RFE/RL Armenian Report – 09/25/2018

                                        Tuesday,
Police General Risks Criminal Charges

Armenia - General Levon Yeranosian, the commander of Armenian interior troops,
21 June 2014.
General Levon Yeranosian, the controversial former commander of Armenian
interior troops, could be prosecuted over the use of force against
anti-government protests in Yerevan last spring, it emerged on Tuesday.
A spokeswoman for the Special Investigative Service (SIS), Marina Ohanjanian,
told RFE/RL’s Armenian service (Azatutyun.am) that the law-enforcement agency
has summoned Yeranosian for questioning. She gave no details.
Yeranosian’s lawyer, Tigran Safarian, said his client is suspected of ordering
riot police to use excessive force against the protesters led by Nikol
Pashinian on April 16 and April 22. He has signed a formal pledge not to leave
Armenia pending investigation, said Safarian.
In the April 16 incident, Pashinian and hundreds of his supporters tried to get
through a police cordon and approach the parliament building in Yerevan in a
bid to prevent the country’s longtime leader, Serzh Sarkisian, from holding on
to power. Security forces used stun grenades and batons to stop the crowd.
Pashinian and several other individuals were injured in the clash.
Armenia - Opposition supporters clash with riot police near the parliament
building in Yerevan, 16 April 2018.
Pashinian and his top associates were detained on April 22 as they led an
anti-government demonstration elsewhere in Yerevan. The nationwide protests
only intensified in the following hours, leading Sarkisian to resign on April
23. His resignation was announced shortly before the release of the detained
oppositionists.
Pashinian fired Yeranosian just days after being elected prime minister on May
8. Armenian human rights groups and media had for years accused the general of
serious human rights violations.
Democracy Key To Regional Peace, Says Pashinian
        • Sargis Harutyunyan
U.S. - Canadian Prime Minister Justin Trudeau talks to his Armenian counterpart
Nikol Pashinian at the Nelson Mandela Peace Summit in New York, 24 September
2018.
Democratization is essential for peace and stability in the South Caucasus,
Armenian Prime Minister Nikol Pashinian said during the Nelson Mandela Peace
Summit held at the UN headquarters in New York on Monday.
“I come from a region where unfortunately bloody conflicts, corrupt system of
governance, animosity between people overshadow wisdom and the need for
peaceful coexistence,” Pashinian told the summit attended by dozens of world
leaders.
“Democracies are not supposed to wage wars against each other,” he said. “I
hope that one day our region’s democratic development will rule out the risks
of hostilities, wars and hatred. Armenia has firmly embarked on this path and
strongly stands for regional peace, stability and reconciliation.”
Pashinian swept to power in May after weeks of massive anti-government protests
organized by him. He has repeatedly described the protest movement as a “velvet
revolution” that will turn Armenia into a democratic state.
Addressing the UN summit dedicated to Nelson Mandela, the 43-year-old former
journalist described the late South African president as a role model who
inspired his own political activities.
“Having been a political prisoner myself, I closely followed the political path
and life story of this most famous political prisoner who would change his own
country and indeed the aspirations of millions worldwide,” said Pashinian.
“Mandela’s walk, the long walk to freedom was with me during my imprisonment,
and to a great extent influenced my conscience and motivated me to embark on my
own ‘long walk to freedom’ through prison and persecution, through struggle
against injustice across the towns and villages of my country,” he declared.
“In the true spirit of Mandela’s ideas, our movement became known to the world
as Armenian non-violent velvet revolution of love and solidarity and now,
months after my people’s success, I stand here at the high rostrum of this
summit as the head of modern Armenian government to celebrate the legacy of
this great person whose courage and determination served as an example for
others around the globe,” added the Armenian premier.
Pashinian met with UN Secretary General Antonio Guterres earlier on Monday. In
a live Facebook interview aired over the weekend, Guterres described the
Pashinian-led movement as a “fantastic example” of democratic change effected
by young people.
Press Review
“Zhoghovurd” says that the margin of victory of Prime Minister Nikol
Pashinian’s My Step alliance in the September 23 municipal elections in Yerevan
was unexpectedly huge. “Hardly anyone believed that it will get over 81 percent
of the vote,” writes the paper. “By the same token, nobody believed early this
year that Nikol Pashinian will succeed in carrying out a velvet revolution in
Armenia by forcing Serzh Sarkisian to step down and ousting his HHK from power.
My Step won as a result of absolutely free and fair elections. There were no
incidents, no fraud, no vote bribes, no use of administrative resources in the
September 23 elections and all election contenders accepted their official
results.”
“The people thus voiced support for Pashinian’s government,” continues
“Zhoghovurd.” “At the same time they gave him the carte blanche to dissolve the
parliament and hold fresh elections of the National Assembly.” The paper says
that the incoming Yerevan mayor, Hayk Marutian, should use this massive popular
support with “great care.” “He must work very hard in order not to disappoint
people.”
“Zhamanak” reports that former President Robert Kocharian has filed a libel
suit against Pashinian. The paper says that it is not yet clear which statement
made by Pashinian is considered slanderous by Pashinian. It notes that news of
the libel suit was announced immediately after the municipal elections in
Yerevan and Pashinian’s decision to start discussions with political forces on
snap general elections. The paper says that Kocharian may be trying to cheer up
the HHK and possibly other parliamentary parties opposed to the elections.

