The Nagorno-Karabakh conflict is also a problem of Turkey, Turkish President Recep Tayyip Erdogan said at a parade dedicated to the centenary of Baku’s liberation Sept. 15.

Therefore, the opening of the Turkish-Armenian border is out of the question, Erdogan added.

“Turkey supports and will continue to support Azerbaijan in the settlement of the Nagorno-Karabakh conflict,” the Turkish president said.

Erdogan said that presently, Azerbaijan is the most important ally of Turkey not only in political and economic, but also in all other spheres.

Erdogan stressed that presently relations between the two states continue in all spheres and the roles of the national leader of Azerbaijan Heydar Aliyev and the President of Azerbaijan Ilham Aliyev here is irreplaceable.

“We will continue to expand our ties and implement various projects. The joy of Azerbaijan is our joy, the problem of Azerbaijan is our problem,” the Turkish president added.

Erdogan noted that Azerbaijan is a fraternal country, which has the largest number of graves of the fallen Turkish soldiers.

“Turkey and Azerbaijan are two sons of the same mother and are brother states. Azerbaijan and Turkey have a common past, religion and language. Our participation in the parade today is a symbol of our brotherhood and the fact that 100 years ago the Turkish soldiers fell here fighting,” Erdogan added.

Cross-border attacks from Armenia target Azerbaijan

Cross-border firing from Armenian forces hit civilian housing units in Azerbaijan, the Azeri Defense Ministry said on Saturday.

The shelling started Friday night and continued to hit the districts of Tovuz, Tartar and Aghdam until Saturday morning, according to a statement.

No casualties were reported but some buildings were damaged.

The attack came as Azerbaijan celebrates the 100th anniversary of the liberation of Baku.

The Azeri army responded with retaliatory fire, the ministry said.

Azerbaijan and Armenia remain in dispute over the occupied Karabakh region. Karabakh broke away from Azerbaijan in 1991 with Armenian military support, and a peace process has yet to be implemented.

On Sept. 15, 1918, Baku was liberated by the Caucasian Islamic Army, comprised of Azerbaijani and Turkish soldiers.

Authorities announced on Friday that Umut Ali Özmen, a 16-year-old Turkish teenager jailed in Armenia for illegally crossing the border will likely be released and returned to Turkey on Monday.
 
Özmen, a high school student, was working as a shepherd when he wandered off into the Armenian side of the Turkish-Armenian border, chasing stray animals he took care of in July. Turkey, which does not have diplomatic relations with Armenia, has sought Özmen’s return by diplomatic efforts through Georgia.
 
Rahmi Doğan, governor of Kars, the border province where Özmen lived, told reporters on Friday that they sought to secure the young man’s release and contacted Interpol. “We first conveyed the matter to Interior and Foreign Ministry and handled the matter later through Interpol. I believe he will return to Turkey on Monday. We used to contact [border officials] in the similar cases in the past but Armenia sought a diplomatic action this time, so we contacted Foreign Ministry,” he underlined.

Two days earlier, Armenian Prime Minister Nikol Pashinyan addressed at a mass rally in front of his supporters with a report on 100 days of his reign, where he reported on his fight against corruption, his foreign policy and military plans.
 
Before that, on September 8, Pashinyan had talks in the Kremlin held talks with Putin and discussed the problems that appeared after the velvet revolution between Armenia and its historical ally Russia. All these important news, united in time, once again attracted close attention of observers to the events in Armenia, which can be designated by the traditional name – post-revolutionary syndrome.
 
Today in Armenia happens exactly the same what happened after every great revolution, such as the Great French 1789, or Bolshevik revolution in Russia in 1917. Mass protests and the overthrow of the old regime should be followed by the purging of the enemies of the revolution, civil war and wars with neighbors. All participants in the events are full of emotions and hyperactivity, it is difficult to get anything consistent and rational out of their statements and actions. The strategic goals of the revolution, which Pashinyan and his comrades-in-arms announced on coming to power, looked contradictory and difficult to fulfill:
 
a) combating corruption and building a developed rule of law state;
 
b) strengthening the sovereignty of the country (reducing dependence on Russia) and European integration;
 
c) Victory in the war with Azerbaijan and the annexation of the occupied Azerbaijani lands to Armenia.
 
