Alexander Arzumanyan appointed Ambassador of Armenia to Denmark

Upon the decree of the President of Armenia Serzh Sargsyan, Hrachya Aghajanyan was relieved from the post of the Ambassador Extraordinary and Plenipotentiary of Armenia to Denmark.

Armenian President Serzh Sargsyan signed another decree on Wednesday, appointing Alexader Arzuamnayn as the Armenian Ambassador Extraordinary and Plenipotentiary to Denmark, press department at the President’s Office reported.

To note, Alexander Arzumanyan was Armenia’s first ambassador to the United States (from 1992–1993) and to the United Nations (from 1992–1996). He served as minister of foreign affairs from 1996 until his resignation, with President Levon Ter-Petrossian, in 1998.

Minsk Group Co-Chairs propose a high-level meeting between Armenian, Azerbaijani presidents this year

The OSCE Minsk Group Co-Chairs have proposed a high-level meeting between Armenian and Azerbaijani presidents later this year. As the statement released on behalf of the Nagorno Karabakh conflict mediators reads, the Co-Chairs offered their assistance in organizing of that meeting, while the Armenian and Azerbaijani FMs agreed to pass the proposal to their presidents.

The mediators’ statement came following the July 11 meeting of the Foreign Minister of Azerbaijan Elmar Mammadyarov and the Foreign Minister of Armenia Edward Nalbandian held in Brussels “to discuss modalities of further work on the settlement of the Nagorno-Karabakh conflict.”

According to the source, the current situation on the Line of Contact was also discussed.

“The Ministers and the Co-Chairs agreed to meet again in New York in September on the margins of the 72nd Session of the United Nations General Assembly,” the statement said.

Annual Digithon of Veon Eurasia Company launched in Armenia

YEREVAN, July 12. /ARKA/. Annual Digithon of VEON Eurasia Company was launched Tuesday in Lake Sevan coastal area. 

According to the press office of ArmenTel Telecommunication Company (brand Beeline, a part of VEON Group), VEON teams from Armenia, Kyrgyzstan, Georgia, Kazakhstan, Tajikistan, Uzbekistan and Ukraine will be competing throughout one week.   

The participants create prototypes of innovative digital services, the best of which will be used at VEON Group. 

Armenia is represented in the contest by Digital Pirates team, the winner of the local final, with its Bottle Letter project. 

Andrey Pyatakhin, CEO of Beeline in Armenia, is quoted in the press release as saying that Beeline pays special attention to innovative programs and encourages its employees’ innovative and creative mentality. 

«The projects, services and applications offered by them are based on clients’ needs and current trends in the area, and they can make our services more modern, simple and convenient to our clients,» he said. «We are very proud of our victory in 2016 and we are glad to host another Digithon this year. Good luck to all participants.» 

The previous Beeline Digithon Eurasia took place in Kyrgyzstan. Armenia’s BeeForce team, with its cloud game solutions, won the then contest, and therefore this year’s contest is hosted by Beeline Armenia, the winner.

Third-generation composite banknotes to be put into use in Armenia in 2018

YEREVAN, July 12. /ARKA/. New composite banknotes of third generation will be put into use in Armenia in 2018, and they will gradually oust current banknotes, the press office of the Central Bank of Armenia reported on Wednesday.

The central bank says that the 25th anniversary of the Armenian dram will be marked in 2018.

The regulator says in its press release that a printing office will be chosen through a tender.

The new-generation banknotes will be designed in conformity with the central bank’s special requirements.

In particular, the new banknotes will be highly protected and they will be more durable.

It has also become known from the central bank’s press release that a banknote of the nominal value of 2,000 drams will be issued.

Instead, banknotes of the nominal value of 100,000 drams no longer will be issued.

The central bank’s board, approved the idea to place Paruyr Sevak picture on a 1,000 drams banknote, Tigran Petrosyan on a 2,000 drams banknote, William Saroyan on a 5,000 drams banknote, Komitas on a 10,000 drams banknote, Hovhannes Aivazovsky on a 20,000 drams banknote and Saint Gregory the Illuminator on a 50,000 drams banknote.

The regulator has announced a contest to choose sketches for the banknotes. –0—-

Edward Sharmazanov rules out large-scale military actions in Karaabkh conflict zone

The Artsakh-Azerbaijan conflict has recently entered a new stage, Vice President of the Armenian National Assembly says.

“Ignoring all agreements reached in Vienna and St. Petersburg, as well as all international commitments, Azerbaijan periodically escalates the situation at the line of contact, undertakes infiltration attempts,” Vice-President of the National Assembly Edward Sharmazanov told reporters today.

“The recent developments show that the Azerbaijani leadership has drawn lessons from Hitler Germany and uses its own population as a human shield,” he said.

Speaking about the meeting between Armenian and Azerbaijani Foreign Ministers in Brussels on July 11, Sharmazanov emphasized three important points.

“The Co-Chairs once again reiterate the imperative of solving the conflict exceptionally through peaceful negotiations. Second, the Armenian side reiterates its stance that progress in negotiations is impossible unless the agreements reached in Vienna and St. Petersburg are called to life. Third, Azerbaijan continues its non-constructive policy by refusing to implement the agreements,” he said.

Sharmnazanov believes Armenia should remain committed to its ‘harsh stance.’ “President Serzh Sargsyan clearly stated at the National Assembly on May 18 that the security of the people of Artsakh is the utmost objective. Second, he emphasized that the Karabakh issue should be solved through the free _expression_ of will of the people of Artsakh,” the Vice-Speaker said.

