Secretary General of the Ministry of Foreign Affairs of the Republic of Armeniaand the general coordinator of the preparatory works for the Summit of La Francophonie Vahagn Melikyan gave an interview toARMENPRESS.

– Mr. Melikyan, when did the preparatory works kick off and at which point are they now?

– The preparatory works of the 17th summit of the Francophonie kicked off 1.5 years ago. Today we have reached a point when we make the final adjustments and corrections so as we manage to carry out this responsible task with honor. Such a large-scale event has never been held in Armenia. There over 40 Heads of State and Heads of Governments, Foreign ministers, representatives of different levels that have arrived and will arrive in Armenia. We expect 1000s of guests. In short, we are ready to host Francophonie summit.

-What kind of events will be held on October 7-12?

-The summit will take place on October 11-12, but the main events will kick off on October 7. The 105th session of the Permanent Council of Francophonie will take place on October 7. This is the gathering of the representatives of the Francophone countries and one of the 3 bodies. On October 8-9 we will hold the 35th session of the foreign ministers and the economic forum will take place on October 10, as well as the round table of the digital ministers of the Francophone countries and the summit is on October 11-12 with the participation of the Heads of State and Governments. Francophonie Village is also quite a massive event, which will be located at the Freedom Square. This is a unique zone where the representatives of the Francophone countries will present their culture, traditions, cuisine, sights and interesting information about their countries. There will be a stage installed there, where artists and different groups from the universities and colleges of our Francophonie countries will perform. I will not open the brackets fully in order to preserve excitement. The entry is free for all and the Francophonie Village will start operating from October 7, but the official opening ceremony will take place on October 9 with the participation of Armenian FM Zohrab Mnatsakanyan and OIF Secretary General Michaëlle Jean.

We have organized a major gala concert on October 11 at the Republican Square where the entry is free also for our public and this concert will be unprecedented by its scale and representation.

To the question how many guests are expected to arrive, Vahagn Melikyan said that they expect 3500 people, which is a record high number compared with the previous 16 summits, adding that the recent developments in Armenia have raised the interest towards Armenia.

The general coordinator of the preparatory works for the Summit of La Francophonie said that October 11-12 are non-working days in Armenia in order to ensure the movement of the delegations, as well as the people.

Ex-MP shot in restaurant brawl, police say


YEREVAN, OCTOBER 7, ARMENPRESS. Shortly after launching a probe, the Investigative Committee released new details on the shooting of former lawmaker Karo Karapetyan (BHK).

Investigative Committee spokesperson Sona Truzyan said that according to preliminary information the shooting happened as result of an altercation that took place in the restaurant. She said that the former MP was taken to the Erebuni hospital, where he was pronounced dead upon arrival. Another man was wounded in the same brawl and taken to a hospital, she said.

Detectives are working at the scene, she said.

The Investigative Committee’s Yerevan Department has launched a criminal investigation into the murder of Karo Karapetyan, the former lawmaker who was shot dead late Saturday in the Armenian capital.

The Investigative Committee said the lawmaker was dining at a restaurant called ‘Aygi’ (Park) at the time of the shooting.

Another man, identified as Sargis Avagyan, was wounded by gunfire during the shooting. He is currently being treated at a hospital, the investigative committee said.

Law enforcement agencies are working at the scene.

The restaurant is located in the Nork Marash district of Yerevan, a few miles to the east from downtown.

PARIS (AP) – France paid tribute to Charles Aznavour on Friday in a solemn and subdued ceremony that contrasted sharply with the singer’s joyful character.
 
One of France’s most famous personalities, Aznavour died earlier this week at 94.
 
On a mild, sunny morning in Paris, politicians and celebrities gathered near the site of Napoleon’s tomb in the courtyard of Les Invalides, where French president Emmanuel Macron welcomed Armenia Prime Minister Nikol Pashinyan. Former French Presidents Nicolas Sarkozy and Francois Hollande and actor Jean-Paul Belmondo were among those attending the ceremony.
 
Aznavour, born to Armenian parents who fled to Paris in the 1920s, became one of the Armenian diaspora’s most recognized voices and a vocal defender during a performing career spanning eight decades.
 
