On July 26, Armenia’s Special Investigative Service accused Khachaturov of overthrowing the constitutional order in 2008 and requested his arrest. Khachaturov, who was the Commander of the Armenian Armed Forces’ Yerevan Garrison back in 2008, pleaded not guilty. On July 28, the Yerevan City Court of General Jurisdiction released him on his own recognizance and a bail of about $10,000.

Armenia’s Acting Prime Minister Nikol Pashinyan said earlier that resolving the conflict required the participation of the unrecognized Republic of Nagorno-Karabakh in the negotiation process.

“It is up to the parties to the conflict to make a decision on that,” Lavrov stressed. “We believe that Yerevan takes Karabakh’s approaches into consideration while determining its negotiating positions. However, both parties should give their consent to changes in the current bilateral format. As far as we know, no agreements have been reached on that so far,” the Russian top diplomat said.

“Frankly speaking, I would refrain from putting forward preconditions for substantive talks on ways to resolve the Nagorno-Karabakh issue,” Lavrov added.

He pointed out that Moscow welcomed the agreement reached by Pashinyan and Azerbaijani President Ilham Aliyev at their meeting on the sidelines of the September CIS summit in Tajikistan’s capital of Dushanbe. “The agreement they made emphasizes the need to maintain contacts and says that foreign ministers will continue to hold meetings, while Armenia and Azerbaijan will also cooperate with the OSCE Minsk Group’s co-chairs [Russia, the United States and France – TASS]. We welcome this agreement though we realize that serious talks on ways out of the crisis are unlikely to take place until the rather turbulent political processes come to an end in Armenia,” Lavrov said.

The Russian foreign minister added that the Minsk Group’s co-chairs continued to make visits to the region and hold meetings with the Armenian and Azerbaijani authorities. “It is important to maintain such contacts so that we are ready to seriously tackle the issue as soon as the situation allows,” he noted.

Nagorno-Karabakh conflict

The highland region of Nagorno-Karabakh (or Mountainous Karabakh) is a mostly Armenian-populated enclave inside Azerbaijan’s territory. It is a self-proclaimed independent republic, not recognized by any of the United Nations member states.

In 1988, hostilities broke out there between the forces reporting to the Baku government and Armenian residents. In 1994, a ceasefire was reached but relations between Azerbaijan and Armenia has remained strained ever since.

Azerbaijan insists that its territorial integrity be restored and refugees return to Nagorno-Karabakh, which will create conditions for talks on the region’s status. Baku is ready to grant autonomy to the region but is unwilling to hold direct talks with Nagorno-Karabakh. At the same time, Armenia strongly opposes the region’s reunification with Azerbaijan and says that its right to self-determination should be considered.

Russia, France and the United States co-chair the OSCE Minsk Group, which seeks to broker an end to the conflict. The Group also includes Azerbaijan, Armenia, as well as Belarus, Germany, Italy, Portugal, the Netherlands, Sweden, Finland and Turkey.

NNA – Caretaker Minister of National Defense, Yaacoub Sarraf, held a meeting with his Armenian counterpart, Davit Tonoyan, in the presence of the caretaker Minister of Tourism and Lebanese and Armenian delegations, where a military cooperation agreement was signed between the two parties.
 
Sarraf welcomed his Armenian counterpart, hoping that the visit would be positive, particularly in terms of activating military cooperation between the two countries. He proposed the establishment of a joint coordination committee to expand the cooperation framework to include other fields such as tourism, trade and culture.
 
The minister also underlined the “distinguished status enjoyed by Lebanese citizens of Armenian origin in Lebanon,” pointing out that they are “partners in the homeland at all levels.”
 
Tackling the overall Lebanese situation, Sarraf pointed at the continuation of Israeli aggressions and violations, stressing that “Lebanon is in favor of the language of dialogue and compromise and has no hostile intention towards any party, but will defend its sovereignty and rights when necessary,” he said.
 
The Minister of Defense reiterated Lebanon’s position on the crisis of Syrian displacement, calling for a radical solution to this issue “because of the negative repercussions of the presence of Syrian refugees in Lebanon on all the sectors.”
 
Highlighting the importance of Lebanon as a stabilizing element in the entire region, he called on neighboring countries to “view it as a model for finding solutions to the crises of the region.”
 
Sarraf also praised the efforts of the Armenian contingent operating within the UNIFIL in southern Lebanon.
 
For his part, the Armenian Defense Minister said that “the day of signing the agreement is a historic day that paves the way for future agreements,” praising the historic relations between the Lebanese and Armenian peoples.

The OSCE Minsk Group Co-Chairs on resolving the Nagorno-Karabakh issue are on a working visit to the South Caucasus. They have visited the Armenian capital of Yerevan and Stepanakert, the capital of the breakaway Nagorno- Karabakh region, and are set to pay a visit to Azerbaijan’s capital of Baku on Thursday.
 
The mission, which includes representatives of Russia, France and the US, is expected to step up the Nagorno-Karabakh talks following Armenia’s regime change in May.
 
Despite the lack of progress in the Nagorno-Karabakh settlement, international mediators have continued their attempts to break the deadlock in negotiations.
 
According to Anna Naghdalyan, a spokesperson for the Armenian Foreign Ministry, the government’s program clearly states that Nagorno-Karabakh, being the core party to the conflict, should have a voice in resolving the crisis and be involved in the settlement process. “Armenia’s actions are aimed at continuing the peace process within the framework of that logic,” she told the newspaper.

Nov. 02–French Ambassador to Azerbaijan Aurelia Bouchez has made a special statement, saying that France fully supports and recognizes the territorial integrity of Azerbaijan, Samad Seyidov, Head of the Azerbaijani delegation to the Parliamentary Assembly of the Council of Europe (PACE), Chairman of the Azerbaijani Parliamentary Committee on International and Inter-Parliamentary Relations told Trend.
 
Seyidov was commenting on the recent illegal visits of several French mayors to the occupied Azerbaijani territories, and signing certain “documents”.
 
“Ambassador Bouchez stressed that the papers signed during these visits have no legal force. During the recent visit to the region of the German Chancellor Angela Merkel, various documents and project agreement were signed in Georgia, an economic forum was held in Azerbaijan, but not a single issue was put on the agenda in Armenia, apart from talks on general topics,” Seyidov said.
 
“Germany also unequivocally recognizes, supports the territorial integrity of Azerbaijan, and calls on Armenia to resolve this conflict in the framework of international laws. I will give another example: the EU has repeatedly stated that it recognizes the territorial integrity of Azerbaijan, and Nagorno-Karabakh is an integral part of Azerbaijan. The conflict between the two South Caucasus countries began in 1988 when Armenia made territorial claims against Azerbaijan. As a result of the ensuing war, in 1992 Armenian armed forces occupied 20 percent of Azerbaijan, including the Nagorno-Karabakh region and seven surrounding districts.
 
The 1994 ceasefire agreement was followed by peace negotiations. Armenia has not yet implemented four UN Security Council resolutions on withdrawal of its armed forces from the Nagorno-Karabakh and the surrounding districts.
