Government to allocate AMD 300 million to Armat engineering laboratories

The government’s Facebook page reports that Armat engineering laboratories will receive AMD 300 million.

At present, more than 5,350 pupils are involved in Armat Engineering laboratories.

“From the point of view of balanced territorial development and allocation, most of the Armat are investing in the provinces. Only 29 out of 230 operating groups are in Yerevan, the rest are in the provinces, in Artsakh, mainly in the frontier zones.”

New Ambassador in US

President Sarkissian signed a decree to dismiss Grigor Hovhannisyan as Ambassador Extraordinary and Plenipotentiary to the United States.

By another decree of President of Armenia Armen Sarkissian, Varuzhan Nersisyan has been appointed Ambassador of Armenia to the USA.

In both cases, the Prime Minister’s proposal was the basis of the decrees.

Some judges have also been appointed by the decree of the President.

Arshak Vardanyan and Lusine Abgaryan were appointed judges of the Criminal Court of Appeal, and Robert Makeyan- Administrative Court Judge.

It is inadmissible to hold extraordinary parliamentary elections by the existing Electoral Code.  According to the head of the Analytical Center for Globalization and Regional Cooperation Stepan Grigoryan, the results of the local elections prove the shortcomings of the current Code.

“There was election in more than 40 villages, almost everywhere the authorities won, it does not matter whether they are good people or not, but these people are not the bearers of party ideology.”

According to him, if the electoral code is not changed, the velvet revolution will be discredited.

“One and a half months are left before the elections, but we have no electoral code; the parties do not know what law they should obey. The difference is essential, the rating system and what Ararat Mirzoyan’s delegation suggests are different systems.”

Stepan Grigoryan notes that besides the adoption of the electoral code, the political forces, which are going to participate in extraordinary parliamentary elections, should introduce new laws.

“It is impossible with the old ones, it is excluded, we should not allow it.”

According to Stepan Grigoryan, the main fault of the current situation is the National Assembly’s, but the government has a great responsibility as well. “The government has levers and opportunities to make the MPs come and vote on Monday.”

If the National Assembly does not accept Electoral Code on October 28, snap parliamentary elections scheduled for December will be held by the current code.

Ararat-Armenia and Gandzasar-Kapan end game in draw

Gandzasar-Kapan, the country’s cup-winner in the quarter-finals of the 2018-19 Armenian Cup football match, met with the newcomer Ararat-Armenia.

The first half passed with the advantage of field owners and ended with a score of 1-0.  Kapan players were more active in the second half of the game. Thus, the result was a draw: 1: 1.

It means that in a respective match on November 7, Ararat-Armenia should either win or play a with a high score in order to continue the fight for the honorable prize.

Emmanuel Mkrtchyan. The Gini ratio, a statistical indicator of the degree of social stratification based on consumption, puts Armenia at a moderate level of inequality, the WB report “Unequal opportunities in the South Caucasus” says.

According to the report, while the countries of Eastern Europe and Central Asia show some degree of heterogeneity in terms of inequality, with Gini ratio in the range from 0.25 to 0.45, for 15 years Georgia did not find any noticeable signs of deterioration. and in Armenia, the Gini coefficient based on consumption ranges from 0.30 to 0.35.

It is noted that, as of November 2017, income inequality in Armenia and Georgia is significantly lower, on average, among 30 low- and middle-income countries. For example, Gini coefficients calculated for final income and considering pension payments as deferred income in Armenia and Georgia are 0.36 and 0.38, respectively, which is significantly lower than the 0.41 coefficient for an average of 30 countries.

Moreover, as noted in the report, citizens’ perception of property inequality is often more important than the actual state of affairs, since perception is more closely linked to effective political actions, such as voting, behavior, or government policy. As a result, despite rather unremarkable tendencies, the understanding that inequality is widening is rather widespread among the residents of Armenia and Georgia. Over 75% of respondents in Armenia and 60% in Georgia believe that inequality is widening. Armenia is distinguished by the fact that the proportion of the population that believes that the gap between the rich and the poor should be reduced exceeded 80% of the respondents and is one of the highest in the region, while Georgia is among the countries of the region with a relatively smaller share of the population adhering to this opinion.

According to experts, such an approach of the population is associated with certain difficulties associated with inequality of opportunities for people and a less transparent procedure for the allocation of resources, which increases the degree of discontent among people. In Armenia, this issue is most acute not so much due to the gap between the poor and the rich, as a large gap between the poor and middle classes and a huge gap between the poor and oligarchs, which since the early 1990s due to uncontrolled privatization and other illegal ways have accumulated incredibly huge wealth. Thus, according to experts, “collapsed social contract”, and the majority of the population realized that they face difficulties related to unequal access to markets in the absence of competition and inadequate regulation. This is a process in which even a good education and significant efforts do not contribute to the growth of well-being.

Such feelings of inequality are likely to be relevant in Azerbaijan and Georgia, since these countries share similar institutional problems in Armenia caused by the imperfection of the transition period, experts at the World Bank emphasize.

This year marks the 80th anniversary of Armenian jazz and the annual Yerevan Jazz Festival 2018 is dedicated to composer, People’s Artist of Armenia Artemi Ayvazyan who is founder of the Armenian State Jazz Orchestra.

As the ministry of culture reports, on the occasion of the jubilee anniversary, number programmes, festival, and concerts as well as film screenings are planned throughout the year.
The festival will launch on November 7 with a joint concert of jazz trumpeter, pianist Arturo Sandoval and Armenian State Jazz Orchestra. The final concert of the festival will be played by the State Jazz Orchestra.

To note, the first jazz band in Armenia was formed in 1936 by composer Tsolak Vardazaryan. The Armenian State Jazz Orchestra was founded in 1938 by the composer Artemi Ayvazyan which was the first in the Soviet Union.

World Youth Chess Championships are currently taking place in Greece, where Armenian representatives have shown great performance.
 
The pairings of the 5th round were held yesterday. Shant Harutyunyan performed efficiently in the competition among boys U16. He registered 5 consecutive victories. This time he was stronger than Kaasen Tor Fredrik (Norway) and became the only leader with 5 points.
 
Anna Sargsyan fell behind Polina Shuvalova among girls U18 and is in the 3rd place with 4 points.

Armenian Greco-Roman wrestling team has left for Budapest, where they will start competing in the World Championship tomorrow.
 
Two World champions are among the 8-man team led by head coach Levon Julfalakyan.
 
The Greco-Roman wrestlers to represent Armenia in Budapest are Horayr Hakhoyan (55kg), Gevorg Gharibyan (60kg), Slavik Galstyan (63kg), Karen Aslanyan (67kg), Karapet Chalyan (77kg), Maksim Manukyan (82kg), Artur Shahinyan (87kg) and Artur Aleksanyan (97kg).
 
Tomorrow the competition will begin for athletes in 55kg, 63kg, 72kg and 82kg categories.

Armenian grandmaster Levon Aronian held to a draw by Boris Gelfand of Israel while Hrant Melkumyan wins Alina Kashlinskaya in the fourth round of Isle of Man International chess tournament on Wednesday. Armenian chess player Samuel Sevanyan representing the United States played draw as well.

After four rounds played, Arkadij Naiditsch and Wang Hao top the table with 4 points each. The representatives of Armenia have scored three points.
