The statements made by U.S. National Security Advisor John Bolton on the possibility of selling U.S. weapons to Armenia could lead to the escalation of the Karabakh conflict, Vagram Bagdasaryan, the head of the parliamentary faction of the Republican Party, which is led by Armenia’s ex-president Serzh Sargsyan, said on Friday.
 
“According to international conventions, it is wrong to sell weapons to parties to conflicts; that leads to escalation, conflict. It is wrong to make such statements and say whose weapons are better. We are not going to war, we are moving toward a peaceful solution through negotiation, which is also in line with the position of the OSCE Minsk Group,” Bagdasaryan told reporters.
 
“I believe it’s wrong to encourage the parties with statements on the quality of weapons. I believe such statements lead to war. In the meantime, the mediator countries – Russia, the United States, and France – should avoid making such statements or encouraging the parties with weapons and should work on achieving peace,” he said.
 
Yesterday, while visiting Yerevan, Bolton called on the Armenian administration to stop buying Russian weapons and start buying U.S. ones.
 
Commenting on Bolton’s statement that Nikol Pashinyan will have “a strong mandate” for resolute steps on Karabakh if he is elected prime minister as a result of the extraordinary parliamentary elections, Bagdasaryan said that it is necessary to speak “in plain language” to make it clear what resolute steps and what options are meant.
 
“I don’t think that the election outcome can help resolve the conflict in any way. Will people gather on a square where it’ll be announced that we’re giving away our territory, and it will be accepted? I can’t imagine such a thing. By the way, the formula ‘territory in exchange for peace’ was mentioned by former U.S. ambassador Richard Mills. We don’t have occupied territory,” Bagdasaryan said.
 
Earlier in October, Richard Mills, who was completing his mission as U.S. ambassador in Yerevan, told the website EVNReport that Armenia would have to find a compromise with Azerbaijan in Karabakh settlement.

Arsenal came out the big winners when they swapped Alexis for Henrikh Mkhitaryan, so why is the Armenian digging his own grave now?
 
Fans were over the moon when Arsenal managed to swap out a disgruntled and petulant Alexis Sanchez for Henrikh Mkhitaryan, whose exploits with Borussia Dortmund were enough to stave off any misgivings of how things were going in the dumpster fire at Manchester United.
 
And it paid dividends pretty early, with Mkhitaryan firing off to a quick start, exceeding Alexis’s production at his own new digs. When Pierre-Emerick Aubameyang arrived, it was serendipitous. The two had a fantastic rapport together and now it was going to come back, just across the English Channel.
 
Mkhitaryan rounded out the Fab Four that included Lacazette, Aubameyang and Ozil, all of whom figured to power this team into the new era.
 
Only that isn’t exactly how it’s worked out. Since the new season began, Mkhitaryan has had literally only 20 minutes of top-tier play, and that was in a brief 20 minute clip against Chelsea. Everything on either side of that 20 minutes has been unremarkable and, at times, even detrimental.
 
Leicester City was his first big chance since returning from injury and, despite the fluidity of the attack that centered on Mesut Ozil, Mkhitaryan wasn’t able to put together much and ended up making way before the hour mark, which is when things really started to get fun.
 
Still, against Leicester, Mkhitaryan could have given himself the boost he needed if he wouldn’t have scuffed a premium goal opportunity. So much of Mkhitaryan’s game, as with many others, is confidence, and he hasn’t had it this year. The injuries haven’t helped.
 
The problem for Mkhitaryan is that so many other players are stepping up in his stead. He is falling down the pecking order incredibly quickly, and it’s fathomable to think that he now sits behind Alex Iwobi, with Danny Welbeck also on the rise if the Armenian can’t sort himself out.
 
 
 
 
 
 
 
 

Exhibition: Art that makes you smile: Harutyun Chalikyan’s exhibition of caricatures and sculptures opening today

Personal exhibition of Harutyun Chalikyan’s artworks has opened today in Artists’ Union, Yerevan. It features the caricatures and sculptures of famous personalities from Armenia and all over the world. The exhibition will be on till 31 Oct.