Covered by a French tricolor flag, Aznavour’s coffin arrived in the courtyard carried by military personal to the sound of a traditional Armenian tune. A spray of red, blue and orange flowers – the colors of the Armenian flag – was then laid close to the casket.
 
“Every Armenian sees him as a close relative,” Pashinyan said. “Because Aznavour is the one who lifted Armenia to the roof of the world.”
 
Born Shanoun Varenagh Aznavourian, the singer cut the Armenian suffix from his stage name but never forgot his Armenian roots.
 
Friday’s ceremony in Paris marked the second time in a year that France paid tribute to one of its musical icons after hundreds of thousands gathered on the Champs Elysees in December to mourn the death of Johnny Hallyday.

Azerbaijani press: Zatulin’s statements serve pro-Armenian lobbyists’ interests expert

The statement made by deputy chairman of the Russian State Duma Committee for CIS Affairs, Eurasian Integration and Relations with Compatriots Konstantin Zatulin during the period of the intensification of the Azerbaijan-Russia relations and meetings between the presidents of the two countries cannot in any way reflect the political will of Russia and its top leadership, editor-in-chief of Baki Xeber newspaper, expert Aydin Guliyev told Trend.

“Zatulin’s words, which do not correspond to the current geopolitical and interstate relations, serve the interests of pro-Armenian lobbyists in the political elite of Russia,” Guliyev said.

“Armenian Prime Minister Nikol Pashinyan’s recent inclination towards relatively constructive mutual understanding is directly connected with Russia’s attempts to more effectively influence the settlement of the Karabakh problem,” he added. “Zatulin’s undermining positive Nagorno-Karabakh process under such conditions is actually against Russia’s policy of strengthening regional stability.”

“Another aspect that Zatulin wants to hide is to maintain the presence of Armenia’s armed forces on Azerbaijan’s territories,” he said. “Zatulin’s biased statements are incapable of having any impact on Russia’s official policy.”

Guliyev stressed that the presence of a person, engaged in such a subversive policy, in the committee of the State Duma can play a very destructive role.

“This person does not meet the requirements of the strategy to enhance the role of the CIS in the post-Soviet area,” the expert added.

Deputy chairman of the Russian State Duma Committee for CIS Affairs, Eurasian Integration and Relations with Compatriots Konstantin Zatulin has always been distinguished by his anti-Azerbaijan position, chairman of the Azerbaijani Press Council, MP Aflatun Amashov, told Trend.

Amashov commented on Zatulin’s recent statement regarding Azerbaijan.

“This position can be called Armenian lobbying,” he said. “Such Zatulin’s words as “if military operations begin in Nagorno-Karabakh region, this will lead to the collapse of Azerbaijan” is an absurd product of political adventurism.”

“It is known that Zatulin’s statements have no influence on the public assessment in Azerbaijan,” Amashov said. “He himself knows this very well. Moreover, these statements contradict the state policy of Russia. The main point is that Zatulin always appears in tense political moments.”

“The April fights brought expectations and the scenarios of the Karabakh conflict by a number of Armenian and pro-Armenian ideologues to nothing,” he added.

“The generation who did not see Karabakh mainly fought in the battles, but it is clear that the new generation does not forget Karabakh,” Amashov added. “This aspect has sobered the Armenians. Therefore, Zatulin and people like him are striving to eliminate the atmosphere of fear in Armenian society.”

He added that Azerbaijan constantly demonstrates its commitment to peace negotiations.

“If the war starts again, it will not be considered in the context of violation of the two countries’ negotiation process,” Amashov said. “Of course, the reality has nothing in common with the adventurous views of Zatulin or other pro-Armenian people.”

“Zatulin’s such an absurd position is not the position of Russia,” he said. “This is the opinion of a person like Zatulin who serves Armenian interests. Despite this, the leadership of the State Duma of Russia must take measures in connection with such irresponsible behavior of Zatulin because these accusations contradict the Russia-Azerbaijan relations.”

The conflict between the two South Caucasus countries began in 1988 when Armenia made territorial claims against Azerbaijan. As a result of the ensuing war, in 1992 Armenian armed forces occupied 20 percent of Azerbaijan, including the Nagorno-Karabakh region and seven surrounding districts.

