And I think that it’s wrong to involve other countries,” Bolton concluded.

To recall, the matter concerns sending to Syria a unit consisting of about 100 military specialists – doctors, engineers and personnel to ensure their safety. The time of dispatch depends on the completion of the preparation of the legal base for deployment and technical assistance.

Earlier, Armenian Prime Minister Nikol Pashinyan said that Armenia and Russia will soon carry out a joint humanitarian program in Syria. He added that this would be a completely humanitarian program that would not include any military component. Later it became known about sending Armenian sappers and military medics to Syria to participate in a joint humanitarian operation with Russia.

A distribution network of one of the largest Russian producers of mineral fertilizers, ”EuroChem” company, will appear in Armenia, which covers about 30% of the Russian fertilizer market. On October 25, the company signed the corresponding distribution agreement with 4 Armenian fertilizer importers – ”Sapsan Trade” LLC, ”Artagro’ LLC, ”Himimpex’ Closed Joint Stock Company and ”Hey and Em” LLC.

In an interview with journalists, ”EuroChem” company, CEO Maxim Seryogin noted that the company has been cooperating with Armenia since 2016, with the result that last year about 25 thousand tons of fertilizers were supplied to the Armenian market. “This year we made a decision for ourselves to ensure a full-fledged presence in Armenia by organizing a distribution network here. It is very important for us to assume the role of not only suppliers, but also to become a technology partner for Armenia. Because the agriculture of your country is developing, it is moving forward, the area under crops is expanding, we see that there are high needs in the development of technologies for the cultivation of special crops, in particular vegetables and fruits. However, there is a need to increase the yield and quality of field crops, including wheat and corn. Therefore, we are not so interested in the supply of fertilizer, but more in the development of technologies, and their adaptation to the climatic conditions of Armenia. For this we have accumulated colossal experience and knowledge that we want to offer to the Armenian consumer, “he said.

Answering the question of ArmInfo regarding pricing policy from the point of view of competitiveness, M.Seryogin noted that the fertilizer market is specific, in particular, very volatile. According to him, the prices of fertilizers change significantly during the season. When there is a demand for fertilizers, in particular in the spring, prices, as a rule, begin to grow. ”This is exactly what we are organizing in Armenia now – namely, the distribution network – this will allow reducing price fluctuations. Because the main role of a distributor is to purchase fertilizers in a season when prices are low by arranging their delivery and storage. And already in the peak season, when demand rises, with fertilizers purchased at low prices to provide them at a corresponding cost to the client. This is our main task, “the general director of ”EuroChem” company explained.

Speaking about the coverage of the Armenian market, M. Seryogin noted that today the company’s share in the Russian market is about 30%. In this regard, given the small distance of the ”EuroChem” enterprises from the border of Armenia, particularly in the Stavropol and Krasnodar Territories, the company plans to cover no less than the share that is on the Russian market. “We know that in Armenia there are suppliers from other countries, in particular Georgia, Iran. Well, for ourselves, we consider Armenia a home market, “he stressed.

In conversation with ArmInfo, Head of export sales of “EuroChem” Firdousa Yunusova noted that the signing of the agreement will allow the company to reach the final client of Armenia. “Our goal is not just to sell, but depending on what the farmer grows and on what land it works to offer the appropriate technology. We came to consolidate, as we understand how fast the Armenian market is developing in terms of agricultural production and what kind of relations are building up between our countries as a whole. He noted that samples of imported fertilizers before delivery on the Armenian market are tested in the laboratory of the Ministry of Agriculture of the Republic of Armenia. “There has never been a case of inconsistency in the quality of products imported from Russia. Moreover, I should note that in 2016 we delivered 1,000,000 tons of ”EuroChem” fertilizers to the Armenian market, in 2017 the supply volume doubled, and by the end of 2018 we expect even higher growth rates, “K. To note the annual production of fertilizers ”EuroChem” exceeds 15 million tons. By 2022, according to the general director, Production will reach 22 million tons thanks to the implementation of a number of large investment projects that will expand production capacity. The adviser to the US President on national security issues in an exclusive interview with the Turan news agency and the Azerbaijani service of Voice of America spoke about sanctions against Iran, the situation around the Treaty on the Elimination of Medium and Small- Range Missiles, security issues in the South Caucasus, the Karabakh conflict and human rights.

