Pashinyan speaks on his stance on relations with Turkey and Karabakh conflict

YEREVAN, November 1. /ARKA/. Armenia’s Acting Prime Minister Nikol Pashinyan unveiled today his position on the Armenian-Turkish relations and the Nagorno-Karabakh settlement, when speaking at an extraordinary session of the parliament.

Pashinyan said the borders of two of Armenia’s four neighboring countries, Turkey and Azerbaijan, are closed and the borders with the other two –Iran and Georgia – are partially closed. Regarding Iran, he said the border with it may be closed because of geopolitical developments and that with Georgia because of weather conditions.

“It turns out that Armenia is an island without a sea and this largely explains some of our foreign policy approaches. As for Armenia, it is ready to establish relations with Turkey without preconditions,” said Pashinyan.

According to Pashinyan, Armenia’s desire to establish relations with Turkey in no way belittles the issue of international recognition of the Armenian Genocide in the Ottoman Empire, since this is a matter of international security.

He said Armenia is ready to open borders with Turkey without preconditions, moreover, from the Armenian side it is not closed. It is Turkey that closed its border because of the Karabakh conflict.

“If someone believes that they can force Armenia to one or another Karabakh settlement option they are wrong. We are ready for negotiations, but we will never make a step under pressure and coercion. On the contrary, we will strengthen, unite and achieve our national goals,” said Pashinyan. 

Armenian former President Serzh Sargsyan declared on March 1 the Armenian-Turkish protocols void and null.  In 2009, on October 10, Armenia and Turkey signed “Protocol on the Establishment of Diplomatic Relations” and the “Protocol on the Development of Bilateral Relations” in Zurich which were to be ratified by the parliaments of both countries. 

However, on 22 April 2010, the president of Armenia signed a decree suspending the ratification of the protocols, stating that Turkey was not ready to continue the process, since it became known that the protocols had been automatically removed from the Turkish parliament’s agenda. 

Turkey and Armenia have no diplomatic relations; the border between the two countries was closed in 1993 by Ankara in solidarity with Azerbaijan.  Relations between Armenia and Turkey remain tense because of Ankara’s biased stance on Karabakh problem and its painful reaction to Armenia’s efforts to obtain worldwide recognition of the Armenian Genocide, committed by the Ottoman Turkey during World War I. -0-

World War I ended with the Ottoman Empire vanquished and facing imminent collapse, its doomed alliance with Imperial Germany costing hundreds of thousands of Ottoman lives and dealing a death blow to the already creaking empire.

But 100 years after the surrender of the Ottomans to the Allied powers at Mudros on October 30, 1918, the Great War is in no way seen as a pointless waste or even a defeat by modern Turkey under President Recep Tayyip Erdogan.

Rather than focusing on the four years of devastating conflict that ended in the capitulation and eventual dissolution of the empire, Turkey remembers key individual battles where Ottoman forces, often against huge odds, defied the Allies and helped forge a new Turkish national identity.

Chief among them is the 1915-1916 Battle of Gallipoli, but other episodes like the siege at Kut al-Amara in modern Iraq and the Battle of Sarikamis against the Russians are also marked with increasing emphasis.

Gursel Goncu, the editor-in-chief of the monthly Turkish history magazine #tarih, said the empire’s defeat was not something that existed in the memory of contemporary Turkey.

“We, the Turks, remember and talk about that period through the Gallipoli victory and the triumph of the siege of Kut al-Amara. The devastating defeat of 1918, on the other hand, is still being interpreted as the ‘treason’ of the authorities at the time,” he told AFP.

– ‘Rising from the ashes’ –

Erdogan increasingly gives these brief triumphs prominence, tracing a line of continuity through the centuries of great events in Turkish history from the pre-Ottoman era into the modern republic right up to the defeat of an attempted coup against him in 2016.

The president sees these battles as a defiance of the West and defence of territory which was historically in Turkey’s natural sphere of influence.

The Ottoman resistance at Gallipoli prevented the conquest of Constantinople and helped lay the foundations of the modern state that would be formed in 1923 by Mustafa Kemal Ataturk, a key commander at Gallipoli.

Erdogan, who refers to the battle as the Canakkale Victory, has urged Turkish soldiers to remember the heroism of their forebears as they prepare for battle.

“The aim is the same, the spirit is the same and the faith is the same,” Erdogan said in March as he sent troops on a cross-border mission into Syria to help seize the Afrin region from Syrian-Kurdish militia.

“At Canakkale, a nation filled with a history of victories awakens from a centuries-old sleep, and rising up from the ashes, embraces the spirit of unity,” he added.

There is no room in this narrative for the fate of the empire’s Armenian citizens, whose leaders and prominent intellectuals began to be rounded up in 1915 just as the Gallipoli campaign started.

Armenians contend they were the victims of the first genocide of the 20th century at the hands of Ottoman forces but Turkey rejects this, insisting far smaller numbers perished in a conflict that saw atrocities on both sides.

– ‘Defeat, agony forgotten’ –

Every January, thousands of Turks brandishing national flags brave freezing temperatures to march through snow in the northern Kars region to mark not a victory but a famous retreat of Ottoman forces in 1915 after a disastrous defeat inflicted by better-prepared Russian forces at Sarikamis.

The retreat is seen as another act of defiance, though Western historians lambast the Ottoman commander Enver Pasha for needlessly sending troops to their deaths. Enver is despised by Armenians, who see him as the instigator of the 1915 massacres.

“For the sake of a higher and more meaningful victory, our army did not give in to the enemy or to nature,” Erdogan said this year, revealing his own grandfather has been “martyred” at Sarikamis.