Charles Aznavour, Serzh Tankian, Vladimir Putin, Pope Francis, Angela Merkel, Ohan Duryan, Kirk Kerkorian, Egishe Charents, Sos Sargsyan and many others have all found themselves in one cool company! What unites all of them is that they embody a new art style by Harutyun Chalikyan which he calls Sculpture-Caricatures – a unique combination of caricature and sculpture art.

Harutyun Chalikyan is an Armenian architect and artist well-known for his brilliant caricatures of politicians, artists and celebrities of various nationalities. He draws with charcoal and has a unique graphic technique that differentiates him from other artists of this genre. Uniquely combining humour and art, Harutyun creates an amazing atmosphere of joy with his works wherever they are.  

“My caricatures do not aim to mock or ridicule; they show the character and inner essence of the person. That’s why I often refer to them as psychological portraits”, – says the author. So if you want to learn more about someone just ask Harutyun to draw them – it actually takes him only 10 minutes to draw a masterpiece!

“You can recognize Harutyun’s works at first glance by his unique graphic style. And in his sculptures you can see his strive to show the moral beauty of the person”, – said Vladimir Abroyan, honoured artist of Armenia.

Famous Armenian painter Hakob Hakobyan once said about Harutyun Chalikyan – “He is a great master of drawing, with a unique ability to dispose the inner human nature of his models. Harutyun has his honorary place in our fine arts”.   

Harutyun creates not only caricatures and sculptures but also medals. In cooperation with the Gold Factory of Armenia Harutyun Chalikyan created two collections of gold medals in 2017 – those of Presidents of the Big Eight and those of famous football players. Both collections were presented in an international forum in Germany in 2017, in Russia and in other countries. 

Harutyun has presented his works in Paris, New York, Moscow, Cambridge, Yerevan and elsewhere. He is the recipient of international awards, among them Silver Plate award at the International Art Festival in Ankona, Italy. A man of many talents, he also writes humoristic and witty poems.

Harutyun Chalikyan has published a collection of his artworks in a book “Graphics and Sculpture” and is preparing to publish the second volume soon. Harutyun lives and works in Armenia, with his works having an international outreach.

When asked what gives him inspiration in creating art he said briefly and sincerely, “My wife”.

Bolton”s visit to Moscow showed that the United States does not intend to confront Russia in the near future. This became known from his statements on the completion of meetings with the top leadership of the Russian Federation. Advisor to Trump informed journalists that the United States does not intend to adopt new sanctions against Russia, positively assess the role of Russia in resolving the Syrian crisis. According to the adviser to the American president, it also became known that withdrawal from the Treaty on the Elimination of Intermediate-Range and Shorter-Range Missiles (SPRM) is related to the fact that it does not meet the requirements of today’s realities and is outdated in terms of the formation of new owners and developers of medium-range missiles and more the face of China, Korea and so on. Thus, he made it clear further actions of the United States in the missile area after leaving the agreement will be directed against China.

So, as can be seen from the above information, the United States and Russia have mutual understanding and coincidence of interests in the matter of restructuring the system of relations in the Middle East, particularly in Iran, regarding limiting the growing missile power of China and other countries, as well as the development of the pro-Western vector of the CIS, including Russia.

The information for journalists from Bolton following a meeting with Azerbaijani President Ilham Aliyev, also confirms that the Iranian problem was fundamental on the agenda. The topics of the talks were: regional problems, the Karabakh conflict, US efforts to prevent Iran”s support for terrorism and the development of nuclear weapons. Economic projects were also affected, in particular, the Southern Gas Corridor, Bolton said.

He noted that Washington is counting on active cooperation on these and other issues, including participation in counter-terrorist measures and the fight against drug trafficking, trafficking and the proliferation of weapons of mass destruction.

The recognition of Bolton that he did not come with any proposals on Karabakh and did not raise the issue of resuming the activities of Radio Freedom in Baku demonstrated the correctness of the experts’ conclusions that the Iranian issue would be the main issue in Bourton”s portfolio.

Bolton discussed with Aliyev issues of violations of human rights and democracy: “These issues are important for the United States and there was a very productive dialogue with President Aliyev and I think there are many areas where Azerbaijan and the United States can cooperate and learn from each other.”

Until now, Baku feared the realization of American proposals in the field of human rights, civil society and democratic governance. It seems that, as before, Aliyev did not refuse such a dialogue, but this does not mean that another initiative will not remain just an agreement of intent.