Question: On the day of your visit to Baku, October 24, it was 26 years to the adoption by the US Congress of the 907th amendment to the Act on the Support of Freedom, which limits state assistance to Azerbaijan in connection with the Karabakh conflict. Russia, using this, sells weapons to Azerbaijan. Thus, it receives advantages over the West in matters of trade, including the supply of military equipment. However, during the antiterrorist operation in Afghanistan, the amendment was suspended, but so far it has not been canceled. Is it not time, its complete elimination?

John Bolton: Regarding the 907th amendment, I can say that this amendment was adopted exclusively by Congress. This question has nothing to do with the executive branch of the United States and we have witnessed how several presidents of America have already suspended its action. And we also considered the question whether the existence of this amendment corresponds to or does not correspond to the situation. Taking this opportunity, I want to say that during my visit to Azerbaijan we exchanged views on the conflict, including with Mr. President. In general, we discussed a number of issues of importance to the regional and international agenda.

Question: Experts regard the latest statements around the Treaty of Intermediate-Range and Short-Range Missiles as the beginning of a new arms race. This is confirmed by the demonstration of a new generation of rockets by the president of Russia this year. Does the United States take into account the security of the post-Soviet countries in the militarization of Russia?

John Bolton: South Caucasus is always a significant region for the United States. In particular, this concerns Azerbaijan. Because Azerbaijan has borders, both with Russia, and with Iran. The United States is withdrawing from the said treaty in the light of Russia’s violation of this agreement. We know that the Russian Federation, in general, having gone beyond the scope of this agreement, has created such types of weapons that can strike at the states located around it. I would like to emphasize that the risk to international security and stability is not the US withdrawal from the Treaty on Medium and Small-Range Missiles, but Russia’s gross violation of this agreement.

Question: The lessons of history show that the exacerbation of tension in Russia and Iran directly contributes to the growth of threats to the countries of the South Caucasus. What do you think about the possible threats to the South Caucasus in the context of the expansion of sanctions against the Russian Federation and Iran?

John Bolton: There are various reasons for the US withdrawing from the agreement on Iran’s nuclear program. One of them is that the Iranian side has not shown any commitment to this agreement from a strategic point of view. We saw the ineffective participation of Iran in this agreement. At the same time, Iran’s production of long-range missiles, its support for international terrorism, as well as military operations in Iraq, Syria and Yemen, also questioned Iran’s compliance with its nuclear program agreement. I emphasize again that threats to regional and international security and stability are Iran’s demonstrating misconduct with regard to this agreement. We want through economic pressure to encourage Iran to change its behavior.

Question: Expansion of US sanctions against Iran – the introduction of bans on international payments and oil trade may lead to the creation of a new source of tension in the region after Syria and Iraq. In Iran, where tens of millions of Azerbaijanis live, a new hotbed of tension can become a factor affecting the security of Azerbaijan, with which Iran has a long border. Were these factors discussed at meetings with Azerbaijani officials?

John Bolton: Yes, we discussed these issues with President Aliyev and the foreign minister. Our goal is to ensure the maximum use of sanctions against Iran, and at the same time, not to cause unnecessary harm to our friends, and Azerbaijan in this series. Yes, we are planning an even greater expansion of the existing sanctions. At the same time, we are considering the application of new sanctions. Our goal is to maximize the effect of sanctions on Iran. At the same time, we want to act in such a way that our friends do not experience the damage they do not need.