On September 11, at a rally dedicated to the 100 days of the new government, Pashinyan successfully reported on the fight against corruption and oligarchs from the old government who plundered the country and turned it into a vassal of Russia. However, there was nothing to say about the successes in achieving the other two goals.
 
How to move towards Europe without distancing from Russia; such a geometry has not yet been invented. How to win the Karabakh war, while refusing from the Russian protection? How to save the country from the oligarchs, which are closely connected with the Kremlin, which already owns all commanding heights, both in the economy and in the defense sphere of the country? It seems that it was much easier to make a revolution than to rule a post-revolutionary country.
 
Critics of the new government have already begun to point out Pashinyan’s contradictory statements and his team members about the government’s plans and progress in implementing reforms.
 
For example, the new Minister of Defense, David Tanoyan, said last month that Russian border guards will be withdrawn from the Armenian-Turkish and Armenian-Iranian borders, and replaced by Armenian border guards. Of course, such a concrete action to reduce dependence on Russia worried the Kremlin, and it which immediately threatened to impose an embargo on some agricultural products from Armenia. Pro-Russian circles in Armenia immediately raised the alarm that Pashinyan wants to leave Armenia without a true historical ally and, in general, Russia should not be angry.
 
It is noteworthy that Pashinyan very quickly reacted and tried to improve the situation, saying during his last visit to Moscow that “The protection of the Armenian-Turkish border and the Armenian-Iranian border by Russian border guards will continue, since it helps Armenia very much”. It is not known how much Moscow is able to trust such a turn in the position of Armenia.
 
In his interview to the radio Echo Moskvy, Pashinyan described the issues he discussed at the meeting with Putin:
 
– 102 the Russian military base in Armenia exists in the interests of Armenia’s security and will continue to function.
 
“The threat of war with Azerbaijan is growing, and Russia has every opportunity to keep Aliyev from the war.
 
– The protection of the Armenian-Turkish border and the Armenian-Iranian border by Russian border guards “will continue, as it helps Armenia very much”
 
– We hope that Russia will help us build another nuclear power plant.
 
In addition, Pashinyan said in an interview with Echo that “the Constitution will be changed so that Armenians from the Diaspora, including Russian, could serve in the governmental structures of Armenia.” And the parliamentary elections “can be held in October, and in November, and in December. Until May.” All this sounds quite realistic, it is not clear just how with such a course on deepening cooperation with Russia it will be possible to implement another course for European integration.
 
It is not so easy to cope with the “enemies of the revolution.” Despite the loud exposure of the crimes of former leaders of the country who grossly abused power and the arrests of influential corrupt officials from the former ruling Republican Party of Armenia (RPA), the opposition in Armenia is not going to put away weapons so soon. Of course, because the parliament, the state apparatus and the army are to a large extent still composed of members and clients of the Republican Party of Armenia. Besides, the active support of the members of the old regime by the Kremlin makes it very difficult to fight against them.
 
Former Armenian President Robert Kocharian (1998-2008) arrested (28.07.18) for organizing the shooting of a peaceful demonstration, was released (13.08.18), probably under the pressure of Moscow. After 3 days, Kocharian stated about his return to politics. Obviously, around the figure of Kocharyan will gather all sorts of opponents of the new course.
 
Yet the main argument of Pashinyan’s critics is his policy of European integration and the weakening of dependence on Russia, which could lead to Armenia’s loss of Karabakh. Pashinyan and members of his team are declared agents of Western influence, nurtured and educated on Soros’ money. That is, Pashinyan is represented as the second Saakashvili, the anti-Russian policy, which led to the loss of Abkhazia and South Ossetia.
 