In the capital of Armenia, Bolton was also welcomed as high American representatives after the Rose Revolution in Georgia. Armenia, inspired by the democratic changes of the past few months, is now more confident in looking at the West. The US-Armenian dialogue showed that the parties are preparing for a more open rapprochement and for a change of the Russian vector to the American one. Bolton”s public offer at a meeting with the leader of the Armenian revolution Nikol Pashinyan to buy American weapons instead of Russian ones cannot be called accidental. This is too strong a move that speaks of the determination and guarantees of the United States to support the democratic process in Armenia, which is expected to become irreversible after the parliamentary elections in December of this year.

The parties also exchanged views on Iranian topics. From the revelation of Bolton it is clear that the security of Armenia in the sphere of increasing sanctions against Iran is on the agenda. He stressed that the border with Iran “will become an important issue, because, as I explained to the Prime Minister, we want to put maximum pressure on Iran, because he has not yet abandoned the goal of creating nuclear weapons.”

According to publications in the media and discussions in social networks, Armenians rather painfully perceived Bolton’s calls to abandon historical stereotypes, that is, the use of the factor of the Armenian genocide in their foreign policy.

Bolton’s calls for Armenia to move closer to the West and not to depend on external pressure, that is, on Russia’s influence, are also regarded as a threat to Armenia“s interests.

-It is easy to be jailed in our country for the political opinion posted on the social network. You spent about six years in Azerbaijani prisons. It’s too much. How can a decent, socially active person survives in the places of detention, how to preserve dignity and not to break.
 
– I think there are several ways to protect yourself in the emergency conditions of prison life. One way is to understand that the guards, prison system managers are far from sympathetic to the fact that you are there. Some of them directly sympathize with your political activities. There are many of them to make it relevant for your survival. It is necessary to respect those who are in places of detention by the will of fate. Not all convicted and suspected, even if they committed a crime, are bad people. Often the cause of a crime is social injustice in life. It happens that a person is forced to commit an offense, does not control himself, then regrets. If he had remained at liberty, he would have been much more valuable to society than others. But this is life. I often felt protected by guards and prisoners who sympathized with my social and political activities. People on a personal level sympathize with anyone who goes against the unjust system of power, the wrong social structure. This is a protest on a human level, relevant to the survival of political prisoners. Protection by the guards is mostly informational support, whispering important information to me, which is important and helps me navigate. But at the same time they were cruel to me.
 
– What can you do there not to worsen your position?
 
– There are a lot of bans, except for official prison orders. In prisons one cannot violate the customs of the prison community. In some cases, you limit yourself to match your status as a political figure. Such people are respected by prisoners and guards, even carrying out illegal repressive actions on my behalf. I cannot complain about the disrespect by prisoners and guards, even if they carried out illegal and repressive measures against me.
 
– Did you connected your family?
 
– Twice a week I was allowed to talk with my family for 15 minutes; it”s not allowed to call anywhere else by law. The telephone conversation was tapped, not even by one department. Twice a month I could meet with my family. I did not see how my daughter was growing up. She was 9 years old when I first went to prison, and now when I returned home she is 15.
 
Periodically, I was deprived of the right to talk on the telephone, as a reaction of the authorities to an international campaign in my support. In 2015, for a month and a half I was forbidden to call, sometimes restricted, allowing me to call once a week. In 2014, when I was in Sheki, I myself did not allow my family to come there, since Sheki is far from Baku. For a year I have not seen my child twice. Then they brought me to jail number two in Baku. By the repressive actions against me they wanted make me understand my worthlessness and helplessness, to humiliate me, to show complete power over me, wanted me give up, sign an appeal for pardon, repentance, confess guilt or something this kind of. I had to understand how they thought that no one in the world was capable of going against the government that was repressing my person. It was not always; it was from time to time.
 
At first I spent the day in the temporary detention center in Baku. Then about 10 months I spent in the Kurdakhani district detention center. Then, for two months, I was kept in the Ganja remand prison, from where I was taken to the Sheki court, on the way I was in the detention centers of Yevlakh and Mingachevir. Then I was transferred to Sheki prison for 10 months. Then, after the verdict came into force, in my biography, I was in the Shuvelyan isolator, and at the end they brought me to Bina, jail N2, for permanent detention. Eight institutions are enough to understand the places of detention in our country. I cannot compare these institutions, because sometimes there was a bad condition of content, but a good attitude of people, and vice versa. I will not give out, working there.
 