Question: Were human rights and democratic reforms in Azerbaijan a subject of discussion during your visit? The Amnesty International organization in its appeal asked you to raise the issue of human rights and democracy before the government of Azerbaijan. Is the resumption of the dialogue between the USA and Azerbaijan in the field of human rights and democracy that has been revitalized and faded since 2006? Was your agenda on the issue of restoring the activity of the Baku Bureau of Radio Azadlig?

John Bolton: Yes, we discussed certain issues with Mr. President in the field of human rights. I want to note that the question of how important the United States is to human rights is not a secret. I would like to recall the words of Mr. President Trump that we respect sovereignty with great respect and do not intend to lecture any country from this point of view. You asked about the office of Radio Azadlig in Azerbaijan. That is, have we asked about it? No specifically this question was raised. I remember how my wife worked on this radio in due time.

Question: Have you brought any new ideas on the Karabakh settlement? Did you have an exchange of views in Russia on the settlement of conflicts in the South Caucasus? John Bolton: We had an exchange of views on the Nagorno-Karabakh conflict with Azerbaijani President Ilham Aliyev. At the same time, before the visit to Azerbaijan in Moscow, we discussed with the Russian officials the situation in this region. The United States is co-chairing the OSCE Minsk Group, and therefore we, given the strategic importance of the region, are supporters of achieving a better understanding between Azerbaijan and Armenia. Working in this direction, we will continue our efforts within the framework of the OSCE Minsk Group.

Question: The United States is the author of the Dayton Accords, which put an end to the war in the former Yugoslavia. How do you think, is it possible to use the experience of the Dayton Accords to force the parties to peace in the Karabakh conflict?

John Bolton: The Karabakh conflict is unique in itself. Each conflict has its own characteristics. Therefore, I would not like to draw parallels with scenarios of various conflicts. Simply, the United States during the period after the collapse of the USSR is trying to promote the achievement of a peace agreement between the conflicting countries on the terms of protecting their sovereignty. Regarding the Nagorno-Karabakh conflict, I would like to stress once again that the United States is one of the co-chairs of the OSCE Minsk Group. I came here not to change the policy of the United States, but to better understand the situation.

Bolton: Trump may use its powers to repeal 907th Amendment

ArmInfo.. South Caucasus is a critically important region for the USA, the U.S. President Donald Trump’s National Security Advisor John Bolton stated in an interview  with Voice of America.

“It’s our view that the South Caucasus is a critically important  region strategically for the United States. And exemplified by  Azerbaijan being the only country that borders both Russia and Iran.  And one of the reasons that the President has decided to withdraw  from the It’s our view that the South Caucasus is a critically  important region strategically for the United States. And exemplified  by Azerbaijan being the only country that borders both Russia and  Iran. And one of the reasons that the President has decided to  withdraw from the INF Treaty is because of Russian violations,  producing and deploying missiles that can fire within the prohibited  ranges of the treaty, obviously hitting potentially nearby countries.  So the risk to international peace and security comes from Russia’s  violation of the treaty, not America’s withdrawal from it”, he said.

According to Bolton during his visit he discussed with President  Aliyev , and the Foreign Minister Elmar Mammadyarov, exactly how to  address the objective of putting maximum pressure on Iran without  causing undue hardship to Azerbaijan.

Answering the question whether the issue of Nagorno-Karabakh  settlement was discussed during the visit to Russia, Bolton confirmed  that it was discussed. Moreover, according to him, one of the  purposes of the visit was to help him gain a better understanding of  the issues and positions of Azerbaijan and Armenia. “Obviously the  U.S. is one of the co-chairs of the Minsk Group. We take this  responsibility very seriously. We think that getting a solution  that’s satisfactory to both parties is especially important, given  the strategic significance of this region. So it’s something we’ll  try and pay attention to and help the parties through the Minsk  process”, he stressed. 

Touching upon the possibility of repealing the 907 Amendment the US  presidential Adviser did not rule out that Donald Trump may use its  authority to waive the 907 Amendment to the Freedom Support Act,  which restricts providing aid to Azerbaijan by USA on the state  level.  “This is a statute adopted by Congress. It’s not necessarily  entirely the policy of the executive branch. And under our  constitution it’s really the President who sets foreign policy.