He noted that “on the other hand, the international community, the co-chairing countries should seek ways for persuading or pressuring Azerbaijan to implement the agreements.”

“Azerbaijan wanted to establish a new status quo after the April military actions, to start negotiations from the scratch, but failed to do so,” Edward Sharmazanov said. According to him, the meetings in Vienna and St. Petersburg were a failure of Azerbaijani diplomacy.

He called attention to the statements of the Russian Foreign Ministry, urging Baku to stop discrimination against Russian citizens with Armenian surnames. “This is not now, but what’s important is that the statement is being made in the wake of June escalation at the line of contact, which could mean the Russian Azerbaijani relations are entering an unfavorable stage.”

Edward Sharmazanov believes the Karabakh issue should be solved exceptionally in a peaceful way on the basis of the three principles of international law, where the full realization of the Artsakh people’s right to self-determination should be the key point. He stressed that Artsakh has nothing to do with Azerbaijan’s territorial integrity. “Artsakh has not been part of independent Azerbaijan at least for a second,” he stressed.

The Vice-Speaker rules out the possibility of a large-scale war. According to him, the Trump-Putin meeting showed that the superpowers will not allow a new hotspot next to Syria.

Artsakh ready to take offensive actions if necessary – Defense Minister

Artsakh Defense Minister, Lieutenant General Levon Mnatsakanyan received a group of MPs from Armenia’s National Assembly.

Referring to last year’s military actions unleashed by Azerbaijan, Minister Mnatsakanyan described them as “mass attack by Azerbaijan against Artsakh, taking into consideration the involvement of special forces, the large quantity of armor units, the use of rocket and artillery weapons, up-to-date technologies.”

Levon Mnatsakanyan presented the post-April work, noting that comprehensive analysis has been carried out, the complex of actions carried out to eliminate the gaps and shortcomings.

Describing today’s situation on the frontline as “stably controlled,” the  Minister assured that “the Defense Army is able to give an adequate response to the provocations of the rival and is ready to resort to offensive actions, based on the situation.”

The Army chief responded to the lawmakers’ questions related to the engineering equipment at the frontline, the innovations used in the army, the capacities and effectiveness of video surveillance systems.

Views differ on restoring transport communication between Georgia and Russia

The recent report on an agreement between Moscow and Tbilisi to implement the 2011 Agreement on Trade Corridors between Russia and Georgia has sparked new wave of discussion in Tbilisi. Views differ on the perspectives of its realization.

The announcement was made after talks between Russian Deputy Foreign Minister Grigori Karasin and Georgaan Prime Minister’s Special Envoy, Ambassador Zurab Abashidze.

Some experts believe the issue has already been settled on the highest level, others say Georgia will not opt for it, as the step could actually mean recognition of Abkhazia and South Ossetia.

Executive director of the Caucasian House, political analyst Giorgi Kanashvili calls attention to the fact that the parties referred to the issue on many occasions before, but have now started speaking openly about it.

“Taking into consideration the experience and caution of the two diplomats, I believe that the process is coming to an end. I think the issue has been settled on the highest level,” Kanashvili told Public Radio of Armenia.

The expert is confident that the highway passing through South Ossetia will benefit not only Armenia, but also Georgia.

“It will boost Georgia’s role as a transit country in the region and contribute to the normalization of Russian-Georgian relations. The financial aspect is also very important,” he said.

Political scientist Gela Vasadze does not share the opinion that the issue has been finally settled.

“We are still holding negotiations to have Russia implement the provisions of the 2011 agreement,” Gela Vasadze said.

According to him, restoring the transport communication at this point would mean that “Georgia recognizes the ‘occupied territories’ economically.”

“Besides, commissioning of the road will face resistance in Georgia, which the authorities will hardly manage to overcome,” he said.

The political scientist insists that the “commissioning of the railway will bring small revenues to Armenia and Georgia.” He considers all roads will open only after the conflicts are solved.

The rail communication between Georgia and Russia was disrupted during the War in Abkhazia in 1992.

Experts in Armenia believe restoration of rail communication will help ease the burden of the country’s partial blockade and will simplify Armenia’s communication with the outer world.

CSTO Secretary General Yuri Khachaturov to deliver a speech at Russian State Duma

Secretary General of the Collective Security Treaty Organization (CSTO) Yuri Khachaturov is set to deliver a speech at the CIS and Eurasian Integration Standing Committee of the State Duma, lower house of the Federal Assembly of Russia. 

Ria Novosti Agency reports, Khachaturov will present the CSTO priorities as well s the preparation works for the SCTO parliamentary assembly.

Yuri Khachaturov was appointed Secretary General of CSTO on May 2, 2017, when the rotating chairmanship of the Secretary General’s post was passed to Armenia.

The lives of injured passengers of the crashed Yerevan-Anapa bus not endangered

One of the three Armenian passengers who were hospitalized to Nevinominsk hospital following a bus crash en route Yerevan to Anapa in Russia’s Stavropol region, discharged from the hospital. Armenia’s ministry of healthcare reported, as of 10:00 Wednesday, two Armenian citizens continue treatment in the hospital diagnosed with multiple traumatic injuries.

According to Russian specialists, their lives are not endangered while conditions are assessed as moderate. 

To remind three passengers were injured as a bus en route Yerevan to Anapa overturned near Nevinominsk city of Russia’s Stavropol region on July 11. 7 Armenian citizens were on board of the bus with three of them, namely Arsen Azizyan (b. 1961), Sofik Aloyan (b. 1985), and driver Seyran Shahverdyan (1961) sustaining injuries due to the traffic accident.