Armenian MP of Turkey comments on President Erdoğan purchasing luxury plane
13:35, 25.09.2018

Istanbul Armenian MP and vice-chairman of the opposition pro-Kurdish People’s Democratic Party (HDP), Garo Paylan, has reflected on Turkish President Recep Tayyip Erdoğan purchasing a presidential plane worth several hundred million dollars.

In this connection, Paylan posted on his Twitter account the recent incident with Mexican President-elect Andrés Manuel López Obrador, when he was grounded on a commercial plane for three hours.

Also, the MP recalled the Mexican president-elect’s respective words that he would be ashamed to have a luxury airplane in a country with so much poverty.

“[But] there are also those who are not ashamed,” Garo Paylan tweeted, insinuating Turkish President Erdoğan purchasing a luxurious plane.

Professor Christina Maranci of Tufts University will present her newly published book, “The Art of Armenia: An Introduction” at the Tufts Alumnae Lounge, 40 Talbot Ave, on Thursday, Oct. 4 at 7:30 p.m.

The program is the first Professor Charles B. Garabedian Lecture, and is sponsored by the National Association for Armenian Studies and Research, the Darakjian Jafarian Chair in Armenian History, and the Tufts Armenian Club.

Armenia has a material history and visual culture that reaches back to the Paleolithic era. Maranci’s new book provides a survey of the arts of Armenia from antiquity to the early modern times. It covers a wide range of media, including architecture, stone sculpture, works in metal, wood, and cloth, manuscript illumination, and ceramic arts, and places Armenian art within broad historical, archeological, and cultural contexts.

“The Art of Armenia” offers students, scholars, and heritage readers of the Armenian community something long desired but never before available: a complete and authoritative introduction to 3,000 years of Armenian art, archeology, architecture, and design.

Maranci is Arthur H. Dadian and Ara T. Oztemel Professor of Armenian Art and serves as Chair of the Department of Art and Art History at Tufts University, as well as an academic advisor to the Armenian Museum of America and to NAASR. She has published and lectured widely, having authored three previous monographs and over seventy essays, articles, and reviews, including the books “Medieval Armenian Architecture: Constructions of Race and Nation” (2001) and “Vigilant Powers: Three Churches of Early Medieval Armenia” (2015). For the latter work in 2016 she received from NAASR the Dr. Sona Aronian Book Prize for Excellence in Armenian Studies. Her work combines scholarship on the history of Armenian art and architecture with advocacy for at-risk Armenian heritage, particularly medieval monuments in the Republic of Turkey.

