5.1 billion dollars. The new government, according to the expert, believes that high-tech production can become the locomotive of the Armenian economy and that the country has prerequisites for the development of this industry and an interest in investments. On the example of the “Engineering City” high-tech production is represented in the country. The “engineering city” is created within the framework of public-private partnership. The program provides for the training and retraining of 1,500 highly qualified specialists in the industry, the creation of 2,000 new jobs, the establishment of start-ups, the increase in efficiency of organizations and the increase in exports. For the project, an area of 3.0 hectares was chosen. In particular, great importance is attached to the production of panels for solar energy stations. At present, there are certain opportunities and investment interest in the production of TVs and household appliances in Armenia. Also, according to Manaseryan, there are opportunities to turn Armenia into a high-tech country, which will lead to the creation of natural conditions for the development of the military industry aimed at enhancing the country’s defense capability, which in turn will also positively affect the creation of new jobs with high wages. Consequently, there is a need for the development of the information technology and experimental production. Armenia can promote the development of biotechnology. From this point of view, the sphere of pharmaceuticals is also considered to be perspective. According to Manaseryan, confidence in the government is also reflected in the financial system. Only in three months the credit portfolio of Armenian banks increased by 99 billion drams. After the revolution, there are quite high indicators of economic activity. Already in June, which was the first post-revolutionary month, a 9.6% increase in economic activity was recorded and there is every reason to assert that the indicator of economic activity in Armenia will continue to grow. In Armenian banks deposits increased by 116 billion drams or approximately $ 250 million. These are deposits of both individuals and legal entities, which, according to the expert, indicates that Armenian citizens and representatives of the Diaspora have confidence in future economic growth. During the first half of the year, Armenia exported as much fruit and vegetables as it did last year. At the same time, Russia accounts for the bulk of exports.

In addition, over the past three months alone, the government and tax authorities have raised more taxes by 28.8 billion drams compared to last year, the number of overpayments decreased by 26 billion drams. According to Manaseryan, Armenia’s membership in the EEMP contributes to the positive trends in the economy. However, as he stressed, the existing economic model of Armenia is unprofitable. The same can be said about corruption, the fight against which has received quite impressive support in the society. One of the main achievements of Pashinyan’s government, according to Manaseryan, was a significant increase in the level of final execution of all budget items and a sharp reduction in the level of corruption of government officials in most social programs that are subsidized from the budget. “Earlier, and this was not a special secret in Armenia, these funds were simply stolen, or reached the addressees in a reduced form.” The same concerns the expenditures of the budget in the defense sphere, which for decades were virtually uncontrolled. Thus, the analysis of the dynamics of the main macroeconomic indicators suggests that, if the existing trends persist, Armenia will be able to record higher economic growth rates in 2018, in particular, within 7.5-8%.

The head of the Special Investigation Service of Armenia, Sasun Khachatryan, responded to the proposal of the second president of the Republic of Armenia, Robert Kocharyan, regarding the removal of the secrecy of the preliminary investigation in the March 1 criminal case. In a conversation with journalists after the government session, Sasun Khachatryan emphasized that there is no procedure for declassifying the preliminary investigation. 


“Can you imagine what will happen if the secrecy of the preliminary investigation is revealed in its entirety? There are people who cooperate with the preliminary investigation, provide operative data. “Can you imagine what will happen if all this is revealed,” Khachatryan emphasized, Armenpress reports.


He clarified that this confidentiality refers only to the preliminary investigation stage. “During the trial stage, the case is examined in court in the open, if it does not contain a state secret, on the basis of which the trial can be limited to a certain extent. And the confidentiality of the preliminary investigation comes from the interests of the case and the interests of the persons involved in the case, that’s why I don’t think it’s realistic to make such a demand,” said the head of the CSI.

The Yerevan Council of Elders elections are a very important exam for us, and we must pass this exam with flying colours. Prime Minister Nikol Pashinyan announced this during today’s government session.


Now the government has developed a package of draft laws, with the adoption of which, in particular, it is proposed to criminalize the actions provided for in Article 40.10 of the Civil Code (giving and taking bribes), imposing not only a fine, but also imprisonment for a certain period of time. Along with the criminalization of the mentioned administrative offense, it is proposed to provide an exception in the disposition of the article, according to which the name and (or) symbols of the party or the products containing the name, surname and (or) image of the candidate and with a value not exceeding a certain reasonable amount will not be considered as the object of the crime.


Referring to the importance of the legislative initiative, Nikol Pashinyan said: “I think that we will not advance significantly, but we will go to the point where there is no place to advance, that is, we must exclude such phenomena. The Yerevan Council of Elders elections are, of course, a very important exam for us in this regard, and we must pass this exam with flying colors.”


With the acceptance of the presented package of projects, Prime Minister Pashinyan addressed the Minister of Justice of the RA regarding the above Artak Zeynalyan, noted. “Your wording says that it is forbidden to distribute drams, food, securities, products on free or preferential terms, except for products containing the name or symbol of the party or the name or image of the candidate and the value of which does not exceed three times the minimum salary. Taking into account our “historical” experience, 3000 drams is enough money to distribute, say, lavash or jam or a bag of flour with the party’s symbol, or to put 3000 drams in a bag and distribute it with the party’s symbol. The wording, at least, gives rise to misinterpretation, that limit should be clearly indicated. Let’s not underestimate the creative mind of our election fraudsters, Mr. Zeinalyan. In my opinion, it should be specified specifically: pen, pre-election booklet, cap, T-shirt, etc., because I have read this wording several times, and I see no obstacle to dividing these products according to the same logic.”


In relation to the discussed issue, an exchange of ideas took place, a number of observations were made.

On August 30, RA Minister of Defense Davit Tonoyan received US Ambassador Extraordinary and Plenipotentiary to RA Richard Mills and the newly appointed military attaché of the US Embassy in RA, Colonel James Thomson, on the occasion of the latter’s accreditation to Armenia.


The Minister of Defense of the Republic of Armenia congratulated the military attaché and wished him success in his work in Armenia.


During the meeting, issues related to Armenian-American cooperation in the field of defense were discussed. The holding of the 15th anniversary of cooperation with the Kansas National Guard in the framework of US state cooperation in September of this year was highlighted.

A1+: Day of Yerevan to be delayed for one month

“Erebuni-Yerevan” festive events, dedicated to the 2800th anniversary of Yerevan’s foundation, will take place one month later from its official date. The celebrations will be held on October 20 and 21 instead of September 29 and 30. The respective decision was approved during today’s Cabinet session. The project was presented by Minister of Territorial Administration and Development Suren Papikyan.

The reason for this decision was the snap elections of Yerevan Council of Elders on September 23, and also the upcoming events on the occasion of the 17th La Francophonie summit on October 7-12. That is why it was decided to celebrate the day of Yerevan not before the summit, but after.