However the 1916 siege in Kut al-Amara was successful, ending in the surrender of thousands of British and Indian soldiers. It is regarded as one of the most humiliating Allied defeats of the war.

“We try to understand World War I through rare victories such as Gallipoli, epic tragedies or personal heroic stories, without considering the reasons for such failures,” said Tuncay Yilmazer, a WWI researcher and editor of the website Geliboluyuanlamak.com.

“We need to review our understanding of such a great event that led to the collapse of the Ottoman Empire and transformation into a modern nation state,” he told AFP.

Goncu noted that WWI was part of more than a decade of devastating warfare endured by the Turks that began with the Balkan Wars of 1912 and ended with victory in the War of Independence in 1923.

“We have recalled and commemorated the victorious moments and the heroes of this 10-year long struggle, and we still do,” Goncu said.

“As regards defeat and agony, well, they are to be forgotten!”

Armenia sees a decline in almost all sectors of the economy, which is no surprise to anyone, as the country has no opportunity to develop due to its political instability and aggressive policy. However, the deepening crisis in the agriculture sector caused alarm of the experts and society.
 
There are less and less hopes for the development of agriculture in Armenia.
 
In August 2018, the gross agricultural output fell by almost 17 percent compared to August last year, or by about 20 billion drams ($41 million).
 
In turn, this led to a decrease in the indicator of economic activity (again, compared to the same indicator in 2017) to the unprecedented 100.6 percent.
 
Experts were divided in opinions due to what happened so catastrophic fall. Advisor to the Prime Minister Varazdat Karapetyan first came to the conclusion that such a significant drop in August volumes in agriculture was due to the illegal re-export of Turkish tomatoes from Armenia to Russia. Another explanation of Karapetyan was associated with bloated figures of areas allocated for crops in the past.
 
Avetik Chalabyan, owner of the company Armberry, consider that such a huge fall can only be due to one factor – namely, the fact that during the summer heat the government banned the release of water from Sevan, that ultimately resulted in a huge crop loss.
 
Agriculture losses in Armenia are due to the lack of sufficient irrigation water during the hottest period. It is not difficult to guess that the villagers, who are under the pressure of loans, have accumulated a lot of questions to Pashinyan, who opposed additional water releases from Sevan. And the current government, judging by the conversations with their officials, does not know how to solve this problem. In any case, it has not taken any steps for this purpose.
 
Modern Armenia is a country where there is no agricultural equipment, where is the level of manual labor somewhere on the level of the 19th century. Due to abnormal heat in Armenia, a lack of irrigation water appeared. How can agriculture be developed if the country has the youngest combine harvester produced in 1941…

In this regard, Switalski noted that new programs are being prepared aimed at the development of agriculture. According to the European diplomat, today various ideas are being discussed, including those concerning the development of organic agriculture in the southern regions of Armenia.

“Organic agriculture can be a great success in Armenia, as already today in the country organic products are produced in different directions, which from Armenia can enter the markets of different countries, including European ones. This is not easy, especially when it comes to organic products, for which the EU has extremely stringent requirements, in particular with regard to certification, quality and food safety. But we believe that the obstacles can be overcome, and we are ready to help Armenian farmers in this matter” the diplomat said.

As an example, the Ambassador pointed to neighboring Georgia, which today is successfully selling its products in European markets. Switalski noted that the competition is high, therefore, Armenian producers need to properly advertise their products, create their own brand in Europe. The Ambassador also stressed that he has also personal interest, as next year his mission in Armenia completes, and he wants to see Armenian organic products on the shelves of European stores, to which the Ambassador is accustomed.

In conclusion, P. Switalski added: “I know that the Armenian government aims to develop the Armenian economy, including through innovative technologies. But we believe that agriculture from the point of view of economic growth can serve as an important incentive”.

To note, in the framework of the press tour, journalists with the EU delegation visited the winery “Trinity Canyon Vineyards” in Agavnadzor village and a cheese production cooperative in Yelpin community, whose activities were funded by the EU under the ENPARD and OASI programs.

To recall, the ENPARD program is aimed at promoting cooperatives for the processing of agricultural products, and its implementation. The main partner of the program is the Ministry of Agriculture of Armenia. The project started in January 2015 and will end in November 2018. According to the RA Statistics Committee, in January-August 2018 trade turnover between Armenia and the EU amounted to $ 1.2 billion with an increase of 35.2% per annum. In particular, exports increased by 19.1% to $ 485.1 million , with the growth of imports by 48.1% to $ 750.2 million.

At the same time, according to statistical data, at the end of June 2018, unemployment in Armenia, calculated using the new method that does not take into account those employed in the household, was 20.6%, having decreased by 1.2% in y-o-y terms. According to the forecasts of the World Bank, the unemployment rate in Armenia in 2018 will be 18.1%. The World Bank predicts that the poverty level (with a purchasing power parity (PPP) of $ 5.5) may reach 38.2% in 2018, with a decline to 36.8% in 2019, while the PPP calculation of $ 3.2 may reduce the poverty level in 2018-2019 from 10.1% to 9.1%.

The Amulsar project is the largest industrial project in Armenia today for the development of the Amulsar gold deposit with a total value of $ 370 million. In August 2016, the project for the construction and development of the deposit was launched. Preparatory work has been going on since 2006. The life of the Amulsarsky deposit will be 10 years and 4 months, it is planned to produce an average of 200 thousand ounces of gold (about 10 million tons of ore) annually. The company is listed on the Toronto Stock Exchange. Amulsar deposit is the second largest reserves in Armenia.