Azerbaijani Press: Oppositionists warn of the danger of Putin’s visit

Oppositionists warn of the danger of Putin's visit
Baku / 24.09.18 / Turan: A group of public figures, mostly well-known
opposition politicians, held a Round Table dedicated to assessing the
significance of Russian President Vladimir Putin's visit to
Azerbaijan, scheduled for . The meeting resulted in
the adoption of a statement which notes the threat to peace and
independence of Azerbaijan that the Russian Federation bears. The
existence of the "fifth column" of pro-Russian figures, which the
Russian Federation uses in anti-Azerbaijani politics, is noted in
Azerbaijan. "The power of Azerbaijan should promptly clarify the
deliberate leakage into our society of information about Azerbaijan"s
joining the Collective Security Treaty Organization and other blocs
led by Russia," said MirmahmudFattayev, IskanderHamidov,
SardarJalaloglu, IgbalAgazade, ArifPashayev, ElladaMammadli, Rashid
Nazim, FirudinMammadov, Akif Nagy, TuralAbbasli, Ali Aliyev,
PanahHuseynov, members of the organizing committee for the preparation
of the pro-Karabakh rally.
Participants in the Round Table are confident that the Kremlin is
pursuing a policy of regaining control over the post-Soviet countries,
using terrorism and separatism for this purpose, the introduction of
the Russian army into foreign territories under the guise of
peacekeeping forces.
Azerbaijani politicians urge the countries and societies of the region
to rally before the threat of Russian expansion, to defend the
independence of their states, relying on international security
systems. They remind of Russia's direct responsibility for the
occupation of Azerbaijani land by Armenia, which resulted in the
emergence of about a million refugees and internally displaced persons
in the country, as well as the genocide in Khojaly.
Russia continues to support the occupation of Azerbaijani land, while
isolating Azerbaijan from international forces that are contrary to
the geopolitical aspirations of the Kremlin. The involvement of
Azerbaijan in the format of cooperation between the Caspian states is
accepted by the opposition as a refusal of the country from its
sovereign foreign policy. The authors of the statement prefer
synchronization of the Azerbaijani-Russian relations with the
Turkish-Russian relations.
The participants of the Round Table support the Azerbaijani-Russian
relations in the military-technical and economic fields, but oppose an
even greater spread of the Russian language in Azerbaijan, and condemn
the Kremlin's opposition to the development of democracy in
Azerbaijan.--

Charlie Chaplin’s daughter, granddaughter to visit Armenia for world premiere of their play

The daughter and granddaughter of legendary British comic actor, filmmaker and composer Charlie Chaplin, who rose to fame in the era of silent film, will visit Armenia this October for the world premiere of their joint silent play in capital Yerevan.

Their play titled Bells and Spells will be performed at Yerevan’s Hakob Paronyan State Musical Comedy Theatre on 3 and 4 October.

They have received the invitation to visit Armenia from Chairman of Armenia’s Union of Theater Workers Hakob Ghazanchyan.

“Victoria Thierrée Chaplin and Aurélia Thierrée Chaplin were set to arrive in Armenia in March, but after talks they were decided to visit the country in October and hold the world premiere of their new performance in Yerevan,” Ghazanchyan told Panorama.am.

The play is staged by Victoria Thierrée Chaplin and performed by Aurélia Thierrée Chaplin and Jaime Martinez.

Italy’s Spoleto festival hosted the world premiere of the performance on 9 and 15 July of the running year. A surreal spectacle of physical theatre, comedy, magic and dance, Bells and Spells is the tale of a kleptomaniac who falls under the influence of the objects she steals.

Azerbaijani Press: What has caused V.Putin’s visit to Azerbaijan?

