Karen Khachanov, a Russian tennis player of Armenian descent, defeated incoming world number one Novak Djokovic to win his first Masters 1000 title at the Paris Masters.

The 22-year-old beat Djokovic 7-5 6-4 in one hour and 37 minutes to end the Serb’s 22-match unbeaten run, BBC reports.

Fourteen-time Grand Slam champion Djokovic, 31, will still overtake Rafael Nadal at the top of the world rankings on Monday.

“It means the world to me,” said world number 18 Khachanov.

“It’s one of the biggest titles in my career so far. I couldn’t be happier to end the season like this, to win against Novak Djokovic, the number one in the world.”

Khachanov will rise to world number 11 on Monday and becomes the first Russian since Nikolay Davydenko in 2009 to win a Masters 1000 title.

He hit 31 winners as he pulled off one of the shocks of the tennis year in his final tournament of the season.

Djokovic, who has been suffering from flu-like symptoms all week, added: “I don’t feel too good today but I’d like to give respect to Karen for playing a great match today and he deserves to win.

“He deserves his trophy and I am sure we will see a lot of great matches from him in the future.”

Book Review: ‘Titans’ profiles interesting people — good and bad — from history

‘Titans’ profiles interesting people — good and bad — from history

By Mims Cushing

You could call these “Teacup Biographies.” That is not to imply that they are not without weight. Quite the contrary. Most of the “titans” are summed up in less than 1,000 words — three pages or so — but the author nonetheless offers huge amounts of information.

This is not a book you will read in one sitting. Nor should you. Nor will you say, “I couldn’t put it down. I stayed up all night.” Montefiore has written here about a random selection of (largely) men and some women. So, if one person’s life doesn’t appeal to you, around the corner is someone who may strike your fancy. It’s perfectly fine to skip around and read about people who interest you. You might want to check them off as you read them.

Don’t expect all of those who are profiled to be saints. The author has come up with the good, the bad and the ugly with an emphasis on the ugly. Here’s a sampling of 10. You decide who belongs in which category. Some, you may never have heard of, but most may or may not strike a chord: Savonarola, Casanova, Attila the Hun, CIXI, Escobar, Ben-Gurion, Disraeli, Selim the Grim, Suleiman the Magnificent and Aurangzeb. (Who? Did someone just sneeze? No, he was the last of the Mughal emperors of India. And CIXI? She was the Empress Dowager of China, whom Montefiore dubbed “beautiful, cunning and cruel.”) Pretty amazing selection, wouldn’t you say? You may want to know more about some of these people, those known to you and those unknown. You’ll find 150 to choose from, so many in fact that this book may not leave your sidebar for months.

If you are not into villains you might not cleave to this book. Montefiore is drawn to figures who are blackguards, scoundrels and worse. “The Observer” (London) writes, “What excites Montefiore is villainy … and he (writes about it) with wicked verve.” But he does throw in many well-known and noteworthy people, such as Proust, Jesus, Beethoven, Florence Nightingale, Maupassant, Orwell, Picasso, FDR, Joan of Arc, and Cicero. They are all listed chronologically.

Some of the biographies will resonate more than others. For me, because I am of Armenian descent, it was the chapter on Enver, Talat & Jemal: The Three Pashas. Known as the Young Turks. They seized control of the Ottoman Empire in 1913 and were responsible for killing more than a million Armenians during the First World War. The Turks were offended by the Christian Armenians and their growing mercantile wealth so they plotted dozens of pogroms in 1895. Even now, if people in Turkey mention the Armenian massacres, the “hidden genocide,” they can be sent to prison. Montefiore writes all these snippets in a way that makes one want to dig deeper into some of the lives he unearths. The more you read, the more you want to read.

This is a great book for those snippets of time, as you wait for your three-minute egg to boil, or if you have muted a commercial on TV. It can take you years to read. Feel good about this. You can’t help but learn a lot.

Mims Cushing lives in Ponte Vedra Beach and has written three books.

Armenia’s banking sector has not seen defaults for 16 years, head of Ameriabank division says

ARKA, Armenia
Nov 4 2018

YEREVAN, November 4. /ARKA/. In an interview with ‘Bankovskoye Obozreniye’ (Banking Review) Hovhannes Khachatryan, head of Assets, Liabilities and Capital Management Division at Ameriabank, speaks about what makes Armenia’s banking sector different from that of Russia, what kind of technologies make it move forward and what are Ameriabank’s market consolidation plans.

