Azerbaijani press: Presidents of Azerbaijan, Iran discuss Karabakh conflict [UPDATE]

Azerbaijan’s President Ilham Aliyev met with Iranian President Hasan Rouhani in Tehran on November 1.

The role of historical, cultural and religious roots in strengthening of relations between the peoples of Azerbaijan and Iran was noted during the meeting.

Ten meetings held in the last five years between the heads of state were considered as an indicator of the two countries’ successful cooperation, and the successful development of political relations.

The two sides also discussed the Armenia-Azerbaijan Nagorno-Karabakh conflict at the meeting. President Aliyev spoke about Armenia’s occupation policy and the negotiation process on settlement of the conflict.

The two presidents discussed military and military-technical cooperation and perspectives in this field. Meanwhile, regional issues were touched upon, and the Azerbaijani and Iranian presidents exchanged views on the fight against terrorism and extremism.

It was noted that the Azerbaijan-Russia-Iran trilateral cooperation has great potential and this format can give good results for cooperation in very important spheres.

Economic cooperation issues were discussed at the meeting. The two presidents praised the fact that the countries’ trade turnover increased by 70 percent in 2016 and by 33 percent in the first nine months of 2017.

President Aliyev and President Rouhani exchanged views on issues of mutual investments, cooperation in energy, oil and gas, transport.

They also spoke about the successful implementation of the International North-South Transport Corridor project.

Azerbaijani press: Definitive biography of Heydar Aliyev launched in UK Parliament

On 31 October, the definitive English-language biography of Azerbaijani National Leader Heydar Aliyev received its international launch at the UK Parliament, during a standing-room only event hosted by Bob Blackman MP, who is also Chair of the All-Party Parliamentary Group for Azerbaijan.

 

 

The event was organised by The European Azerbaijan Society (TEAS). TEAS Press has published the new biography, and attendees included Lord Kilclooney, Lord Addington, Mark Pawsey MP and Martin Vickers MP, TEAS told APA.

 

This triple-volume biography of the National Leader charts each epoch of his life. The author is Elmira Akhundova MP, who was a journalist from 1990–2003. She experienced first-hand the early years of regained Azerbaijani independence, and witnessed the period spanning the return of the National Leader from a pivotal role in the Soviet Politburo to successful leadership of independent Azerbaijan, despite a period of great turmoil. As a member of the press entourage close to the President, Mrs Akhundova was perfectly placed to observe his every political move and interviewed him on myriad occasions. Many attendees at the launch were delighted to receive copies of the biography, personally inscribed by the author.

 

Altogether, Mrs Akhundova worked on the book for 14 years, obtaining access to myriad hitherto unpublished documents and undertaking 350 interviews with family, friends and colleagues – some of which revealed their recollections for the first time.

 

Jack Pegoraro, Head, TEAS London, welcomed all attendees and speakers before handing the microphone to Bob Blackman MP, who commented: “Much of the development of Baku and Azerbaijan, as a whole, is attributable to the work of Heydar Aliyev. He took the country from being a dull former Soviet Republic through to being a country that is fully independent, where wealth is spread out amongst the population and everyone is gaining.

 

“Due to his policies, UK–Azerbaijani relations have become increasingly strong, predominantly due to his work in developing the Contract of the Century between the BP-led Azerbaijan International Operating Consortium (AIOC) that led to the development of oil and gas extraction which has resulted in a high level of prosperity for his nation. This is a wonderful biography and clearly a great work from an author who was close to her subject – Heydar Aliyev – who was a good friend of the UK.

 

“I have visited Azerbaijan on four occasions, and have witnessed the dramatic progress of the country first-hand. I have also seen the plight of the internally displaced persons (IDPs) who are the ongoing victims of the illegal occupation of Nagorno-Karabakh and the seven surrounding regions. I have also seen the work undertaken by the Azerbaijani government to ensure they have basic quality living conditions.”

 

H.E. Tahir Taghizadeh, Azerbaijani Ambassador to the UK, recalled: “Every time we celebrate the legacy of Heydar Aliyev, we must remember that we have a country that is a) stable, b) independent c) a reliable partner for other countries – including the UK. If we go back over 20 years, we would see a country that was being torn apart by various warlords, still coping with foreign troops on its territory, and importing almost everything – including gas.

 

“We now have a country that provides, rather than receives, foreign aid. Despite the oil crisis, our GDP has continued to increase. The only aspect that has not been resolved is the continuing Armenian occupation of nearly 20 per cent of Azerbaijani territory.

 

“Heydar Aliyev was not just a larger than life personality – but a sweet and caring man. His attention to detail rescued the country on more than one occasion. I thank Mrs Akhundova for her remarkable work.”

 

Dr Tamara Dragadze, former advisor to BP, who witnessed the Contract of the Century signing, remembered his amazing recall and focus, which were combined with an iron will that was demonstrated many times in the face of adversity. He had something else, and is undeniably worthy of such a remarkable biography.”

 

Mrs Akhundova commented: “No-one in the world could have assumed that the former communist leader of Azerbaijan, one of the leaders of the powerful Soviet empire, would soon surprise the whole Republic, and then the whole world, rising from the ashes like a phoenix. 