The 1994 ceasefire agreement was followed by peace negotiations. Armenia has not yet implemented four UN Security Council resolutions on withdrawal of its armed forces from the Nagorno-Karabakh and the surrounding districts.

The current unstable situation in Armenia may again provoke serious unrest amid intense political rivalry in this country, well-known Russian expert and publicist Dmitry Verkhoturov told Trend.

Verkhoturov was commenting on the recent events in Armenia.

According to the Armenian media, after the parliament passed a bill to prevent the dissolution of the National Assembly, Armenian Prime Minister Nikol Pashinyan led people into the street and said at a spontaneous rally about the dismissal of ministers from the Prosperous Armenia and Dashnaktsutyun parties, as well as that after the de jure orders for dismissal come into force, he will resign.

“A lot is at stake: the future political course of Armenia, which predetermines its development, condition and the future as a whole,” Verkhoturov said.

“Of course, supporters of keeping Karabakh under occupation, not to mention those radicals who still dream of including Karabakh into Armenia, will try to thwart any attempt to agree with Azerbaijan on the Karabakh issue, even if we are talking about purely technical issues, such as a negotiation procedure or the ceasefire regime,” he said. “So it is not surprising that these circles held rally in Yerevan in connection with an attempt to hold negotiations in Dushanbe.”

“The current chaos in Armenia is not accidental,” Verkhoturov said.

“The recent conversation between the leaders of Azerbaijan and Armenia in Dushanbe was held just a few days before the new unrest in Yerevan,” he added. “I think this is a planned rally aimed at torpedoing the negotiation process to resolve the Armenia-Azerbaijan Nagorno-Karabakh conflict.”

Speaking about the confrontation between the Karabakh clan and the current leadership of Armenia, the political analyst stressed that so far the Karabakh clan remains the most organized, as it has the best positions in the system of power and the greatest support.

“They have an idea that promises something to the Armenians as a whole,” he added. “However, it is worth noting that hopes for building a big “Armenian kingdom” are more than illusory, but one must believe in something. Therefore, they may well seize power from Pashinyan, whose rating is rapidly falling inside the country.

Karo Karapetyan, nicknamed “Yuvetsi Karo”, was killed in Yerevan due to the gunshot wounds he received from the former deputy of the National Assembly, member of the “Prosperous Armenia” party.


As SHAMSHYAN.com reports, on the night of October 6, a citizen was taken to the “Erebuni” medical center in a dead state with gunshot wounds. The operative group of the Erebuni police department headed by the head of the department Vardan Vardanyan arrived at the hospital.


It is noted that the deceased is Karo Karapetyan, a former deputy of the National Assembly, member of the “Prosperous Armenia” party, nicknamed “Yuvetsi Karo”.


The police and investigators found out that Karapetyan was taken to the hospital from “Aigi” bakery located on Armenakyan street of Nork-Marash administrative district. A criminal case has already been initiated under several articles of the RA Criminal Code.


It is also noted that one more person with gunshot wounds was transferred to Yerevan “St. Grigor Lusavorich” medical center. Police and investigators found firearms, shot shells and traces of blood in one of the private rooms of the said bakery.


Who was Karo Karapetyan?


Karo Karapetyan, whose family, according to press data, owns the Shahumyan wine factory, was elected a member of the National Assembly in 2007 and served two terms in that capacity. 2012 He was also elected deputy on the proportional list of PAP.


He was one of the “silent” deputies who dutifully did not participate in the NA sessions. He was absent from the sessions of the 5th convocation 66 times. Before he became a deputy, his father was a deputy in the National Assembly.


Karo Karapetyan’s relatives and himself have repeatedly appeared in the center of scandalous events. Back in 2009, on the Yeraskh-Yerevan highway, he got into an argument in his car with Artur Zadoyan, a resident of Dvin village, during which Zadoyan hit Karapetyan on the head with an iron rod, who then shot Artur Zadoyan 5 times with a gun attached to him.


Two of the bullets hit Zadoyan’s right shoulder and right leg. Note that Karo Karapetyan stated that Artur Zadoyan ambushed him and wanted to take revenge in order not to pay the 57 thousand dollars owed to him. The investigation of the case was remarkable in the sense that Karo Karapetyan was neither accused nor victimized in this case. And later, the proceedings of the case were suspended.