– Hovhannes, what are the distinctive differences between banking in Armenia and Russia?

– The first difference is that we have no state-owned banks in Armenia. All the banks are privately owned. This is why the competition among them is very tense. There are also international players here such as HSBC, VTB, Credit Agricole, etc. Nevertheless, local banks successfully compete with them, and Ameriabank, as a private local bank, has been holding the lead for many years.

Secondly, Armenia’s bank regulation is much stricter. It has been instrumental in helping local banks avoid defaults over the past 16 years. After a period of “cleansing” in the late 90s and the first years of the new century, the regulation became even more stringent. Our market is more liberal than the Russian one – for example, we have no currency control.

The reluctance of local banks to finance large government infrastructure projects can be viewed both as an advantage or disadvantage.  In this sense local banks are less exposed to risks. In terms of technology development, if we look at the leading Russian banks, they are more advanced and we still have a lot to learn. This is probably because of a conservative approach shown both by the country’s leadership and, in some cases, the leadership of different banks to all sorts of innovation.

– Are there any special relation between the banking sectors of Russia and Armenia?

– We have good partnership relations with colleagues from Russian banks. But despite the fact that the economies of our countries are mutually integrated, I would not say that the Armenian and Russian banking sectors interact strongly with each other, not counting VTB that has a small retail banking presence in the Armenian market.

– As regards technology, Softline has built a data processing center for Ameriabank this year.  What banking services will it be used for in the future?

-Today, the banking sector is undergoing a fundamental transformation: it is obvious that banks are not going to limit themselves to selling financial services only. For example, the Russian Sberbank is positioning itself as a platform for clients who can use a huge number of services through the so-called one stop window. The task of the bank is to offer the clients the services which they most likely will buy. To do this, banks apply business analysis, artificial intelligence and other related technologies and approaches.

The banks have accumulated a huge amount of data. We see and understand the need for fast and complex processing of this data, because we are aware of how things will be unwrapping in the future. Of course, this primarily concerns retail products, online lending, more advanced mobile banking solutions or other distance channels. Now it is important for a bank to be able to work with the existing data, be able to enrich the data by using information from different sources. In turn, this imposes new requirements in terms of working with data, applications used for their processing and the performance of computing and network equipment.

Large amounts of data can also be used for marketing decisions, for determining credit limits; by using these technologies, one can improve scoring cards, etc. The infrastructure, which the new data center offers will help to realize all this. When we ordered this project, we asked the consultant to create such a data center that would enable us to have at least three to four years of supplies in terms of equipment, engineering support and network capacity.

– Now, the loan decisions are automated, arent’t they?

– Partially. For some products, human participation is absolutely unnecessry. We want more decisions to be taken automatically and extend this practice from individuals to small and medium-sized businesses. The experience of our colleagues – including that of bankers in Russia – shows that advanced scoring algorithms not only eliminate the human factor (as part of automation process, this is obvious), but also reduce the risks for the bank.

– Can you call information technology an important competitive factor?

– They are not yet an important competition element in our market. Nonetheless, it is the clients, who, based on their needs and everyday life habits, dictate the terms to us. If earlier the banks had to exert efforts to make the clients use some technologies, now it is the clients that demand innovations, since our customer base is younger and more competent in the technological sense.

For them, especially for the younger generation, all these mobile applications, online banking, p2p transfers are an obligatory part of banking services, although some of the local  banks, especially small banks are not in a hurry to invest in technology, since these solutions are too complicated, expensive, and do not always pay off. But the future is for the new technologies, and the banks that lag behind will not be able to obtain all the diversity of the latest technologies in one day. We need to constantly work on banking IT and grow with customers to the level that awaits us in the next, say, ten years.

– The European Bank for Reconstruction and Development (EBRD) owns a share in Ameriabank. Does this have an impact on Ameriabank in one way or another?