 

“What was the mystery of this man? How, contrary to accepted wisdom, did he manage to successfully step in the same river twice? I think the answer lies in the words of the great British Prime Minister, Sir Winston Churchill, who famously said: ‘The only way a man can remain consistent amidst changing circumstances is to change with them, while preserving the same dominating purpose.’ Heydar Aliyev could change according to time and situation, and organically did so. His overarching dedication was to the national interest of his motherland – his beloved Azerbaijan.

 

“Heydar Aliyev lived a very hard life. He was to see the collapse of ideals in which he believed passionately, and survived the disintegration of a country that he had served faithfully. He got to step into a whole new era and begin life from scratch, ascending a second time to the summit of a political Olympus. But that would happen in a different country and different epoch.”

 

Music was dear to the heart of the National Leader, who was an amateur khanende (mugham singer), and thus it was most apt that a musical interlude was provided by the legendary septuagenarian tar player Rafiq Rustamov, Honoured Art Worker of the Azerbaijani Republic. Rafiq won his first competition in 1969, the year Heydar Aliyev was appointed as leader of Azerbaijan Soviet Socialist Republic (SSR), and his career developed contemporaneously with that of the National Leader.

 

The event concluded with a lively question-and-answer session, covering such topics as the problems of extrapolating facts for incorporation in a biography; the background to the transition of power between Presidents Abulfaz Elchibey and Heydar Aliyev; and the difficulties of adequately representing such a man whose policies and personalities had an irrevocable impact on his country.

Azdrbaijani press: Armenia-Azerbaijan Civil Peace Platform requests advisory mandate within OSCE Minsk Group

The participants of the First General Assembly of the Armenia-Azerbaijan Civil Peace Platform, which was held in Tbilisi on October 30, have appealed to the OSCE Minsk Group co-chairs with the initiative to establish a review board of representatives of the Armenian and Azerbaijani civil societies which would have an advisory mandate under the Minsk Group.

The appeal noted that the OSCE Minsk Group has made serious efforts to resolve the Nagorno-Karabakh conflict, stop military operations on the frontline and continue the negotiation process between the parties, and the organization continues to work in this direction.

The OSCE Minsk Group, established in 1992 to resolve the Nagorno-Karabakh conflict, is the only international organization carrying out its mediation mission in the issue. However, despite the measures taken and negotiations held over the past 25 years, the peace has not yet been established between Armenia and Azerbaijan.

“There are many reasons for this situation, and one of them is that the civil societies and NGOs of Armenia and Azerbaijan are not able to cooperate either with each other or with state structures,” the Civil Peace Platform stated.

The appeal also noted the deep concern about the systematic violations of the ceasefire on the frontline, which led to numerous casualties, and about the possibility that these violations will develop into large-scale military operations.

“We as the Armenia-Azerbaijan Civil Peace Platform feel responsibility and the need to establish cooperation with the OSCE Minsk Group co-chairs that can contribute to the settlement of the conflict and also help you in this complex peace building process,” the appeal reads.

The Nagorno-Karabakh conflict began in 1988 when Armenia made territorial claims against Azerbaijan. As a result of the ensuing war, in 1992 Armenian armed forces occupied 20 percent of Azerbaijan, including the Nagorno-Karabakh region and seven surrounding regions. More than 20,000 Azerbaijanis were killed and over 1 million were displaced as a result of the large-scale hostilities. The 1994 ceasefire agreement was followed by peace negotiations.

Until now, Armenia controls fifth part of Azerbaijan’s territory and rejects implementing four UN Security Council resolutions on withdrawal of its armed forces from Nagorno-Karabakh and surrounding districts.

The decisive process of bringing together the people of Azerbaijan and Armenia on boosting the settlement of the conflict started in December 2016, when the Armenia-Azerbaijan Peace Platform was founded in Baku by a group of Azerbaijani and Armenian public figures and peacekeepers. It was created to bring together representatives of civil society of the two countries for creating dialogue between Azerbaijan and Armenia, the sides to the Nagorno-Karabakh conflict.

Azerbaijani press: Putin arrives in Iran to discuss Syria, nuclear deal

Russian President Vladimir Putin arrived in Iran on Wednesday to meet with top leaders as tension between Tehran and Washington mounts over a 2015 nuclear deal between Iran and six major powers, Reuters reports.

State TV reported that Putin would discuss issues with Iranian officials including regional crises such as the Syrian conflict, the nuclear deal and economic and bilateral ties.

Moscow and Washington are at odds over an array of issues and Russia has criticized U.S. President Donald Trump’s decision not to certify the nuclear deal on October 13.

Russia and Iran are allies in Syria and the main backers of President Bashar al-Assad, while the United States, Turkey, Saudi Arabia and other Gulf Arab states support opposition groups seeking to overthrow him.

Putin will also take part in a three-way summit between Russia, Iran and neighboring Azerbaijan, state TV said.

