The new Armenian authorities state that they are ready for talks with Turkey without preconditions; but our precondition is clear, Turkish Foreign Minister Mevlüt Çavuşoğlu said.

During his press conference, a reporter asked whether or not Turkey’s relations with Armenia will be normalized, Haber Türk reported.

“Would we [Turkey] make a move without taking Azerbaijan’s [respective] sensitivity into account?” Çavuşoğlu added in his response. “Simultaneous steps should be taken to normalize relations and resolve issues with both Azerbaijan and Turkey. The Karabakh issue, the issue of occupied lands needs to be resolved.”

Acting Prime Minister Nikol Pashinyan had announced that Armenia was ready to establish relations with Turkey without preconditions.

168: Healthcare ministry issues grinchy statement on how to keep yummy part of holidays safe and healthy

As New Year and Christmas holidays approach, the healthcare ministry has issued a number of advices on how to keep the eating part of the holiday season safe.

The ministry released a statement, advising certain precautions and calling on citizens to maintain a healthy diet.

“Very often during holiday seasons food can become the reason of not only food poisoning but also various digestive system disorders if you were to abuse food that are difficult to digest or that are incompatible”, the ministry says.

It calls for limiting the use of fried and fatty foods, and instead cook more by steaming and boiling. Healthcare officials also call for limited sugar intake, because abusing sugar might lead to  intestinal microflora disorders and accumulation of fat. “It is necessary to use desserts, creamed pastry, candy, juice and carbonated beverages as minimally as possible”.

Eat more fruits and vegetables, the ministry said.

But most importantly, healthcare officials reminded to eat in limited quantities. “You don’t have to taste all dishes on the table. The diverse the given intake is, the more overload will be on the digestive system”.

Healthcare officials also put special emphasis for parents to supervise their children’s diet and to maintain regular (4-5 times daily) meals.

Medics also call for limiting alcohol intake and refraining from abuse. “You must know that vinegar, mushrooms and grapefruit is incompatible with alcohol”.

168: Traveler from Russia tests positive for measles in imported case

An imported measles case has been documented in Armenia. The lab test confirmed the case on December 24. The patients has arrived from Russia with already visible symptoms, the healthcare ministry told ARMENRPESS. The nationality and identity of the patient was undisclosed.

The ministry released a statement, noting that “the only preventive measure for the disease is vaccination”.

Details of the abovementioned particular case weren’t immediately clear.

The ministry said that people who get at least two doses of vaccinations develop a 97-98% immunity from the disease and maintain it for a lifetime.

Below is a factsheet of the World Health Organization (WHO) on measles.

Measles is a highly contagious viral disease. It remains an important cause of death among young children globally, despite the availability of a safe and effective vaccine.

Under the Global Vaccine Action Plan, measles and rubella are targeted for elimination in five WHO Regions by 2020. WHO is the lead technical agency responsible for coordination of immunization and surveillance activities supporting all countries to achieve this goal.

Measles is transmitted via droplets from the nose, mouth or throat of infected persons. Initial symptoms, which usually appear 10–12 days after infection, include high fever, a runny nose, bloodshot eyes, and tiny white spots on the inside of the mouth. Several days later, a rash develops, starting on the face and upper neck and gradually spreading downwards.

Severe measles is more likely among poorly nourished young children, especially those with insufficient vitamin A, or whose immune systems have been weakened by HIV/AIDS or other diseases. The most serious complications include blindness, encephalitis (an infection that causes brain swelling), severe diarrhoea and related dehydration, and severe respiratory infections such as pneumonia.

Routine measles vaccination for children, combined with mass immunization campaigns in countries with low routine coverage, are key public health strategies to reduce global measles deaths.

While global measles deaths have decreased by 84 percent worldwide in recent years — from 550,100 deaths in 2000 to 89,780 in 2016 — measles is still common in many developing countries, particularly in parts of Africa and Asia. An estimated 7 million people were affected by measles in 2016. The overwhelming majority (more than 95%) of measles deaths occur in countries with low per capita incomes and weak health infrastructures.

The measles vaccine has been in use since the 1960s. It is safe, effective and inexpensive. WHO recommends immunization for all susceptible children and adults for whom measles vaccination is not contraindicated. Reaching all children with 2 doses of measles vaccine, either alone, or in a measles-rubella (MR), measles-mumps-rubella (MMR), or measles-mumps-rubella-varicella (MMRV) combination, should be the standard for all national immunization programmes.