– In addition to the European Bank for Reconstruction and Development, the Asian Development Bank has also had a share in our bank since February 2018. These lending institutions are of great importance for local financial markets, such as the Armenian one, since they set high standards that need to be met not only in order to be credited, but also, in the best cases, to have a share in the authorized capital. These are high risk management standards, public financial reporting, corporate and social responsibility. And even if they do not directly teach us, we just have to constantly raise our level and keep these standards based on their requirements.

And since our bank plans to conduct an IPO on well-known world markets in the near future, this is precisely the regime of transparency and discipline in which we are accustomed to working together with these organizations. Sometimes they arrange the exchange of information with other partner banks. We often receive guests from Russian, Central Asian and other banks, and our specialists pay reciprocal visit to these financial structures. We are in a constant learning process, and the EBRD and ADB provide this exchange of experience.

– Does Ameriabank plan to somehow expand its influence to other countries?

– We have never hidden our ambitions to enter the Russian and Georgian markets. There were real attempts, but, unfortunately or fortunately, they were not crowned with success, and we concentrated our forces in Armenia. And it worked – we have been leading in the corporate sector for many years holding now almost a third of the market here. Now we are actually the leader in the SMEs and retail segments. It should be noted that Armenia’s market opportunities are very limited. On the other hand, our country’s economy is less volatile and more predictable in the medium and long terms. However, nothing can be ruled out. After the consolidation in the Armenian banking sector is over, over in our favor, we will be able to redistribute our resources and begin foreign expansion. We will probably return to this issue soon.

– In Russia, banks often enter other markets, including non-banking ones. Does Ameriabank move in this direction?

– We are a financial organization, and our competencies and strengths are concentrated in the financial sector. We now have no plans to try something else. Although theoretically, in one form or another, I do not rule out attempts to enter non-banking markets. But, again, we will not use our resources to create something that we have little knowledge of. There is a hypothetical synergy of financial and some non-financial organizations, say, telecoms. This is not necessarily a merger; there may be close cooperation. But for the present we are fighting for absolute leadership in the financial sector.

– What is the share of remote channels now? What is the prevailing trend among customers- visiting a bank branch or RBS?

– One third of all bank customers actively use our mobile application or internet banking. One part (25%) is very active, another part is active in controlling the status of their accounts, receiving references and so on. But this figure is growing very fast. In terms of using remote channels by legal entities there are still no good specialized solutions in Armenia. For large companies, this issue is not urgent, and a large number of small and medium businesses have real needs for RBS, and we need to meet them as quick as possible. -0-

Sports: Giorgio Petrosyan Prepared For ‘Tough Fight’ Against Thai Star Sorgraw

Kickboxing superstar Giorgio Petrosyan is set to return to ONE Championship on one of the biggest cards of the year.

Petrosyan (97-2-2, 1 NC) will take on Thailand’s Sorgraw Petchyindee Academy (36-17) in a ONE Super Series bout at ONE: HEART OF THE LION in Singapore on Friday, November 9.

The Armenian-Italian ace says he is thoroughly enjoying life in the world’s largest martial arts organization following his debut victory over “Smokin” Jo Nattawut back in April.

“I experienced a completely new atmosphere,” the two-time K-1 World Max Champion says.

“How they treat the fighters, how they look after their weight, and the care that ONE has for the athletes is really unique. It makes us feel happy and safe.”

Petrosyan’s contentment with ONE is notable, given his career experience competing for the biggest and best kickboxing promotions around the world. But even he was taken aback by what greeted him in Asia in ONE Super Series.

“Other organisations like K-1 and Glory have been really good, but ONE is another level – another planet,” he says.

The 32-year-old’s win over Nattawut solidified what many already knew – that Petrosyan is one of the very best kickboxers on the planet.

And his upcoming 71-kilogram catchweight bout against Lumpinee Stadium and WMC World Champion Sorgraw offers another fascinating clash that “The Doctor” is looking forward to.

“I know it will be a tough fight. He’s really strong with his kicks,” the Armenian-Italian says.

“I noticed he doesn’t like to exchange punches much. It will be in a cage too, so that’s exciting for me to try.

“Of course, I start with a game plan, which I cannot reveal now, but then I will change things particular to him, analyze it, and surprise him. I will just decide on my strategy moment by moment, round by round.”