Azerbaijani press: Pakistan says Armenia’s destroying monuments in occupied Azerbaijani lands unacceptable (PHOTO)

Armenia’s destroying ancient religious and cultural monuments, belonging to the Islamic world, in the occupied Azerbaijani lands is unacceptable, said Deputy Chairman of Pakistani Senate Maulana Abdul Ghafoor Haideri.

He was addressing a meeting with Azerbaijan’s Ambassador to Pakistan Ali Alizade, Azerbaijani Embassy in Pakistan told Trend.

At the meeting, it was noted that the support of Pakistani Senate’s Committee for Foreign Affairs for Azerbaijan’s territorial integrity, its recognition of the Khojaly genocide and acceptance of resolutions demanding immediate withdrawal of Armenian troops from the occupied Azerbaijani territories are highly appreciated by Azerbaijan.

Maulana Abdul Ghafoor Haideri said that Pakistan considers Azerbaijan a fraternal country, and noted the importance of strengthening unity and cooperation among Islamic countries, adding a perfect example of this is the Pakistani-Azerbaijani relations.

The sides also exchanged views on the organization of high-level mutual visits, as well as expansion of cooperation in economic and humanitarian spheres.

This year, 31 cases of illegal crossing of the RA state border were recorded

In the period from January 1 to October 1 of this year, 31 cases of illegal crossing of the RA state border were recorded in the criminal cases investigated by the RA NSS investigation department. The RA National Security Service responded to armtimes.com about this.   


Of those cases, 24 are cases of illegal exit from the territory of Armenia, and 7 are cases of entry into Armenia from other countries.


In the aforementioned 31 cases, criminal prosecution was carried out against 37 persons, 7 of whom were not found (they are located outside the territory of the Republic of Armenia), and a search was announced for them.


On September 25, we reported that an Iranian who violated the Armenian-Turkish border tried to disrupt the alarm system using special equipment. And earlier, in the Artashat border guard detachment station, near Yeghegnavan village, the Russian border guards arrested a person who crossed the state border illegally.

On October 31, RA Minister of Internal Affairs D. Tonoyan was on a working visit to the radar station located in the Artashavan community of the Aragatsotn region of the Republic of Armenia to learn about the installation of new rocket launchers under the pilot program.


As a result of the negotiations, the Russian company provided another station as a donation along with the planned 2 anti-hail missile stations, as a result, two Eliya 3 stations were installed in Aragatsotn, one in Armavir marz, thanks to which a chain defense zone was created.


The stations will be ready for operation in the coming days. This will make it possible to take about 45 thousand ha of agricultural land under reliable protection from hail.


The representative of the Russian “Antigrad” company presented the principles of the rocket station’s work to the Minister of AI in detail.


The latest generation rocket launchers of the latest production and high efficiency have been imported to Armenia. Firing is carried out based on the data provided by the radar station, ensuring very high accuracy of targeting.


The radar station in Artashavan was also equipped with the latest digital equipment, thanks to which:


the stability and reliability of its operation will increase, it will ensure the increase in the accuracy of measurement of cloud parameters, remote monitoring and adjustment;
maintenance costs will be reduced.
At the same time, works on the fundamental repair of the infrastructure of the system were carried out (preparation of warehouses necessary for the protection of missiles, repair of the station building, study of places of installation of stations, etc.).


Expressing gratitude for the large-scale work carried out, Minister D. Tonoyan instructed to ensure the training of specialists to manage the newest stations.


By the decision of the RA government, based on the pilot project currently being implemented in order to introduce more effective methods of protection against hailstorms in Armenia, the RA Ministry of Agriculture will ensure the continuity of the project, taking the cultivated lands of other regions of the Republic of Armenia under the protection of such stations.


It should be noted that the 2 radar stations in the system can serve 36 similar rocket stations.

The importation of 105 kg of heroin into RA was prevented at the Meghri customs point. SRC

As a result of the measures implemented jointly by the State Revenue Committee’s pre-release control and anti-smuggling departments, the importation of a particularly large amount of heroin, around 105 kg, into the republic was prevented at the Meghri customs point. This is reported by SRC.


The DAF refrigerator truck, owned by “Omertransport” LLC, registered in Georgia, driven by Turkish citizen Ferdi Ozdemiri, who arrived in Armenia from Iran, underwent an X-ray examination, which was then escorted to Yerevan, a customs warehouse, under enhanced customs control, where a thorough examination of the vehicle was carried out.


105 kg of heroin drug was found in the trunk from a previously prepared hiding place. The prepared materials were transferred to the investigative service of the National Security Service for the purpose of conducting proceedings.

RA and RF are working on the road map of the joint investment fund. president

Moscow and Yerevan are developing a road map to implement projects within the framework of the joint investment fund, and projects in the IT and energy sectors will also be financed. RA President Serzh Sargsyan said this in a conversation with RIA Novosti.


The project for the creation of the Armenian-Russian investment fund was presented in January 2017. Its activities will be aimed at financing those areas that can increase trade between the two countries, as well as develop industrial cooperation, etc.


“As for the fund, we continue the work. Recently, its representatives were in Armenia. If we talk about areas suitable for investments, then they are IT technologies, energy, high-tech production… At present, the parties are working on developing a road map,” added Serzh Sargsyan.