– Has society changed over the period when you were in imprisonment?
 
– I notice a change. For six years, there has been a deterioration in the standard of living, two devaluations of the manat, a decrease in incomes of the population. People have become much more attentive to the critical attitude towards power. If earlier society did not listen to what we said, now society is even more critical to power than political parties. This distinguishes an objectively emerging socio-political climate today compared to six years ago. The society is dissatisfied enough that the oppositional socio-political party can plan its activities with more confidence.
 
– What is your current status? What can you do and what is forbidden?
 
– The authorities even increased my punishment in terms of time. Initially, my conclusion was determined at seven years. Then, allegedly, in their opinion, the authorities accepted a compromise with the European structures, demanding the execution of the European Court”s decision on my release, and simply let me go conditionally. But at the same time increased my sentence term to seven and a half years. I had a year and a half before the end of my term, and now I live at home for two years, I can”t leave the country, change my place of residence without informing the authorities, every 10 days I have to register at the probation office and demonstrate by my behavior that I have taken the path of correction. These restrictions are noted in terms of my conditional release. It follows that until August 2026 I cannot be nominated in the parliamentary and presidential elections as a candidate.
 
– Why is this term appointed? Will the current government leave after 2026? Does your interview mean that you did not take the path of correction?
 
– They can keep in mind many things. It is the authorities who must correct, not us. I proved my innocence twice in the European Court. The government appealed twice, and with the help of lawyers, I twice won the appeal. I want to thank the lawyers Fuad Agayev, Javad Javadov, Khalid Bagirov, who was dismissed from the Bar Association because of my defense, and Shahla Humbatova. They, led by Fuad Agayev, helped me to win the European Court and to survive in prison.
 
– Is it possible to cancel a new sentence?
 
– We are now filing an appeal. This is a tragicomic situation, since my case will be considered in the Supreme Court fourth time. Three times the Supreme Court was used to create an expectation in European organizations, that is, to delay the process. For the fourth time, the authorities use this technique. The authorities do not want to admit their wrongfulness in the European Court, therefore they are pulling with the last decision. They are just embarrassed to admit their clumsiness, rude and proven falsification of my case.
 
The international press does not speak much about this, but for the first time, the Article 46.4 of the European Convention on Human Rights is involved in the European Court. The initiation of this Article means the initiation of proceedings against Azerbaijan, which violated my rights. Now I am not in the European Court, but the governments of 47 states have initiated the process against Azerbaijan. After the decision of the Grand Chamber of the European Court, theoretically, Azerbaijan could be deprived of membership in the Council of Europe.
 
– How do you see the place of Azerbaijan taking into account democratic reforms in Georgia and Armenia? How do we look from the outside, or should we be proud, because television speaks of successful democratization?
 
– There is nothing to be proud of. From the country of the nineties – the beginning of the two thousandth years, when we had a good socio-economic life, with powerful democratic traditions, more developed than in Georgia, Armenia and Ukraine, Azerbaijan has turned into a country that is in the tail of democratic progress. Now we have to solve several tasks simultaneously: democratization, return of the occupied territories and healthy integration into the world economic system, since Azerbaijan has actually become a raw materials appendage not only of Europe, but of all countries that need oil and gas; 90% of the country’s GDP is produced in Baku.
 
– Saudi journalist was killed by the monarchical government, and the United States is silent, because America is a strategic partner of Saudi Arabia. Doesn”t the same thing happen in Azerbaijan where the opposition is subjected to repression, but democratic countries are more interested in our energy resources?
 
– I would not blame the world as a whole for neglecting the democratic processes in our country. The world consists of different people, countries and interests. Democracy in Azerbaijan first of all is our concern. When you argue, blaming the world, you lose the desire to talk about our own responsibility for the lack of democratic development in Azerbaijan. And going back to a Saudi journalist, I will say that it is too early to put an end. Sanctions against Saudi Arabia must be of such depth and scope that the Saudi Arabia could not use its trump card as blackmail against the world community – the price of oil. The development of such a punishment is now taking place in order to neutralize the appetites of people who plan to use the oil factor for their political goals.
 