In addition, the fight against corrupt oligarchs in the country has already led to the fact that many of them began to curtail their business and withdraw their capital from Armenia …
 
The results of large-scale 4-day maneuvers Shant-2018, on which the actions during the alleged war with Azerbaijan are being worked out, will be closely studied and commented on by military experts. For the time of maneuvers, the whole country was transferred to a “conditional martial law”. “At the heart of the scenario of maneuvers is the worst option to prepare better,” Pashinyan said yesterday, while visiting the Armenian Defense Ministry. The scenario assumes the development of actions to receive a significant number of refugees. Attention is also paid to the work of local self-government bodies, which should work harmoniously together with the army and state apparatus. The scenario of Shant-2018 takes into account the actions of the leadership and the Armed Forces of Artsakh, for, as Pashinyan stated, “Armenia is the guarantor of Artsakh’s security, and this conditional war is obviously connected with the Karabakh problem.

In our view, the Shant-2018 maneuvers had several objectives:
 
First, strengthening the country’s defense capability, the low level of which worried the Armenian strategists, especially after the 4-day war in 2016.
 
Secondly, Shant-2018 was Pashinyan’s timely response to the assertions of his opponents that the new government is going to surrender Karabakh to Azerbaijan and rush to Europe.
 
And of course, the maneuvers are designed to raise the spirit of the population, to inspire the hope that Armenia will be able to withstand resources that are much superior to Armenia. As in other revolutions, crises, the country needs a victorious war. Well, if not war, then – victorious maneuvers.
 
So, despite the contradictory nature of the goals, the revolutionary government of Pashinyan managed to stay in power for the first 100 days. Moreover, Pashinyan is very popular. Sociological polls show that about 74% of the population are ready to vote in the parliamentary elections today for the Movement he leads. But it is not clear what will happen in six months, when the population will begin to demand a concrete improvement in the standard of living. After all, it will be difficult to achieve such an improvement with the current controversial program. Revolutionary enthusiasm is not eternal. We can say that the further the elections are postponed, the more Pashinyan will have to face great discontent in the elections.

Turkish President Recep Tayyip Eroğan said that Turkey would continue to keep its border to with neighbour Armenia closed in the absence of a solution to the Nagorno-Karabakh issue during his visit to Azerbaijan on Saturday, independent news site Diken reported.

Nagorno-Karabakh, which broke away from Azerbaijan in 1991 with Armenian military support, is the subject of ongoing dispute between Azerbaijan and Armenia.

“Those who cannot explain what happened in Khojaly 26 years ago, the massacre in Upper Karabakh, and declare the killers heroes, should not give Turkey any kind of history lesson,” Erdoğan said, in an apparent reference to Armenia during an event marking the 100th anniversary of the liberation of Baku by the Caucasian Islamic Army.

The targeting of Azerbaijanis in the Khojaly massacre in 1992, during which 161 Azerbaijani civilians were killed by Armenian armed forces, and the Nagorno-Karabakh dispute led to the breakdown of relations between Armenia and Turkey in the early 1990s, with Turkey closing its border to Armenia in a show of support for Azerbaijan in 1993.

Armenian Prime Minister Nikol Pashinyan (pictured above) met his French counterpart Emmanuel Macron in Paris on September 14 for talks focused on an upcoming summit of Francophonie nations to be held in Yerevan in October.

While Mr Macron reportedly highlighted the importance of the Armenian leader’s visit to France, expressing conviction that “it will promote and give a new impetus to the further development of friendly relations between the two countries,” it is not clear if the growing controversy back in Yerevan, where Mr Pashinyan is at the centre of a domestic storm, was discussed.