Armenpress: Government to cut loans of few thousand military personnel in half in massive support program

Government to cut loans of few thousand military personnel in half in massive support program

11:18,

YEREVAN, DECEMBER 24, ARMENPRESS. The government is planning to cut in half the bank loans that have been previously taken by military personnel. A few thousand servicemen, officers and corporals, will benefit from the move, caretaker Prime Minister Nikol Pashinyan said on Facebook.

“The meaning of the decision is to cut the interest rates of the loans up to by half and to extend the deadlines,” he said.

“As a result, for instance if a military serviceman is paying 50,000 drams monthly in interest rates, after the planned changes the serviceman will start paying for this same but reconfigured loan 25,000 a month. Less by half,” he said.

Pashinyan said that the government will soon also address the issue of assistance for housing matters of former military.

“This, certainly will not be a complete solution, but the issue will begin to move from the deadlock. We will soon also make decisions about the acquisition of apartments of active military personnel,” Pashinyan said.

Mammadyarov’s statement is another manifestation of Baku’s destructive position

The statements of the Minister of Foreign Affairs of Azerbaijan, Elmar Mammadyarov, testify to the fact that official Baku is not ready for progress in the negotiation of the settlement of the Azerbaijani-Karabakh conflict. Artsakh president’s press secretary Davit Babayan told NEWS.am about this, commenting on the Azerbaijani minister’s statements.

“Mamedyarov’s statements can be evaluated in no other way than another manifestation of Baku’s destructive position. It is unclear who this is disrespecting, us or himself. The Minister of Foreign Affairs of Azerbaijan promises the security and self-government of Nagorno Karabakh as a big concession. And what if we are deprived of it now? Along with similar statements, Baku continues to threaten war. Instead of resorting to unfulfilled dreams, the Azerbaijani authorities should change their rhetoric and approaches, start direct negotiations with the official Stepanakert. This would be a big step towards the substantive negotiations, as Mamedyarov likes to express himself,” Davit Babayan mentioned.

According to him, the scenario proposed by Azerbaijan envisages the appointment of Ramil Safarov as the governor-general of Karabakh as the next step. “Then there will be a complete set in the sense of “physical security”. It is sad that official Baku cannot give up its illusions and continues in the same spirit. The real goals of Azerbaijan have not changed,” stressed the press secretary of the Artsakh president.

YEREVAN, DECEMBER 25, ARMENPRESS. SMEs with up to 58,3 million drams in annual turnover will be exempt from the tax increased that are part of a Yerevan City Council bill on 2019 local duty rates, Mayor Hayk Marutyan said at a sitting today.

He added that the City Council will convene a special sitting sometime mid January for additional discussions over the matter. “You know very well that several duties under this draft are being increased in Yerevan, but because our policy is to support small and medium businesses, I am recommending to hold a session and define exceptions,” he said.

The Mayor said the decision will come into force January 1, thus urged operators not to worry.

Changes include a 6000 dram increase in the license duty for construction of up to 20 sq.m. buildings, and a 10,000 dram increase in the license duty for non-main buildings in greater space.

The license for selling liquid fuel, pressurized natural and liquefied petroleum gas for a fiscal year is increased from 350 thousand to 600 thousand drams.

Local duties for entertainment facilities operating after midnight have also changed, among others.

11:50,

YEREVAN, DECEMBER 25, ARMENPRESS. Syrian-Armenians, other compatriots, who have resettled in Armenia, are holding a campaign outside the Diaspora ministry: they are protesting against the closure of the ministry, reports Armenpress.

The campaign participants stated that Armenia doesn’t have diplomatic representatives in all countries, but the Diaspora ministry has been in contact with the Armenian communities of numerous states and made their voices heard in the Homeland. In addition, the ministry has presented different proposals in the government as a result of which the issues of Diaspora-Armenians in Armenia have been solved or simplified. They express concern that the significant works carried out by the ministry so far are just being ignored. This is in case when great number of Armenians live abroad. The campaign participants plan to submit a letter to the acting Prime Minister to present their concerns.

Levon Antonyan, head of the department of the Armenian community of the Middle East, told reporters that numerous Diaspora-Armenians have joined the call to preserve the ministry.

“During those days we receive multiple telephone calls from the Armenian communities of different countries of the world. The representatives state that the ministry should continue its activities. Preserving the ministry is a very important task. We met with the minister who is trying to discuss this issue with the acting PM. A discussion is expected tomorrow. We think that not having an institute in general will have a serious consequence. Moreover, the pre-election program of My Step alliance contains points relating to the Diaspora”, he said, adding that they need to carry out a concrete common policy on the Diaspora.

A group of ministry staff members together with the campaign participants walked to the government’s building to give the letter. A government official accepted the letter.