– The analytical group of the “Karabakh” committee issued its conclusion, according to which allegedly there are rumors in the society about imminent democratization in Azerbaijan, as a response to events in Armenia. The analytical group writes that our government will even attract the opposition to rule the country.
 
– So far the power attracts us only to criminal liability, I can say that for sure. Such analytics does not convince us. The government feels very comfortable, having a fat reserve of $ 40 billion in the Oil Fund. I don”t even see any prerequisites for believing that power opens up the country for democratic forces. We have missed a lot of time in democratic development, and it is high time to start acting, but, alas …
 
– The emergence of Nikol Pashinyan in the Caucasian political arena put Azerbaijan in a new situation in the Karabakh process. Is the Foreign Ministry of Azerbaijan doing the right thing?
 
– The Foreign Ministry does not solve much; the Azerbaijani Foreign Minister is simply implementing the policy dictated by the general situation in the country. Pashinyan”s belligerent rhetoric expires from his personal feeling that the world views Armenia as an island of democracy, while Azerbaijan remains an oil dictatorship. And Yerevan can use it. I think that fair mediators could have discarded him from such attempts. But Azerbaijan itself should learn from what is happening in Armenia, taking into account our situation in the Karabakh settlement. We must destroy the ideas of the world about democracy in Armenia and the dictatorship in Azerbaijan. The only way is to stop us being an oil dictatorship.
 
– You are the chairman of the party REAL, not registered in the Ministry of Justice. What future do you plan for your party?
 
– For us, participation in election cycles is important. In November 2020, there will be parliamentary elections, this is our main landmark now. We have enough time to prepare and win the next parliamentary elections to be held in two years. Winning means gaining a majority, at least a relative, of deputy seats. This is a real goal taking into account the mood in society. There can be extraordinary parliamentary elections, then we have less time for good preparation. Our task in this case is to obtain the possibility of creating our faction in parliament. I don”t know when the presidential elections will be now, after all, I. Aliyev extended the five-year presidency to seven years, without waiting for the completion of his five-year period. But there may be unexpected choices, when this happens – it’s hard to say. We must be ready for them. Of course, I will nominate my candidacy. We are asked: Republican Alternative is an alternative to what? We are a republican alternative to the power of one family, looking at which you see an analogy with absolute, non-constitutional monarchies of the 18th century. We need to demonstrate our alternative at all legal sites.

Jailed retired general ‘willing’ to donate $12 million worth private land and property to state

Member of Parliament Manvel Grigoryan, the lawmaker currently under pre-trial detention suspected in embezzlement and fraud, has addressed the government – expressing willingness to donate nearly 330 hectares of land of private property to the state.

The land is part of a company owned by Grigoryan in Aknalich, a village in Armavir province.

“The representative of Manvel Grigoryan has sent a document to our committee stating that he [Grigoryan] is willing to donate territory without any obligations. I don’t possess other details, since the agreement is under the authority of the other deputy chairman of the department,” Sergo Atanesyan – Deputy Chairman of the State Property Management Department told ARMENPRESS.

The other deputy, Gevorg Loretsyan, confirmed the report.

“We will organize the process of receiving the property as defined by procedures,” he told ARMENPRESS.

Loretsyan said the land includes 5500 sq.m. of buildings and is worth roughly 6 billion drams (around 12,000,000 dollars).

Manvel Grigoryan, a retired army general, is under arrest since July 19. At the time of his arrest he also served as president of the Yerkrapah Union of Volunteers, but was later ousted by the board of the organization amid highly scandalous accusations.

Law enforcement agencies found a private zoo, a car collection, huge amounts of weapons and ammunition, as well as embezzled military supplies and donations in his compound.

27-year-old Lebanese-Armenian Harut Husikyan has died in an unfortunate accident in Lebanon, Azdag daily reported.

The boy died after falling down from the window of the 9th floor of a building due to a heavy storm.

The incident occurred in an Armenian-populated Bourj Hammoud town.

The storm in Lebanon was accompanied by precipitation which led to floods. The Armenian districts and church of Anjar town have been filled with water as a result of floods.