So on a number of occasions different Presidents have waived that  provision in order to make sales, and it’s something that we look at  constantly to decide what’s appropriate”, Bolton concluded. 

Amendment 907 was adopted by the Congress in 1992 and prohibited the  provision of assistance to Baku through the government line by the US  administration in connection with the conflict between Azerbaijan and  Armenia. For many years, Azerbaijani diplomacy has sought to repeal  the 907th Amendment, but so far without success.

Bolton: After the elections, Pashinyan will have a serious mandate to implement a number of decisive steps

During the meetings  in Yerevan, the upcoming parliamentary elections in December of this  year were discussed, as well as the fact that a number of issues  would be delayed in this connection. This was stated by the adviser  to the US president on national security, John Bolton on October 25  in Yerevan, commenting on the processes in Armenia.

“We also talked about public opinion and polls, which show that in  the upcoming elections Pashinyan will receive a serious public  mandate. I asked the Acting Prime Minister what the secret of his  success was, but he did not reveal it. Maybe after the elections he  will tell “- said Bolton.  According to him, the point is that if the  predictions come true, then after the election, the Acting Prime  Minister will have a serious mandate to take a number of decisive  steps. According to him, today in Yerevan he also held meetings with  political scientists, analysts and came to the conclusion that the  settlement of the Nagorno-Karabakh conflict remains among the  priorities of the political agenda of Armenia.

ArmInfo. If the settlement  of the Nagorno-Karabakh conflict were simple, it would have been  resolved long ago. This was announced on October 25 in Yerevan by US  Presidential Adviser on National Security John Bolton, answering the  question of who will be responsible for the physical security of  Armenians in the event of the transfer of territories around  Nagorno-Karabakh to Azerbaijan, especially considering the fact that  the international community silently watched the Genocide of  Armenians in 1915.

“My visit is not aimed at announcing changes in the US policy on this  issue or proposing new solutions. Of course, the parties should be  able to work with each other and find a solution. So, one of my  former leaders, Jim Becker, speaking of another conflict, said the  following words: “Probably no one wants peace like the parties  themselves. For Armenia, the surest way to reduce external pressure  is to ensure the settlement of the Nagorno-Karabakh conflict, “he  stressed.

Answering the question, what changes have occurred in the conflict  resolution process, and what document is on the agenda of discussions  today, Trump’s adviser said he did not want to make predictions.

He stated that Armenia emphasizes its commitment to resolving the  conflict within the framework of the OSCE Minsk Group, which is good.  Bolton recalled that in the past there were many discussions between  the parties. “I would like to again quote Jim Becker’s words that the  parties should be able to speak on any topics, and if something is  offered, it’s not necessary that it be accepted. But it’s not  necessary to limit the discussion,” he said.

At the same time, Bolton expressed the conviction that if Nikol  Pashinyan won a victory in the upcoming elections and his party  received the necessary mandate, this would be a good opportunity o  take decisive steps, including the implementation of measures to  resolve the Nagorno-Karabakh conflict. “And if there is readiness,  then we must work to ensure that there is also a reaction from the  Azerbaijani side,” the adviser to the US president concluded.

New Electoral Code will be adopted on Monday – politician (video)

Politician Ruben Mehrabyan believes that there cannot be a government in the parliamentary system that has no majority in the parliament.

Snap parliamentary elections should have been held earlier, instead of December. According to the political scientist, the new Electoral Code will nevertheless be adopted on the next Monday.

“I think, regardless of RPA’s electing or not electing, there are deputies in the parliament who will vote for it. This time the voting process will be better organized and the necessary votes will be provided. ”

About 30 years after the 1988 earthquake, more than 2,000 trailers are all over  Gyumri. The state of lonely elderly people who are sheltered in these cottages is more difficult. Most of them are helpless.