What has caused V.Putin's visit to Azerbaijan?
by ASTNA.biz
***
Of course, the interregional forum is a large-scale event. So, in the
work of the previous seventh Russian-Azerbaijani interregional forum
in Baku (November 2017), officials, representatives of parliaments and
executive bodies of the two countries, entrepreneurs from such spheres
of economy as industry, tourism, agriculture, construction, trade,
consulting, logistics, pharmaceuticals, ICT, finance, etc.,
representatives of the media. The forum was attended by approximately
600 delegates - more than 250 people from 9 subjects of the Russian
Federation and about 300 representatives of Azerbaijan. An agreement
on trade, economic, scientific, technical and cultural cooperation was
signed with 17 constituent entities of the Russian Federation, and
Intergovernmental commissions were established with four constituent
entities of the Russian Federation. In general, the Republic of
Azerbaijan maintains trade and economic relations with 78 subjects of
the Russian Federation.
However, there is another reason: from September 25 to September 27,
the 3rd Azerbaijan International Defense Exhibition ADEX 2018 will be
held in Baku. This year the exhibition will bring together more than
200 companies from 32 countries. Azerbaijan, Turkey, Russia, Israel,
the Republic of Belarus, Serbia, Ukraine, Pakistan, France and other
countries will be represented at the national pavilions at the ADEX
2018. Turkey has booked a pavilion for an area of 30% more than in
2016. Among the participants are the leading companies of the defense
sector from Italy, Bulgaria, China, the Netherlands, Lithuania and
other countries.
They prefer not to talk about this event in connection with Putin's
visit. Meanwhile, it seems that this event, together with the possible
steps of the two sides that accompany it, is the main reason for the
visit.
And here our article acquires the character of certain assumptions,
possible scenarios. Thus, it is assumed that the presidents will sign
new agreements on the supply of Russian arms to Azerbaijan, and this,
taking into account the recent US sanctions against China that bought
planes in Russia, may have consequences for Baku. So why does Baku,
which still has a colossal arsenal of armaments (on January 19, 2018,
a new batch of Russian-made military equipment and ammunition arrived
in Baku), expects to continue to supply arms without fear of
Washington's reaction? It is clear that it is important for Moscow to
demonstrate to its overseas "partners" that sanctions do not cause
significant harm, at least in the leading positions (energy carriers
and armament) of Russian exports, that not only such a self-sufficient
country-giant as China, but other states ignore US sanctions. But what
about Baku itself, whose relations with Western countries evolve from
bad to worse? And here it is possible to put forward a new assumption
that, along with the agreement on the acquisition of Russian weapons,
Baku made certain proposals that strengthened Azerbaijan's
determination to take risks. There is only one problem that can move
Baku to such a step - and this is the Nagorno-Karabakh conflict,
stretched for decades. It is no coincidence that a very informed
Rosbalt agency notes: "In 2018, Armenia will face the danger of a war
with Azerbaijan without the "back" of Russia."
Of course, it is too naïve to assume that Moscow promised Baku full
control over all the occupied territories, not only Russia, but all
the countries involved in the affairs of the region will never give up
their leverage over Baku, unless they receive an equivalent instrument
of influence and maintenance in return inviolability of their
interests. But after all, talks about the transfer of several regions
occupied by Armenia to Azerbaijan have been going on for a long time,
and this plan was and is included in virtually all models for the
settlement of the conflict. So why not let Baku make this plan a
reality by force of arms, then with a harsh stop by Azerbaijan's
excessive claims, as it was in April 2016? Why not repeat the scenario
used at the time of "friend" of Serge, against Nikol "suspicious in
pro-Western sentiments"? However, Azerbaijan should not be deluded,
how many times the most iridescent promises turned into elementary
speculations that could not even be appealed.
Of course, bargaining will not be limited to a large-scale, but still
local conflict. And here, for the time, one can move from assumptions
to cautious forecasts. With the beginning of a new stage of US
sanctions against Iran, the South Caucasus region again began to gain
geopolitical weight. It is the position of Azerbaijan that determines
which bridgehead the South Caucasus will become in case of the
transition of the American-Iranian clashes from the "cold" to the
"hot" phase. And Russia understands this well, as is the role of Baku
in the Syrian conflict, in which the "tripartite union" is constantly
threatened with cracking due to Turkey's "special" position. And in
this issue, Baku can become a moderator of the Russian-Turkish
dialogue. We by no means exaggerate, the policy of all the years of
