President of Dutch Senate pays tribute to Armenian Genocide victims in Yerevan

On the sidelines of her official visit to Armenia, President of the Senate of the Kingdom of the Netherlands Ankie Broekers-Knol on Thursday visited Tsitsernakaberd Armenian Genocide Memorial in Yerevan.

According to the parliament’s press service, Ankie Broekers-Knol was accompanied by Vice Speaker of the Armenian National Assembly Arpine Hovhannisyan and Armenia’s Ambassador Extraordinary and Plenipotentiary to the Netherlands Dziunik Aghajanian.

The president of the Senate laid a wreath at the monument of the Armenian Genocide victims, laid flowers at the Eternal Flame and payed tribute to the memory of the Genocide victims with a moment of silence. 

The high-ranking guest also visited the Armenian Genocide Museum-Institute, got familiarized with the documents on the Armenian Genocide, observed the exhibits and left a note in the Memory Book of Honorable Guests.

“I visit the museum for the first time and I am deeply shocked by the sufferings that the Armenians endured. It is appalling and terrible,” she wrote.

YEREVAN. –  Republic of Armenia National Assembly (RA NA) Chairman Ara Babloyan on Thursday received President Ankie Broekers-Knol of the Senate of the Kingdom of the Netherlands.

Welcoming the President of the Dutch Senate in the RA National Assembly, Babloyan noted that the visit takes place in the 25th anniversary of diplomatic relations between the two countries, and expressed hope that it would promote the deepening and development of the state and parliamentary ties, the NA informed Armenian News-NEWS.am.

Talking about passing into the processes following the constitutional reforms in Armenia and the system of the parliamentary government, he highlighted the centuries-old track-record of the parliamentary government of the Netherlands and considered it instructive, in terms of the exchange of experience. The RA NA speaker noted that Armenia goes to democracy and power decentralization with distinct walks.

According to Ara Babloyan, Armenia is the only country, which being a Eurasian Economic Union member, will sign the agreement with the EU, becoming a bridge between Europe and Asia.

The RA NA President thanked the Kingdom of the Netherlands for giving shelter to the emigrants, who had survived Armenian Genocide, and accepting and condemning the Genocide, noting that the condemnation is a way of prevention.

Touching upon the Nagorno-Karabakh (Artsakh) conflict, Ara Babloyan stated that different comments are given to this issue, but it is historically proved that the Armenians have lived on that territory and holding independence referendum, have gained independence. In the words of the head of the Armenian parliament, the Artsakh people were considered to be the first that during the years of the Soviet Union voiced out loud the exercise the nations’ right to self-determination and protection of human rights.

Ara Babloyan documented: “We have no problem with the people of Azerbaijan. Our problem is to ensure the security of the Artsakh people, solving the issue under the auspices of the OSCE Minsk Group Co-Chairs through the peaceful negotiations.”

Ara Babloyan expressed the hope that Armenia and the Netherlands will deepen cooperation in education, health care and culture, contributing to their peoples’ peaceful and well-to-do life. The RA NA president stated that the peoples’ security, health and education are of priority for the two countries.

Ankie Broekers-Knol, for her part, said it is a great honor for her to visit Armenia. In the words of the President of the Dutch senate, Armenia has an important position in the region and can become a bridge between the East and the West, connecting peoples and countries.

Broekers-Knol, as a speaker of the senate of a country with parliamentary government, highlighted the constitutional reforms held in Armenia and the processes following them on the way of democratic development.

Also, chairman Ara Babloyan of the RA National Assembly and president Ankie Broekers-Knol of the Dutch senate planted a fir at the RA National Assembly garden, as a token of the two peoples’ everlasting friendship.

YEREVAN. – President of the Senate of the Netherlands, Ankie Broekers-Knol, who is in Armenia on an official visit, on Thursday paid a visit to the Armenian Genocide Memorial in capital city Yerevan.

She laid a wreath at the monument to the genocide victims, placed flowers at the Eternal Flame, and paid silent tribute the Holy Martyrs of this tragedy, the National Assembly of Armenia informed Armenian News-NEWS.am.

Also, the high-level guest toured the Armenian Genocide Museum-Institute, and she signed its guestbook.

Speaker of the Dutch senate said this was her first visit to the museum, and she is deeply shocked by the horrible and terrible sufferings which the Armenian people had gone through.

Armenian-Russian Center provided with new equipment

According to the agreement between Armenia and Russia, in 2017 the center was supposed to be provided with support equivalent to USD 16m, which includes rescue equipment and devices.

The first stage of the support delivered Solar-555 МК and Corvette 500 – FISH motorboats to Special Water Rescue Squad of Armenia.

8 ATVs have recently been tested at Humanitarian Response Center. Those vehicles are used for providing fast response and easy movement of rescuers and equipment in case of complex reliefs, marshes, snow-covered and almost impassable terrains.

The center will soon receive fire and rescue equipment.