The controversy surrounds the publication of wiretapped conversations between two of his top officials, who are allegedly heard discussing how to carry out orders from him to secure the arrest and conviction of political opponents. The calls, posted to YouTube, appear to support claims that that investigations into top officials for their role in a violent breakup of protests in 2008 are being politicised. Mr Pashinyan had previously denied that he had played any role in the investigations.

Responding to accusations that his government had reneged on its pledge not to interfere in the work of the judiciary, Mr Pashinyan condemned the wiretapping and the leak, and reiterated that he was not giving instructions to the judiciary.

“The case of March 1, 2008 must be disclosed, the murderers must be brought to justice,” he said in a live Facebook broadcast.

National Security Service Director Artur Vanetsian – who appears on the recording, talking to the head of the Special Investigation Service Sasun Khachatrian – said that the Prosecutor-General’s Office will investigate the wiretapping.

In the recorded calls the two discussed the cases of Robert Kocharyan, the former president, and Yuri Khachaturov, former deputy defence minister. Mr Vanetsyan is heard saying that the prime minister had told them to “cage” Mr Khachaturov. Mr Vanetsyan also appears to suggest that he pressured a judge to arrest Mr Kocharyan, saying: “The judge called me. He is a little scared. I told him…whether you want it or not, you will arrest him.”

Mr Kocharyan was arrested in July and remanded in pre-trial detention, but an appeals court released him on bail two weeks later.

Armenia’s Prime Minister Nikol Pashinyan who is paying a working visit to France, met with Paris Mayor Anne Hidalgo on Friday.

As the press department at the government reports, Pashinyan and the Mayor of Paris emphasized the importance of developing and strengthening cooperation between the twin capital cities. Nikol Pashinyan expressed conviction that the Armenian-French cooperation will be continued which will surely give its fruits.

“Armenia’s new leadership intends to not only preserve the current level of Armenian-French relations, but also to give new breath and dynamics to the agenda of bilateral cooperation.” the Prime Minister said, prioritizing the ever-growing cooperation between the Yerevan and Paris municipalities, in which great is Mrs. Hidalgo’s personal contribution. The head of the Armenian government said he is aware that the municipal administrations keep in close touch everyday and share best practices with each other.

According to the prime minister, the experience of Paris – one of the best managed cities in the world – is valuable in all spheres. Nikol Pashinyan expressed the hope that a constructive dialogue will be established with Yerevan’s new mayor and tangible results of cooperation will be recorded.

Anne Hidalgo, too, highlighted the development and deepening of Armenian-French relationships and praised the Armenian community in Paris, emphasizing that several members of the community have achieved great success in various fields of activity and have made a significant contribution to the development of the city, as well as in public and political life.

“Yerevan holds a special place in the Parisians’ hearts, and we are eager to further strengthen the ties with the Armenian capital,” Anne Hidalgo said.

After the meeting, a reception was held in the municipality of Paris in honor of the Prime Minister of the Republic of Armenia, attended by Armenian community representatives. RA Prime Minister Nikol Pashinyan and Paris Mayor Anne Hidalgo delivered speeches.

In an interview to 168 Zham paper, American political analyst, former diplomat Paul Goble referring to Armenia’s intention to carry out humanitarian mission in Syria said, “The statement of the U.S. Embassy was short but containable. The U.S. Embassy publicly recognized the wish of the Armenian authorities to carry out humanitarian mission in Syria, accepted that it is being done considering the fact of existence of the Armenian community there and in general the wish of carrying out humanitarian mission. Naturally the USA understands Armenia’s geo-political situation, Armenian-Russian partnership relations and the wish to preserve positive relations will all the parties.”

He stressed that the U.S. side has referred to the developments in Idlib, Assad regime’s actions, Russia and Iran.

“The USA made it clear what is acceptable for it and what not. Currently Idlib is the arena of active military actions, and Armenia must stay away from it to avoid problems,” the political analyst told the paper.

Goble said that the Armenian authorities have discussed this topic during official and private talks with all the sides to understand possible consequences and their freedom limit.
