Vahe Grigoryan fails to pass confirmation vote for Constitutional Court judge

Vahe Grigoryan failed to be confirmed as judge of the Constitutional Court during a hearing today at parliament.

Only 53 out of the 105 MPs took part in the voting. 30 lawmakers voted in favor, while 23 voted against Grigoryan’s candidacy.

He needed 63 votes to be confirmed in the position. Grigoryan was nominated for the vacant position by President of Armenia Armen Sarkissian.

The voting took place in a closed format.

President Sarkissian to apply to Constitutional Court to question the constitutionality of amendments in the Rules of Procedure of the National Assembly of Armenia

The Office of President of Armenia Armen Sarkissian has issued a statement over the constitutional law on amendments in the Rules of Procedure of the National Assembly of Armenia, adopted in an extraordinary session on October 2.

The statement runs as follows, “Starting from the first day in office, President Armen Sarkissian imported a new culture when implementing his duties – each step should be directed at the implementation of a specific goal and be based on the principle of rule of law”.

The statement notes that this approach is applied also for signing any law, be it a new law or amendments in an already-existing law. “When signing them the President and his staff analyze if there are any constitutional-legal problems and to what extent the new law or the amendments foster the solution of a specific goal and if the possible reactions have been taken into account. All the laws should be in conformity with the Constitution and serve their goals”, reads the statement.

Referring to the law on amendments in the Rules of Procedure of the National Assembly of Armenia adopted in an extraordinary session on October 2, the statement notes that it became a reason of various comments and discussions.

“The disagreement of a large part of the public over the law was recorded. Faithful to his approach, President Sarkissian instructed his staff to study the international experience on this issue more deeply, as well as the amendments to the Law and their justification.

The study of the amendments to the law, as well as the current edition of the law on the Rules of Procedure of the National Assembly shows that there are some obvious constitutional-legal problems”, reads the statement, adding that President Sarkissian has decided to apply to the Constitutional Court to question the constitutionality of amendments in the Rules of Procedure of the National Assembly of Armenia.

A1+: Armenian President attends opening of World Investment Forum 2018 in Geneva

President of Armenia Armen Sarkissian, who is in Switzerland on a working visit, attended the opening ceremony of the 10th World Investment Forum 2018 in the UN headquarters in Geneva. The Forum is organized by the United Nations Conference on Trade and Development (UNCTAD). This year it is held under the Investments for Sustainable Development slogan, the Presidential Office reports.

Before the launch of the Forum, the Armenian President had a brief talk with President of Switzerland Alain Berset, whom he also met recently in Yerevan within the framework of the 17th Summit of the International Organization of La Francophonie.

The opening ceremony of the Forum was attended by high-ranking officials from Switzerland, UNCTAD members states, world business community, investors and representatives of international organizations.

The World Investment Forum is one of the leading international and representative forums dedicated to investments and sustainable development during which the global challenges in the investment field and the ways to overcome them in the current era of globalization and industrialization are being discussed.

This year more than 4000 representatives from 160 countries, including leaders of multiple transnational corporations from different states, influential investment funds, major companies are participating in the Forum.

The opening of the Forum was followed by the UN investment promotion award ceremony which was also attended by President Sarkissian. Those companies, which recorded excellent results in the implementation of the UN sustainable development goals, in particular in fighting poverty, ensuring quality education and health, flight against climate change, have received awards. The Armenian President handed over an award to the Indian Invest India agency.

Thereafter, President Sarkissian visited the Armenian pavilion opened at the Investment Camp of the World Investment Forum. Armenia’s investment environment, attractiveness and competitive advantages, as well as tourism opportunities were presented in the pavilion.

The President got acquainted with the materials in the pavilion and talked to visitors.

The relatives of people who are serving life sentence gathered in front of the NA building demanding amnesty for convicts.

Former convict Vahagn Chakhalyan says many of those sentenced to life imprisonment have been punished only on the basis of self-confession or only one person’s testimony.

The protesters submitted a four-point proposal to include them in the bill of amnesty.

A1+: New appointments of Mayor of Yerevan

Yerevan Mayor Hayk Marutyan has appointed new heads for the Nubarashen, Kentron and Erebuni administrative districts of the city.

Telman Tadevosyan was appointed to serve as head of Nubarashen, City Hall said.

Kentron, the administrative district comprising downtown Yerevan, will be lead by Viktor Mnatsakanyan, City Hall said.

Arman Abrahamyan was named head of the Erebuni administrative district, City Hall said.

Armenian inspectors and referees appointed in Europe

As the FFA Roundup and Inspection department informs, Armenian inspectors and referees have received a number of appointments in Europe. FFA Refereeing and Inspection Division Head Karen Nalbandian has been appointed Inspector for Referees of the 7th Grade European Championship qualifying round. The tournament, which will be attended by teams from Poland, Luxemburg, Finland and France will be held in Poland from October 25 to 31.
FFA Coordinator Gevorg Hovhannisyan has been appointed as Referee Officer at the Europa League F Group “Milan” (Italy) – “Real Betis” (Spain).

256 citizens receive free pass certificates

In January-September, 2018, the RA Ministry of Transport, Communication and Information Technologies received 30860 applications and letters, of which 1139 were citizens’ applications. 1565 applications have been received by e-mail.

127 inquiries were received from mass media, citizens and legal entities via e-mail or official website. Another 19 petition was received from the RA National Assembly deputies.

All inquiries, applications, and notes have been processed in the manner and timeframe established by the legislation.

With the “One Window” principle, 570 license for carriage of passengers by a single passenger-taxi, and included 19 licenses for the organization of passenger carriage by private entrepreneurs and organizations and 704 inserts, 1 tab of postal communication activity, radioelectronic and (or) high frequency of civilian use, including built-in or other commodities 342 licenses starting with 1 license and 1 inset technical inspection of vehicles.

During the same period, 256 passengers were granted with free passage.

Zhanna Alexanyan: Suicide attempts in army are always questionable

Today, the president of Journalists for Human Rights NGO Zhanna Alexanyan informed that from January to September, 34 cases of death of servicemen were registered in the Armed Forces of the Republic of Armenia.

“These data are not official, they are data of different NGOs. Border incidents are included in these deaths.”

According to Zhanna Alexanyan, during the velvet revolution and after that, deaths of soldiers have been described as suicides. There were eight cases.

“Suicide attempts are always questionable. I know that Nikol Pashinyan is very interested in the army, but I notice the rights of the soldiers in the army are not the priority for the current government. I am very surprised they [rights] are not in the center of attention of the current authorities,” Alexanyan said.

Construction works carried out in yard of Akhtala church to reduce radiation (video)

In order to reduce the radiation background, c

St. Akhtala Church Construction works are being carried out since September 25 in the yard of the church. The expert group of the American University of Armenia has conducted research and found out that the radiation in the area is high.

A fundraising event was organized to solve the problem, and the Hayastan All-Armenian Fund also participated.

The donated funds were directed to organization of radiation reduction activities and improvement of church territory. The soil layer is first flattened and then coated with a protective film.

Armenian wrestlers fail at World Wrestling Championship

The World Wrestling Championship will end today in Budapest.

Our last participant, former world champion David Safaryan, had a good chance to win bronze medal, as he had a right to take part in the championship. However, our 70kg wrestler lost to Cuban sportsman and was out of the fight.

Thus, Armenia’s wrestlers failed to win medals in this championship.