Lavrov to visit Armenia November 20-21

Russian Foreign Minister Sergey Lavrov will visit Yerevan on November 20 and 21 November, after a visit to Baku on November 20, Spokesman for the Russian Ministry of Foreign Affairs Maria Zakharova told a briefing today.

Russia’s top diplomat is expected to have meeting with Armenian President Serzh Sargsyan and Foreign Minister Edward Nalbandian.

“The visit is taking place on the 25th anniversary of establishment of diplomatic relations between the two countries and the 20th anniversary of the Treaty of Friendship, Cooperation and Mutual Assistance,” Zakharova said.

The Foreign Ministers of the two countries are expected to attend the opening of the exhibition titled “Armenia and Russia: Friendship Tested by Centuries” and the cancellation of a stamp dedicated to the two anniversaries, the Spokesperson said.

The Foreign Ministries of Armenia and Russia will sign the plan of consultations for 2018-2018.

“The agenda of bilateral relations includes a wide range of issues, including cooperation within the framework of the Eurasian Economic Union, the CIS and the CSTO, coordination of positions within the framework of the UN, OSCE and the Council of Europe and BSEC,” she said.

The MFA Spokesman noted that the bilateral relations are enhances by high-level dialogue between the parties, including talks between Presidents Vladimir Putin and Serzh Sargsyan on March 15, 2016 and .

The top diplomats of the two countries will discuss issues of regional security, including the perspectives of the Karabakh conflict resolution.

European Parliament recognizes the right of Karabakh people to self-determination

YEREVAN, November 16. /ARKA/. At a plenary meeting yesterday the European Parliament with an overwhelming majority of votes adopted a resolution recognizing straightforwardly for the second time the right of the people of Nagorno- Karabakh to self-determination, according to reports in Armenian media.

A similar resolution was adopted in connection with the 72nd session of the UN General Assembly on July 5, 2017, when through the efforts of the permanent representation of Armenia in Brussels the European Parliament for the first time recorded the right of the people of Nagorno-Karabakh to self-determination. 

Thanks to the persistent work of the permanent representation of Armenia in the EU and the principled position of the European side, as a result of the voting it was possible to stop the adoption of all destructive changes submitted by the Azerbaijani party.

  According to the reports, a large-scale attempt of falsifications, undertaken by Azerbaijan, aimed at neutralizing the efforts of the international community towards the peaceful settlement of the Karabakh conflict, as well as damaging the Armenia-EU relations on the eve of the Eastern Partnership summit in Brussels, scheduled for November 24, was failed.

The Azerbaijani side had made every effort to change the main message and the logic of the resolution. In particular, it succeeded in having 20 amendments added to the draft resolution aimed against  the peaceful settlement of the Karabakh conflict and Armenia, which, in particular, portrayed Nagorno-Karabakh as part of Azerbaijan, containing also other pro-Azerbaijani language , demanding  the return of refugees and so on.

It was also possible to prevent the inclusion of those provisions in the text of the resolution which criticized Armenia for its membership in the Eurasian Economic Union. On the contrary, Armenia was noted in the resolution as a link connecting the two integration platforms – the EU and the Eurasian Economic Union.-0-

A large-scale attempt of falsification undertaken by Azerbaijan, aimed at neutralizing the efforts of the international community towards the settlement of Nagorno-Karabakh conflict, as well as damaging the developing relations between Armenia and EU on the eve of the Eastern Partnership summit in Brussels was thwarted at the European Parliament.

The destructive steps of Azerbaijani side were managed to be identified thanks to the permanent representation of Armenia is Brussels, as well as the targeted work of the Armenian lobbying organizations in Brussels.

At the plenary session of the European Parliament a resolution was adopted with an overwhelming majority of votes. In the resolution, for already the second time, the right of the people of Nagorno-Karabakh to self-determination is practically recognized by repeating the precedent taken in connection with the 72nd session of General Assembly of UN, when due to persistent efforts of the Armenian side in Brussels, the European Parliament recognized the right of Artsakh people to self-determination.

This resolution is of a significant importance, because it determines the expectations of the partnership at the eve of the Eastern Partnership. It also points on the logic of the further development of the Eastern Partnership, that’s why there is no wonder that Azerbaijani side put efforts to change the main idea and the logic of the resolution.

Particularly, the Azerbaijani side, acting in it style of “Laundromat”, could manage to make the authors add twenty annexes that are against the peaceful regulation of Nagorno-Karabakh conflict and are against Armenia. The additions represented Nagorno-Karabakh as a part of Azerbaijan and contained other pro-Azeri wordings and demanded the return the refugees.

Nonetheless, due to the principal attitude of the European side and the persistent work of the Armenian side, all the destructive annexes of the Azerbaijani side were rejected. Moreover, the right of Nagorno-Karabakh people to self-determination was again ascertained.

After the rejection of the annexes where Armenia was depicted in negative light, Armenia was announced to be a positive example and a relating link in the two integration areas of the EU and the Eurasian Union.