independence demonstrates that Baku has a much greater influence on
Ankara than on Moscow. It is enough to recall the events connected
with the Armenian-Turkish protocols. In any case, Azerbaijan can not
only bring certain wishes of Russia to Turkey, but also within
reasonable limits to lobby them.
There is another sore point for Russia in the South Caucasus region,
in which another progress is being made - the European Union - which
Moscow, with certain reasons, sees as a downside to the progress of
the US and NATO.
The policy of promoting the European Union to the borders of the
post-Soviet space is so obvious that it cannot but cause a nervous
reaction not only from Moscow, but also from Tehran, which once again
found itself in the ring of sanctions, which, despite all objections,
was nevertheless accepted by the EU countries.
In order to achieve the goals, set by Russia and Iran, it is vitally
important to minimize the influence of the US and EU in the South
Caucasus region. It is extremely difficult to do this without
Azerbaijan. Suffice it to recall that the deterioration of Baku's
relations with the West made it possible to strengthen Russia's
influence in the region by involving Azerbaijan in new communication
projects ("North-South") and Baku's insistent proposals to reconsider
its positions with regard to the CSTO and the Eurasian Economic
Community. The three most important mechanisms of Moscow's influence
(apart from the conflict) on Baku's decisions are the numerous
Azerbaijani diaspora in Russia, ethnic minorities in Azerbaijan,
which, as events have shown, are strongly influenced by Moscow,
Russia's leading positions in Azerbaijan's imports. It's also worth
pondering over this.
It should be noted that Azerbaijan's promising foreign policy depends
to a significant extent on Turkey's positions, which are increasingly
involved in strategic relations with Russia and Iran. So, on September
23, Russia and Turkey managed to overcome the latest disagreements
around Idlib - a city and a region in the north-west of Syria, where
the last opposition forces are concentrated along with the armed
formations.
Meanwhile, at the 3rd Azerbaijan International Defense Exhibition ADEX
2018, Turkish defense companies will display their products at 40
booths, among them: modern armored vehicles, naval vessels, air
defense control systems, military equipment simulators, ballistic
defense systems, automatic land vehicles, underwater remote control
vehicles, ROKETSAN missiles, UAVs, airplanes, helicopters, etc.
After the publication of the Belarusian opposition source "Belarusian
Prauda" (based in Poland) Yuri Baranevich's material: "Deliveries of
Russian weapons to Azerbaijan cause discontent in Baku and indignation
in Armenia," which notes the low quality of Russian weapons supplied
to Azerbaijan, there was another reason to turn attention to others,
including Turkish, arms suppliers. The article notes that Russian
export contracts to other countries are either not partially
fulfilled, or are broken by the deadline for implementation, and the
quality of their implementation raises many questions. Thus, according
to Y. Baranevich: "The Azerbaijani side noted that the rockets for the
Smerch MRLS do not explode when firing, ammunition to the BTR-82A
machine guns does not reach the target at all, and the Mi-35
helicopters permanently fix thermocouple breakages that do not give
the opportunity to start the engine. As well as failures in the
operation of on-board equipment, the automatic fire and firing systems
of the Ataka-M and Sturm-B missiles do not work properly ... according
to experts, in the case of Azerbaijan, such problems may have an
intentional character that determines the need for the leadership of
Russia to balance between obtaining foreign exchange financial profits
from export contracts with Baku, which, as a rule, are signed at very
inflated prices, and restraining the latter's military potential in
the confrontation with Armenia, which paradise is formally an ally of
Moscow in the Caucasus, and is in a state of armed confrontation with
Azerbaijan. "
The article says that unlike poor Armenia, Azerbaijan is an excellent
solvent customer, that's why Russia does not want to leave this market
and give it to its Turkish competitors who could easily cover the
lion's share of Azerbaijan's requests without problems. The author

The article says that unlike poor Armenia, Azerbaijan is an excellent
solvent customer, that's why Russia does not want to leave this market
and give it to its Turkish competitors who could easily cover the
lion's share of Azerbaijani requests without any problems. The author
believes that at the same time Baku will stop listening to Russia, and
therefore in this issue, rather Baku is turning Moscow, than vice
versa.
Despite the refutations (referring to Azerbaijani officials) in the
Russian press, it is obvious that there are complex problems with the
supply of Russian weapons to Azerbaijan. And this is another
indication that arms contracts are of a political nature. The
forthcoming visit of V. Putin to Azerbaijan can clarify this issue.