The bout will also present a fresh test for the experienced Petrosyan. After 102 bouts contested in a traditional ring, the kickboxing superstar will make his first appearance in a cage.

It promises to be an exciting moment as the pound-for-pound star faces one of Thailand’s best on a packed night of martial arts action in the Singapore Indoor Stadium.

“It is my first time in the cage under kickboxing rules,” he says.

“I know it will be exciting for the fans, and even for me.”

South Caucasian Railway is dissatisfied with the draft decree of Armenian Government on "Approving Railway Infrastructure Development Strategy"

South Caucasian Railway is dissatisfied with the draft decree of Armenian Government on “Approving Railway Infrastructure Development Strategy”

Yerevan November 3

Alexander Avanesov. The South Caucasus Railway Company, which is the concession manager of Armenia’s railways, assesses certain provisions of the draft resolution of the Government of Armenia “On the approval of the railway infrastructure development strategy” as not corresponding to the current realities.

SCR reports that in the process of preparing the document it was not agreed upon and was not discussed with the company that most fully possesses information in this restricted professional field. Judging by the text of the document, its authors do not have information regarding the real situation. As a result the draft includes provisions and assessments that do not reflect the current state of affairs and contradict individual points of the concession agreement on the basis of which SCR operates.

Assessing the current situation with the railway infrastructure, which is managed by SCR, the drafters of the document obviously took as a basis the realities of 2008, when the Company had just took over the management of the assets of the Armenian railway. The Decree of the Government of Armenia N1497-H of October 12, 2006, describes in detail, to put it mildly, the depressing situation in this area when the volume of deferred investments of the Armenian Railway was $ 112.5 million.

Meanwhile, since 2008, about 110 billion drams have been invested in the reconstruction and modernization of the railway infrastructure, the renewal of rolling stock and the formation of a modern machine-building complex on the basis of the Gyumri and Yerevan locomotive depots and the Gyumri wagon depot. 463 km of track and 40 bridges were also repaired. In addition, a program has been launched to upgrade the suburban passenger train, which will be fully implemented in the 2020s. A new modern electric train has been launched, which runs in the Yerevan-Gyumri route. At the same time, a comprehensive investment program for rolling stock fleet renewal is being worked out.

As a result, over the 10 years of SCR activity, the number of transport accidents (security status indicator) on the railway decreased 6-fold, the failures of technical means of power supply – 4-fold, the failures of technical means of railway automatics – 10-fold. The average train speed increased from 25 km / h to 60 km / h (in some cases up to 100 km / h), 8 large station complexes were modernized, labor productivity increased by 46%, new technologies were introduced in Armenia. The complex of these measures led to a multiple decrease in emergency events. Thus, if in the first year of SCR operation, in 2008, 151 coming- offs of organized trains (including 4 passenger trains) were recorded on the railway, then in 2017 there was 1 case, and that was not the fault of the SCR employees.

SCR Company, as a company responsible for the development of the strategic railway sector of Armenia, will continue to fulfill its obligations to the state in full scale and is ready to cooperate with all the stakeholders. CJSC “South Caucasus Railway” is a 100% subsidiary of OJSC “Russian Railways” and carries out concession management of Armenian railways. The railway infrastructure of Armenia was transferred to the concession management of SCR CJSC according to the Concession Agreement signed on February 13, 2008. The term of the concession management is 30 years with the right of prolongation for another 10 years.

20 billion 697 million AMD will be allocated to the Prime Minister’s Office in 2019

Yerevan November 3

Ani Mshetsyan. The office of the Prime Minister of Armenia in 2018 implemented 30 programs approved by the budget. The budget of the Office is 19 billion 686 million AMD. For the first 9 months of this year, the Prime Minister’s Office used 11 billion 321 million drams. This was announced by the Head of the Prime Minister’s Office Eduard Aghajanyan on November 3 during the discussion in the parliament of the draft budget of2019.

According to him, there are certain savings in this area, but this is also due to the availability of grants, most of which are expected at the end of the year.

“For 2019, we have planned 11 programs – 41 events for which 20 billion 697 million AMD are envisaged. In comparison with 2018, 16 programs were reduced, the cost of which was 8.4 billion drams, but 5 programs were added with a budget of 9,7 billion AMD “, Agadzhanyan noted.