Thus, another Azerbaijani provocation faced a serious opposition in Brussels, thanks to the Armenian diplomacy in favor of the peaceful regulation of Nagorno-Karabakh conflict and the development of Armenia-EU relationship.

Russian foreign minister Sergey Lavrov will visit Armenia and Azerbaijan soon, spokesperson for the Russian foreign office Maria Zakharova said.

Lavrov will visit Yerevan on November 20-21 where he expected to meet with the Armenian president and foreign minister, she told a briefing on Thursday.

The visit marks the 25th anniversary of the establishment of diplomatic relations and the 20th anniversary of a large treaty on friendship, cooperation and mutual assistance signed between Armenia and Russia.

“The agenda includes the wide range of cooperation issues. The prospects for the settlement of the Karabakh issue will be discussed,” Zakharova said.

On November 20, Sergey Lavrov will pay an official visit to Azerbaijan. Negotiations are planned with the Azerbaijani foreign minister.

“We have repeatedly said that Azerbaijan is our important strategic partner in the Caucasus. This year we celebrate the 25th anniversary of the establishment of diplomatic relations between our countries.”

Zakharova also noted that Russia, along with the other co-chairs of the OSCE Minsk Group, continues to contribute to the settlement of the Karabakh conflict.

Government approves $100 million defense loan agreement with Russia

The Armenian Government approved the draft law on “Ratification of the Agreement between the Government of the Republic of Armenia and the Government of the Russian Federation on granting state export credit to the Government of the Republic of Armenia” at a session on Thursday.

Under the relevant agreement signed on 24 October 2017, Russia is set to provide a state export loan worth $100 million to Armenia to finance purchase of Russian-made weaponry by the country, Deputy Defense Minister Artak Zakaryan detailed.

According to the official, the draft law has been agreed with all the “all concerned bodies”, and no proposals have been made over the document.

Back in June 2015, a $200 million agreement was signed between Armenia and Russia to finance supplies of Russian-made military products to Armenia.

After the high-level talks in Moscow, the Presidents of Armenia and Russia Serzh Sargsyan and Vladimir Putin visited on Wednesday the Tretyakov Gallery, where the ceremonious official opening of the Armenian Culture Days in Russia was held, attended by the leaders of the two countries.

As the press department at the President’s Office reported, the event began with the exhibition of great Armenian painter Martiros Saryan’s works. The exposition features about three dozen exceptional masterpieces by Saryan available from the National Art Gallery of Armenia, the Yerevan House Museum of Martiros Saryan and from the collection of the Tretyakov Gallery, created by the famous master during his trips to the Middle East, as well as based on memories of these trips.

After the exhibition, the Presidents of Armenia and Russia delivered speeches in the Vrubel Hall of the Tretyakov Gallery.

During the event, Russian President Vladimir Putin handed to President Serzh Sargsyan famous Russian painter Mikhail Vrubel’s painting entitled “The Demon and the Angel with the Soul of Tamara,” which was stolen from Armenia in 1995.

Note that the RF President told President Sargsyan about the Russian side’s intention to hand over the painting to Armenia during their March 15 meeting in Moscow.

President Serzh Sargsyan next delivered remarks praising the centuries-old ties of Armenian-Russian friendship. ”We have always been together: both in peacetime and during the years of hard trials. Our fathers and grandfathers often used to fight side by side on the fronts,” said Sargsyan.

In the president’s words, in the last quarter of a century, impressive progress has been made in the development of humanitarian contacts.

“We have much in common – openness, goodwill, sociability, emotionality and, of course, receptivity to everything new. Russia is rightfully considered to be one of the world’s cultural centers. It is no coincidence that a significant number of Armenian cultural figures – writers, musicians, architects and artists – have not only been graduates of the Russian school of art, but also continued to build on its glorious traditions to multiply the common cultural and spiritual heritage,” said Sargsyan, adding, the Armenian culture, like the culture of Russia, cannot be imagined without such well-known personalities as Hovhannes Aivazovsky, Aram Khachaturyan, Arno Babajanyan, Mikael Tariverdiyev and many other outstanding figures who have become symbols of the Armenian-Russian friendship.

“It is not just coincidence that we are inaugurating the Days of Armenian Culture with the exhibition of the works by one of last century’s greatest painters, Martiros Saryan, a courageous innovator who skillfully connected the picturesque traditions of the East with the new trends of Russian and European art of the 20th century. And literally today a commemorative plaque to the great master was unveiled on the facade of the house where he lived in Moscow. I am sure that over time we will have new Saryans and Aivazovskys, Khachaturians and Tariverdiyevs, while our cooperation in the field of culture will be enriched with bright and interesting projects,” stated Sargsyan.

He also expressed hope the opportunity will promote humanitarian contacts, get even closer to each other, open up the unknown pages of Armenia’s history and culture.

“I am confident that this great cultural project will give fresh impetus to the development of bilateral relations and their continued mutual enrichment,” added the president.
